항공 준사고보고 제도에 관한 고찰 (A Study on The Aviation Incident Reporting System)

  • The effort to secure the aviation safety in each country of the world including our country, is one step more strengthening. For one of this effort, some advanced countries in aviation safety are operating the aviation incident reporting system, and in our country the aviation incident reporting system; Korea confidential incident reporting system is operated on Jan. 1. 2000. This article is introducing for those theoretical, politics and operational backgrounds of the aviation incident reporting system, foreign countries aviation incident reporting systems and our aviation incident reporting system including those status of reporting, and analysis.

계층적 침해자원 기반의 침해사고 구성 및 유형분석 (The Composition and Analytical Classification of Cyber Incident based Hierarchical Cyber Observables)

  • 최근 침해정보공유센터와 기업의 보안시스템으로 부터 수집되는 침해사고의 수는 악성코드의 확산으로 인해 기하급수적으로 증가하고 있다. 사이버 공격으로 인해 침해 사고가 발생했을 때 침해사고 분석가들은 대량의 침해사고 데이터를 분류 및 분석하는데 시간과 비용이 증가하는 문제점에 직면한다. 이에 대한 기존의 해결책으로 다중 연관분석을 통한 유사침해사고에 대한 정보를 제공하는 침해사고 분석시스템이 있으나 이는 분석가에게 분석할 침해사고의 수를 축소시켜 주는 효과가 있을 뿐 침해분석에 적합한 정보를 제공하지 못하고 있다. 그 근본적인 이유는 비현실적인 침해사고의 구성을 야기하는 침해자원 기준으로 침해사고를 분류하기 때문이다. 이를 해결하고자 본 논문에서는 침해사고를 기준으로 침해자원을 계층적으로 분류하고 유사도 분석을 수행하였다. 이 분석을 통하여 신규 침해사고가 발생하였을 때 유사한 침해사고 유형에 대한 정보를 침해사고 분석가에게 제시하는 침해사고 분석 모델을 제안하고 검증을 위하여 침해사고분석 모듈을 구현하였다. 제안 모델은 의미 있는 침해사고 구성과 유형 분류의 제공을 통해 실용성을 확대한다.

  • By noticing that most waveguide devices were connected to power source through coaxial line, three dimentional finite element analysis using TEM mode incident was tried. When tEM mode was used, being dissimilar to TE$_{10}$ mode incident, analysis model of TEM mode incident has almost the same geometry with real products. Therefore, the degree of trust about analysis result is improved. Reflection coefficients of coaxial line, W/G adaptor, magnetron obtained by simulation was compared with experimental results.

잠재 심각도 평가 기반의 조선업 재해 분석 활동에 관한 사례 연구 (A Case Study on the Potential Severity Assessment for Incident Investigation in the Shipbuilding Industry)

  • Korean shipbuilding companies have taken many efforts for safety over the years by developing Health, Safety & Environment (HSE) Management Systems, Procedures, Training, and studying Programs for prevention of incidents. As a result, the shipbuilding industry has succeeded in reducing overall injury rates. Nevertheless, the industry also noticed that incident rates are still not at zero and more importantly, serious injuries and fatalities are still occurring. One factor that may be attributing to this is the lack of managing potential severity during incident investigations, most incident investigations are implemented based on the actual result. Generally, each shipbuilding company develops their customized incident investigation programs and these are also commonly being focused on actual result. This study aimed to develop a shift in strategy toward safety to classify the criteria of potential severity from any incidents and manage that to prevent any recurrence or causing any serious injuries or fatalities in the shipbuilding industry. Several global energy companies have already developed potential severity management tools and applied them in their incident investigations. In order to verify the necessity of improvement for current systems, a case study and comparative analysis between a domestic shipbuilding company and several global energy companies from foreign countries was implemented and comparison of two incident investigation cases from specific offshore projects was conducted to measure the value of a potential severity system. Also, a checklist was established from the data of fatalities and serious injuries in recent 5 years that occurred in Korea shipbuilding industry and a proposal to verify high potential incidents in the incident investigation process and comparative analysis between the assessment by appling proposed checklist and the assessment from a global energy company by using their own system was implemented. As a measure to prevent any incidents, it is required to focus on potential severity assessment during the incident investigation rather than to only control actual result. Hence, this study aims to propose a realistic plan which enables to improve the existing practices of incident investigation and control in the shipbuilding industry.

Numerical Analysis of Waves Profiles coming with Oblique Angle to Permeable Submerged Breakwater on the Porous Seabed

  • This analysis method is based on the wave pressure function with the continuity in the analytical region including fluid and porous structures. Wave profiles coming with oblique angle to permeable submerged breakwater on the porous seabed are computed numerically by using boundary element method. When compared with the existing results for the oblique incident wave, the results of this study show good agreement. The results indicate that wave profiles own high dependability regarding the change of oblique incident waves and permeable submerged breakwater on the porous seabed. Therefore, the analysis method of this study are estimated to be applied as an accurate numerical analysis referring to oblique incident waves and permeable submerged breakwater on the porous seabed in real sea environment.

민간경비원들의 사건충격과 직무스트레스 요인 분석 (Incident shock and job Stressor analysis in Private Guards)

  • 본 연구는 민간경비원들의 사건충격이 직무스트레스에 미치는 영향을 심층적으로 분석하고 규명하는데 목적이 있다. 이러한 본 연구의 목적을 달성하기 위하여 2012년 수도권소재 민간경비원 10명을 대상으로 참여관찰과 심층면담분석방법을 이용하였다. 수집된 인터뷰 자료는 컴퓨터를 이용하여 부호화 하였으며, 사건충격, 직무영향, 직무스트레스, 조직생활 등으로 분석하였다. 결론은 다음과 같다. 첫째, 민간경비원들은 업무현장에서 발생된 자살, 테러위협, 상사의 비리 등과 같은 사건충격은 큰 심리적 불안감을 주고 있는 것으로 나타났다. 둘째, 민간경비원들은 과거에 겪었던 사건충격으로 인해 업무에 대한 두려움, 대인기피 증 현상으로 인해 타 업무 분야로 이직하는데 중요한 영향을 미치고 있는 것으로 나타났다. 셋째, 민간경비원들은 과거 자신이 경험한 사건충격으로 인해 상당부분의 직무스트레스를 경험했던 것으로 나타났다. 즉, 과거 사건충격은 고객접점에 직접적인 영향을 미친다. 넷째, 민간경비원들은 과거 사건충격을 극복하지 못할 경우 개인의 조직생활을 감소시키는 것으로 나타났다. 즉, 사건충격은 민간경비 조직문화에서 상사부하간의 신뢰형성 및 팀웍을 감소시킨다.

철도사고분석에 대한 고찰 (A study on the analysis of railway accidents)

  • It is necessary to analyze the railway accidents and incidents for the purpose of understanding present safety state and enhancing its system. Korea National Railroad has its accident/incident reporting codes, but it is relatively not sufficient for detail classification and investigation of accident and incident compared with foreign countries. This paper suggests how to classify the railway accident/incident, and describes the analysis result for domestic recent railway accidents and incidents according to the new suggested classifying system.

단기예측기법을 이용한 연속류 유고영향 분석시스템 (Development of an incident impact analysis system using short-term traffic forecasts)

  • 본 연구는 유고로 인한 대기행렬, 통행시간과 같은 혼잡정보를 예측하여 제공하는 것을 목표로 하며, 이것은 교통시설 이용자와 운영자 모두에게 효율적인 대안선택 및 운영을 위한 중요한 요소로 활용된다. 이러한 예측된 사고영향 정보의 제공으로 인하여, 이용자는 유고 구간에 대한 정보를 사전에 인지하여 지체를 최소화 할 수 있고, 운영자는 현재 유고영향을 받을 것으로 예상되는 구간을 효율적으로 관리할 수 있을 것이다. 본 연구에서는 연속류 본선구간에서 단기예측기법을 적용한 유고영향 예측모형을 제안하였다. 본 연구에서 제안한 모형은 MARE를 통하여 상대적인 오차를 비교분석하여, 예측력이 뛰어난 모형을 정립하였다. 본 연구를 시작으로 미시적인 사고영향 예측 모형이 개발된다면 사고발생 시 지체를 최소화하고 사회적인 비용을 줄일 수 있을 것이다.

침투층 위의 잠제에 경사각을 가지고 입사하는 파랑의 수치해석 (Numerical Analysis of Waves coming with Oblique Angle to Submerged Breakwater on the Porous Seabed)

  • Wave profiles coming with oblique angle to trapezoidal submerged breakwater on the porous seabed are computed numerically by using a boundary element method. The analysis method is based on the wave pressure function with the continuity in the analytical region including fluid and structure. When compared with the existing results on the oblique incident wave, the results of this study show good agreement. The fluctuation of wave profiles is increased in the rear of the submerged breakwater due to the increase of the transmission coefficient, as the incident angle increases. In addition, in the case of the wave profiles passing over the submerged breakwater on porous seabed, it is able to verify that the attenuation of wave height occurs more significantly due to the wave energy dissipation than that of passing over the submerged breakwater on the impermeable seabed. The results indicate that wave profile own high dependability regarding the change of oblique incident waves and porous seabed. Therefore, the results of this study are estimated to be applied as an accurate numerical analysis referring to oblique incident waves and porous seabed in real sea environment.

텍스트 마이닝을 활용한 건설안전사고 빅데이터 분석 (Big Data Analytics of Construction Safety Incidents Using Text Mining)

  • This study aims to extract key topics through text mining of incident records (incident history, post-incident measures, preventive measures) from construction safety accident case data available on the public data portal. It also seeks to provide fundamental insights contributing to the establishment of manuals for disaster prevention by identifying correlations between these topics. After pre-processing the input data, we used the LDA-based topic modeling technique to derive the main topics. Consequently, we obtained five topics related to incident history, and four topics each related to post-incident measures and preventive measures. Although no dominant patterns emerged from the topic pattern analysis, the study holds significance as it provides quantitative information on the follow-up actions related to the incident history, thereby suggesting practical implications for the establishment of a preventive decision-making system through the linkage between accident history and subsequent measures for reccurrence prevention.
