본 연구는 국내 외 유류오염사고 발생시 피해자에 대한 충분한 보상방법이 강구되어야 한다는 관점에서 유류오염방지법제의 개선 발전방향을 제시하고 선주책임상호 보험조합(P&I Club)과 국제기금(lOPC Fund)으로부터 피해배상 보상을 받기 위한 제도적인 면을 살펴보고, 주요 유류오염 사고의 손해배상 보상 관련 쟁점을 조사 분석하여 손해배상을 최대한 보장할 수 있는 방안을 연구하였다. 그리고 기름유출 규모별 지원체계와 복구방안 유류오염손해 배상 보상청구에 있어서 개선방안 및 정책대안을 제시하고자 한다. 첫째, 현행의 유류오염손해배상보장법은 유류오염피해보상법으로 이행되어야 한다. 따라서 그 구체적인 내용도 책임한도액의 인상 및 책임 주체와 적용 범위의 확대 등을 통하여 피해구제에 철저하여야 할 것이다. 둘째, 외국에서 발생한 사고와 비교하여 같은 종류, 같은 규모의 사고임에도 불구하고 너무나 현격한 차이의 손해가 발생하면 국제적인 손해보상주체로부터 완전한 보상을 받는데 상당한 어려움이 있기 때문에 피해를 최소화할 수 있는 국가긴급방제능력을 갖추어야한다. 셋째, 책임주체를 확정하고 책임의 성질은 무과실책임으로 하며 선박소유자의 책임한도를 초과하는 손해도 보상 할 수 있는 법적 장치를 마련하여야 한다. 끝으로 법정책적으로 해양오염손해에 배상 보상을 촉진하기 위하여 피해자측은 평소 객관적인 소득자료를 구비해 놓아야 한다. 정부측에서는 피해조사에 공적기관으로서 적극적으로 참관하는 방안을 검토하여야 할 것이며 어업관련 통계자료의 정확성을 확보함으로써 손해액 산정이 용이하도록 노력하여야 할 것이다. 나아가 전문적인 해사중재기구를 창설함으로써 중재를 통하여 신속히 오염손해를 보상받을 수 있는 방안을 연구하여야한다.

The first, Improvement of education training condition Education training is influenced by facilities, environment around. according to questionnaire, it is very poor, we should set up a training institute as soon as possible. The second, Improvement of education training contents In working as special guard, they do not feel the need of curriculums like bayonet fencing, criminal law, and so on. accordingly we should adjust the contents of educaton training. The third, Improvement of education training course People were satisfied with the contents of lectures and educator more than half to some degree, but there was a question of time, communication, contents. we should try to remedy things like this. The fourth, Adjustment of education training time The 60% people of all were not satisfied with the time of education training about new duty. we need to intensify and oversee a duty training and the restructure of training time. The fifth, Fairness of valuation reward and punishment in education training The 80% people of all had the bad feeling against reward and punishment, so we tried to let fairness of valuation, reward and punishment completed by educational institution. The sixth, Establishment of the institution for special guard special guard have to be raised by special institution, but lacking of educational program, educational facility, educational Environment, university took the place of government as institution in raising special guard, education still leave much to be desired. so to develop the industry of a civil security, government or a guard association will set up the school of training, education, system about civil security as a whole. The seventh, Improvement of education training form People have to be taught for 80 hours in education training. according to questionnaire, over 75%people wanted to lodge at education accommodation, so in doing education training, we need to improve a system and form. The eighth, Operation of education training suitable for a characteristic in jobs In the education of 80 hours, common courses will need to be carried out together, depending on class, the object of national facility, inspection and practice will need to be done. maybe this can be the improvement of growing up education training. In the result of the study, we need to build up the satisfaction of education training through a lot of opinion like program, system, circumstances. Keep in mind that the paper was a few of problems because of the limit of the survey of 132 peoples, accordingly we try to collect a survey related with this around country. especially this will need to be asked for harmony between the law and the background of system. in the future, to develop the special guard service, increase the demand of this service, have to raised the expert and the special guard service has to enlarge.

In this paper, the control law for the system that has the variation of moment of inertia is designed. The proposed method is that the control input is obtained by using optimal PI control and partial adaptive control. The partial adaptive control input is adjusted by estimating the variational quantity of moment of inertia. This result gives us significant improvement of tracking ability.

Computer simulation is carried out for passive, active, and semi-active suspension system. Each RMS and frequency response to road profile input is calculated for comparison and evaluation of the performance. The vibration analysis and active control of the quarter model of a vehicle suspension is studied in order to evaluate the alternative control laws. This paper derives an optimal closed-loop feedback law for the semi-active suspension that justifies the clipped optimal approach.

There is much dangerous machine in worksite. These make the rate of accidents increase. Specially, among them, dryness equipment work has the highest rate of accidents. Therefore, it has been managed by safety-health law. It is very important to make a special study of work using the dangerous machine. In press work, it is also important to develop safety system program to improve productivity and work safely In this reaserch. the safety mangement system is built for the work improvement of the Press. I will try new development method about dangerous machine.

본 논문에서는 기존에 이루어진 기업이미지에 대한 논의들을 중심으로 하여 기업이미지의 개념과 특징, 관리의 필요성과 선행연구들을 조명해보고, 향후 이를 기초로 한 실증분석의 토대로 삼고자 하였다. 즉 기업이미지가 상품구매에 어떠한 영향을 미치고 나아가 기업의 성공 성패를 좌우하는지에 대해 알아보고, 이러한 선행연구결과들을 바탕으로 하여 기업이미지의 개념을 명확히 하고 향후 기업이미지 제고 방안에 대한 실증적 연구의 이론적 기초를 제공하는데 그 목적이 있다.

The present work focuses on the prediction of birefringence in injection-molded plastic part and its improvement by rapid mold heating. To calculate birefringence, flow-induced residual stress is computed through a fully three-dimensional injection molding analysis. Then the stress-optical law is applied from which the order of birefringence can be evaluated and visualized. The birefringence patterns are predicted for a rectangular plate with a variation of mold temperatures, which shows that the amount of molecular orientation and birefringence level decreases with an increase of mold temperature. The effect of mold temperature on the order of birefringence is also studied for a thin-walled rectangular strip, and compared with experimental measurements. Both predicted and experimental patterns of birefringence are in agreements on the observation that the birefringence level diminishes significantly when the mold temperature is raised to above the glass transition temperature.

This article deals with the Improvement of Compulsory Arbitration System on Trade Union and Labor Relations Adjustment Act in Korea. If a labor dispute occcur, the settlement of labor dispute must be reached for the parties' own accord. The autonomy of the parties concerned is the fundamental principle in the settlement of labor dispute. If the Rights Which are guaranteed by art. 33 Constitutional Law belong to civil liberties, we should consider Trade Union Act as the restriction of basic rights. Arbitration is a procedure which permits the most positive intervention by the arbitrator. It is carried out by an arbitration committe which is composed of three arbitrators appointed by the chairman of the Labor Relations Commission. Compulsory arbitration system of the labor for parties should be improved. In case of necessary public enterprises, more strict requirements on assembly for labor disputes should be prepared and the government should support institutions to prevent labor-management disputes by educating experts on labor-management relations and improving the quality of arbitration.
