In the commercial transaction sellers use various sales strategies to increase profits, and this kind of sales strategies often causes damage to customers, it, moreover, is true that these examples happen in the electronic commercial market much more than in traditional one because of the characteristics if the electronic commerce. That's why people transact one another without face-to-face meeting in the electronic commerce market, so people one likely to fall for a trick to cheat and deceive. It's no doubt that the frequency of crime is higher than in face-to-face market. For that reason Cooling Off System, Consumer Compensation Insurance, Mutual Aid Association and Billing Payment Deposit System are in force the law related electronic commerce to protect customers' rights. In this paper it will be discussed about the periods of Cooling Off System and a received commodity notice of the Billing Payment Deposit System. Regarding these periods seven days for Cooling Off period and three days for a received commodity notice period are stipulated under the law of related electronic commerce to protect customers' rights, But each period has to be differentiated depending on each goods for this period to be reasonable and proper. Therefore in this study it will be focused on these facts and each period will be classified by the goods' purpose of purchase and quality.

In general, weapon systems require very high reliability. Recently Korean defense reliability technologies growth rapidly. However, there are some matters of reform in reliability management, reliability assurance, and defense acquisition environment, etc. In this paper, we propose the reliability development plan for Korean defense system as follows; 1) reliability improvement programs for each acquisition stages, 2) reliability improvement methods for logistics support, 3) reliability improvement programs for developers and manufacturers, 4) reform matters for the defense acquisition law, 6) establishment of defense reliability assessment center and defense reliability committee.

2018년 5월 25일부로 시행된 GDPR은 모든 EU 회원국에 공통적으로 적용되고 법적 구속력을 갖춘 점과 개인정보보호와 관련된 가장 최신의 동향이 고려되어진 법이라는 점에서 법적 중요성과 가치가 높다고 할 수 있겠다. 따라서 본 연구는 이러한 GDPR을 기준으로 국내 "개인정보 보호법" 및 "정보통신망법"과의 비교분석을 통한 국내의 개인정보보호 법제의 점검 및 개선 방안을 제언하는 것에 의미가 있을 것이라고 판단하였다. 본 연구의 결과로 GDPR의 법 적용 범위 민감정보 정의 개인정보 이전권 개인정보 보호담당관 개인정보 역외 이전 감독기관 처벌 법 적용 예외 사항 등이 국내 비교대상 법과 차이를 보이고 있었다. 이러한 차이는 정보주체의 권리와 이익을 보호하고, 개인정보의 보호와 활용적 측면의 균형을 위해서도 충분히 필요한 것이었다. 따라서 본 연구의 비교분석 결과 및 법 개선방안에 대한 제언을 토대로 국내 개인정보보호 법제의 전체적인 점검 및 수준 향상에 기여할 수 있을 것으로 기대한다.

본 연구에서는 초고층 피난안전설계 기준 개선을 위하여 국내외 피난관계법령에 대하여 비교분석 하였다. 그 결과, 국내 피난관계법령기준 개선사항을 다음과 같이 요약할 수 있다. 첫 번째, 수용인원에 대한 피난용량을 산정하도록 하며, 2이상의 출구 요구시 1개 출구접근 불가할 경우에도 피난용량의 50%이상을 충족하도록 해야 한다. 두 번째, 계단 또는 출구간 이격거리 기준 규정을 통해 이방향 피난이 원활이 이루어질 수 있도록 해야 한다. 세 번째, 막다른 복도 및 통로에 대한 길이제한을 규정해야하며 이는 스프링클러 유무에 따라서도 제한의 차등을 두어야 한다. 네 번째, 피난안전구역과 엘리베이터 및 계단의 경우 안전한 피난경로를 확보하며 피난유도를 하여야 하며, 피난층 이외의 층에서도 수평방향의 피난안전성 확보를 위하여 별도의 피난안전구역 마련이 필요하다.

국내의 IT기업들은 개인정보보호에 관한 국내법의 규제와 집행이 엄격히 적용되는 반면, 해외 기업들에게는 여러 이유로 법의 적용과 집행이 동등하게 이루어지지 못하는 상황이다. 이에 따라 국내기업들은 해외기업에 비해 경쟁력이 약하여 규제의 역차별 상황에 놓여 있다. 이에 본 글에서는 개인정보보호법제상 규제항목을 5가지로 유형화하고 분석하였다. 또한 국내에 서비스를 제공하는 대표적 사이트(네이버(Naver), 다음(Daum), 구글(Google), 페이스북(Facebook))이 제시하는 개인정보처리방침(privacy policy)을 비교분석하고, 위의 규제항목별로 의무사항에 부합하는지 검토한다. 그리고 역차별 해소를 위한 종합적 법제 개선 방안을 3가지 측면으로 제안한다.

서해안과 남해안의 해안지역은 해성점토로 매립하여 부족한 용지를 확보하는 공사가 자주 시행되고 있다. 이렇게 새로이 생성된 연약지반을 개량하는 공법들은 아주 다양하다. 이중 외국에서 자주 사용되어온 생석회 말뚝공법은 국내에서는 거의 사용되고 있지 않다. 따라서 본 연구에서는 생석회 말뚝을 이용한 연약 지반개량공법을 국내 현장에 적용할 수 있도록 하기 위해 생석회 말뚝과 주변지반의 공학적인 현상을 규명하는데 초점을 맞추었다. 실내 모형시험과 유한요소해석을 실시하여 생석회 말뚝 주위의 압밀 현상을 파악하였다. 유한요소 해석 및 Chen 과 Law의 이론식에 의한 결과는 실제 발생하는 간극수압과는 일치하지 않았으나 전체적인 경향은 비슷하였다. 본 연구로부터 생석회 말뚝의 팽창압이 주위 지반의 압밀특성에 막대한 영향을 미치는 것으로 나타났다.

This study is regarding the accessibility for the disabled in the catholic churches. The purpose is to check the current condition of the accessibility for the disabled and to suggest the improvement plans targeted at 10 churches located in Yuseong-gu, Daejeon metropolitan city. Especially the current condition of the obligations and recommendations specified in the accessibility enhancement law for the disabled was performed through field investigation. Firstly, the accessibility for the disabled of each church was evaluated qualitatively as well as quantitatively. And then sequential improvement plans divided into three stages were suggested. Above all, the parish, management authority of catholic churches should establish medium and long-term plans besides legal standards. Even though the scope of this research was limited to catholic churches of certain areas, the result of this research is expected to help investigation the current condition of the accessibility for the disabled and to suggest the improvement plans in other catholic churches.

정보통신기술(ICT) 및 인공지능(AI) 기술 산업의 급격한 발전에 따라 먼 미래로만 생각했던 자율운항선박의 등장이 최근들어 현실로 다가오고 있다. 이러한 급격한 기술의 발전과 더불어 해양법 분야에서의 해사안전, 해양환경보호, 해양질서유지 등의 공법(公法)분야분만 아니라 책임, 손해배상, 해상보험 등 사법(私法)분야에서의 변화 또한 필수불가결하게 되었다. 특히 선원이 승선하지 않는 자율운항선박이라는 새로운 형태의 선박의 등장으로 해양사고 발생 시 책임, 손해배상, 보험계약 등의 그 유형과 종류 또한 달라질 것이다. 이 논문에서는 먼저 자율운항선박의 개념, 분류, 효과 및 미래에 대한 일반적 이론 및 자율운항선박 논의를 위한 해상법의 개념과 해상법상 각종 의무와 책임에 대한 일반적 이론을 살펴본다. 다음으로 자율운항선박의 해양사고 발생 시 선박으로서 지위, 용선 계약상의 법률관계, 감항능력주의의무, 책임의 주체 및 손해배상책임과 면책에 대한 쟁점 사항을 해상법적 관점에서 검토한다. 아울러 향후 자율운항선박 4단계에서 해양사고 발생 시 책임의 귀속 주체와 기준을 명확히 하기 위한 추가적인 연구의 필요성과 더불어 이를 위한 기술개발·법령정비·자금지원 등 제도적 개선의 필요성을 제시한다.

In general, the information of inertia properties is required to control a spacecraft. The inertia properties are changed by some activities such as consumption of propellant, deployment of solar panel, sloshing, etc. Extensive estimation methods have been investigated to obtain the precise inertia properties. The gyro-based attitude data including noise and bias needs to be compensated for improvement of attitude control accuracy. A modified estimation method based on the law of conservation of angular momentum is suggested to avoid inconvenience like filtering process for noise-effect compensation. The conventional method is modified and beforehand estimated moment of inertia is applied to improve estimation efficiency of product of inertia. The performance of the suggested method has been verified for the case of STSAT-3, Korea Science Technology Satellite.

The study was conducted to project supply and demand of the nurses till year 2010 based on analysis of supply and demand of nurses up to year 1991. Results of the study will provide invaluable information for nurses manpower planning as well as overall health manpower planning for the 21th century. It is projected that nurses will be oversupplied based on the current prductivity which is undesirable situation if the quality of care is considered, and undersupplied based on the the medical law as well as optimal productivity. Thus, it is desirable to increase active supply of nurses. One of the ways of increasing active supply would be increasing the size of training and education. But, considering low employment rate of nurses which is about 59% better way of solving problems related to nurses shortage would be improvement in nurses' employment rate. According to simulation study done as part of this study, if nurses' employment rate goes up to 80%, there is no need for increasing the size of training to meet the demand at the level of medical law.
