Case analysis of trade dispute between Korea and India (한.인도간의 통상분쟁 현황과 사례 분석 -인도의 반덤핑 관세정책을 중심으로-)

  • As traditional import regulations have decreased all over the world in recent decades, the usage of "unconventional" trade protection measures has grown in the developing countries. In particular, antidumping investigations have risen rapidly and have growing in India and China. Therefore, this thesis aims to provide countermeasures to our government and Korean exporting companies by studying characteristics of antidumping. India is one of the most frequent initiators of antidumping cases by protecting their industries and impeding imports from FTA. This year, economic exchanges of Korea and India will be increasing by the conclusion of CEPA. This will lead to the increase of dispute by import regulations. Under such circumstances, to decrease Indian antidumping cases Korea will respond as follows. i)If antidumping laws, system and practice of India have injustice or are different from WTO rules, our government will have to indicate injustice and actively urge Indian government to make corrections. For example, they are continuous bilateral contact about the problems, fallacy of calculation of dumping margin, and intense investigations into cause and effect relationship and losses in dumping market, ect. ii)Our government should give more support to the small and medium exporting company which have difficulties in dealing with trade conflicts, counseling, arbitrating a lawyer. iii)Our government which is in control of domestic trade relief system should strengthen its investigation ability about new regulations and moniter import regulations of India. Over the long time, Korean companies need to export competitive advantage items of a higher value-added business and build solidarity by technology transfer. Accordingly, that will result in the decrease of trade dispute in India.

  • A localization system for indoor robots is an important technology for robot navigation in a building. Our localization system imports the GPS system and consists of more than 3 satellite beacons and a receiver. Each beacon emits both an ultrasonic wave and radio frequency. The receiver in the robot computes the distance from it to the beacon by measuring the flying time difference between ultrasonic wave and radio frequency. It then computes its position with the distance information from more than 3 beacons whose positions are known. However, the distance information includes errors caused from the ultrasonic sensors; we found it to be limited to within one period of a wave (${\pm}2\;cm$ tolerance). This paper presents a method for predicting the maximum position error due to distance information errors by using Taylor expansion and singular value decomposition (SVD). The paper also proposes a measuring parameter such as sensitivity to represent the accuracy of the indoor robot localization system in determining the robot's position with regards to the distance error.

  • KORUS-FTA are consist of articles 8. In order to the subjects are, application of a safeguard measures, conditions and limitations, provisional measures, compensation, global safeguard actions, definitions, antidumping and countervailing duties, committee on trade remedies. In especially, regarding application of a safeguard measures under KORUS-FTA, if as a result of the reduction or elimination of a customs duty under this agreement, an originating good of the other party is being imported into the territory of a party in such increased quantities, in absolute terms or relative to domestic production, and under such conditions that the imports of such originating good from the other party constitute a substantial cause of serious injury, or threat thereof, to a domestic industry producing a like or directly competitive good, the party may: suspend the further reduction of any rate of customs duty on the good provided for under this agreement; increase the rate of customs duty on the good to a level not to exceed the lesser of: the most-favored-nation (MFN) applied rate of duty on the good in effect at the time the action is taken; and the MFN applied rate of duty on the good in effect on the day immediately preceding the date this Agreement enters into force; or in the case of a customs duty applied to a good on a seasonal basis, increase the rate of duty to a level that, for each season, does not exceed the lesser of: the MFN applied rate of duty on the good in effect for the corresponding season immediately preceding the date of application of the safeguard measure; and the MFN applied rate of duty on the good in effect for the corresponding season immediately preceding the date this agreement enters into force.

  • Korean Ginseng has been recognized as a representative special product in Korea and over the world for a long time, since its quality is known to be superior to Chinese, North American Ginseng. However, the export volume of Korean Ginseng products has been diminishing since 1990 because the imports of low price Chinese Ginseng and the effective marketing policy on North American Ginseng. Therefore, this study is to suggest the competitiveness reinforcement strategies through analyses of the present state and transition of the international competitiveness in Korean Ginseng. This study conducts the comparative analysis of international competitive power of ginseng between Korea and other exporting countries. There are many kinds of saponin that are competitive from a quality profile. However, price competitiveness was very low. According to the result of analysis, this study suggest the competitiveness reinforcement strategies of Korean Ginseng as follows ; First, it is necessary to establish the ginseng plan for high-quality environmentally-friendly production. Second, Korean Ginseng producer should develop various consumer-oriented products according to purchasing power and taste of target market consumers. Third, export strategies must be established by finding out every importing country’s characteristics with regard its import, circulation and consumption of the Korean Ginseng. The use of this study is to forecast useful information to concerned organization for the future policies to the ginseng products in the international market.

Export Strategies Against Decreasing Demand of Fukushima's Agricultural Porducts (후쿠시마산(産) 농산물 수요감소에 대비한 농산물 수출전략)

  • In 1995, the WTO started to ease the trade barriers. Globalization has accelerated. The opening of the agricultural products market is rapidly gaining momentum with the conclusion of an FTA. The acceleration of this FTA is expected to be a threat to Korea's agriculture, and a new strategy is needed. At the beginning of the nuclear accident, mainly radioactive materials are found in the surface layer of the soil. Over time, the concentration of the plant gradually increases. After 5 years, it becomes noticeable. In March 2016, it will be five years after the nuclear accident. Radioactive contamination is very likely to occur in agricultural products produced in the Fukushima area at this time. In this period, agricultural products produced in the Fukushima region are expected to generate supply disruptions in Japan, and imports to replace them will increase. Therefore, it is necessary to establish a mid- and long-term strategy for exporting to Japan by analyzing the competitiveness of Korean agricultural products. In this study, standardization index was derived by using agricultural price ratio, TSI, export CAC. Based on this, we analyzed the competitiveness of each item in the Japanese market. The analysis shows that garlic is the most competitive product in the Japanese market. Also, strawberry, tomato, and cucumber were found to be competitive. On the other hand, Kiwi, pineapple, soybean, onion, potato, etc. As a result of the analysis, the following strategies were proposed for the export of agricultural products with high competitiveness. First, it is necessary to develop technology to suppress deterioration of export transportation quality. Second, continuous supply of local consumption pattern information is required. Third, it is necessary to expand exports by processing fresh food. Fourth, it suggested the establishment of export base and strengthening of support system.

  • Conditions of farm crop switching are affected by several important external factors such as agricultural products import opening, policy support, and climate change. Farming environment is always changing; barriers to imports are becoming lower and lower because of FTA and others, and climate change affects a boundary line of cultivation. Those situations give farmers motivation to change crops in order to cope with them. In addition, crop switching has been done in response to the local government measures about purchase of local agricultural products according to the local food and the expansion of organic agricultural products in school meal. Even though the favorable environment toward crop switching has been created, there are not many researches or outcomes regarding crop switching. Only few studies focus on the list of decision-making in crop switching, and locally suitable crop selection is not treated. In order to utilize crop switching as a farm management strategy, the proper frame should be studied and practical researches on application possibility also need. Therefore, study on crop switching is in a timely, proactive manner because farms catch the chance of expansion of school meal by changing crops. This paper applies HERO model used for venture foundation process to crop switching process. Success factors of HERO model are comprised of Habitate, Entrepreneurship, Resource, and Opportunity, and these phased application factors are applied to crop switching process. By doing so, each phase success factor of crop switching can be uncovered. Three farm organizations supplying organic agricultural products to schools are studied in Gyeonggi province. As a result, the stabilization stage cannot be achieved because of the habitate conditions and social conditions with low risk bearing of crop switching and current school meal systems are the main problems to block the diversification of risks. In order to succeed in crop switching, constructing the habitate in local districts or in systems of school meal is more effective than supporting each farm.

Export to the USA and Sourcing of Korean Apparel Industry (한국 의류산업의 대미(對美) 수출 현황과 소싱 특성)

  • In recent years, Korea's apparel exports to the USA have faced a great threat, as the trade environment around the world has changed continually. The purpose of this study is to analyze the competitive position of Korean apparel exports to the USA, and to enhance export competitiveness by applying to offshore sourcing. The trade data of the Office of Textiles and Apparel(OTEXA) in the U.S. Department of Commerce were selected for inquiry about export competitiveness of apparel products made in Korea. In addition, we targeted members of the Korea Apparel Industry Association among the 500 exporters of clothing items in "The Import and Export Textile Product 2003." A total 70 sheets were analyzed. The results of this study were as follows: 1) Korean apparel exports to USA have decreased by 20-35 percent per year since 2005 under the Free Trade Area, showing that Korean apparel industries have not adapted to the new trade environment. Although Korean apparel exports to USA have indicated a trade surplus from now on, Korean apparel industries should find new ways to overcome this situation, diminishing exports and increasing imports. 2) Korean apparel companies selected more offshore sourcing than domestic sourcing. Also, as Korean apparel companies manufactured apparel products offshore, foreign subcontracting outranked manufacturing in their own foreign plants. When they chose foreign countries to source, they turned mainly to China and Vietnam. Also, they considered the target country's manufacturing price, labor stability, apparel products, quality, lead time, and so on. In order to increase apparel exports, Korean apparel industries should focus more on developing competitively new apparel products, improving the ability of sourcing management, and establishing on-the-spot agencies.

Growth characteristics of halophytes and forage crops under salt concentrations

  • South Korea is largely dependent on imports of forage crops. In order to raise the self-sufficiency rate of forage crops, it is necessary to cultivate forage crops in 135,100 ha reclaimed land of South Korea. This study was conducted to investigate the growth of halophytes and forage crops in order to search for stable plants on reclaimed land. The plants were cultured in Hoagland solution and grown at 0%, 0.5%, 1.0% and 2.0% of salt concentrations. Plants with good growth at 0.5% of salt concentration were halophytes such as Suaeda asparagoides and Salsola komarovii. Salicornia herbacea and Suaeda maritima showed good growth at 2.0% salinity, and Suaeda maritima showed stable growth at all of salt concentrations. In conclusion, Suaeda asparagoides showed the best growth at 0.5% of salt concentration and was considered the most biomass at reclaimed land in Korea with less than 0.5% of salt concentration.

Performance Evaluation of Registration and Sales of Veterinary Medical Devices in Korea (국내 동물용 의료기기 등록 및 판매 실태 조사)

  • In this study, we investigated the number of categories of veterinary medical devices registered by Animal and Plant Quarantine Agency (QIA) by 2013. We also analyzed the sales of the veterinary medical devices reported from Korea Animal Health Product Association (KAHPA) from 2011 to 2013. The registration rate of veterinary medical devices has sharply increased since 2008, and a total of 495 categories from 141 companies were registered by the end of 2013. The multi-frequency products registered for companion animals were ultrasound imaging system, x-ray system, microchip & reader, telemetry system transmitter, and hematology analyzer. The veterinary medical devices for farm animals include marker, artificial insemination catheter, injector, and ultrasound imaging system. Of these products, the multi-frequency products dominated on the veterinary medical devices market. The market size of 223 (45.0%) veterinary medical devices was estimated to be approximately 20.6 billion Won in 2013; the proportion of domestic products and imports was 56% to 44%; the proportion of domestic demand and export was 82% to 18%, respectively. This study suggested that the registration and sales of the veterinary medical devices have gradually increased as the demand of health care services got bigger in Korea.

New Paradigm of Apparel and Sewing Industry seen through Gaeseong Industrial Complex (개성공단을 통해 본 의류산업의 New Paradigm)

  • The purpose of this research was to present the possibility of an alternative production base for clothing business of South Korea through the analysis about textile/clothing industry production activities in the Gaeseong industrial complex. It is necessary for the Gaeseong industrial complex to cope with the issue about FTA and country of origin, manpower supply and demand, paying wages and labor productivity, the exclusive industrial complex of clothing. The Country of Origin on imports and exports tells the country of manufacture or production, where the product comes from. Rules of Origin are the special regulations to determine the country of origin of a product and exist in the forms of international law, legislation, precedent and administrative decisions. But the economy in the North and the Gaeseong industrial complex is a comparative advantage combined with elements of North-South interdependence as a South-North economic cooperation business and can contribute significantly to the stabilization of the North-South relations. Among the models using criteria of the determination of origin, it has directly provided the models of general regulation for offshore products, of limited offshore products. These models are to help Korean exporters in understanding and utilizing the Rules of Origin for their manufacturing. In addition, the development of the Gaeseong industrial complex will contribute to establish peace on the Korean peninsula as well as in Northeast Asia. Also economic cooperation between South and North Koreas is essential for peace and prosperity of the Korean people.
