  • According to the study of TQM implementations, the odds that an organization will successfully implement total quality management are two to one-against it. Based on the Brown's study, two thirds of all TQM implementations are dropped or fail altogether. However, organizations armed with knowledge of the factors that have the biggest impact on their success can take steps to influence or change those factors. In this paper, we studied on the degree of influence between those factors and successful start up and alignment factors. Based on extensive literature reviews those factors, threat, commitment, plan, progress and strategy are determined. Also we determine the successful start up and alignment factors. A framework of research including above factors is developed and tested statistically The Perceived data are collected from managers of quality departments of 141 Korean firms through survey. The results show that the rating of those factors which determine success of implementing TQM is progress, commitment, strategy and progress. But the factor of threat shows negative influence for the success of implementing TQM.

  • Radiosurgery treatment in the brain requires detailed information on three-dimensional dose distribution. A three-dimensional treatment planning is a prerequisite for treatment plan optimization. It must cover 3-D methods for representing the patient, the dose distributions, and beam settings. Three-dimensional dose models for non-coplanar moving arcs were developed using measured single beam data and efficient 3-D dose algorithms for circular fields. The implementation of three dimensional dose algorithms with stereotactic radiosurgery and the application of the algorithms to several cases are discussed.

  • The National Nutrition Survey in Japan (NNS-J) started in 1945 and has provided information on dietary intake and health status of Japanese citizens to the public and policymakers for more than half a century. We summarized several relevant issues on the survey in this report : the current framework of the NNS-J in accordance with the Nutrition Improvement Law, utilization of the survey for nutrition and health policy in Japan, the Health Promotion Law recently enacted in 2003, the national plan for health promotion and disease prevention (Health Japan 21), and possible measures to improve the survey systems under the new law. We also mentioned implementation structures of regional health and nutrition surveys, because the Health Promotion Law designates an active role of local governments on promoting health for their citizens, which will enhance the needs for appropriate assessment of health and nutrition conditions in each community as well as the monitoring at the national level. • Strategic Information Systems Planning(SISP) has gained considerable interest among researchers and practitioners in recent years Which has instigated various related research. Neverthless, only 24 percent of the projects recommended as a result of SISP are ultimately performed. This statistics raise the questions for the need of SISP. This study provides the framework that may enable SISP to be more effectively utilized by studying factors for consideration from the review of pertinent literature. These factors will then be validated by case studies of domestic companies and by simultaneously inducing key characteristics and solutions of SISP. The result of the study indicate some inconsistency between literal factors and the case study. The factors added through case study were considered to be actual factors of SISP. This study emphasized the role of the senior manager, the quality of the implementation of the state plan, change management and the capability of the planning team. As a key characteristics of domestic companies considered was the general lack of ability to collect and analyze data. In addition, the domestic companies have little consideration of the organizational contingency factors.

  • o Korea consumed total 198.5 million TOE and the portion of crude oil n was 100.4 million TOE in 2002 which marked the 10th largest energy consuming country and ranks the $4^{th}$ crude oil consumer in the world. o Industries consumed 51.5% of the total energy and 93% of industrial energy was used at the manufacturing industries such as steel, textile, chemical, food and beverage, pulp and paper, and timber industries, which lead to energy intensive industries numbered 110,000. o Also Korea ranks the $10^{th}$ greenhouse gas emission countries of the world (134.9 million TC) which may cause Korean industries to suffer severely during the implementation of United Nations Framework Convention on Climate Change (UNFCCC). o Therefore, the target of the study is to develop a model for the analysis and design of industrial complex by integration of the energy usage and environmental problems. o The research work contents are as followings: -Analysis of Korea energy consumption -Concept of the integration of energy and environment problems - Basic concept of industrial complex planning - Case study (1) - Recommendation and conclusion

  • Many techniques have been applied to comprehensive regional planning through the processes of goal-building, research and analysis, plan-establishing, implementation-scheduling, and evaluation. Operations research(OR) is one of those techniques. OR has been developed in such fields of military operations, industrial engineering and business management during the last three decades in several developed western countries. It is a recent tendency for public administrators and researchers to be interested in OR for their scientific decision making. Therefore, we see that OR has not only a weak basis on, but a few practical applications to urban and regional planning. Such situation is worse in developing countries. This paper aims at investigating the possible basis and limitations or obstacles of OR application to public decision making, especially regional planning. A practical example of OR application to regional planning in Korea and its evaluation will be introduced.

  • After the legal foundation for the Total Load Control System (TLCS) process is embedded in integrated water management counterplan for 4 major river basins (1998), Kyunggido Kwangju City prepared the implementation plan of TLCS at first time. There is little difference between TLCS and TMDL(Total Daily Maxium Loading; U.S.A). TMDL is applied only when mandatory effluent limitations are not stringent enough to attain any water quality standard. But object of TLCS not only attain water quality standard at distributed watershed but also consider development of area at non-distributed watershed. For applying of systematic and consistent TLCS, we need to establish a system integrated watershed and point source, non-point source and assessed massive database easily. Now we are study on applicable possibility of BASINS on Korea, we think that BASINS's tool and many models are more easily apply to TLCS, so we recommend TLCS will be applied using BASINS.
