This paper studied about the design and implementation of tactical communication network simulator in order to obtain tactical communication network parameter, such as link capacity and routing plan, and a number of exceptional cases that may occur during actual deployment by conducting simulation of a large-scale tactical communication networks. This tactical communication network simulator provides equipment models and link models of commercial OPNET simulator for tactical communication network. In addition, 6 types of simulation scenario writings convenience functions and traffic generation models that may occur in situations of tactical communication network environment were implemented in order to enhance user friendliness. By taking advantages of SITL(System-In-The-Loop) function of OPNET, the tactical communication network simulator allows users to perform interoperability test between M&S models and actual equipment in operating simulation of tactical communication network, which is run on software. In order to confirm the functions and performance of the simulator, small-scale of tactical communication network was configured to make sure interoperability between SITL-based equipment and a large-scale tactical communication network was simulated and checked how to cope with traffic generated for each network node. As the results, we were able to confirm that the simulator is operated properly.

In this study, the best Total Quality Management(TQM) implementation model for university libraries is focused through the study of the theoretical background such as the concept the quality and the development of TQM. The study on the application of TQM to university libraries was started with the recognition that university libraries have to work out a new strategy of a positive and active counter plan to cope with the change of environment. The detailed purpose of this study is (1) the diagnosis of the applicability of TQM to university libraries (2) the suggestion of the TQM implementation models suitable for university libraries (3) the analysis of the influence of the manager's leadership-which is the fundamental factor of TQM-over the organization\`s culture, the job satisfaction the consumer satisfaction in the university libraries organization Management.

The main purpose of this study was to comprehensively evaluate the local agenda 21 of Daegu City based on the evaluation model and propose important measures to solve its problems and improve the limitations. As a whole, the evaluation result of the local agenda 21 of Daegu City showed very low score, only 151 points out of 500 points and revealed it was below the level in all three domains of making process, designed content, and evaluation of implementation. The making process got only score below the half in all large indicators of under-standing, driving, and rationality. This unsystematic and irrational process inevitably resulted in ambiguous and proclamatory content mainly expressing willingness to do. This fact means that the local agenda 21 of Daegu City has not served as the comprehensive local environmental plan containing visions, policies, ends and means. It did not suggest evaluation system and institutionalization of evaluation. These results of evaluation suggested that the existing local agenda 21 of Daegu City was neither useful nor effective and thus the totally new local agenda 21 should be prepared. Finally, important measures in making process, designed content and evaluation of implementation were proposed for the remaking.

In this paper, a strategy for utilizing the Korean tradi-tional spaces and interior design elements in inner space in order to express Korean-style interior design has been studied. Characteristics of Korean tradition was gathered from literatures in two categories; space and el-ements. Space again has been studied in detail in the area of split, continuity, hierarchy, elasticity, dynamics. And study of elements includes floor, wall, ceiling, dan-chung, lattice, laytiles on a roof, rafter, extended eaves, the line of eaves. 30 Korean restaurants were selected, analysed and compared with literature review. Based on the compari-son, a strategy for proper expression and utilization of Korean tradition is suggested. In the process of compari-son, current status of implementation and problems were found. Traditional elements are used in about 50% of Korean restaurants located in hotels, and 25% of those located in department stores. With the survey and other professional's opinions, an implementation plan is suggest-ed as follows; 1. Succession design method of tradition should use main-ly amelioration method and use copy and partly abstraction method. 2. Expression of tradition has to include all of space, ele-ments, and decoration. In space structure, Korean tra-dition space structure must be applied. 3. In order to design with feeling of Korean tradition, various different Korean elements have to be used. 4. In order to express high quality design, high-quality elements has to be used.

According to technical advances of telecommunication, communication network has changed to digital transmission from analog transmission network. In the long run, current network will be altered into ISDN which makes end-to-end digital communication. This transition of communication network brings about an important questions for networking plan, administration, and speech quality in order to achieve the effective and advanced telecommunication. Speech quality criterions and degradation factors of digital communication system differ from those of existing analog system because of other characteristics like single echo. It is, therefore, necessary to design new criterions and specifications for digital communication network. This Paper describes the relation between speech communication and speech transmission quality and describes the implementation of model system for quality evaluation of digital speech communication network. In addition, some applications of model system implemented are proposed.

Nowadays, the number of pets in the Republic of Korea (ROK) is continuously growing, and people's perception of animals is changing. Accordingly, new systems and services for them are emerging. Despite such changes, there are still many serious problems such as animal cruelty, abandonment, and factory-type breeding places. In this study, we have conducted a research on the design of a humane animal care system and its implementation with Java. The methodology involved in the design will enable managing animals' safety and health by systematically categorizing and studying each health-related issue for protection. Moreover, with this methodology, animals can avert risks through periodic examinations, and the analyzed data will be useful in managing animals efficiently. Thus, this paper proposes a system that monitors whether the owners actually carry out such obligation. Authors expect this convenient, easily accessible system to lead to a more humane approach to the animals they own. The authors plan to establish an animal care network together with local animal associations for the active promotion of the system implemented in this study, in the hope that the network will be extended nationwide.

Since 2004, Ministry for Food, Agriculture, Forestry and Fisheries(MIFAFF) has been carrying out comprehensive rural village development project as the core one of Rural Area Development Schemes in Korea. Up to now, 56 projects had been completed after having with 5-year plan implementation period, on which it is possible to try post-project evaluation works. This study aims to propose a rational income-generation works model of comprehensive rural village development project, based on fulfillment checking results of their statutory stepwise working procedures specified in the project guidelines and their interim/post project performance analysis results in 56 project areas above mentioned. In comprehensive rural village development project, income-generation works generally have both quantitative and qualitative effects to rural communities; the former is focussed on income increasement of villagers, while the latter on community revitalization through job creation and spill-over effects of other linked community activities. So, the research works of this study focussed on these two comprehensive effects above mentioned.

Logistics has become a key element in a shipping firm's overall strategy, now that the concept of logistics has expanded into one that is more comprehensive and integrated. furthermore, the global shipping market is the most competitive market in the world. In this environment, shipping firms are using Logistics Information Systems (LIS), which help them to save time and reduce costs. As such, LIS has become a critical part of Korea's attempts to develop Its national logistics system and industry. In this light, this study attempted to empirically determine the critical elements necessary for effective shipping LIS implementation and to then analyze how these elements are related to actual logistics performance within the shipping industry. The research results show that the sample firms considered the following factors to be most Important to an effective LIS: the support of top management; an efficient and well-structured communication channel; a solid strategic implementation plan; and a high level of information analysis internally. Other factors mentioned as being somewhat significant included MIS organization and human resources, MIS discipline and training, software development capabilities, MIS organizational alignment, database management systems information standardization, competitive advantage, financial support and government support The main problems with current shipping LIS include the expensive cost of systems, lack of standardized working processes, and weak organizational structures.
