Fifty chemicals are currently classified as human carcinogens based on epidemiologic and animal data. Humans are daily exposed to them from various sources of exposure via inhalation, dermal contact and oral ingestion. To reduce cancer risk to man, these human carcinogens should be appropriately regulated and monitored environmentally or biologically for routine human cancer risk assessment. A number of mathematical risk assessment models have been introduced, but any realistic and relevant model system is not available for humans. A mechanistic process for human cancer risk assessment was comprehensively reviewed and problems were also discussed. Here, a new conceptual approach using epidemiology and biological human monitoring was suggested for the most relevant method to study human cancer risk assessment.
We conducted human risk assessment due to inhalation exposure to heavy metals emitted from incinerator. The process of health impact assessment(HIA) on incinerator is as follows: The first step is to presume and calculate the amount of heavy metals emitted using emission factor. The second step is to conduct an exposure assessment using the K-SCREEN model which is used for predicting the concentration in a conservative method. The last step is to carry out a risk assessment on carcinogenic and non-carcinogenic substances. This study revealed that rank of carcinogenic human risk was $Cr^{+6}$ > As > Ni > Cd, and values of human risk assessment on carcinogenic and non-carcinogenic substances is lower than the US criteria for risk assessment except $Cr^{+6}$. It is expected that the technique of HIA, especially human risk assessment on heavy metals, would be applied to the incinerator construction project. In addition, more systematic studies are needed to overcome some weak points and limits found in this study.
Human error is one of the major contributors to the accidents. A lot of risk assessment techniques have been developed for prevention of accidents. Nevertheless, most of them were interested in physical factors, because quantitative evaluation of human errors was difficult quantitatively. According to lack of risk assessment techniques about human errors, most of industrial risk assessment for human errors were based on data of accident analysis. In order to develop an effective countermeasure to reduce the risk caused by human errors, a systematic analysis is needed. Generally, risk assessment system is composed of 5 step(classification of work activity, identification of hazards, risk estimation, evaluation and improvement). This study aimed to develop a risk identification technique for human errors that could mainly be applied to industrial fields. In this study, Ergo-HAZOP and Comprehensive Human Error Analysis Technique were used for developing the risk identification technique. In the proposed risk identification technique, Ergo-HAZOP was used for broad-brush risk identification. More critical risks were analysed by Comprehensive Human Error Analysis Technique. In order to verify applicability, the proposed risk identification technique was applied to the work of pile head cutting. As a consequence, extensive hazards were identified and fundamental countermeasures were established. It is expected that much attention would be paid to prevent accidents by human error in industrial fields since safety personnel can easily fint out hazards of human factors if utilizing the proposed risk identification technique.
Objective: The aim of this paper is to introduce the activities and research trends of human reliability analysis including brief summary about contents and methods of the analysis. Background: Various approaches and methods have been suggested and used to assess human reliability in field of risk assessment of nuclear power plants. However, it has noticed that there is high uncertainty in human reliability analysis which results in a major bottleneck for risk-informed activities of nuclear power plants. Method: First and second generation methods of human reliability analysis are reviewed and a few representative methods are discussed from the risk assessment perspective. The strength and weakness of each method is also examined from the viewpoint of reliability analyst as a user. In addition, new research trends in this field are briefly summarized. Results: Human reliability analysis has become an important tool to support not only risk assessment but also system design of a centralized complex system. Conclusion: Human reliability analysis should be improved by active cooperation with researchers in field of human factors. Application: The trends of human reliability analysis explained in this paper will help researchers to find interest topics to which they could contribute.
We conducted human risk assessment for exposure to inhalation of chemical substances emitted from the storage tanks of petroleum refineries. To assess human risk, this study calculated chemical emissions from the external floating roofs on storage tank at petroleum refineries, as well as concentrations thereof in the ambient air using the K-SCREEN model, and then determined risk in accordance with the Reference Concentration (RfC) values and Inhalation Unit Risk criteria developed by the US Environmental Protection Agency. The results indicated that non-carcinogenic chemicals have a hazard quotient of less than 1, meaning they have an insignificant effect on human health for residential areas near the storage tanks. Among the known carcinogens, the hazard risk for benzene slightly exceeded $10^{-6}$, indicating the need for corrective reduction measures. The methodology for health impact assessment devised herein provides findings useful in decision making for policy makers and the general public with respect to construction of industrial complexes. However, the methodology proposed herein does have limitations, including discrepancy in results induced by use of U.S. data (due to the lack of usable domestic data). More systematic studies from related researchers will be needed to address these issues and produce more reliable outcomes.
For the prevention of marine accidents based on human factor, the risk assessment analysis procedure is proposed which consists of (1) the structural analysis of marine accident, (2) the estimation of incidence probability based on the Fault Tree analysis, (3) the prediction of ef-fectiveness to reduced the accident risk by suitable countermeasures in the specified functional system, and (4) the risk assessment by means of minimizing of the total cost expectation and the background risk. As a practical example, the risk assessment analysis for preventing is investigated using the proposed method.
Human health risk assessment for petroleum, oil and lubricant (POL) contaminated sites is challenging as total petroleum hydrocarbon (TPH) is not a single compound but rather a mixture of numerous substances. To address this concern, several TPH fractionation approaches have been proposed and used as an effective management tool for the POL-contaminated sites in many countries. In Korea, there are also recognized needs to establish a reliable and cost-effective human health risk assessment strategy based on the TPH fractionation method. In order to satisfy the social and institutional demand, this study suggested that the comprehensive risk assessment strategy based on a newly modified TPH fractionation method with 10 fractions, the Korean Standard Test Method (KSTM)-based analytical protocol and a stepwise risk assessment framework should be introduced into the domestic contaminated land management system. Under the proposed strategy, POL-contaminated sites can be effectively managed in terms of human health protection, and remedial cost and time can be determined reasonably. In addition, more researches required to increase our understanding of environmental risks and improve the domestic management system were proposed.
Recognizing interaction between the environment and humans, the EIA(environmental impact assessment) movement has sought to promote more environmentally sound and informed decisions for the sake of human welfare. Therefore, most EIA programs require the consideration of human health impacts. Yet relatively few EIA documents adequately address those impacts. This study was carried out to investigate the role of EIA for reuniting the environment and human health, for preventing and reducing significant health risks, and for improving human health impact assessment by means of risk assessment. Risk assessment consists of 4 components; hazard identification, dose-response assessment, exposure assessment and risk characterization. Since most people spent their times in indoor, indoor air quality modelling can be used in exposure assessment and risk assessment. In this study, indoor $NO_2$ concentration and personal $NO_2$ exposure were estimated by Box Model using mass balance equation and time weighted average, respectively. The estimated indoor $NO_2$ concentration and the personal $NO_2$ exposure were compared by those measured, respectively. Subsequntly, health effect was assessed with these results. Consequently, exposure assessment and risk assessment using indoor air quality model may be considered to be applicable to EIA.
The aggregate risk assessment on xylene and ethylbenzene was carried out according to the guidance established newly in 2010 with the purpose of providing information for risk management. In human exposure assessment, the results indicated that lower ages were exposed more and that, in the interior space at home, the highest level of human exposure occurred via inhalation. At outdoor spaces, exposures via inhalation and drinking were less than 1%. In human health risk characterization, xylene showed HI(Hazard Index) < 1 in all ages. When reasonable maximum exposure(RME) was applied, HI for young children was 0.64. The HI of ethylbenzene was also below 1(0.02~0.04) in all ages, indicating no potential risk. From this study, it is considered that xylene need to be continous monitoring with interest because this substance may be more sensitive on young age group. In additon, to reduce the uncertainty of the risk assessment, the korean exposure factors on young age group such as infant, children had to be established as soon as possible.
