The purpose of this study is to compare the differences in human rights perception between people with disabilities and staffs in the disabled residential facilities. Using data from the '2014 Human Rights Survey on Disability in the Disabled Residential Facilities' for 602 facilities, the study compared their perception of human rights(16 items), including human rights guarantee(12 items) and human rights violation(4 items). Result showed that the rate of perception for human rights guarantee and violation(except staff violation) of staffs was higher than people with disabilities(p<.05). This study demonstrated that there were significant differences in human right perception between people with disabilities and staffs. The cause of this difference would be the conflict between roles of staff and needs of person with disabilities, absence of human rights indicators by mutual consent between the two. Our findings suggested a need for study on strategies to solve gap of perception between the two, such as integrated human rights education, developing consensual human rights indicators.
It was in the 1990s that the human rights of persons with disabilities began to be discussed in our society. Based on the Declaration on the Rights of Persons with Disabilities adopted by the UN General Assembly in 1975, the Charter on the Rights of Persons with Disabilities was adopted on December 8, 1988. The human rights of persons with disabilities explains the important meaning of not being discriminated against just because they are persons with disabilities, the basics of human rights that all human beings have. The human rights of persons with disabilities are universal values, a basic right, and a declaration to protect the socially disadvantaged. Human rights are an important ideology that deals with the dignity and worth of human beings. In our society, people with disabilities should not be discriminated against for any reason. Persons with disabilities should be the center in matters related to the Anti-Discrimination Act and Human Rights. In addition, it can be said that it is necessary to develop and operate a system suitable for the local government for the disabled in the local community.
This study aims to understand the experiences of rights-based social work practice in a residential facility for people with intellectual disabilities. A representative residential facility practicing a human rights perspective was selected by recommendation of professional groups. Using a qualitative case study method, data was collected and analysed. In detail, it explores the experiences of rights-based social work practice at both organizational and individual levels respectively, and then discusses ethical dilemmas that arise from workers in the process of rights-based social work practice. According to results at the organizational level, rights-based social work practice of the residential facility began from workers' interests in needs of users with intellectual disabilities. Some trials to apply human rights in social work practice resulted in regulations for people with intellectual disabilities and stepped up organizational culture on human rights perspectives. And, at the individual level, self determination and choice of users with intellectual disabilities were stressed among various forms of human rights. As the results of rights-based social work practice, it appeared to be improved for the participation of the users, workers' human rights sensitivity, and qualities of rights-based activities. However, ethical dilemmas still existed. Hence, rights-based social work practice should understand a process of dynamic interaction between users and workers, which require workers to endeavor continuously. This study is significant in that it explored rights-based social work practice, focusing on field experiences for the first time in Korea, and suggested practical tasks to settle it down in the future.

In this study, numerical value of employment-discrimination was calculated as 33.4%, and that of wage-discrimination calculated as 67.3%. But these discriminations are only come from one's disability not from productivity. So, Government must legislate 'The Discrimination Prohibit Act for People with Disabilities' rapidly to promote of people with disabilities' life qualities. Nobody knows when he get disabilities. The need for oral health rights for people with disabilities is very high, and current oral health care system does not fully reflect these demands. Efforts to promote oral health of people with disabilities are urgently needed. In order for the disabled to have oral health rights, access to oral health services for people with disabilities should be improved and barriers to access should be resolved. In this study, we propose oral health service delivery system to guarantee oral health rights for the disabled. In addition, before applying the proposed oral medical delivery system, the external effects of the system application were predicted and the expert verification was conducted to find out the solution. There are some controversies about the development of the service delivery system proposed in this study. As a result of the expert verification, there were disagreements about the suitability of the service provider, the suitability of the service recipient, the appropriateness of the service content and scope, and the appropriateness of the cost and the revenue source. Subsequent Delphi surveys require the development of structured questionnaires for discussions that require consensus. It is expected that a reasonable consensus of expert opinions will be derived.

For people with disabilities, getting a job makes it possible to advocate their own human rights, to improve their self-esteem and self-efficacy, to narrow economic, psychological and social divide between them and those without disabilities and ultimately to attain social integration. According to recent statistical data, there was an increase in the weight of people with disabilities, but their economic activities were on the wane, and it's required to explore what curbs the employment of people with disabilities to find feasible solutions. The purpose of this study was to examine influential factors for the economic activities of people with disabilities. The subjects in this study were the selected people with disabilities in the metropolitan area, on whom a survey was conducted to make an empirical analysis. The findings of the study were as follows: The people with disabilities engaged in less economic activities when they were basic livelihood security recipients, when they were older, and when they were female. And those who underwent job training and who were certified technicians were more likely to participate in economic activities. Therefore differentiated policy setting is required to boost the economic activities of people with disabilities after their general characteristics, characteristics as human resources and characteristics related to vocational training are carefully analyzed. As for general characteristics, whether they are basic livelihood security recipients or not should be considered to assess the degree of their poverty, and their gender, age and presence or absence of spouses should all be taken into account. In terms of vocational training, their certificates and job training experience should be investigated.
