피항 과정에서 항해사의 의사결정에 영향을 미치는 요인에 관한 연구 (A Study on Factors Influencing Mariners' Decision-Making In the Situation of Collision Avoidance)

  • 국내외 해양사고 통계의 60 ~ 80% 이상이 인적 요인에 의해 발생하는 것으로 보고되고 있다. 그 중에서도 충돌 사고의 경우 80% 이상이 인적요인에 의해 발생하는 것으로 알려져 있다. 이에 선박 간의 충돌 관계에서 항해사들의 피항 특성이 어떻게 나타나고 있으며 피항을 위해 정보 처리하는 과정에서 일반적으로 항해사들은 어떤 요인들을 가지고 판단 및 결정하는지 알아보고자 한다. 항해사의 피항행위에 영향을 미치는 요인에는 여러 가지가 있으나 그 중에서 크게 영향을 미치는 주요 요인들을 중심으로 밝히고자 하였다. 이 논문에서는 피항 과정에서 항해사의 의사결정에 영향을 미치는 주요요인에 대해 체계적으로 분석하였다.

A Knowledge-based Fuzzy Multi-criteria Evaluation Model of Construction Robotic Systems

  • In recent years, construction projects have been forced to cope with lack of skilled labor and increasing hazard circumstance of human operations. A construction robotic system has been frequently accomplished as one alterative for overcoming these difficulties in increasing construction quality, enhancing productivity, and improving safety. However, while the complexity of such a system increases, there are few ways to carry out an assessment of the system. This paper introduces a knowledge-based multi-criteria decision-making process to assist decision makers in systematically evaluating an automated system for a given project and quantifying its system performance index. The model employs linguistic terms and fuzzy numbers in attempts to deal with the vagueness inherent in experts' or decision makers' subjective opinions, considering the contribution resulted from their knowledge on a decision problem. As an illustrative case, the system, called Robotic-based Construction Automation, for constructing steel erection of high-rise buildings was applied into this model. The results show the model's capacities and imply the application to other extended types of construction robotic systems.

조선 노후설비교체 타당성 분석을 위한 의사결정에 관한 연구 (A Study on the Decision Making for Evaluating the Outworn Facility Replacement in Shipbuilding)

  • The purpose of this study is to investigate and to develop a decision support system for supporting the outworn facility replacement analysis in shipbuilding. This paper also provides an information system which can be effectively applied to various criteria in decision making. The modelbase of decision support system uses the concepts of the analytic hierarchy process along with an appropriate scoring methods. The AHP represents an improvement over other well-known scoring approaches since the criteria weights of priorities established by the AHP are not based on arbitrary scales, but use a ratio scale for human judgements. The proposed methodology in this research enables the decision maker to evaluate the investment alternatives based on qualitative data and quantitative data in a systematic way.

  • This paper presents preliminary findings regarding a modeling framework under development for use in a multi-attribute decision model for advanced emergency operating procedures(EOPs). This model provides a means for optimal decision making strategy for advanced emergency operating procedures conceptualizing the dynamic coordination of responsibilities and information in the human system interactions with advanced reactor systems. For the purpose of evaluation of the applicability of this modeling framework, an empirical case study for a post-cooldown strategy during an steam generator tube rupture (SGTR) accident was carried out. As a result, it was found empirically that the multi-attribute decision model is a useful tool for establishing advanced EOPs that reduce the operator's cognitive and decision making burden during the accident mitigation process.

  • 고도의 지식 기반사회인 현대사회에서 과학적 지식과 기술 혁신은 개인과 사회, 그리고 국가의 경제 발전과 경쟁력을 위한 필수적 요소로서 자리매김해 왔다. 그러나 이와 동시에 줄기세포연구, 유전자조작기술 등 기술혁신에 따른 잠재적 위험성은 사회적 불안 및 갈등요소로도 작용하고 있다. 기술에 대한 불확실성이 증가하고 사회가 다원화하면서 과학기술정책의 의사결정과정도 기존의 톱다운 방식인 '거버먼트(Government)'에서 점차적으로 '거버넌스(Governance)로 옮겨가고 있다. 다양한 사회 구성원의 참여로 의사결정이 이루어지는 거버넌스는 복잡한 사회 현상들에 대한 다원적 접근을 가능하게 한다. 본고에서는 거버넌스, 특히 기술혁신과 관련된 리스크 거버넌스를 중심으로 과학기술지식을 기반으로 한 의사결정모델을 살펴보고, 글로벌 시대에 과학기술과 사회의 지속가능한 발전을 위한 거버넌스 체계를 모색해보고자 한다.

사물인터넷 표준화의 상대적 중요도 결정을 위한 계층분석방법 응용 (Application of Analytic Hierarchy Process for Relative Importance Determination of Internet of Things Standardization)

  • As one of recent issues in the information and communication industry, internet of things has attracted attention to provide intelligent infrastructure services which connect and share data and information between real and virtual world. According to the development of these internet of things technologies, types of machines, telecommunication devices, and terminals are increasing tremendously. In this situation, connectivity and interoperability between internet of things components are important issues to build a hyper connected society. To visualize this society, it is important to set up and develop information and communication technology (ICT) standards among stakeholders. However, under limited budget and human resources, it is essential to rank standardization work items for setting standards with respect to efficiency. The purpose of this study is to provide a method for setting standardization strategies within group decision making. As a multi-criteria group decision making tool, analytic hierarchy process (AHP) is adopted and applied to determine the priorities of setting work items. The proposed method first defines decision making problem with objective, criteria, and alternatives which produces a hierarchy consisting of upper and lower criteria. Then, pairwise comparisons of academy and public sector experts are performed with respect to their relative meaning and importance. Individual surveys of expert groups are collected and summarized to determine relative criteria importance measures. Furthermore, to deliver reliable importance criteria measures, differences between academy and public sector expert groups are compared and tested using Mann-Whitney non-parametric test. The results are illustrated for useful guidelines to practical group decision making in standardization strategy establishments.

과학과 관련된 사회.윤리적 문제에 대한 의사결정 시 수행하는 비형식적 추론 분석 (An Analysis of Informal Reasoning in the Context of Socioscientific Decision-Making)

  • This study was focused on analyzing students' informal reasoning patterns and their considerations in decision-making on socioscientific issues. This study involved 20 undergraduate students (10 biology majors and 10 non-biology majors) and showed how the two groups responded on socioscientific issues. Semi-structured interviews were conducted twice respectively based on six scenarios of gene therapy and human cloning. The result showed 93% of the total number of participants' decisions were made by rationalistic reasoning, whereas emotional reasoning was 49%, and intuitive reasoning was 27%. Students usually used two or three informal reasoning patterns together. Most of the students took more consideration on social factors. Some perceived ethical and moral implications of the issues, but they did not consider them seriously. They made their decisions depending on their own values, etc. 65% of the participants got their information on socioscientific issues from the mass media. Biology majors hardly used intuitive reasoning compared to non-biology majors. The Biology major group took into deep considerations on socioscientific issues while the non-biology major group seemed to interpret the given scenarios simply. This implied that the content knowledge was a significant factor of their decision-making. Therefore, it is necessary to develop proper science courses for non-major students to improve their decision-making on socioscientific issues. So, when we develop educational materials or programs, we should consider students' reasoning patterns, their considerations in decision-making, and their content knowledge. And because the mass media has the potential to play a key role for an effective education, we need to make a plan to make a practical application.

Fuzzy Group Decision Making for Multiple Decision Maker-Multiple Objective Programming Problems

  • In this paper, we propose a fuzzy group decision making method for multiple decision maker-multiple objective programming problems to obtain the agreeable solution. In the proposed method, considering the vague nature of human subjective judgement it is assumed that each of multiple decision makers has a fuzzy goal for each of his/her own objective functions. After eliciting the membership functions from the decision makers for their fuzzy goals, total M-Pareto optimal solution concept is defined in membership spaces in order to deal with multiple decision maker-multiple objective programming problems. For generating a candidate of the agreeable solution which is total M-Pareto optimal, the extended weighted minimax problem is formulated and solved for some weighting vector which is specified by the decision makers in their subjective manner, Given the total M-Pareto optimal solution, each of the derision makers must either be satisfied with the current values of the membership functions, or update his/her weighting vector, However, in general, it seems to be very difficult to find the agreeable solution with which all of the decision makers are satisfied perfectly because of the conflicts between their membership functions. In the proposed method, each of the decision makers is requested to estimate the degree of satisfaction for the candidate of the agreeable solution. Using the estimated values or satisfaction of each of the decision makers, the core concept is desnfied, which is a set of undominated candidates. The interactive algorithm is developed to obtain the agreeable solution which satisfies core conditions.

환경회계에 의한 낙동강 유역의 환경정책결정에 관한 연구 (Environmental Decision Making of Nakdong River Basin by the Environmental Accounting)

  • The conflicts between environment protection and economic development are becoming increasingly important in environmental decision making of Nakdong River Basin. A science-based evaluation system is now needed to represent both the environmental values and the economic values with a common measure. EMERGY, spelled with an \"m\" evaluates both the work of river and that of human in generating products and services. The monetary cost-benefit analysis and the environmental accounting by EMERGY analysis were applied to determine whether there will have a net benefit in environmental decision making of Nakdong River Basin. Based on the results of the environmental accounting, all alternatives which related to environmental decision making of Nakdong River Basin show that more and more of EMERGY cost becomes needed than the a EMERGY benefit from getting water to drink in the lower basin. From these results, for selecting alternatives to manage water quantity and quality that is sustainable in the environmental use and economic development, environmental accounting concepts must be considered, and the economic structure of Nakdong River Basin should be changed from the present industrial structure to social-economic based on ecological-recycling concept for the sustainable use of Nakdong River.ong River.

다층방어체계 요격 미사일에 대한 체계통합 자동 할당 알고리즘 개발에 관한 연구 (A Study on the Development of an Integrated Automatic Allocation Algorithms for Multilayer Defense System Intercept Missiles)

  • This study aims to propose optimal missile interception allocation strategies for constructing a multi-layered missile defense system in situations where a large number of ballistic missiles are launched simultaneously. Specifically, we consider the threat level of ballistic missiles, the importance of defense zones, and the asset value of interception missiles, and develop a damage consumption index based on these factors. Through an algorithm that minimizes the sum of damage consumption indices for intercepting missiles defending upper and lower layers, we allocate them in optimal combinations to achieve maximum effectiveness with minimal cost. Additionally, we propose a decision-making system based on algorithmic integration rather than human decision-making, particularly in complex operational scenarios, to ensure systematic decision-making and maximize efficiency.
