Nonrecurrent congestion of freeway was primarily caused by incident. The main cause of incident was known as a traffic accident. Therefore, accurate prediction of traffic incident clearance time is very important in accident management. Traffic accident data on freeway during year 2008 to year 2014 period were analyzed for this study. KNN(K-Nearest Neighbor) algorithm was hired for developing incident clearance time prediction model with the historical traffic accident data. Analysis result of accident data explains the level of accident significantly affect on the incident clearance time. For this reason, incident clearance time was categorized by accident level. Data were sorted by classification of traffic volume, number of lanes and time periods to consider traffic conditions and roadway geometry. Factors affecting incident clearance time were analyzed from the extracted data for identifying similar types of accident. Lastly, weight of detail factors was calculated in order to measure distance metric. Weight was calculated with applying standard method of normal distribution, then incident clearance time was predicted. Prediction result of model showed a lower prediction error(MAPE) than models of previous studies. The improve model developed in this study is expected to contribute to the efficient highway operation management when incident occurs.
The aim of this study is to examine the ideological orientation of Minjujungbo which was the first and the largest newspaper in Busan during the U.S. Military Government in Korea. For this purpose this study analyzed the personal history of the editorial staffs and the coverage of the three historical events. The events analyzed were the supporting statement to trusteeship by Korean Communist Party in Jan. 1946, the money counterfeit by Jungpansa in May, 1946 and the general strike in Sep. 1946. The coverages of Minjujungbo on these three events were compared with those of other newspapers which had shown the orientation of the rightist, the neutral, and the leftist respectively. Most of the editorial staffs had been involved the leftist movement but were not socialist to the core at that time. Most of them were the members of Pusanilbo which was published by Japanese in late colonial period. The coverages of Minjujungbo were analyzed to be similar to those of Seoulsinmun which was evaluated as the neutral. But the coverage of the general strike was analyzed as leftist slightly. In conclusion it can be said that the ideological orientation of Minjujungbo was the left-of-center.

The assessment of the current and future climate change-induced potential wind energy is an important issue in the planning and operations of wind farm. Here, the authors analyze spatiotemporal characteristics and variabilities of wind energy over Korean Peninsula in the near future (2006-2040) using Representative Concentration Pathway(RCP) scenarios data. In this study, National Institute of Meteorological Research (NIMR) regional climate model HadGEM3-RA based RCP 2.6 and 8.5 scenarios are analyzed. The comparison between ERA-interim and HadGEM3-RA during the period of 1981-2005 indicates that the historical simulation of HadGEM3-RA slightly overestimates (underestimates) the wind energy over the land (ocean). It also shows that interannual and intraseasonal variability of hindcast data is generally larger than those of reanalysis data. The investigation of RCP scenarios based future wind energy presents that future wind energy density will increase over the land and decrease over the ocean. The increase in the wind energy and its variability is particularly significant over the mountains and coastal areas, such as Jeju island in future global warming. More detailed analysis presents that the changes in synoptic conditions over East Asia in future decades can influence on the predicted wind energy abovementioned. It is also suggested that the uncertainty of the predicted future wind energy may increase because of the increase of interannual and intra-annual variability. In conclusion, our results can be used as a background data for devising a plan to develop and operate wind farm over the Korean Peninsula.
The color yellow was considered from ancient time to the Chosun Dynasty as the central color. Thus, this color became the royal color for the costumes in the palace. It is generally known to usthat the color yellow was controled in use both for the general public and in the royal palaces. However, in the later part of Chosun Dynasty, the color yellow was used not only for the king's costumes but also used for women's tops and for the linings of clothing. Especially, in some of the costumes that belonged to the later period of the Chosun Dynasty, we can still see lots of bright yellow tops. Also there are many green dyed official robes and various costumes for women. It is a true fact that people could not derive the color green from the plants as they did with yellow. The only way they could make the color green was to mix indigo and yellow together. By repeating the difficult process of making various dyes constantly during many centuries, the Korean people developed the marvelous technique of making natural color. Those plants used to make the color yellow are ; Gardenia, Phellodendron amurense, Turmeric, Coptis, Safflower, Arthraxon hispidus, Styphnolobium japonicum. While synthetic dye causes pollution, natural coloring by plants is as safe and useful as the color itself is lovely. Yet it is tragic to know that this traditional culture of making beautiful natural colors was cut off. There is no way to know today the traditionally correct method to derive colors from the plants. Therefore, it is our aim and challenge to find out the original way to dye and develop it and preserve it as our non-polluted folk art. In regard to natural dyeing, we must say that is very difficult to prepare and preserve natural dyes. In the first place, people had to get the right plants at an appropriate time. Then they could not keep those plants too long. Finally, much depended upon the mordant as well as various conditions and dyeing procedures. All those things influenced greatly the quality of color, some times producing a very pretty color and other times a very dull one. It is very appropriate that the natural dye art should be recognized and appreciated anew by Korea since it provides satisfaction to historical and folk artistic demands as well as to those of fashion conscious modern society for high quality consumption items. We propose two stages of development. The first stage is to explore native dye plants and encourage their cultivation. The second stage is to extract from the plants desirable dye which will enhance national culture.
The performance-related industry has grown independently without being protected by the nation's great policy and legal boundary in the meantime. Even in the aspect of performance Act, the thoroughly pro-regulation policy on culture & art was taken while proceeding with segmenting the legislation rather than the freedom of performance art or the promotion of performance activity. Thus, to promote and support it in the governmental dimension, the substantial performance art policy system was adopted for training the performance art staff manpower and the national subsidy on performance hall. In performance art, the necessity of professionals' participation was imprinted such as stage lighting, sound, and stage machine. Accordingly, many regulations on performance art were all abolished except only the minimum issues for maintaining public order in about 50 years since the establishment of the government. 'Movie' was excluded from the definition of 'public performance' in 2002. Thus, the performance report system, which had been left institutionally from the Japanese colonial period, was eternally abolished. Following this, the performance Act was changed into the legislation of the supporting promoting policy, which reflected historical situation of needing to contribute to promoting public welfare, from the regulation-centered Act.
This paper intends to examine the significance of the "Minjoong Misool(People's art)" of the 1980s emerged in Korea in its social, cultural, and art historical context. This paper also aims to provide an analysis of the meaning and form of the individual artist's works, which have been overlooked under the dominant discourse that has emphasized their political role as a collective group. In particular, this paper scrutinizes the work of "Critical Realists" by examining the way in which they perceived Korean society in the early 1980s and visualized their experiences of the period. The figurative art newly emerged in the early 1980s challenged the formalist Modernism, which was adopted into Korea and translated into monochrome paintings and the work of the conversative academicism of the 1970s. The figurative art encouraged a social communication and moreover it intended to criticize the conflicts in the political, economical, and social domains in Korea. The targets of its critique include the unavoidable results of the unprecedented development of economy, various social phenomena of the post-industrial society, and the growth of the commercialized kitsch culture. Along with Shin, Hak-chul's work that incorporates collage technique since the 1980s, the work of some members of "Reality and Utterance" and "Im- sul-nyun" exemplify their critical interests in disclosing the false dream of wealth and happiness by both referring to and drawing on the utopian fantasy manipulated and distributed by mass media and commercial advertisements. This paper pays particular attention to Nouvelle Figuration emerged in France and Europe during the 1960s, which is comparable to the new figurative art emerged in Korea during the 1980s. Nouvelle Figuration criticized the autonomy in art isolated itself from political and social reality after WWII, in particular the indifference of Informel and abstract art as well as American abstract art. Moreover it became rather politicized around May of 1968. Given that French Nouvelle Figuration was introduced in Korea in 1982 and made a significant contribution to the formation of figurative art in Korea, it should be noted that the new figurative art emerged in the 1980s in Korea cannot be categorized merely in relation to People's Art. This paper intends to critically redress the notion that People's art was formed in the particular political, economical, and cultural context of Korea independent of the contemporary artistic practices outside Korea. It will provide a critical examination and analysis of the content and form of the new figurative art, from which People's Art was germinated, in the global context.

This study is an introductory survey of the labyrinth/maze in gardens. The term 'garden labyrinth' may seem an oxymoron given that the garden represents the terrestrial paradise, while the labyrinth is a symbol of the most chaotic face of the world. In etymological and ontological terms, however, gardens are enclosed places and this characteristic corresponds to the character of the labyrinth, which is the one of the oldest signs in human civilization, symbolizing the paths of human life filled with uncertainty and complexity. The garden labyrinth has developed in various forms and shapes since the Renaissance period. Literature and paintings contributed to the dissemination of the concepts of the garden labyrinth, especially in the form of the 'garden of love'. While the labyrinths in ancient and medieval times focused on plane shapes and symbolic and/or spiritual meanings, later garden labyrinths emphasized the three dimensional form and synesthetic pleasures. New patterns, which deviated from the classical unicursal form, emerged in the Petit Parc at Versailles in the 17th century. The garden labyrinth/maze was easy to adopt in formal gardens because of its geometric form, but for that reason, it went on to decline during the fad of picturesque garden. In this study, a brief history of labyrinths, the patterns, forms, and arrangement of the garden labyrinths in the formal gardens of the Renaissance and Baroque periods and its meanings are reviewed.

This paper investigates the historical significance of Independence Park in Korean landscape architecture by examining the idea and goal, master plan and scheme, and meaning and limitation of the park The construction was announced in July and began with the Independence Arch in the middle of September, 1896. Dr. Philip Jaisohn (Suh Jai-Pil), Counselor of The Privy Office and president of the Independence newspaper, played an important role in park construction. He formally advised the arrangements and general planning of the park, but he actually played a leading role in the park as much as he designed and superintended the erection of the arch. He had the conception of a productive park for cultivating and experimenting with a variety of trees surrounding the monument. In terms of the history of Korean landscape architecture, Independence Park is important in that it is the first modem city park that was tried independently as part of the modernizing-Seoul project and the only park of which object and scheme were revealed. It also strengthens the roots of Korean modem landscape architecture by pushing Korean history of public parks into the prior time to Japanese colonial period and enriches the contents of Korean modem landscape architecture. Independence Park is the original realization of a public park because it was constructed with participation and donations from the planning stage to the construction and use. In addition, it is the goal and means to inspire the spirit of national independence and patriotism in Korean people and lead them to voluntary awakening, enlightenment, and participation. Independence Park, however, was not constructed according to Dr. Jaisohn's original intent due to the lack of funds and the rudimentary level of landscape construction technology. In addition, the location was too far from downtown and accessibility was very difficult. For these reasons, many do not consider the park as having been constructed. However, this kind of view must be changed. Other parks of the time were not detailed and decorated like typical western parks, but were left as public spaces. In other words, these parks should not be judged by comparing them to western parks. This is the same concept as that of the first parks of modem Korea being called 'park land.' These parks were more natural environments than planned gardens.

The needs for Light Railroad Transit(LRT) have been increased due to the heavy traffic congestions in large cities like Seoul, Korea. Korean government is seeking the LRT system development (including planning, designing, construction, and maintenance and operations) in terms of public-private-partnership (PPP). At the private sector side, it is crucial to estimate the life cycle cost (LCC) to project the cash flow during the O&M period. Since the most construction and O&M cost of LRT project is at the bridge construction, a cost analysis model and a cost breakdown structures (CBS) on LRT bridges are discussed through in depth literature reviews. Construction and maintenance cost of bridges are collected and analyzed. LCC is analyzed by types of bridge superstructures and historical data of repair and rehabilitation (R&R) is investigated. There have been scarce number of LCC analysis on railway bridges. This research delivers a well-defined CBS and maintenance cost data, which will be a great benefit to the systematic maintenance strategy development for railroad bridges.
Chon-Mun-Ryu-Cho (天文類抄), written (edited) by Lee Sun-Ji (李純之) during the period of King Se-Jong, is a representative astronomy book of Cho-Sun (朝鮮: A.D. 1392-1910) Dynasty. We find and study in the first page of the book; the description of 28 oriental constellations as a Sasin (four mythical oriental animals)-animal sky map which is not widely known yet. The map consists of four groups of constellations, each of which represents the Sasin: Chang-Ryong (蒼龍: dragon), Baek-Ho (白虎: tige.s with Ki-Rin [離隣: Oriental giraffe]), Ju-Jak (朱崔: Chinese phoenix), Hyun-Mu (玄武: a tortoise interwined with a snake). Each group (animals) spans 2 ~ 7 of 28 oriental constellations (宿). As we know from the illustration (論說) of the Chon-Sang-Yol-Cha-Bun-Ya-Ji-Do (天象列次分野之圖), a representative sky map of Cho-Sun Dynasty, astronomy in Cho-Sun Dynasty is closely related to that in Go- Gu-Rye. (高句麗: B.C. 37 -A.D. 668) Dynasty. Since these Sasin-animals appear in most mural paintings of Go-Gu-Rye. (高句麗) tombs, visualization of sky with these animal constellations could have been established as early as in Go-Gu-Ryer Dynasty. We also reconstruct this ”A Sasin-animal Korean sky map” based on the shapes of the Sasin and Ki-Rin from Go-Gu-Ryer paintings and 28 oriental constellations in Chon- S an g- Yol- C h a- B un- Ya- J i- Do.
