금년 들어 미국의 신용카드 결제처리업체인 하트랜드 시스템즈(Heartland Payment Systems)에서 사상 최악의 신용카드 정보 유출 사건이 발생했으며, 이로 인한 금융 피해금액이 수억 달러에 이를 것으로 추산되고 있다. 이 회사는 매달 1억건에 달하는 신용카드 거래를 처리한다고 하니 그 유출된 개인 금융정보의 양은 상상을 초월할 것으로 보인다. 이렇게 유출된 정보는 카드복제, 신용도용 등 쉽게 예상할 수 있는 범죄 이외에도 어떠한 형태의 범죄로 당사자들에게 피해가 되돌아 올 지는 가늠하기 어렵다. 최근 국내에서 발생한 일련의 개인정보 유출사건과 마찬가지로 정보화와 개인정보보호 문제에 경종을 울리는 또 하나의 사건이라 하겠다.

중앙아시아 횡단철도는 가스피해 횡단철도, 카자린스크 철도, 투르케스탄-시베리아 철도, 카자흐스탄 횡단철도 등으로 구성된다. 중앙아시아 인구의 약 1/5에 해당하는 주민들이 이 철도를 중심으로 거주하고 있으며, 중앙아시아 경제의 70%정도가 이 횡단철도를 기반으로 하고 있다. 유라시아의 심장지역으로 간주되고 있는 중앙아시아 횡단철도의 건설은 해양세력과의 지정학적 경쟁, 변경지역과 중심지역간의 연계 강화 및 중앙아시아 경제의 특성화가 주 목적이었다. 구소련의 붕괴 이후 중앙아시아 각국의 모든 철로망이 주로 러시아와 연계를 맺고 있지만, 그 외 인근국가들과의 연계망이 미흡한 상태에 있다. 장기적으로 중앙아시아 횡단철도의 발전을 위해 해결해야 할 과제가 많지만, 그럼에도 불구하고 동서로는 동아시아와 유럽을, 그리고 남북으로는 러시아/발틱해와 인도양/페르시아만을 연결하는 대륙의 교량으로서의 역할은 여전히 유효하다.

Background: Patient reported outcome measures assess clinical progress from the patient's perspective. This study explored the relationship between shoulder outcome measures (The Disability of the Arm, Shoulder and Hand [DASH], American Shoulder and Elbow Surgeons Standard Shoulder Assessment score [ASES], and Constant score) by comparing the best possible scores obtained in an asymptomatic population compared to overall perception of health, as measured by the SF-36 outcome measure. Methods: Volunteers (age range, 20-69 years) with asymptomatic shoulders and no history of shoulder pain, injury, surgery, imaging, or pathology (bilaterally) were included. The DASH and ASES measures were completed by 111 volunteers (72 female, 39 male), of which 92 completed the Constant score (56 female, 36 male). The SF-36 was completed by all volunteers (level of evidence: IV case series). Results: The mean (${\bar{x}}$) score for ASES measure on the right shoulder was higher for the left-hand dominant side (${\bar{x}}=100.00$ vs. 95.02, p-value<0.001); no other significant differences. Better SF-36 scores were associated with better DASH scores. Our prediction models suggest that perception of overall health affects the DASH scores. Sex affected all three shoulder measures scores. Conclusions: Comparing scores of shoulder outcome measures to the highest possible score is not the most informative way to interpret patient progress. Variables such as health status, sex, and hand dominance need to be considered. Furthermore, it is possible to use these variables to predict scores of outcome measures, which facilitates the healthcare provider to deliver individualized care to their patients.

Asian mathematics curricula and textbooks are being recognized in the United States as at least partial explanation for the higher mathematics achievement of students in Asian countries compared to students in the United States. As a result there is considerable interest among many educators in the United States in curricula from Singapore and curricula from Japan. In addition, researchers and educators at one university in the American heartland have been using the English translations of a Korean primary mathematics curriculum for professional development and assessment with groups of Missouri teachers for the purpose of enhancing teachers' understanding of the fundamentals of mathematics, and in hopes of raising student achievement scores. A professional development initiative begun seven years ago and revived this year will entail a rigorous assessment which will be reported in 2009. Results of assessment of the earlier initiatives are reported here.

Researchers at Truman State University in Missouri, located in the heartland of the United States, have been using materials adapted from the English translations of the sixth national primary mathematics curriculum from Korea for professional development and assessment with groups of Missouri teachers for the purpose of enhancing teachers' understanding of the fundamentals of mathematics since 2002 [gecKo Mathematics (2008). A professional development initiative for 50 teachers conducted in Missouri this past year is reported here. Significant gains in teacher understanding of fundamental mathematics concepts and pedagogy necessary for student achievement in primary mathematics were found as a result of the initiative.

California's heartland, the Great Central Valley, is one of the most productive agricultural regions in the world. However for many years the valley has been struggling with a broad range of social, economic, and environmental challenges. Some significant concerns include water resources, air pollution, poverty rates, housing issues, etc. Another strike against the valley is the relative reluctance to embrace widespread sustainable building practices. This paper discusses the long-term and profound impact of the built environment has on the aforementioned socioeconomic and environmental issues facing the valley. It reviews exemplary practices in other states and regions regarding policy-making and regulation in the building industry as well as sustainable community development. The paper further explores viable options specifically for the Fresno metropolitan area (the largest in the Central Valley) to combat its unique multifaceted challenges.

우리 나라의 세굴현황을 파악하고 교량설계에 대한 기초자료를 제공하기 위하여 중부지방의 중·소하천에 위치한 교량에 대하여 실시한 세굴조사 자료를 분석하였다. 현장실측은 주로 세굴에 영향을 미치는 물리량들, 즉 수심, 유속, 교각폭, 및 길이, 세굴깊이, 접근각 등을 중심으로 이루어졌다. 지역적으로는 경기도 용인·광주지역, 홍천강의 서면지역, 청평·포천지역, 연천지역, 청주북일지역으로 구분하였으며 교각도 타원과 원형으로 구분하였다. 이들로부터 세굴깊이와 수심, 접근각 도는 Fuoude수 등주요 인자들과의 관계를 도출하였으며 또한 기존의 제안된 세굴공식에 이들을 적용시켜 세굴깊이를 산정하였다. 또한 실측된 세굴깊이와 비교하여 우리 나라에 적용가능한 세굴공식을 제안하였다.

Taekwondo, Korean traditional martial art as one of the ten Korean cultural symbols, has acquired a reputation for introducing and globalizing Korean culture together with its standing as official Olympic Game in 2000, Sydney, Australia. Nevertheless the World Taekwondo Headquarters, Kukkiwon, which is an exclusive Taekwondo institution only accommodates for three thousand persons. Considering the worldwide reputation of Taekwondo, the scale of Kukkiwon leaves a big supply problem. This study therefore suggests the plan to design Taekwondo park that playa major role of Taekwondo development in the 21st century and represent the cultural heartland of Taekwondo. The study considers four points. The points are as follows: 1) Necessary programs drawn by analyzing and assessing Muju city as a site for Taekwondo park, then a survey conducted for potential visitors to a Taekwondo park. Under the theme of "A World Cultural Heritage Upon Our Own Lives", the park plan intends to become a shrine of Taekwondo as well as a big tourist attraction. 2) Programs are appropriate for the terms of the investment under the auspices of government, by considering potential visits and the site conditions. 3) The meaning of Taekwondo and its history should be reflected in the space distribution and facilities allotment. Three meaningful zones: symbolic zone, training zone and culture zone are considered in planning program and space distribution. 4) The plan also intends to harmonize with local development by groping Muju city's uplifting, not only designs a Taekwondo park.

냉전체제의 종식과 더불어 세계질서에 근본적인 개편이 일어 나고 있다. 그 과정은 지구화와 지역화로 일컬어지고 있다. 본 연구는 이런 관점에서 동북아 의 미래에 관한 지정학적 전망을 제시한다. 지정학은 2차대전 당시 정치적으로 오용된 후로 지리학으로부터 추방되었고, 지금도 학계에서는 금기시 되고있는 분야이다. 그러나 필자는 지정학이 그러한 더러운 과거와 관계없이 대륙적 내지 아대륙적 규모의 지역간 문제를 이해 하는데 유용한 개념을 가지고 있다고 보았다. '지정학적 위치의 특성'이라는 말은 구어로 사 용되고 있는 이상으로 국제관계를 규정하는 부동의 배경으로 작용해 왔다. 그리고 지금 일 어나고 있는 변화를 예측하고 대응하기 위해서, 동북아지역, 특히 한국의 입장에서: 지정학 적 관점이 유용한 사고의 틀이 될 수 있을 것이라고 보았다. 국제경제의 지역블록화라는 지 구적 추세에 대응하여 동북아지역의 국가들은 경제협력체를 구성하게 될 것으로 기대된다. 필자는 이를 동북아권(NEAR: Northeast Asian Rim)이라고 부르기를 제안한다. 동북아권은 공간의 규모, 노동력의 양과 질, 부존자원과 기술 및 자본 등 세계최대의 경제지역으로 발전 할 수 있는 거대한 잠재력을 지니고 있다. 그러나 복잡한 역사적 배경으로 인해서 당분간은 비교적 느슨한 조직이 될 수 밖에 없을 것이며, 또 그래야 역내 국가간 및 타지역과의 관계 를 원만히 유지해 나갈 수 있을 것이다. 이 지역협력체의 향방과 거기서의 각국의 역할은 앞으로 동북아지역 뿐만 아니라 신 세계 질서에 큰 변수가 될 것이다. 이러한 관점에 깔려 있는 기본적인 생각은 국제관계의 근본적인 재구조화가 지리적 위치 및 속성과 그 조직의 특성에 기초하여 이루어질 것이라는 데에 있다. 냉전 종식 이후의 새로운 국제환경 하에서 각 지역과 국가는 고유의 지리적 속성을 회복하게 될 것이며, 그에 따라 지난날 대륙세력과 해양세력이 첨예하게 대립했던 갈등지역은 경제적 교류가 활발히 이루어지는 융합의 지역으 로 변하게 될 것이다. 이데올로기 대립으로 자유로운 발전에 제약을 받았던 지역은 국제정 치적 족쇄가 풀리면서 오히려 새로운 발전의 전기를 얻게 될 것이다. 이렇게 봄으로써 필자 는 대립과 갈등을 전제로 했던 과거의 지정학이 국제화와 세계화의 새로운 추세를 맞아 경 쟁과 협력의 지정학으로 다시 태어날 수 있는 가능성을 타진해 보고자 하였다. 동북아권의 공간적 틀로는 두 개의 부분권 (sub-rim : 황해권과 동해권)과 두 개의 발전축(종축 및 횡 축) 및 네 개의 발전거점(동경, 서울, 북경, 상해)이 상정되었다.
