  • 금년 들어 미국의 신용카드 결제처리업체인 하트랜드 시스템즈(Heartland Payment Systems)에서 사상 최악의 신용카드 정보 유출 사건이 발생했으며, 이로 인한 금융 피해금액이 수억 달러에 이를 것으로 추산되고 있다. 이 회사는 매달 1억건에 달하는 신용카드 거래를 처리한다고 하니 그 유출된 개인 금융정보의 양은 상상을 초월할 것으로 보인다. 이렇게 유출된 정보는 카드복제, 신용도용 등 쉽게 예상할 수 있는 범죄 이외에도 어떠한 형태의 범죄로 당사자들에게 피해가 되돌아 올 지는 가늠하기 어렵다. 최근 국내에서 발생한 일련의 개인정보 유출사건과 마찬가지로 정보화와 개인정보보호 문제에 경종을 울리는 또 하나의 사건이라 하겠다.

The Construction of the Trans-Central Asian Railroad and Its Current Implications (중앙아시아 횡단철도의 건설과 그 현재적 함의)

  • The Trans-Central Asian Railway consists of the Trans-Caspian Railroad, the Kazalinsk Route, the Turk-Sib, and the Trans-Kazakhstan Trunk Line. Currently, one-fifth of the residents in Central Asia are living around these railroads on which 70% of the economic activities in the region depends. The construction of the railroads in Central Asia was motivated by the Russian Empire's competition 'with its maritime rival, the United Kingdom, over the Eurasian heartland in a geostrategic sense. Using the railroads, the Russian Empire aspired to connect its central industrial regions in European Russia with the remote frontier areas in the Central Asian republics and to increase economic specialization of the region. After the breakdown of the USSR, however, the rail network, which had well been linked among the regions in the former Soviet nations, has been in a deteriorated linkage with their non-Soviet neighboring nations. Despite a lot of problems to be solved, the Trans-Central Asian rail network is expected to play a crucial role as a land bridge between East Asia and Europe as well as between Russia/the Baltic sea and the Indian Ocean/the Persian Gulf in the long-term.

The Influence of Health Perception on Shoulder Outcome Measure Scores

  • Background: Patient reported outcome measures assess clinical progress from the patient's perspective. This study explored the relationship between shoulder outcome measures (The Disability of the Arm, Shoulder and Hand [DASH], American Shoulder and Elbow Surgeons Standard Shoulder Assessment score [ASES], and Constant score) by comparing the best possible scores obtained in an asymptomatic population compared to overall perception of health, as measured by the SF-36 outcome measure. Methods: Volunteers (age range, 20-69 years) with asymptomatic shoulders and no history of shoulder pain, injury, surgery, imaging, or pathology (bilaterally) were included. The DASH and ASES measures were completed by 111 volunteers (72 female, 39 male), of which 92 completed the Constant score (56 female, 36 male). The SF-36 was completed by all volunteers (level of evidence: IV case series). Results: The mean (${\bar{x}}$) score for ASES measure on the right shoulder was higher for the left-hand dominant side (${\bar{x}}=100.00$ vs. 95.02, p-value<0.001); no other significant differences. Better SF-36 scores were associated with better DASH scores. Our prediction models suggest that perception of overall health affects the DASH scores. Sex affected all three shoulder measures scores. Conclusions: Comparing scores of shoulder outcome measures to the highest possible score is not the most informative way to interpret patient progress. Variables such as health status, sex, and hand dominance need to be considered. Furthermore, it is possible to use these variables to predict scores of outcome measures, which facilitates the healthcare provider to deliver individualized care to their patients.

Studying the Effects of Korean Mathematics on American Teachers in Mid-America

  • Asian mathematics curricula and textbooks are being recognized in the United States as at least partial explanation for the higher mathematics achievement of students in Asian countries compared to students in the United States. As a result there is considerable interest among many educators in the United States in curricula from Singapore and curricula from Japan. In addition, researchers and educators at one university in the American heartland have been using the English translations of a Korean primary mathematics curriculum for professional development and assessment with groups of Missouri teachers for the purpose of enhancing teachers' understanding of the fundamentals of mathematics, and in hopes of raising student achievement scores. A professional development initiative begun seven years ago and revived this year will entail a rigorous assessment which will be reported in 2009. Results of assessment of the earlier initiatives are reported here.

  • Researchers at Truman State University in Missouri, located in the heartland of the United States, have been using materials adapted from the English translations of the sixth national primary mathematics curriculum from Korea for professional development and assessment with groups of Missouri teachers for the purpose of enhancing teachers' understanding of the fundamentals of mathematics since 2002 [gecKo Mathematics (2008). A professional development initiative for 50 teachers conducted in Missouri this past year is reported here.   • California's heartland, the Great Central Valley, is one of the most productive agricultural regions in the world. However for many years the valley has been struggling with a broad range of social, economic, and environmental challenges. Some significant concerns include water resources, air pollution, poverty rates, housing issues, etc. Another strike against the valley is the relative reluctance to embrace widespread sustainable building practices. This paper discusses the long-term and profound impact of the built environment has on the aforementioned socioeconomic and environmental issues facing the valley. It reviews exemplary practices in other states and regions regarding policy-making and regulation in the building industry as well as sustainable community development. The paper further explores viable options specifically for the Fresno metropolitan area (the largest in the Central Valley) to combat its unique multifaceted challenges.

  • In order to understand the present situation of bridge scouring and to provide the fundamental information for bridge design, in-situ measured data is analyzed for bridge scours at small and medium streams in the heartland of Korea. The physical parameters affecting the bridge scouring such as flow depth, velocity, pier length and width, scouring depth, and the angle between flow and pier are extensively surveyed and measured. According to the locality and the pier type data are classified to analyze. With these data, some important factors for the scour depth such as flow depth, angle and Froude number are investigated and applied to existing formulas proposed by many researchers. In addition, the computational results are compared with the measured and some of the applicable formulas in this region are recommended.

Planning for Taekwondo Park (태권도공원 계획)

  • Taekwondo, Korean traditional martial art as one of the ten Korean cultural symbols, has acquired a reputation for introducing and globalizing Korean culture together with its standing as official Olympic Game in 2000, Sydney, Australia. Nevertheless the World Taekwondo Headquarters, Kukkiwon, which is an exclusive Taekwondo institution only accommodates for three thousand persons. Considering the worldwide reputation of Taekwondo, the scale of Kukkiwon leaves a big supply problem. This study therefore suggests the plan to design Taekwondo park that playa major role of Taekwondo development in the 21st century and represent the cultural heartland of Taekwondo. The study considers four points. The points are as follows: 1) Necessary programs drawn by analyzing and assessing Muju city as a site for Taekwondo park, then a survey conducted for potential visitors to a Taekwondo park. Under the theme of "A World Cultural Heritage Upon Our Own Lives", the park plan intends to become a shrine of Taekwondo as well as a big tourist attraction. 2) Programs are appropriate for the terms of the investment under the auspices of government, by considering potential visits and the site conditions. 3) The meaning of Taekwondo and its history should be reflected in the space distribution and facilities allotment. Three meaningful zones: symbolic zone, training zone and culture zone are considered in planning program and space distribution. 4) The plan also intends to harmonize with local development by groping Muju city's uplifting, not only designs a Taekwondo park.

  • Along with the fade out of the Cold War the world is undergoing a fundamental restructuring. The process is generally refered to regionalization and globalization. In this context, the Paper presents a geopolitical perspective on the future of Northeast Asia. To meet the global trend, it is expected that the countries in the area organize an economically cooperative unity, the concept of which the author calls the northeast Asian Rim (NEAR). With its huge potentials to become the largest economic area in the world and with its rather complicated historical and social background, the Rim is tentatively supposed to have a loose and soft organization, to be flexible in dealing with the intra-and interregional relations. The idea underlying the view is that the former area of confrontation between the land power and the sea power is, under the new world environment, going to recover its proper locational attributes and develop into a merging area, a new core. As a physical framework of the Rim a spatial structurc is assumed to consist of two-subrims and two development axes with four development centers.
