This study is aimed to devise a development and utilization of health educator in Korea. Health education activities should be a matter of the highest priority in the health promotion program. However the health education program able to establish effectively through utilizing health educator. The histories of health education program both private and public sector in Korea was compiled in this paper. The regulations of health educators in developed countries such as U.S.A, Japan and other European countries was contemplated in terms of their roles, qualities and working sites. This study proposed positively to develop new national license of health educator in consideration of the working places and roles in Korea. The former is placed to five fields such as health center, industry, health insurance corporation, school, hospital and other health related institions, and the latter is working with high quality of planning, excuting and evaluating health education program.
This is an effort to project health care resources in need for the elderly in the future when advanced transportation systems would greatly reduce geographical accessibility to health care services for the rural elderly. Two areas, Kimhae and Chuncheon, were selected for the study. Projection of health professionals and health care institutions for the elderly were made based on the analysis for the morbidity and illness behavior reported to two data sources, National Survey for the Elderly in 1992 by Korea Institute for Health and Social Affairs and beneficiary data by Korea Medical Insurance Cooperation for those living in the study areas in 1992. Projected number of health professionals and health care institutions were estimated for each area under study in years of 2010 and 2030, with those in a Japanese being used as a standard. Policy implications were discussed.
Researchers indicates several issues as to performance evaluation methods for public health centers. Firstly, health centers are passively involved in the evaluation process, the performance indicators are activity-oriented, and mostly unrealistic. Balanced Scorecard is one of the methods for evaluating organizational performance, which is utilized at current in many industries including public sector. The purposes of this study is to apply balanced scorecard approach to a public health center and to develop performance indicators as well as their vision and strategies. For developing performance indicators, researchers selected K City Public Health Center and implemented brainstorming with members of health promotion team. Through team process they suggested goals, strategies and several indicators they considered proper to accomplish their shared vision. And then appropriateness of the indicators were evaluated by professional researchers in health promotion field for consensus building by email questionnaire. Based on survey and professional consensus meeting, 11 performance indicators were tailored in four perspectives as well as 6 strategies and 10 strategic goals, which are steps for accomplishing shared vision of health promotion team. For details, refer to the paper. Most members of health promotion team were satisfied with the indicators. However issues such as low level of recognition and familiarity with a new concept of BSC, and cultural resistance to strategic approach in public organizations should be addressed for future application and dissemination of BSC technique to public health organizations.
This study conducted from September 1 through October 30, 1993, in order to provide the data related to the industrial health policy and the development of health education program and the basic foundation. The data collected were analyzed in order to determine factors affecting knowledge and practice(KP) on health level of industrial workers. 3,396 workers were randomly selected from Kyungki, Inchun, Kwangju, Taejon, Taegu, Ulsan, Pohang, Masan and Changwon, Questionnaire forms were prepared and the personnel selected were interviewed by a graduate student with the aid of health management. As mentioned before, it was a serious problem that the industrial workers got the fairly low score of health KP and they did not practice what they know. Therefore it is necessary to establish the industrial policy and develop the education program for workers practice what they know and cooperate with related specialists, the management and the government authorities, Therefore we must ensure the good health of workers through a healthy home life, and a healthy work place and environment. Furthermore this will contribute to industrial peace and the development of korea.
Objectives: The purpose of this manuscript was to review Intersectoral Collaboration policies for Tobacco Control. Methods: The author selected the WHO Framework Convention on Tobacco Control and adopted guidelines, and reviewed intersectoral and multisectoral collaboration policy recommendations. Results: There are 11 chapters and 38 articles in the Convention. In the Demand reduction policies included price and non price measures. The author selected a few non price measures for cross sectoral collaboration examples. They are protection from exposure to tobacco emission, education and communication, banning advertising, promotion and sponsorship of tobacco products, and offering treatment to tobacco use cessation. Inter sectoral and multi sectoral approaches could increase effectiveness, and better outcome of the tobacco control policy for implementation of many different articles of FCTC. Conclusions: It is important to give a specific role in structures of different government sectors and infrastructure for intersectoral collaboration. In addition, the role of civil society is very important for implementation of tobacco control policy effectively, and governments have to support the civil society for anti-smoking activities and campaigns.
Objectives: This review is to suggest strategies to reduce risk factors of non-communicable diseases (NCD) in South Korea. Methods: Prior research findings on the burden of NCD and associated risk factors and the effectiveness of intervention programs were reviewed. Strategies regarding the control of NCD risk factors were conceived. Results: The author presented research findings from the Global Burden of Disease study on the burden of non-communicable disease (NCD) and associated risk factors in South Korea. Strengths and limitations of population and high-risk strategies for preventing NCDs were introduced. The author also reviewed the evidence on the effectiveness of multiple cardiovascular risk factor interventions and community-based intervention programs on cardiovascular diseases conducted in industrialized countries. Finally, strategies to reduce NCD risk factors in South Korea were suggested. Conclusions: The evidence-based interventions and the importance of population strategies in NCD prevention were highlighted. The author indicated that strategies employed by unhealthy commodity industries to undermine effective public health policies and programs should be actively monitored. It has been suggested that effective high-risk strategies with ecological models to address social risks rather than medical risks among disadvantaged population should be further developed in South Korea.
Objectives : The purpose of this study was to examine the effects of an oral health promotion program. And suggest that education on oral health should be given by a professional. Methods : Sixty-four people over the age of 65 years were selected from three elderly care facility located in Gyeongsangbuk-do, A city. From June 7 to August 19, 2016, an oral health promotion program was given to two experimental groups (N=21 and 20) for a total of eight times. One program was conducted by a professional and the other by a non-professional although both were considered experts. Additionally, a control group(N=23) was a observed. Results : While both experimental groups showed a positive change from the oral health promotion program, the experimental group that was given the oral health promotion program by a professional showed more positive changes in oral cavity function. Conclusions : By using professionals, it is possible to provide a health promotion program that actively monitors the oral cavity of the elderly as well as provide elderly care services for oral hygiene. Appropriate elderly health policies and oral health business model for elderly are needed.
Purpose: The purpose of this study is to assess the priorities of health promotion for older adults in the rural community. The study attempts to display demographic characteristics subjective health status and chronic diseases status of the older adults. Methods: We surveyed 384 senior residents in a community via face-to-face interviews in their homes, who were selected by proportional random sampling. We analysed the frequency, multiple responses and $X^2$ by SPSS 12.0K. Results: The mean of subjective health status was $54.04{\pm}21.69$ with a maximum of 100. Our study found that the high priorities in health promotion for older adults were prevention and management of hypertension and diabetes, strengthening of joint and muscles, cancer screening and physical exercise. Prevention of depression and social activities were low priorities. Strengthening of joints and muscles was a high priority among women while smoking cessation and social activities were high priorities of men. Conclusion: In conclusion, health promotion priorities of older adults differed by gender and subjective health status. Disease-related priorities received more attention than psycho-social health priorities. This study suggests comparing the priorities regionally and nationally.

Canada has a rich history in the theory and development of the field of health promotion. Over 25 years ago, in 1974, the Canadian government produced the first government policy document that identified health promotion as a national strategy. The document, which came from the national Health Minister, was entitled A New Perspective on the Health of Canadians (Lalonde, 1974).
The government of Korea enacted the National Health Promotion Act in 1995, and set aside funds for national health promotion, endeavoring to reduce the smoking rate of its citizens. Consequently, smoking rates in all age groups of both sexes were lowered during the period of 1999-2003 when legal backing and financial support for no-smoking policies from the national health promotion funds were provided. The decrease in the smoking rate is attributed to the combined effort of the fact that enactment of related acts, their implementation, financial support, and education and publicity 'campaigns on no smoking. However, at the current pace of decreasing the smoking rates, it will be difficult to achieve the Health and Welfare Ministry's smoking rate goal of30% among adult males by 2013. Thus, related acts should be reshaped, corresponding support should be increased, and financial support should also be provided to implement comprehensive no-smoking policies. Also, budgets should also be alloted to establish a system of providing feedback on the monitoring and evaluation of both short-term and long-term no-smoking business planning and implementation.
