Purpose: The purpose of this study was to identify the trend of overseas school health indicators and to investigate indicators comparable internationally. Methods: Using the key words, school, health, indicators and policy through formal literature and web sites, the resources were used after the completeness of resources such as the presence of author, year published and place, and reproducibility was evaluated. Results: In overseas, the interest of school health indicators has increased gradually since 1960. Quality indicators as well as quantitative indicators are important as the good school health indicators. The overseas school health indicators have been very comprehensive, not only including students, but also including the expanded population such as school personnel, parents, family and community, process and outcomes, policies, social and cultural environment. The trend of school health research is from traditional issue-based to indicatorbased which makes comprehensive interpretation including development of school health service and life satisfaction. Among internationally comparable indicators, Health Behaviour in School-aged Children (HBSC) and Global School-based Student Health Survey (GSHS) were chiefly for students' health and behavior level, and the School Health Service Survey (SHS) was for school health service personnel and policy. Conclusion: Characteristics of overseas school health indicators were expanded population, and comprehensive and internationally comparable indicators. Therefore, Korea school health indicators need to be comprehensive using expanded population and qualitative indicators, and consider standardized indicators comparable internationally.
Objectives: The main purpose of this review is to introduce the current status of environmental health indicators of Korea and to share our experience of the developmental process of Korean version of environmental health indicators. Methods: This paper describes 1) the background of environmental health indicators; 2) the ways how we developed environmental health indicators of Korea; 3) the current status of selected indicators; and 4) suggestions for the further policy development. Results: The 6-year long project for the development of environmental health indicator systems in Korea could provide outputs on three major distinct aspects on the indicator issues. Firstly, we have developed the rational process/manual so that the government can select and advocate the potential indicators with a relatively objective manner. Secondly, we have suggested the potential candidate indicators which can be implemented immediately. We also pooled all indicators in order to evaluate the summary index which we expect to tell the status of environmental health. Third, we provided suggestions on the further utilization of this indicator system. Conclusion: The mission of environmental health policy is to resolve the public health problems occurring because of hazardous environment. In order to identify the environmental determinants of the community health problems and to evaluate the effectiveness of the policy implemented, these environmental indicators can be used. Therefore, the government should implement this ready-prepared system of environmental health indicators.
Purpose: The purpose of this study was to identify the statistical indicators of OECD and Korea for student health among Korea's approval statistics. Methods: Searching for health indicators by using Health at a Glance 2009, Society at a Glance 2009, and Education at a Glance 2009 through the formal OECD web site in 2010, and investigating the approval statistics through the Korean formal organizational web sites and published data in 2012. Results: Among OECD indicators, indicators for adolescent health were smoking and alcohol consumption, nutrition, physical activity, overweight and obesity, bullying, risk behaviors, and poverty children. However, most of Korea student health indicators were missing except poverty children and life satisfaction, because OECD has taken chiefly data from Health Behavior in School-aged Children survey (HBSC), international study, which has not been carried out in Korea. The Ministry Of Education, Science And Technology (MEST) and the Ministry of Health and Welfare, and National Youth Policy Institute in Korea have produced the major statistics for student health which was only 11 (1.3%) among 858 approval statistics. Conclusion: Identifying a current Korea school health is essential through participating actively to OECD whose statistic indicators are internationally comparable with Students Physical Development Survey, MEST's approval statistics, using Korea Student Health Examination. It was also suggested that quantitative and qualitative expansions for Korea student health statistics by the activation of approval statistics including processed statistics, and by researchers' easy expanded access to a raw data.
Purpose: This study was done to investigate correlations among Health Promoting Lifestyles, Health Risk Indicators, Activities of Daily Living, and Depression of the in-house stroke patients. Method: The subjects were 58 in-house stroke patients in a health center and two welfare centers. Data was collected using questionnaires and measuring health risk indicators such as blood pressure, total cholesterol, triglyceride, blood sugar, body fat rate. Data was analyzed using descriptive statistics, t-test, ANOVA, and Pearson correlation coefficients. Result: The health promoting lifestyle performance showed a significant negative correlation with health risk indicators and depression. There was a significant negative correlation between activities of daily living and depression. Conclusion: Health promoting lifestyle which focus on regular physical check-up, medication, diet management, exercise, smoking cessation, drinking abstinence, and stress management should be developed to improve health risk indicator and depression of the in-house stroke patients.
The purpose of this study was to develop the evaluation indicator for the health promotion programs of the Community Health Centers and to test its validity. The modified logic model was used as the evaluation model based on the literature reviews. Using this model, four dimensions, eleven subdimensions, and fortyone individual indicators were developed. These evaluation indicators are superior in reflecting the distinctiveness of the community health promotion programs, and also flexible enough to accommodate diverse programs. These indicators also emphasize the role of process evaluation, and the diversity of outcomes. To test content validity, survey method of experts in the community health promotion field was conducted. Eleven in three expert groups(professionals, practitioners in Community Health Centers, and policy makers) generally agreed with the validity of evaluation indicators. To examine criteria and construct validity, these indicators were used to evaluate the health promotion programs conducted by the 18 Key Community Health Centers. The data came from the interview surveys of the main health promotion practitioner and 30 visitors from each center. The ranks of these eighteen Community Health Centers were computed from these data. There was no significant difference in ranking either by these indicators or by the existing indicators, which was developed by Technical Support and Evaluation Team for criteria validity. There was no statistically significant difference in ranking between input, process and outcome dimensions. Based on these study results, evaluation indicators developed in this study are valid to evaluate Community Health Center's health promotion program. It can be used both by the Community Health Center for internal evaluation, and by the stakeholders for external evaluation.
Purpose: The purpose of the study is to identify workload measurement indicators for school nurses in order to provide high-quality health care and deploy school nurses effectively. Methods: A second Delphi survey was conducted on 21 experts with more than 5 years of school nurses experience. To develop indicators related to the workload of school nurses, the importance and measurability of a total of 21 workload indicators were investigated, including school nurses characteristics, school characteristics, health needs of students, and socioeconomic determinants. Results: As a result of the Delphi survey, it was found that 6 indicators were suitable in terms of importance and 8 indicators in terms of measurability. The important indicators the panel agreed on include the size of the city where the school is located, the total number of students, the number of classes, the percentage of students with chronic illness, the percentage of students visiting the health office per day, and the percentage of wound care in the health office per day. Conclusion: The percentage of students with chronic illness and the percentage of wound care per day need to be reflected in school nurse workload indicators and follow-up studies are required to shed more light on the socioeconomic determinants of schools.
Researchers indicates several issues as to performance evaluation methods for public health centers. Firstly, health centers are passively involved in the evaluation process, the performance indicators are activity-oriented, and mostly unrealistic. Balanced Scorecard is one of the methods for evaluating organizational performance, which is utilized at current in many industries including public sector. The purposes of this study is to apply balanced scorecard approach to a public health center and to develop performance indicators as well as their vision and strategies. For developing performance indicators, researchers selected K City Public Health Center and implemented brainstorming with members of health promotion team. Through team process they suggested goals, strategies and several indicators they considered proper to accomplish their shared vision. And then appropriateness of the indicators were evaluated by professional researchers in health promotion field for consensus building by email questionnaire. Based on survey and professional consensus meeting, 11 performance indicators were tailored in four perspectives as well as 6 strategies and 10 strategic goals, which are steps for accomplishing shared vision of health promotion team. For details, refer to the paper. Most members of health promotion team were satisfied with the indicators. However issues such as low level of recognition and familiarity with a new concept of BSC, and cultural resistance to strategic approach in public organizations should be addressed for future application and dissemination of BSC technique to public health organizations.
Objectives: This study examines that the compatibilities between the health promotion programs in community health center and the leading health indicators in National Health Plan. Methods: We analyzed health promotion programs associated with three health indicators; smoking(smoking rate in male), alcohol use(alcohol use rate in adults), obesity(obesity rate) in twenty five community health centers in Seoul. First, we classified three groups(excellent, fair and poor groups) using average scores of Seoul, that of Korea and National Health Plan2010 goals in three health indicators. Afterwards, we examined the compatibility between contents of health promotion programs regarding leading health indicators and the specific program activities. Results: The compatibility levels between health indicators and contents of health promotion programs was 80 % for smoking among fair and poor groups while fair and poor for smoking reported 60% and 70%, respectively. For obesity, excellent group reported 80% and fair group had 91%. Conclusion: In conclusion, although all districts were able to access available data for health indicators and health statistics every year, it seems that they did not only utilize these data enough in conjunction with health promotion programs but also did not integrate specific activities according to National Health Plan systematically.

Background: Impacts of exposure are generally monitored and recorded after injuries or illness occur. Yet, absence of conventional after-the-effect impacts (i.e., lagging indicators), tend to focus on physical health and injuries, and fail to inform if workers are not exposed to safety and health hazards. In contrast to lagging indicators, leading indicators are proactive, preventive, and predictive indexes that offer insights how effective safety and health. The present study is to validate an extended Voluntary Protection Programs (VPP) that consists of six leading indicators. Methods: Questionnaires were distributed to 13 organizations (response rate = 93.1%, 1,439 responses) in Taiwan. Cronbach α, multiple linear regression and canonical correlation were used to test the reliability of the extended Voluntary Protection Programs (VPP) which consists of six leading indicators (safe climate, transformational leadership, organizational justice, organizational support, hazard prevention and control, and training). Criteria-related validation strategy was applied to examine relationships of six leading indicators with six criteria (perceived health, burnout, depression, job satisfaction, job performance, and life satisfaction). Results: The results showed that the Cronbach's α of six leading indicators ranged from 0.87 to 0.92. The canonical correlation analysis indicated a positive correlation between the six leading indicators and criteria (1st canonical function: correlation = 0.647, square correlation = 0.419, p < 0.001). Conclusions: The present study validates the extended VPP framework that focuses on promoting safety and physical and mental health. Results further provides applications of the extended VPP framework to promote workers' safety and health.
Evaluation Project on Appropriate Prescribing (EPAP) which is analysing prescribing pattern and providing physicians feedback has begun in 2001. EPAP indicators are related to antibiotics for acute respiratory tract infections, overuse of injection, polypharmacy (no. of drugs prescribed together, no. of prescriptions with 6 or more drugs), prescribing of specific medication group (drugs for acid related disorders, NSAIDs, corticosteroids) and medication expenditure per prescription day. The aim of this study was to suggest a development plan for EPAP indicators suitable for domestic situation. A consensus group consisting of seventeen health care professionals evaluated significance of each therapeutic class for EPAP indicators expansion considering information such as magnitude of issue, prescribing indicators of foreign countries, reimbursement criteria by each therapeutic class. Based on the data and group survey, 5 classes were selected as candidates for prescribing indicators and we presented 24 indicators regarding 5 classes. The results suggested that we need to augment evaluation indicators of additional area.
