Analysis of Recent Accidents and Regulating Activities for the Hazardous Materials in Korea

  • The systems in Korea regarding manufacture, storage, transport and use of hazardous materials are regulated by the related laws and ordinances. The number of accident from hazardous materials has recently decreased but the size of accident has increased according to the hazardous substances are greatly consumed and delivered. The results of analysis showed that most of accidents are caused by human problems and occurred frequently at unauthorized facilities. It is suggested that workers should be trained more and the strict regulation on unauthorized facilities is needed to reduce the accidents caused by hazardous materials.

  • According to the research and investigations performed on Port Facilities for cargo-works of hazardous materials around the Port of Busan, a conclusion was drawn that the manually operating foam tower monitors are ineffective as they are hard to access due to the radiant heat under contingency circumstances such as a fire. Moreover, in some cases, the effective range of Foam Tower Monitors are insufficient to reach docked ships and manifolds where hazardous materials are being unloaded. In addition, Dangerous Goods freights are inadequately and inefficiently stored regardless properties of hazardous substances due to complicated local regulations, and some are equipped with inapplicable facilities for docked ships. Therefore, in order to effectively counteract the contingencies and obtain safety, it would be recommended to install adequate facilities.

  • This study is to analyze current inadequate status of installing hazardous materials facilities, and to propose rational standards by researching validity for implementing registration for design, construction, supervision for installing fire safety facilities. By studying installation of registering designing, constructing, supervising industry on hazardous material facilities, professional and higher level of stability measures for national hazardous material facility was provided. For above reasons, necessity of institutionalizing of registering standards for construction and supervising industry became clear. Much more gradual institutionalization is needed for construction industry. Moreover, new national qualification should be reconsidered, in order to rebuttal the above and also to cultivate and acquire technical power.

  • The actual condition of safety management and problems for hazardous material facilities in national industrial complex are investigated and analyzed in fields of hazardous material facilities safety, fire fighting equipment safety, building safety, space safety. In most cases, the failure to comply with legal requirements and the maintenance of fire safety have been pointed out. As a result, the total number of problems identified was 466 and problems in the field of hazardous material facilities safety have been pointed out the most. Also, it was analyzed that the number of problems identified in the manufacturing facilities and general handling centers among the hazardous materials facilities was the highest. Therefore, it will contribute to strengthening the safety management capability of the national industrial complex in the future by suggesting the convergence direction of the safety diagnosis system and the systematic introduction of the precise safety diagnosis.

  • Hydrochloric acid is a highly corrosive toxic substance and requires proper safety to minimize damage in case of leakage. Among the various risk-reduction facilities, the dike is a typical safety facility installed to protect the surrounding buildings and facilities by preventing the external spread of hazardous materials from the storage tank. In this study, the KORA program was used to assume leakage accident of hydrochloric acid storage tank. At this time, the extent of the damage effects of ERPG-2 were assessed for each of the three separation distance between the storage tank and the dike. The study found that the smaller the separation distance between the dike and the storage tank, the smaller the extent of damage caused by hydrochloric acid leakage, and the greater the impact of indoor conditions under the same conditions. Through this process, we are going to assist in selecting locations and installing facilities for new and existing businesses.

Because we decide on a course about completed inspection of hazardous substance, it is needed that adjust the task performed by a corporation of the exert skill and the duty performed by the task that a authorized corporation on the civil law or the commercial law To adjust the duty, the Fire Service Act, that is suitable to the purpose and principle, should constitute a measure of the duty. With the object of insure the safety of the hazardous substance, when the fire survice act establish a corporation of the expert skill. There is the will of lawmakers that need organization to have the power of the professional technology. The state excise the will that insure the safety of hazardous materials facilities on the basis of the professional technology and facilities, and construct to establish a corporation of the expert skill. Offsite Risk Assessment on Flammable Hazard Site (가연성물질 저장설비의 사고시 사업장외에 미치는 영향평가)

  • Since the HF release in 2012 in Korea, it became one of the most significant to evaluate consequence to the vicinity of industry facilities handling hazardous materials. BTX plant is selected to assess off-site risk to check whether the facility satisfies the Chemical Control Law by Korea Government. Accident scenarios were listed using process safety information. The scenarios having effect to the off-site were selected and assessed further according to guideline provided by Korea government. Worst case and alternative scenarios including other interested scenarios were evaluated using ALOHA. Each evaluated scenario was assessed further considering countermeasures. The results showed that the facility handling chloric acid is safe enough and needed no further protections at the moment.

  • Semiconductor industry has large number of chemical inventory and is easily exposed to chemical release incidents. Toxic release is one of the most interested area in evaluating consequence to the vicinity of industry facilities handling hazardous materials. Hydrofluoric acid is one of the typical chemical used in semiconductor facility and is selected and toxic release is evaluated to assess the risk impacted to its off-site.   • In the industrial field, various type of fuel have been used for product processing facilities. Recent for 10 years, the usage of natural gas (NG) was gradually increased. Because it has many merits; clean fuel, no transportation, storage facility and so on. There are common safety concept that strict explosion protection approaches are needed for facilities where explosive materials such as flammable liquid, vapor and gases exist. But some has an optimistic point of view that the lighter than air gases such as NG disperse rapidly, hence do not form explosion environment upon release into the atmosphere, many parts has a conventional safety point of view that those gases are also inflammable gases, hence can form explosion environment although the extent is limited and present. In this paper, the heating equipments (Hot Oil Heater) was reviewed and some risk management measures were proposed. These measures include hazardous area classification and explosion-proof provisions of electric apparatus, an early gas leak detection and isolation, ventilation system reliability, emergency response plan and training and so on. This study calculates Hazardous Area Classification using the hypothetical volume in the KS C IEC code.

Study on Hazard of Toner Cartridge at Recycle Facilities

  • Because of development of printing technology, toner cartridge particle becomes smaller and more dangerous. And sometimes we had incidents with dust explosion of toner cartridge particle at recycling facilities in Japan. Therefore we studied on hazard of toner particle relating with dust explosion. We found that toner particle is so dangerous compared with most organic solids, even though it does not belong to hazardous materials in the UN regulation and the Japanese Fire Service Law.
