  • The purpose of this study is to propose the methods for utilization and improvement of hazard map as a tool of risk communication, through the studying the importance and method of risk communication for the improvement of urban resilience. The comparative evaluation between hazard maps of Korea and Japan is done, and the cases of hazard map making is analyzed. 5 proposals are summarized for hazard map utilization.

  • Recent floodplain data are important for river master plan, storm and flood damage reduction comprehensive plan and pre-disaster impact assessment. Hazard map, base of floodplain data, is being emphasized as important method of non-structural flood prevention and consist of inundation trace map, inundation expected map and hazard information map. Inundation trace map describes distribution of area that damaged from typhoons, heavy rain and tsunamis and includes identified flood level, flood depth and flood time from flooding area. However due to lack of these data by local government, which are foundational and supposed to be well prepared nationwide, having hard time for making inundation trace map or hazard information map. To overcome this problem, time consumption and budget reduction is required through various research. From this study, DEM (Digital Elevation Model) from image material from UAVS (Unmanned Aerial Vehicle System) and numeric geographic map from National Geographic Information Institute are used for calculating flooding damaged area and compared with inundation trace map. As results, inundation trace map DEM based on image material from UAVS had better accuracy than that used DEM based on numeric geographic map. And making hazard map could be easier and more accurate by utilizing image material from UAVS than before.

Development of Disaster Prevention Information System using Disaster Prevention Map Based on Digital Image (수치영상 기반의 방재지도를 활용한 방재정보시스템 개발)

  • As global warming and has caused the number of abnormal changes, much damage has occurred recently in Korean Peninsula from natural disaster. To prevent and cope with these annually repeated natural hazards, scientific analysis are needed in Disaster Management, including systematic management. In this study, As part of scientific disaster prevention measures, digital image based hazard map for solution to overcome the existing hazard map with schematic representation was constructed. which was combined digital image, digital map and hazard information, and than hazard information system was developed using the hazard map. The hazard information map and hazard information system are able to provide great service to the public and to support quick decision making for hazard management and analysis of natural hazard damage.

Design and Implementation of Community-based Hazard Mapping Support System Based on Mobile Cloud in Traditional Towns with Local Heritage

  • This paper describes the design and trial development of a system that supports continuous hazard mapping by local residents in their daily life. We performed an interview survey to design our system in a model traditional town in Saga Prefecture, Japan. The results show that despite continued efforts, many practical problems remain and residents feel unsafe. Considering these results, we designed and developed a unique information and communication technology-based support system that contributes to community-based disaster prevention and reduction. The continuous resident participation and posting design are the core concept for our community-based approach. Our system continues to support making a hazard map by integrating the community-based hazard information. Local residents register information (disaster types, risk level, photographs, comments, positional information) about locations that could be dangerous in a disaster. In addition, our system enables information sharing through a Web server. We expect that this information sharing will allow local hazard information for each district to be used.

  • As global warming has caused the number of abnormal changes in climate to increase throughout the world, much damage has occurred recently in Korean Peninsula which results from unexpected heavy rains, landslides, and floods from typhoons. To prevent and cope with these annually repeated natural hazards, the overall improvements are needed, including systematic management of the existing natural hazard information and improvement of hazard information. In this study, multi-purpose hazard information map based on digital image was constructed as an effective way to enhance hazard management considering regional characteristics and hazard response capabilities in the field. Multi-purpose hazard information map with a new concept by fusion of geospatial information and hazard attribute information is able to support quick decision for hazard management making and development of hazard information system.

  • Recently, slope failures are happen to natural disastrous when they occur in mountainous areas adjoining highways in Korea. The accidents associated with slope failures have increased due to rapid urbanization of mountainous areas. Therefore, Regular maintenance is essential for all slope and needs maintenance of road safety as well as road function. In this study, we take priority of making a database of risk factor of the failure of a slope before assesment and analysis. The purpose of this paper is to recommend a standard of Slope Management Information Sheet(SMIS) like as Hazard Map. The next research, we suggest to pre-estimated model of a road slope using Logistic Regression Model.

We made an interview survey to design our system in a model traditional town in Saga, Japan. The results show that in spite of continuous efforts, many practical problems remain and residents feel unsafe. Based on these results, we designed and developed a unique ICT-based support system which contributes to community-based disaster prevention/reduction. The continuous resident participation and posting design are core concept for our sustainable community-based approach. Our system continues to support making a hazard map by integrating the community-based hazard information. Local residents register information about the spot (disaster types, a risk level, a photograph, comments, positional information) that can be dangerous in case of disaster. We have evaluated the usefulness and possibilities of our prototype system implemented as an iOS application.

  • In order to develop an HNS safety management system to assess and visualize hazard levels via an automated method, we have conceptualized and configured a sample system. It is designed to quantify the risk of a vessel carrying HNS with a matrix method along navigational route and indicate hazards distribution with a contour map. The basic system which provides a visualized degree of hazards in real time has been introduced for the safe navigation of HNS ships. This is useful not only for decision making and circumstantial judgment but may also be utilized for HNS safety management with a risk base. Moreover, this system could be extended to address the navigational safety of marine traffic as well as of autonomous vessels in the near future if the sensors used are connected with IoT technology.
