Reliability Centered Maintenance(RCM) was initially developed for the commercial aviation industry in the late 1960s and now is equally applicable to a variety of equipment other than aircraft. RCM is a method for establishing a preventive maintenance program which will efficiently and effectively allow the achivement of the required safety and availability levels of equipment and structures. RCM provides for the use of a decision logic tree to identify applicable and effective preventive maintenance requirements for equipment and structures. The end result of working through the decision logic is a judgement as to the necessity of performing a maintenance task. In this paper, we provide guiding principles based on IEC 60300-3-11 for RCM analysis methods and operational method of structure and equipment.
As a result of the globalization of diseases and the delivery of health care, physicians today are required to understand global health (GH) including the global burden of disease, health inequities, and effective medical aid. Interest in GH among medical students has also increased significantly. To meet these needs and to reflect an increasing focus on social accountability in medical education, global health education (GHE) programs have already been well-established, particularly in North America. Korea's official developmental aid (ODA) volume almost tripled from 2006 to 2011. Korea has committed to double its ODA/gross national income ratio over the next three years. With these increases, interest in GH among medical students has significantly increased. Despite significant interest among medical students, GHE programs have not been properly established in Korea. To develop GHE programs in Korea, proposed GHE curriculum frameworks were reviewed and core values, guiding principles, and GH competencies were identified in the context of the current literature. To identify key themes essential to the development of GHE programs in Korea, the curriculum frameworks should be focused on a global context and should be taught from the perspective of the social, political, and economic causes of ill health.
To assess the risk of nuclear power plant operation and to determine the risk impact of digital systems, there is a need to quantitatively assess the reliability of the digital systems in a justifiable manner. The Probabilistic Risk Analysis (PRA) is a tool which can reveal shortcomings of the NPP design in general and PRA analysts have not had sufficient guiding principles in modelling particular digital components malfunctions. Currently digital I&C systems are mostly analyzed simply and conventionally in PRA, based on failure mode and effects analysis and fault tree modelling. More dynamic approaches are still in the trial stage and can be difficult to apply in full scale PRA-models. As basic events CPU failures, application software failures and common cause failures (CCF) between identical components are modelled.The primary goal is to model dependencies. However, it is not clear which failure modes or system parts CCF:s should be postulated for. A clear distinction can be made between the treatment of protection and control systems. There is a general consensus that protection systems shall be included in PRA, while control systems can be treated in a limited manner. OECD/NEA CSNI Working Group on Risk Assessment (WGRisk) has set up a task group, called DIGREL, to develop taxonomy of failure modes of digital components for the purposes of PRA. The taxonomy is aimed to be the basis of future modelling and quantification efforts. It will also help to define a structure for data collection and to review PRA studies.

An expert system was developed as a framework of integrating diverse and multifactored ergonomic knowledge to investigate its effectiveness in ergonomic workplace design and evolution. Although numerous computer-assisted approaches have been made to overcome the lack of integrated design principles, those models being used require very specific information of various design activities that may not be available in the design stage. On the other hand, an expert system would be an effective design aid that is capable of guiding the designer to solve a problem. However, most expert systems lack detailed evaluation capabilities due to a qualitative nature of inference mechanisms. Furthermore, those approaches were independently developed, focusing mostly on a single aspect such as biomechanics, physiology, etc. In this paper, a design framework was developed which takes advantage of expert system metholologies, a relational data base and existing ergonomic models. The pattern-directed, rule-based expert system allows the designer to gradually formulate and subsequently evaluate workplace design. A comprehensive and modularized knowledge base was built incorporating biomechanics, physiology and psychophysics, which is, in turn, capable of accessing not only qualitative knowledge but complex analytic evaluation models and massive information in the data base through an interface. A conflict resolution strategy using multiple criteria decision-making schemes was also employed to reconcile multiple design alternatives.
The considerable increase of the elderly with dementia is expected annually and when we think about the family members' and the patients' suffering, it could be painful. Above all things, it imposes heavy economic burdens on the family members that have patients who suffer from diseases of age like dementia or paralysis that caring them at home and also, it is not desirable for those old people in point of physical or environmental circumstances for medical care. Thus, it is needed urgently that the expansion of specified facilities and improvement of services for these old people. Under this present condition, it is the special feature that the subject of research is people/facilities that offer services, not the elderly with dementia-the main user of those facilities. Thus, it is the time that we need various accessing plans that can grasp the patiences' activities and specialties and solve these problems in view of designing interior space. So, I tried to make designs that manage the elderly with dementia effectively and adequate to run facilities with considerations on the state of domestic specialized long-term care facilities for the elderly with dementia and researched guiding principles on physical healing surroundings with analysis that focused on the patients' activities, especially.
As population in Sarasota and Manatee Counties, Florida in the United States is projected to increase, land use changes from land development happen continuously. The more land development means the more impervious surfaces and stormwater runoff to Sarasota Bay, which causes critical impact on the resiliency of the ecosystem. In order to decrease its impact on water quality and the ecosystem function of Sarasota Bay, it is important to assess the resilient status of communities that create negative impacts on the ecosystem. Three types of guiding principles of resiliency for Sarasota Bay watershed are suggested. To assess resiliency status, three indexes - vulnerability index, socio-economic index, and ecological index are developed and analyzed by using geographic information system for each census tract in the two counties. Since each indicator for vulnerability index, socio-economic index, and ecological index is measured with different metrics, statistical standardizing method - distance from the best and worst performers is used for this study to directly compare and combine them all to show total resilience score for each census tract. Also, the ten most and the ten least scores for the total resilience index scores are spatially distributed for better understanding which census tracts are most or least resilient. As Sarasota Watershed boundary is also overlaid, it is easy to understand how each census tract attains its resilience and how each census tract impacts to Sarasota Bay ecosystem. Based on results of the resiliency assessment several recommendations, guidelines, or policies for attaining or enhancing resiliency are suggested.
Models of traditional Chinese medicine (TCM) are still difficult to grasp from the view of a Western-cultural background. For proper integration into science and clinical research, it is vital to think "out of the box" of classical sciences. Modern sciences, such as quantum physics, system theory, and information theory offer new models, that reveal TCM as a method to process information. For this purpose, we apply concepts of information theory to propose a "Chinese black box model," that allows for a non-deterministic, bottom-up approach. Considering a patient as an undeterminable complex system, the process of getting information about an individual in Chinese diagnostics is compared to the input-process-output principle of information theory and quantum physics, which is further illustrated by Wheeler's "surprise 20 questions." In TCM, an observer uses a decision-making algorithm to qualify diagnostic information by the binary polarities of "yang" (latin activity) and "yin" (latin structivity) according to the so called "8 principles" (latin 8 guiding criteria). A systematic reconstruction of ancient Chinese terms and concepts illuminates a scattered scientific method, which is specified in a medical context by Latin terminology of the sinologist Porkert [definitions of the Latin terms are presented in Porkert's appendix [1] (cf. Limitations)].
Recently, influence of color has been expanded in various fields including design field. Among human five senses, visual sense is best for information capturing, and 80% of information judgment by visual sense is from color. Color is emotion and image. Hanbok is marked by its beautiful color combinations. The guiding principle of such color chords was Obangsaek, or the traditional Korean five base colors. The method of this study is to consider concepts of Obangsaek derived from the principles of yin-yang and the five elements and is to investigate application of Obangsaek. And the purpose of this study is to understand traditional colors and is to provide judgment criteria on various color combinations based on Korean aesthetic sense for development of textile design. The degree of nation culture depends on the level of research, analysis and application on traditional colors. Obangsaek, Korean traditional color is splendid and primary color. Also, Obangsaek has symbolic and lucky meanings. These colors are still the primary source of coloring. Obangsaek has been reinterpreted by application on textile design, some into base colors and others into diverse shades. So this study will help in the aspect of development on Korean style design.
It is quite true that the more Korean contractors receive overseas contracts, the more they need guarantees. The top market for them is the Middle East countries, consisting of more than the half of the total amount awarded last year and the trend is increasing as well. The problem, however, is that employers in these countries are reluctant to use international rules for guarantee such as URDG or ISP98 and easily make unfair callings. However, Korean contractors(applicants), especially small and medium sized enterprises(SMEs) tend to hurriedly enter a contract without looking into its contents as well as guarantees. They do not realize the importance of the guarantees until they receive callings from the employers(beneficiaries). Being independent from the underlying contracts, guarantee is the equivalent to cash in that it usually does not require any proof of demand when calling and the guarantor should make a payment within usually 5 business days after the request. It is often observed these days that several Korean SMEs go bankrupt due to liquidity risks after receiving unfair callings from employers in the Middle East countries. In retrospect, some cases could be obviated if contractors were a little more careful in checking the contents of a guarantee at the time of concluding a contract. For example, there is one case where the underlying contract includes a reduction clause in the Advance Payment bond and the guarantee does not have that clause. In the end, the Korean contractor had to take the whole burden of the bond amount though it had finished 81% of the project. Nobody could argue that contractors should take a full responsibility if they fail in their obligations. However, the employer's wrongful callings need to be prevented in the first place, if possible. As there shouldn't be a case where one party is at a disadvantage against the other like the case mentioned above, useful insight is being sought to minimize unfair calling risks for the benefit of the applicant. First, the applicant should carefully look into every detail of the potential guarantee before signing a contract, heeding especially that there is a reduction clause in the AP bond. Second, the governing principles for guarantee should be the ones that are internally used such as URDG758 that is objective in terms of callings given that, for example, it specifies that the requirement for a supporting statement when making a demand is a default rule. It is also recommended that the form of guarantees be the standard demand guarantee. Third, parties involved in issuing guarantees are advised to understand international rules for guarantee like URDG758 and ISP98 and to play a key role in guiding SME contractors in Korea so that they can protect themselves from possible wrongful callings, particularly from employers in the Middle East countries. I hope this study would give a wake-up call for Korean SMEs wishing to do business in the Middle East countries and remind them of the importance of guarantee itself and its governing principles.

The role of school as a key setting for health promotion practices should be empathized. However, there were limitations for the effectiveness of school health promotion practices in Korea because of the lack of recognition about its importance, social support, guiding principles of the school health promotion services by the school health related law, and cooperation between school and community. The purpose of this study was to analyse the advanced cases from The United States, Japan, Europe and Australia, and to evaluate the applicability to school health promotion services in Korea for establishing the strategy for effective implementation of school health promotion program in Korea. Four cases of school health program were selected for analysis, including Coordinated School Health Program and National School Health Strategies in the USA, Healthy Japan21, National School Health Initiative in Australia and the European Network of Health Promoting Schools. Major conclusions were as follows: 1. Advanced cases of school health programs were comprehensive in nature. 2. Integrated school and community health promotion efforts was emphasized. mostly. 3. Governmental agencies played an active role in conducting surveillance activities to monitor priority health risk behaviors, developing school health program and training manual, providing periodic program evaluation. 4. Life skill focused health education was the key component for the comprehensive school health program. For the improvement of efficiency in school health promotion practices, above advanced strategies for school health promotion program would be necessary.
