바나듐 레독스-흐름 전지 (V-RFB)는 대용량 전력저장 시스템의 하나로 연구가 많이 진행되고 있다. 특히 최근에 지구온난화의 해결을 위한 태양광, 풍력 발전 등 재생에너지에 의한 발전과 함께 이 전력 원들의 부하 평준화 및 전력 공급 원활화 등을 위한 전력 저장 시스템의 하나로 주목을 받고 있다. 본 총설에서는 V-RFB 에 대한 원리 및 구성, 최근 연구 동향, 경제성, 요소기술에 대해 설명하고자 한다.
The current transportation regime is largely based on two alternatives: (1) fixed route public transit, and (2) private ownership of internal combustion engine (ICE) powered vehicles per households. This paper analyzes one possible transportation alternative, Micro Electric Vehicles or MEVs, and compares with the ICE vehicles in terms of social, economic and environmental benefits, especially emphasizing its environmental advantage over ICE vehicles for future sustainability. While some representative models of MEVs exist in a limited market capacity, but global technical standards are generally insufficient and non-homogenous across nations, which restricts the development of the proposed transportation sector. The focus of this paper is to analyze the characteristics and potential benefits of MEVs in economical and environmental perspectives, including development status and technical standards, with a particular focus in the E.U., the U.S., Japan, and Korea. Based on the data of analysis, this paper aims to derive and propose a cooperative and adaptive global policy framework designed to speed up adoption and expansion of the global MEV market, including passenger and utility vehicles. We propose MEV to be a new mobility segment in the global transportation market because of their advantage in environmental impact, sustainability, overall cost of ownership, and safety.
A fuel cell electric vehicle (FCEV) could be an alternative solution to gasoline powered vehicles. The Korean and Japanese governments have played the midwifery role in the development of the FCEV industry. This study explores the difference in policy goals for FCEV between the two countries. Koreans recognized that FCEV was innovative technology and put forward the notion of technology pre-occupancy. Whereas, the Japanese government discovered that FCEV was one way to apply hydrogen mechanisms, so they identified the supply of hydrogen as one of the industries of interest, and have played the demiurge role. This study suggests that the role of government is to introduce eco-friendly vehicles, using the cases of Korean and Japanese governments, who introduced FCEV to the world first.
Recently, the Korean government has been making efforts to achieve 'creative economy' based on science and technology. As part of these efforts, it has been promoted specific policies for innovation and performance enhancement of national R&D projects. They contains commercialization of research outcomes, technology transfer, technology based startup and support small and medium-sized businesses. The railroad transportation industry is a representative in the field of SOC and has own characteristics different from other industry areas. Especially, industry and market of railroad transportation are directly related to planning and implementation of government SOC policies. So in order to promoting commercialization of railroad transportation projects, it is very important to ensure consistency between government policies and R&D projects. In this paper, we investigate barriers of successful commercialization with typical researchers in the area of railroad transportation, and suggest problems and improvements of policy-based commercialization by giving specific examples.
본 논문은 녹색성장 정책의 도입과 집행과정에서 주요 행위자와 이들의 관계를 정책네트워크 이론을 적용하여 분석하였으며, 이를 통해 정책과정에서 나타나는 특징과 전략적 변화를 살펴보았다. 한국에서 녹색성장 정책은 대통령과 직속 기관을 중심으로 도입되고 추진되었으며, 단시간 내에 관련 법 제도 정비가 이루어지고 관련 조직이 설립되는 결과를 낳았다. 이는 주요 행위자로서 대통령과 직속기관을 중심으로 역할이 수행되고 영향력이 집중되었기 때문이다. '녹색성장'이라는 정책문제에 대한 대통령의 관심과 인식변화로 녹색성장은 국정 최우선 과제로 설정되었으며, 정책의 원활한 추진을 위한 자원의 재분배와 전략 수립, 관련 규범과 규칙 등에서의 변화를 수반했다. 결과적으로 새로운 법과 정책, 규제와 정부조직이 나타났으며, 이명박 정부에서 녹색성장은 매우 적극적이고 원활하게 수행되었다. 그러나 민간과 하위 정책행위자의 참여가 부족한 상황에서 상위 정책행위자 중심의 정부 주도로 정책이 추진됨에 따라 정책의 지속성이 약하다는 한계를 나타내기도 하였다. 결국 박근혜 정부가 들어선후, 대통령의 관심과 우선순위가 변경됨에 따라 녹색성장 정책은 주된 추동력을 상실하게 되었다.
최근 녹색기후기금 (GCF, Green Climate Fund) 사무국의 한국유치를 계기로 기존에 한국이 주도해 설립한 글로벌녹색성장센터 (GGGI)와 녹색기술센터 (GTC)와 더불어 한국은 글로벌 녹색성장을 선도하는 전 세계 녹색성장의 허브로 자리매김하게 되었다. 그러나 이와 같은 선진경제로의 도약을 위해서는 무엇보다 한국경제가 모범적인 녹색성장의 정책 추진이 필수적이라 할 것이다. 이는 최근 이산화탄소배출량의 성장률에 있어 중국에 이어 세계 2위의 불명예스런 한국의 입장에서 더욱 절실히 요구되는 상황이라 하겠다. 특히 이와 같은 녹색성장의 지속적인 경쟁력 우위를 주도하기 위해서는 무엇보다 낙후된 한국의 물류산업에 대한 전면적인 개편이 필요하다고 할 것이다. 이는 운송산업이 전세계 이산화탄소배출량의 21%정도를 차지하는 가장 전략적으로 중요하면서도 취약한 분야이기 때문이다. 이에 따라 물류 및 운송산업에 대해 녹색 생산성을 실증분석하고 이에 기초한 전략적 대안을 제시하는 것은 한국의 통상정책의 가장 중요하고도 의미가 있는 연구라 할 것이다. 이를 위해 본 연구는 기존의 전통적 생산성개념에 환경오염변수를 고려한 방향적 거리함수(directional distance function)와 Malmquist 지수 (ML지수) 가운데에서도 가장 최근에 새롭게 제시된 총체적 ML지수 (Global Malmquist-Luenberger Index, GML) 연구 모형을 기초로 환경 보호와 경제개발을 조화롭게 추진하기 위한 녹색생산성의 실질적인 정책 방향의 패러다임을 제시하고 있다.
Population growth and increasing consumption of resources in the process of the industrial development has caused environmental pollution, climate change, and resource exhaustion. Therefore 'sustainable development' has become the important issue for the future. The sustainable development aims at effective resource use, less environmental impacts, and higher social security. Generally the rural area including agricultural fields and forest has various and plentiful natural resources which could make future development sustainable. To develop potential rural resources, the values for energy, environment and economy should be assessed considering the life-cycle of resources. The purposes of this study are to suggest the E3 (Energy, Environment, and Economy) assessment model for rural biomass considering life-cycle of resource and to apply the model to rice, the major agricultural product. As the results of this study, it turned out through E3 assessment that economic gain of rice cultivation is 578,374 won/10a, carbon absorption is $1,530kgCO_2/10a$, carbon emission is $926.65kgCO_2/10a$, and bio-energy potential of by-product is 394,028 kcal/10a. When E3 assessment was applied to by province, the results varied by regions because of the amount of input during cultivation. These results would be useful to realize the rural biomass and design regional resources plan in integrated E3 perspective.
Recently, the world has been considering hydrogen energy as the primary energy transition means to achieve carbon neutrality by 2050. In order to achieve the goal of reducing greenhouse gas emissions, Korea is also promoting a clean hydrogen economy. However, it is necessary to introduce various clean hydrogen from overseas so that the projected demand can not meet the domestically produced. For this study, we conducted the policy comparison approach between countries other than the generally considered technical and economic approaches. The finding proposes the direction of bilateral cooperation for a strategy of securing overseas clean hydrogen from a geopolitical perspective. Germany was a target country for the policy comparison since it has a high proportion of manufacturing, like Korea, and is taking the lead in the renewable-based energy transition policy. According to the survey and analysis of the policy establishment status and new projects of the two countries, Germany is promoting bilateral international cooperation in the hydrogen area with about 33 countries based on 7 types of activities. In comparison, Korea is involved in bilateral cooperation with about 12 countries on relatively few activities. Among the types of bilateral cooperation, R&D cooperation with advanced countries for hydrogen technology was a common activity type. Germany preemptively promotes cooperation for demonstration and commercialization, considering geopolitical means and strengthening manpower training and assistance on policy and regulation to preoccupy the market for the future. Therefore, it is necessary to consider establishing a network of an entire life cycle of supply and demand network that links the future market with securing clean hydrogen considering the geopolitical distribution. To this end, Korea also needs to expand bilateral cooperation countries by activity type, and it seems necessary to seek various geopolitical-based bilateral cooperation and support measures for developing countries to diversify the supply sources of hydrogen.
The landscape disign of Gamcheon wholesale fish Market was designed around a turnkey base to promote the economy of Busan Metropolitan City, to establish a fishery marketing center and to modernize existing facilities. The objectives of the project were to promote the mood of an old market, while preserving its functions and efficiency as a market, to design outdoor spaces with natural resources and amenities in balance, and to create attractive tourist spots in connection with the wide area development plan. The project was oriented, fast, to enhance the functions of the market. For this purpose, a multi-dimensional space layout was designed in consideration of functions as a wholesale market. The safety of pedestrians was secured by separating lathes for vehicles and for pedestrians. Tree planting with various functions such as sheltering, wind breaking and guiding was planned. Secondly, nature-friendly and human-friendly landscaping design was attempted. For this, the beautiful natural resources of Amnam Park were utilized, and green spaces such as green bridges linking buildings in the wholesale market, and rooftop gardens were to be arranged. In addition, environment-friendly facilities such as roads paved with natural materials(i.e. gravel, shells) and program parking lots were to be planned. Thirdly, landscape design was considered to create attractive tourist spots. For example, a fish farm was created as a theme street for pedestrians and various water-friendly spaces such as pedestrian ramps, observatories and seaside streets were to be secured. The main contents are as follows. First, a green bridge to Ahnnam Park was introduced for a tour source and flower garden, an event plan and viewing deck open to the sea were planned on the bridge's axis. Secondly, for the effective land use plan concerning open space and convenience to visitors, a promenade was planned, which is connected with the theme plaza and small plazas by environmental sculptures in front of the market hall and at the gate. As well, an observatory and a roof garden help create three dimensional multi leveled space, with a good view of the natural landscape of the sea, sky and park Thirdly, landscape materials, such as trees and those for facilities, strengthened for protection against the seawind and salt damage were selected. The commercial market area was intended to be transformed a traditional functional area of efficiency and economy into an attractive marine leisure area where both tourists and neighbors can make use of it.
세계경기가 저성장, 저소비, 높은 실업률, 고위험, 짧은 호황 긴 불황 등을 기록하고 있다. 이에 따라 해운경기가 하락하여 선박 유지비용의 절감이 불가피해지고 있다. 이를 위해 그린 선박, 에코 선박, 스마트 선박과 같은 선박의 에너지를 절감하기 위한 연구가 활발히 진행 중에 있다. 친환경 선박에서 배터리를 사용하는 전력관리시스템은 중요한 연구분야 중 하나이다. 본 논문에서는 발전기만을 사용하는 일반적인 선박의 전력관리시스템의 중부하 제어를 분석하고 배터리 연계형 전력관리시스템에서 중부하를 제어하는 알고리즘을 연구하였다. 이를 위해 배터리 연계형 전력관리시스템의 구성을 제안하고 제안된 시스템을 기반으로 배터리 연계형 전력 시뮬레이터를 구성하였다. 구성된 시뮬레이터를 통해 배터리 연계형 전력관리시스템에서 중부하 제어에 따른 배터리의 동작을 정의하고 이를 확인하였다.
