기업 간 협업 활성화 방안에 대한 연구 : 리더십과 흡수역량을 중심으로 (A Study on the cooperation activation among business: Focused on Leadership, Absorptive Capacity)

  • 최근 국내 외의 금융 위기는 중소기업의 경영환경을 더욱 힘들게 하고 있다. 국내 대다수 기업들은 자금부족 뿐만 아니라 인력부족, 시장 정보부족 등으로 혁신에 어려움을 겪고 있다. 이러한 문제를 극복하기 위해 중소기업 간 협업 활성화 방안이 제시되고 있으며, 협업 사업은 중소기업의 부족한 역량을 보완하기 위한 서비스를 제공하고 있다. 그러나 정부의 협업 활성화 노력에도 불구하고 기업들은 협업에 대한 의지가 부족하다. 협업과정은 복잡하고 상호의존적으로 얽혀 있어서 정부지원만으로 기업의 협업 의지를 높이기 어렵다. 본 연구는 협업적 리더십과 창의적 리더십이 기업 구성원의 협업지수에 어떠한 영향을 미치는지, 그리고 흡수역량(absorptive capacity)에 따라 이들의 관계가 어떠한 차이를 보이는지 실증 분석하였다. 연구의 결과 창의적 리더십은 흡수역량과 협업 지수에 영향을 주지 못하지만 협업적 리더십을 통해 흡수역량과 협업 지수에 영향을 주고 있다. 이러한 결과는 기업 간의 협업 활성화를 위해서는 창의성과 성과를 강조하는 기업 문화에서 벗어나 적극적으로 소통할 수 있는 유연하고 개방적인 태도를 가질 수 있는 조직 문화 환경을 만드는데 적극적인 노력이 필요하다는 시사점을 제시하는 것이다.

미세조류 바이오연료 상용화를 위한 주요 인자 연구 (A Review on Major Factors for Microalgae Biofuel Commercialization)

  • Microalgae are photosynthetic microorganisms that are highly productive in the presence of basic renewable natural sources (light, $CO_2$, water and nutrients). They can synthesize lipids, carbohydrates and proteins in a small number of days. Subsequently, these carbon-captured products can be processed into both biofuels and valuable co-products. Additionally, microalgae would be an ideal feedstock for replacing land-based food crops with cellular products as high energy density transportation fuels. These microscopic organisms could contribute a significant amount of renewable energy on a global scale. In Korea, microalgae biofuel research was common in the early 1990s. The research activities were unfortunately stopped due to limited governmental funds and low petroleum prices. Interest in algal biofuels in Korea has been growing recently due to an increased concern over oil prices, energy security, greenhouse gas emissions, and the potential for other biofuel feedstock to compete for limited agricultural resources. The high productivity of microalgae suggests that much of the Korean transportation fuel requirements can be met by biofuels at a production cost competitive with the increasing cost of petroleum seen in early 2008. At this time, the development of microlalgal biomass production technology remains in its infancy. This study reviewed microalgae culture systems and biomass production, harvesting, oil extraction, conversion, and technoeconomical bottlenecks. Many technical and economic barriers to using microalgal biofuels need to be overcome before mass production of microalgal-derived fuel substitutes is possible. However, serious efforts to overcome these barriers could become a large-scale commercial reality. Overall, this study provides a brief overview of the past few decades of global microalgal research.

일본과 중국의 유통선박산업의 경쟁력비교분석 (A Comparative Analysis of the Competitiveness of the Distribution Ship Industries of Japan and China)

  • Purpose - This study aims to strengthen the economic cooperation between Korea and Japan by studying the pattern of trade between them and identifying drawbacks. Thus, it aims to enable trade expansion by analyzing the factors that affect trade and identifying ways to improve them. If economic cooperation is improved, transport and communication costs, as well as the transaction cost of economic exchanges, can be minimized. Research design, data, methodology - The trade intensity index developed by the Japanese economist Yamazawa under his trade intensity theory was used to analyze the trade decision factor of Korea and Japan. Trade structure and decision factors were analyzed for the target period of 2000 to 2012, and the period ranging from 2000 to 2005 was compared with the period ranging from 2005 to 2012. This paper is an analysis of the resultant time series. The data were collected from Korea Traders Association, Korea Customs Office, and UN Comtrade (2000, 2005, 2012) and whole table indexes were calculated by the author. Trade related index was used to analyze the comparative advantage based on time-series analysis statistics data (2000. 2005, 2012) through an analysis of the trade intensity index (TII), revealed comparative advantage index (RCA), and trade specialization index (TSI). Results - The trade intensity index of the industries of Japan and Korea is 1.814 in 2000. The export ratio of Japan against China was slightly higher at 2.128. TII is indicated to be 1.600 in both 2005 and 2012, which means export ratio of Japan against China is considerably maintained in 2005; however, export ratio of Japan against China is diminishing gradually as its index is 1.600 in 2012. Second, as per the trade specialization index of the ship industry in Japan and China, TSI is indicated to be -0.818 in 2000, -0.308 in 2005, and -0.847 in 2012. Generally, it is still closer to -1 and especially, we can see it is more closer to -1 in 2012. Third, as per the revealed comparative advantage index of the ship industry in Japan and China, the RCA index in 2012 is 0.007, which is quite far from 1 as compared to the value in 2000 and 2005. Hence, the Japanese ship industry has a significant comparative disadvantage against the Chinese ship industry. Conclusions - Both countries invest most of their capital in the shipping industry. It is the shipping industry that receives the most capital investment in the two countries is invested and governmental policy funds are needed. As both countries have large shipping industries, this research project is very valuable. Japan and China are compared because they are Korea's neighbors. Also, Korea is strategically located in Northeast Asia and has a history of foreign intrusion from several countries. Therefore, the purpose of this research study is to understand the trade structures of both countries and intensify the economic cooperation between Japan and China.

서울시내(市內) 일부(一部) 저소득층(低所得層) 비급식국민학교(非給食國民學校) 아동(兒童)의 식생태(食生態)에 관한 연구(硏究) (An Ecological Survey of Food and Nutrition of Children attending an Elementary School without a School Lunch Program, in a Low Income Group of Seoul)

  • A study of eating behavior was conducted among 274 children of Nan Hyang elementary school, located in low income area of Seoul, where a school lunch program is not operated. During weekdays, 19.6% of children ate breakfast and 18.4% ate supper alone or with their siblings. The school provided boxed lunches for 10.5% of the children with governmental funds, who were chosen by the school based on their household income. But the percentage of the children skipping breakfast was 14.6%, lunch 10.3% and supper 8.0%. The results of nutritional analysis of the children who had three meals a day and those of children skipped one of the regular meals were compared. The group who had three meals consumed more nutrients except vitamin C than the group skipped meal (p<0.01). Most common meal pattern was consisted of cooked rice, Kimchi and side dishes. When the children didn't have afternoon classes, 10.0% of the children ate Ramen only at home without any side dishes. Among the protein sources, the beans and bean products were the most common items. When we studied the three different lunches such as A) the boxed lunches provided by school, B) the boxed lunches from home and C) the lunches ate at home, the A) lunches provided the most common items. When we studied the three different lunches such as A) the boxed lunches provided by school, B) the boxed lunches from home and C) the lunches ate at home, the A) lunches provided the milk products, fruits, ice cakes${\cdots}$etc. Their favorite foods were fruits, yoghurt, Chinese black noodle, and sweet potatoes whereas being not prefered foods, were aromatic vegetables. It seemed that the increasing rate of working mothers and the overflooding of instant foods have caused to neglect children's meal management. To solve these problems, nutrition education and extend of school lunch programs should be emphasized.

포스트게놈 시대의 국내 유전체연구 현황: 한국적 거버넌스의 제도적 다형성 연구 (Topography of Post-Genomic Researches in Korea: Governance and Institutional Polymorphism)

  • 인간게놈프로젝트(HGP)는 지난 세기말 미국 영국 프랑스 중국 독일 일본의 컨소시엄이 수행한 거대과학이다. 그러나 한국에서의 HGP는 부족한 재원과 정부의 지원 미비 등으로 인해 일부 전문가 및 소수 난치병 환우들의 주장에도 불구하고 수행되지 못하였다. 이처럼 '90년대-한국의-HGP'는 구성되지 못했지만 포스트게놈 시대에 들어오면서 유전체의학이 활성화될 수 있게 된 사회적 메커니즘을 본 연구는 삼중나선 모델에 기반하여 분석하고자 한다. 포스트게놈 시대의 국내 유전체의학 연구들은 대학-기업-정부의 전통적 삼중나선 분류로는 정확히 설명이 안 되는 하이브리드 조직들을 중심으로 비로소 수행될 수 있었다. 국내 대학의 선도적 유전체연구자들은 기금부족 문제를 해결하기 위해 필수적으로 기업을 설립해야 했고, 이는 상업적 이익을 위해 선택적으로 벤처기업을 설립하는 선진국의 기업가적 대학과는 매우 다른 모습이다. 두 개의 사례연구를 통해 본 논문은 이 조직들이 사실상 뚜렷이 구별되기 어려운 대학과 기업의 연구 중합체(research assemblage)임을 보인다. 비슷한 맥락에서, 기업을 창업하지 않은 대학의 다른 유전체 연구자들도 정부와의 접점에서 구성되는 다양한 조직들을 통하고서야 비로소 유전체 연구를 수행할 수 있었다. 본고에서 '90년대-한국의-HGP'가 수행되지 못한 과학임을 주장하는 것은 결코 아니지만, 수행되지 못한 과학의 개념과 맥락적 유사성을 가졌던 게놈 연구가 활성화되기 위해서는 삼중나선의 변형적 수용이 필요했다는 점을 최종적으로 보이고자 한다.

  • Most preschool children in Korea attend kindergarten (KG) or a child care center (CCC). CCCs, which focus on caring for the child, belong to the ministry of health and welfare. On the other hand, KGs are responsible for education, and belong to the ministry of education, science and technology. In order to resolve the decline in population due to low birthrates, the government is expanding the free child care and education policies. CCCs and KGs are combined together to form the 'NURI curriculum' and supporting funds have been increased in both governmental departments. In addition, economic support is provided for homeschooling households. Because this is a nationwide policy and applies to every single household, thorough preparation regarding the effect and side effects must be made. This policy is currently being implemented, and as child and adolescent psychiatrists, great consideration should be given to the influence on the population. Therefore, the Korean Academy of Child and Adolescent Psychiatry intends to investigate the effects and problems of the nationwide policy by analyzing the current condition of Korea's free child care and education and foreign policies. In the current paper, we reviewed the developmental process of Korea's free child care and education policy, as well as suggested future directions.

황해 공동 관리시스템 기반 조성을 위한 한.중 황해환경공동조사 (The Cooperative Environmental Research in the Yellow Sea between Korea and China for the Establishment of Cooperative Management Plans on the Yellows Sea Conservation)

  • 한 중 황해환경공동조사 연구는 1993년 11월 한 중 환경협력에 기초하여 1995년 5월 한 중 환경협력공동위원회에서 채택되어, 1997년부터 매년 1회씩 한국과 중국이 황해에 대한 공동조사 및 분석을 격년별로 주관하여 실시하고 있다. 본 연구는 한 중 양국이 황해를 대상으로 양국 과학자가 공동으로 승선조사 및 분석을 실시하는 연구로서, 황해에서 해양환경의 특성과 잠재적 오염압력을 평가하고, 과학적이며 체계적인 데이터베이스를 구축하며, 황해 환경에 대하여 한 중 양국이 국가적 차원에서 공동으로 관리할 수 있는 기반을 마련한다는 데 큰 의의가 있다. 또한 황해 오염현상의 공동연구를 통한 한 중 간 해양환경 협력 기반을 구축하고, 황해에 대한 과학적이며 체계적인 해양학적 자료의 축적 및 황해환경 보전을 위한 자료 제공 등 한 중 간 창해 공동관리 시스템 기반을 조성하기 위한 것이다. 지금까지 조사된 결과, 조사해역의 해양환경은 양호한 상태로서 해역 생활환경 수질기준 I등급을 나타내었다. 그러나 매년 황해의 COD 값이 점차 증가하는 경향을 보이고 있으며, 최근 양국 연안지역에서의 인구밀집과 산업화로 인하여 해양환경오염이 가중되고 있는 실정으로 오염 부하량이 지속적으로 증가할 것으로 예상된다. 지금까지 실시된 한 중 황해환경 공동조사는 연 1회 실시되고 있어, 황해의 다양한 해양환경 특성을 상세히 밝히기는 어려우나, 한 중 양국 간 황해 관련 각종 환경정책을 입안하는 데 필요한 기초 자료를 산출하는 데 있어 중요한 역할을 하고 있다. 따라서 양국은 앞으로 조사 횟수, 조사해역 및 조사항목을 연차적으로 확대할 계획이다.

거버넌스를 통한 대형 도시공원의 조성 및 운영관리 전략 - 프레시디오 공원과 시드니 하버 국립공원 사례를 중심으로 - (Strategies of Large Park Development and Management through Governance - Case Studies of The Presidio and Sydney Harbour National Park -)

  • 본 연구는 공공관리 전환 측면에서 논의되고 있는 공원 거버넌스의 사례분석을 통하여 대형 도시공원 조성과 운영관리의 추진방향과 전략을 제시하는데 목적이 있다. 최근 대형 도시공원에서 나타나는 민관 파트너십, 거버넌스의 사례는 공공 서비스 전환의 필요성을 나타낸다. 프레시디오 공원과 시드니 하버 국립공원의 조성과정과 운영관리 전략을 분석하여 공원 거버넌스 의미와 효과, 전제조건을 확인하였다. 분석의 틀로 다음의 6가지 항목-정책, 거버넌스, 파트너십, 재정 및 기금, 디자인 및 운영과 관리, 평가와 모니터링-을 선정하고 분석을 수행하였다. 사례 분석을 통해 확인한 점은 다음과 같다. 첫째, 공원 정책수립에서 계획과 운영관리까지 일관성 있게 목표를 추진하는 것이 필요하며, 공원에 대한 권한과 책임을 독립적 운영주체 조직에 이양함으로써 유연한 공원 서비스가 가능하다. 둘째, 트러스트를 중심으로 공공 행정, 비영리민간조직, 민간기업, 지역 커뮤니티단체, 학술기관 등의 폭넓은 파트너십이 구축됨으로써 공원 활동의 다양성이 확대될 수 있다. 셋째, 공원의 경제적 자족성 모색은 공공재정 의존도를 낮추어 위기 대응력을 높이고, 자체적 수익모델을 구성하여 공원의 재투자가 가능한 경제적 선순환 구조를 형성한다. 장기적으로 공원 관리의 질을 높이고, 지역경제와도 연동하는 효과를 만든다. 넷째, 공원 조성 운영관리 실행 체계에서 지역 커뮤니티를 공원의 생산자이며, 소비자로 기능할 수 있도록 하는 보다 다양하고 구체적인 지역커뮤니티 참여 방안과 실행전략이 필요하다. 두 공원에서 시도하고 있는 전략들은 공공 중심의 논의 틀을 민간과 제 3의 섹터, 즉 지역 커뮤니티 그룹으로 전환하고 있다는 측면에서 공원 거버넌스 모델의 지향과 의미를 확인할 수 있다. 그러나 공원에서의 민간 활동에 의한 사유화 우려, 재정적 자족성 확보를 위한 수익운영 정책이 야기하는 공공재 본질성의 침해는 한계로 지적된다. 공원 거버넌스 모델은 앞으로도 대형 도시공원의 지속가능성을 모색해야 하는 시점에서 지속적인 연구와 논의가 필요하다.

한국수산업의 해외진출전략에 관한 연구 (Foreign Entry Strategies for Korean Fishery Firms)

  • Fishery resources are still abundant compared with other resources and the possibility of exploitation is probably great. The Korean fishery industry has grown remarkably since 1957, and Korea is ranked as one of the major fishery countries. Its of fishery products reached the 9th in the world and the value of exports was 5th in 1982. But recently a growth rate has slowed down, due to the enlargement of territorial seas by the declaration of the 200 mile, Exclusive Economic Zone, the tendency to develop fishery resources strate-gically in international bargaining, the change in function of the international organizations, the expansion of regulated waters, the illegal arrest of our fishing boats, the rapid rise in oil prices, and the fall in fish prices, the development of fishery resources as a symbol of nationalism, the fishing boats decreptitude, the rise of crew wages, regulations on fishing methods, fish species, fishing season, size of fish, and mesh size, fishing quotas and the demand of excessive fishing royalties. Besides the the obligation of coastal countries, employing crews of their host countries is also an example of the change in the international environment which causes the aggravation of foreign profit of fishing firms. To ameliorate the situation, our Korean fishery firms must prepare efficient plans and study systematically to internationalize themselves because such existing methods as conventional fishing entry and licence fishing entry are likely to be unable to cope with international environmental change. Thus, after the systematic analysis of the problem, some new combined alternatives might be proposed. These are some of the new schemes to support this plan showing the orientation of our national policy: 1. Most of the coastal states, to cope with rapid international environmental change and to survive in the new era of ocean order, have rationalized their higher governmental structure concerning the fishery industries. And the coastal countries which are the objectives of our expecting entry, demand excessive economic and technical aid, limit the number of fishing boats’entry and the use of our foreign fishing bases, and regulate the membership of the international fishery commissions. Especially, most of the coastal or island countries are recently independent states, which are poorer in national budget, depend largely on fishing royalties and licence entry fees as their main resources of national finance. 2. Alternatives to our entry to deep sea fishing, as internationalization strategies, are by direct foreign investment method. About 30 firms have already invested approximately US $ 8 million in 9 coastal countries. Areas of investment comprise the southern part of the Atlantic Ocean, the Moroccan sea and five other sea areas. Trawling, tuna purse seining and five other fields are covered by the investment. Joint-venture is the most prominent method of this direct investment. If we consider the number of entry firms, the host countries, the number of seas available and the size of investment, this method of cooperation is perhaps insufficient so far. Our fishery firms suffer from a weakness in international competitive ability, an insufficiency of information, of short funds, incompetency in the market, the unfriendliness of host coastal countries, the incapability of partners in joint-ventures and the political instability of the host countries. To enlarge our foreign fishing grounds, we are to actively adopt the direct investment entry method and to diversity our collaboraboration with partner countries. Consequently, besides proper fishing, we might utilize forward integration strategies, including the processing fied. a. The enterprise emigration method is likely to be successful in Argentina. It includes the development of Argentinian fishing grounds which are still not exploited in spite of abundant resources. Besides, Arentina could also be developed as a base for the exploitation of the krill resources and for further entries into collaboration with other Latin American countries. b. The co-business contract fishing method works in American territorial seas where American fishermen sell their fishery products to our factory ships at sea. This method contributes greatly to obtaining more fishing quotas and in innovation bottom fishing operation. Therefore we may apply this method to other countres to diffuse our foreign fishing entry. c. The new fishing ground development method was begun in 1957 by tuna long-line experimental fishing in the Indian Ocean. It has five fields, trawling, skipjack pole fishing and shrimp trawling, and so on. Recently, Korean fisheries were successful in the development of the Antarctic Ocean krill and tuna purse seining. 3. The acceleration of the internationalization of deep sea fishing; a. Intense information exchange activities and commission participation are likely to be continues as our contributions to the international fishery organizations. We should try to enter international fishery commissions in which we are not so far participating. And we have to reform adequately to meet the changes of the function of the international commissions. With our partner countries, we ought to conclude bilateral fishery agreements, thus enlarging our collaboration. b. Our government should offer economic and technical aids to host countries to facilitate our firms’fishery entry and activities. c. To accelerate technical innovation, our fishery firms must invest greater amount in technical innovation, at the same time be more discriminatory in importing exogeneous fishery technologies. As for fishing methods; expanded use of multi-purpose fishing boats and introduction of automation should be encuraged to prevent seasonal fluctuations in fishery outputs. d. The government should increases financial and tax aid to Korean firms in order to elevate already weak financial structure of Korean fishery firms. e. Finally, the government ought to revise foreign exchange regulations being applied to deep sea fishery firms. Furthermore, dutes levied on foreign purchaed equipments and supplies used by our deep sea fishing boats thould be reduced or exempted. when the fish caught by Korean partner of joint-venture firms is sold at the home port, pusan, import duty should be exempted.

학교도서관 발전의 저해요인에 관한 실증적 고찰 -일학교장의 학교도서관에대한 인식을 중심으로-

  • It has been observed that the purpose of education is poorly coordinated with the school library. Consequently a healthy growth of the library has been very rare, and educational process has been rather inefficient. Therefore this study attempts to define the role of a school library and the necessasity of its growth, examine principals' concepts of the library, find out the adverse causes for its growth, and make some suggestions to rectify them. A questionnaire was designed to get information on the principals' conceptions about the nature and the role of a school library, a librarian, and adverse causes for the growth of the library. This study is largely based on the analysis of this questionnaire. The results of this study may be summarized as. follows: 1) The school library is not generally considered as the center of educational activities. It is rather variously regarded as a subsidiary organization for education, a place where reading materials are offered, a place where books are kept, or a reading room. 2) This was largely due to the misconceptions of the principals as to the true nature and the role of the school library. 3) The degrees of their misconceptions varied depending on the amount of their exposure to the library science. Those principals who studied library science more hours had better understanding of the library. 4) Although the principals showed rather much concern for the library, the school library was not up to the expectation largely due to their misconception of it. 5) Most of the principals felt that they needed more knowledge on library science to carry out their job. This feeling was stronger for those who spent more hours in a library science course. 6) Most of the principals wanted to offer a position for a dual function: a librarian and a teacher. This was largely due to their lack of knowledge as to the duties of a librarian-which were considered as secondary to the duties of a teacher. 7) The majority of the principals thought the librarians were not paid well enough, but some of the principals o n.0, pposed their pay raise. The former generally took more courses in library science than the latter. 8) Many principals agreed that the adverse causes for the growth of the school library originated from the regional or governmental school authorities. This seemed to indicate that the legal requirements for the library were inadequate and that there was no administrative organization to take care of the library. 9) Most of the principals considered the insufficient funds as the major reason for the present poor condition of the library. But considering the fact that some libraries are better equi n.0, pped that others, financial matter cannot be the deciding factor. It rather seemed that there is some serious problems in the current educational system. For further studies in this field and for the libraries to function properly, the following suggestions are made here: 1) The major adverse cause for the healthy growth of the school library was found in the misconceptions on the school library by the principals, and these misconceptions were largely due to their lack of knowledge. Therefore they should be given more o n.0, pportunities to take courses in library science. 2) The librarian should not be overburdened with other duties than what his job duly calls for, and they should be properly compensated for their own job.
