Development of GIS-based Regional Crime Prevention Index to Support Crime Prevention Activities in Urban Environments

  • In this study, we proposed GIS-based Regional Crime Prevention Index (RCPI) development method designed to support local governments with systematic crime prevention activities. The public interest in safe urban environment is increasing rapidly. The government is putting efforts into crime prevention activities to eliminate the criminal opportunities in advance. CPTED is method to prevent crimes in the city by improving environmental factors that cause crime. It is used by local governments to promote the crime prevention activities centering on the expansion of CCTVs and street lamps and the improvement of street environment. However, most policies were terminated as one-off programs and it is necessary to monitor the effect of such policies on a continuous basis. In order to alleviate issues, this study proposed RCPI as part of crime safety assessment in urban environments. The estimation of RCPI in City A of Gyeonggi-do showed relative differences in 31 districts (dong), indicating that it is also possible to evaluate the crime safety in the local community on the level of the administrative dong, the smallest administrative district in the urban environments. As a crime map, the RCPI will be used effectively as he reference to support the decision making process for local government in the future.

What Exacerbates the Probability of Business Closure in the Private Sector During the COVID-19 Pandemic? Evidence from World Bank Enterprise Survey Data

  • The purpose of the study is to look into the likelihood of private sector enterprises going bankrupt due to COVID-19 pandemic-related issues. The data for this study was taken from the World Bank's Enterprise Survey, which was intended to assess the impact of the COVID-19 pandemic on the business sector. This study uses the Ordinal Logit Method to analyze the model with dependent variables having ordinal values. The determinants reflect business performance, innovation, business relationships, and government support. According to the estimation results, a lower probability of business closures, illiquidity, and payment delays are found in businesses that maintain sales growth, operating hours, temporary workers, product portfolio, consumer demand, and input supply. Meanwhile, the increase in online business activities and receiving support from financial institutions and the government do not help businesses reduce the risk. Moreover, higher survival is found in manufacturing and developing countries. This implies the fragility of businesses in the retail and service sectors, especially for mega-enterprises in developed countries. In addition, the negative impact of the COVID-19 pandemic on businesses in Europe and West Asia is less severe than in other regions. The results imply policies to support the private sector during the pandemic, such as increasing labor market flexibility or rapidly implementing supportive policies.

Critical Discourse Analysis of Deinstitutionalization News Articles for the Disabled: Focusing on Fairclough's critical discourse analysis

  • This study aims to derive discourse's linguistic meaning, production method, and social practice implications by analyzing news reports on de-facility for people with disabilities. To this end, the discourse was analyzed by applying Fairclough's framework of critical discourse analysis. The subject of analysis is a news article on the de-facility of the disabled on the N portal site, and the analysis period is one year, from January 1 to December 31, 2022. First, as a result of the study, the surface meaning of the news discourse on the de-facility for disabled people was ideological through the seriousness of the problem for disabled people, the poor environment, and the policy of de-facility for disabled people separated from reality. Second, the social meaning of the de-facility news discourse for disabled people appeared from a realistic perspective, such as the structural cause of the problem for disabled people and the need for sensible government policies and measures to practice de-facility for disabled people. Finally, the socio-cultural practical implications of the de-facility news discourse for people with disabilities proposed the development of a systematic and realistic de-facility management manual for the disabled, practical government policy support, and changes in self-support perception for disabled people. The results of this study are expected to help find an alternative direction to reduce the gap between actual policies for de-facility for disabled people and practice in the field in the future.

Does Early Incubating Improve the Performance of Start-ups?: Evidence from TIPS in Korea

  • Recently, the government has been pursuing various policies to create new industries and jobs through the invigoration of start-ups. For the sustained growth of start-ups, it is necessary to look not only at the supply of risk capital but also at policies for venture capital firms that nurture and foster start-ups. The purpose of this study is to estimate the effects of the nurturing and fostering role of risk capital, such as mentorship on the performance of start-ups, and to do this we analyzed the effects, as a newly introduced form of venture capital, of mentoring by an accelerator and investor ties on the performance outcomes of start-ups. We find that mentoring and investor ties for start-up enterprises positively influence follow-up investment in start-ups. In addition, this study finds that with a younger CEO of a start-up, it is more likely that the performance of the start-up will improve. Meanwhile, when examining increases in employment as a measure of the business performance of start-ups, mentoring and investor ties are found to have a positive effect on the increase of employment at start-ups. These results suggest that there is a need to promote policies that strengthen the mentoring role of venture capital in Korea's equity finance policies and in the government's SME support policies.

  • The purpose of this study was to understand the variables affecting the dual role strain and the satisfaction with the life of working mothers, Based on this result, the family policies for the balance between family life and work were proposed. 1) For the family, husband's psychological and behavioral supports were needed to wives as workers. 2) For business, the child care support and services have to be provided for children of both male and female employees. 3) For the government, the policies can be proposed : child care center or support and service in the business, child care program after school hours, insurance policies for child safety, deduction in income taxes corresponding expenditures for child care service.

중소기업 품질혁신 활성화 지원정책과 추진요소에 대한 연구 (A Study on the support policies and factors for quality innovation in small and medium enterprises)

  • The purpose of this study is looking for the support policies and factors to stimulate the quality innovation movement. Kano's model proposed a two-dimensional model on quality based on customer perception and experience. And Timko developed the customer satisfaction coefficient for overcome the weak points of Kano's model. In this paper, new approach framework is proposed by integrated Kano's model and Timko's customer satisfaction coefficient. And it applied to confirm the various factors which was offered by government and major company's policies for small and medium enterprises.

근거이론에 기반한 청년 벤처 창업 활성화 방안 연구 (Revitalizing the Young Venture Entrepreneurship through Grounded Theory)

  • 정부가 실업문제 해결을 위해 청년 벤처 창업정책을 강력히 추진하고 있으나 청년 창업률은 높지 않다. 이러한 이유는 정부 주도의 단편적인 정책이 추진되어 창업자들이 겪고 있는 애로점을 해결해 주지 못했기 때문이다. 본 연구에서는 청년 벤처 창업 활성화를 위해 청년 벤처 창업가들을 대상으로 심층인터뷰를 실시하고 이를 근거이론으로 분석하여 패러다임 모형을 제시하였다. 분석결과 대부분의 청년 벤처 활성화 정책이 폐쇄적인 참여 구조, 다양한 부처의 복잡한 정책, 단기 자금 지원, 획일적인 교육 및 지원, 창업후 후속 지원 정책의 부족, 과도한 행정 업무 요구, 성과에 집착한 단편적인 지원이 많아 창업자들에게 실효성 있는 정책이 되지 못하고 있었다. 이에 따라 창업자들에게 실질적인 도움을 주는 효과적인 정책입안과 추진을 위하여 Co-creation 기반 IT 플랫폼을 통한 창업 활성화 정책이 필요한 것으로 조사 되었다. 이를 활용하면 창업과 관련된 다양한 이해관계자들의 적극적 참여로 창업관련 정보와 지원정책이 효과적으로 실시될 수 있을 것이다.

창업기업 지원 정책 개선 방안 연구: ICT 창업기업을 중심으로 (A Study on the Improvement the Start-up Support Policy: Focused on the ICT Start-up)

  • 창업활성화와 중소기업의 안정적인 성장을 유도하기 위해 다양한 지원 정책이 추진되고 있다. 정부에서는 조세 금융의 직접적인 방법과 지원 사업을 통한 간접적인 방법으로 효과적인 지원을 위해 노력하고 있다. 그러나 정부의 창업정책에 대한 견해는 여전히 팽팽하다. 지원의 필요성에 대해서는 공감하고 있으나, 지원 방식과 지원사업의 실효성에 대해 논의가 이어지고 있다. 본 연구에서는 정부 창업지원 사업의 실효성을 확인하기 위해 창업지원 사업에 대한 중요도와 만족도를 평가하고자 한다. 이를 위해 정부창업지원 사업을 경험한 ICT 창업 기업을 대상으로 설문을 수행하였으며, 이 중 128개를 대상으로 GAP 분석 및 ISA 분석을 진행하였다. 정부 창업지원 사업에 대한 GAP 분석 결과, 중요도(5.221)에 비해 만족도(4.408)가 낮게 측정되었으며, 이를 통해 창업지원 사업에 대한 수혜자의 평가는 부정적임을 확인하였다. 중요도-만족도 분석 결과 유지 영역에는 'R&D', '사업화'가 위치하고 있으며, 집중 영역에는 '정책자금', '판로 마케팅 해외진출' 지원 사업이 포함되어 있다. 저순위 영역에는 '창업행사 네트워크' 항목이 포함되어 있으며, 마지막으로 과잉 영역에는 '시설 공간', '멘토링 컨설팅', '창업 교육'이 위치하고 있다. 각각의 창업지원 사업이 전반적인 중요도에 미치는 영향력을 분석하고자 다중회귀분석을 실시한 결과, 'R&D', '창업교육', '정책자금'의 순서대로 만족도에 영향을 미치는 것으로 나타났다. 본 연구 결과를 바탕으로 ICT창업기업에 대한 지원 정책 수립과 제도 개선을 통해 정부 창업지원사업의 질적 수준을 개선하는 데 기여할 수 있을 것으로 기대된다.

  • Technology plays an important role in e-Government with people and policies to make e-Government more efficient. And much attention and investment has been given to the technological development, so called informatization, of electronic government (e-Government) in Korea. But the measures of quality and efficiency for the e-Government initiatives have not been verified well. For this reason, a great deal of effort has been devoted to develop the measurement of e-Government system; however, a measurement model to support such effort has not been developed enough yet. In this empirical study, we proposed a comprehensive theoretical model for measuring performance of e-Government initiatives and analyzed such model through 112 collected questionnaires from people in charge of informatization in central government administrations.

혁신형 중소기업 정책금융에 대한 금융기관 지원금 결정모형 (Determining Subsidies for Banks in Policy Loans to Innovative SMEs)

  • In this paper, we develop theoretical game models to determine the level of government subsidies for banks to provide policy loans to Innovative SMEs(small and medium sized enterprises) through banks, which otherwise would not finance them for the sake of their own profitability. For this, we compare net cash flows of each bank using different strategies against high risk innovative SMEs. A bank can decide whether to provide them loans or not In each period. Following Kim(2003)'s Infinite horizon model on the soft budget constraint, we introduce a situation in which banks compete against each other for higher net long-term payoffs from their loans to innovative SMEs and non-innovative SMEs. From the models, we show that competition among banks in general leads to a tighter decision against innovative SMEs, as a Nash equilibrium. It is not because the government bank is simply loose in providing loans, but because competition among commercial banks for fewer riskier borrowers results in tighter loan decisions against innovative SMEs. Thus, the competitive market for policy loans to innovative SMEs fails to reach the socially optimal level of loans for innovative SMMs. Commercial banks in the competitive market may require additional supports from the government to make up for the differences in their payoffs to support innovative SMEs, possibly much riskier due to moral hazards and poor discounted cash flows. The monopolistic government bank might also request such supports from the government to fund otherwise unqualified SMEs. We calculate an optimal level of governmental support for banks to guarantee funding such high-risk innovative SMEs over periods without deviating from their optimal Nash equilibrium policies.
