  • The amount of personal information collected by organizations and government agencies is continuously increasing. When a data collector publishes personal information for research and other purposes, individuals' sensitive information should not be revealed. On the other hand, published data is also required to provide accurate statistical information for analysis. k-Anonymity and ${\iota}$-diversity models are popular approaches for privacy preserving data publication. However, they are limited to static data release. After a dataset is updated with insertions and deletions, a data collector cannot safely release up-to-date information. Recently, the m-invariance model has been proposed to support re-publication of dynamic datasets. However, the m-invariant generalization can cause high information loss. In addition, if the adversary already obtained sensitive values of some individuals before accessing released information, the m-invariance leads to severe privacy disclosure. In this paper, we propose a novel technique for safely releasing dynamic datasets. The proposed technique offers a simple and effective method for handling inserted and deleted records without generalization. It also gives equivalent degree of privacy preservation to the m-invariance model.

  • Over the past 20 years, Korea's number of international passengers and freight transportation records has increased by 8.6% per year, respectively. However, despite the development of sea lanes and increased voyages, there have been constant calls for improving the inefficient management of international passenger ports. Hence, this paper presents improvements and further directions for international passenger port management. Focusing on the Incheon International passenger port as a representative case study, the main results show that the most important, urgent, possible measures for improving the port management include (i) the expansion of customs personnel and implementation of a 24-hours customs clearance system in operation, (ii) installation of buffer facilities between the ferry and ferry cargo and establishment of hinterland specialized in car ferry freight in a facility, and (iii) clear standards for cost-bearing subjects and limitation of high cost related to terminal use in institution. These results imply the need for government policy access and investment reflecting stakeholder opinions at various levels, such as operation, facilities, institution, and so forth, for efficient management of international passenger ports.

  • Cyberattacks around the world continue to increase, and their damage extends beyond government facilities and affects civilians. These issues emphasized the importance of developing a system that can identify and detect cyber anomalies early. As above, in order to effectively identify cyber anomalies, several studies have been conducted to learn BGP (Border Gateway Protocol) data through a machine learning model and identify them as anomalies. However, BGP data is unbalanced data in which abnormal data is less than normal data. This causes the model to have a learning biased result, reducing the reliability of the result. In addition, there is a limit in that security personnel cannot recognize the cyber situation as a typical result of machine learning in an actual cyber situation. Therefore, in this paper, we investigate BGP (Border Gateway Protocol) that keeps network records around the world and solve the problem of unbalanced data by using SMOTE. After that, assuming a cyber range situation, an autoencoder classifies cyber anomalies and visualizes the classified data. By learning the pattern of normal data, the performance of classifying abnormal data with 92.4% accuracy was derived, and the auxiliary index also showed 90% performance, ensuring reliability of the results. In addition, it is expected to be able to effectively defend against cyber attacks because it is possible to effectively recognize the situation by visualizing the congested cyber space.

  • Objective : Due to the implementation of vaccinations and the development of therapeutic agents, the coronavirus disease 2019 (COVID-19) pandemic that started at the end of 2019 has entered a new phase. As a result, neurosurgeons should reconsider the way they treat their patients. As the COVID-19 situation prolongs, the change in neurosurgical emergency patients according to the number of confirmed cases is no longer clear. Outpatient treatment by telephone was permitted according to government policy. In addition, visits to caregivers in the intensive care unit were limited. Methods : The electronic medical records of patients who had been treated over the phone for a month (during April 2020, while the hospital was closing) were reviewed. Meanwhile, according to the limited visits to the intensive care unit, a video meeting was held with the caregivers. After the video meeting, satisfaction was evaluated using a questionnaire. Results : During April 2020, 1021 patients received non-face-to-face care over the telephone. Among the patients, no critical medical problem occurred due to non-face-to-face care. From July 2021 to December 2021, 321 patients were admitted to the neurosurgical intensive care unit and 107 patients (33.3%) including their caregivers agreed to video visits. Twice a week, advance notice was given that access would be made through a mobile device and the nurse explained to caregivers how to use the mobile device. The time for the video meeting was approximately 20 minutes per patient. Based on the questionnaire, 81 respondents (75.7%) answered that they agreed, and 26 respondents (24.3%) answered that they strongly agreed that was easy to communicate through video meetings. Fifty-two (48.6%) agreed and 55 (51.4%) strongly agreed that they were easy to understand the doctor's explanation. For overall satisfaction with this video meeting, three respondents (2.8%) gave 4/5 points and 95 respondents (88.8%) gave 5/5 points, and nine (8.4%) gave 3/5 points. Their reason was that there was not enough time. Conclusion : In situations where patient visits are limited, video meetings through a mobile device can provide sufficient satisfaction to caregivers. Telemedicine will likely become common in the near future. Health care professionals should prepare and respond to these needs and changes. Therefore, establishing a system with institutional support is necessary.

  • In recent years, South Korean has made a globally acknowledged achievement in movie industry. In terms of Art, films produced in South Korea obtained lots of awards in international movie festivals; in the business field, Korean movies are swiftly occupying the Asian or even the world film market. Extraordinary films with good reputations and high box office records are frequently launched and induced to a trend, which then forms into a cultural phenomenon and attributes to an important, major force in the so-called "Hallyu" culture. This, in part, benefits from the massive support of Korean government's cultural policies, and is also a product of the high degree of cultural consciousness of Korean movie producers. The Korean cultures, customs, and the underlying cultural elements of the East, that are presented in these movies, satisfy the audience and appeal their fondness. The Princess and the Matchmaker is a South Korean period romantic comedy film directed by Hong Chang-pyo and starred Shim Eun-kyung and Lee Seung-gi. The movie was presented on Feb 28th, 2018. It tells a story of Seo Do-yoon, the most proficient saju (fortune-teller) expert of the Joseon Era who selected a husband for Princess Song-Hwa based on her "fortune eight letters" (specifically, the time, day, month and year of her and her husbands' birth, normally in eight letters), in a hope of alleviating the rage of people following years of drought, and thus to resolve a national crisis. This paper takes The Princess and the Matchmaker as an example, from the aspects of cultural state, system, behavior and mentality, to analyze the traditional customs such as "fortune eight letters", "marriage by match" and the cultural concepts behind these phenomena, in order to explore the ways and methods of traditional culture in the modern cultural and artistic form of film.

  • The Bank of Korea began its operation on June 12, 1950, with the Bank of Korea Act established a month or so earlier. Thus was first introduced to Korea modern central banking in the real sense of the word. The Bloomfield Mission, consisting of A. Bloomfield and J. Jensen of the Federal Reserve Bank of New York, spent about six months drafting a bill, which finally became the Bank of Korea Act. Little has been known yet about the process leading to the creation of the Mission and the historical context surrounding it, except that F. Tamagna of the Federal Reserve Board made in his capacity of the ECA's representative the offer of technical assistance to the Korean government. This paper attempts to dig deeper into relevant historical records and literature to fill these gaps. As it happened, the confrontation between the US and the USSR was accelerating towards the end of 1940s. The paper's new findings include that the Bloomfield Mission was, together with the ECA Mission to Korea, a product of the then US foreign policy (Cold War policy) and that the former Mission's technical assistance was conceived and provided all along as part of the inflation stabilization program pursued by the latter Mission. The Bloomfield Mission was after all a historical necessity. Next, the paper examines the changes added to the bill during its journey to becoming the Bank of Korea Act enacted in May 1950, presenting a review of the Act. The paper further evaluates the Act in terms of legal persistence, finding that the revised Act currently in force still substantially resembles the Act enacted 70 years ago from now. Finally in order is a brief discussion on those factors which seem to have contributed much to such persistence and thus apparent excellence of the Act enacted.

  • In modern society, crime records have been digitized. Digital information is difficult to distinguish from original information, but the former is easy to modulate. This situation explains the increasing importance of digital forensics. However, digital forensic has several inefficiencies because of the rapid development of technology, unclear jurisdiction, and tool errors. This study surveyed digital forensic specialists and derived the priority of domestic digital forensic issues by redefining 17 issues in digital forensics from Brungs-Jamieson study in Australia. The present study was divided into four groups, namely, police, government and public corporations, private companies, and legal groups. The study could compare and analyze comparative analysis of existing studies in Australia and the US. This study can also examine differences in the results of each group in Korea. Thus, the key issues in Korea were derived as "Requirements to 'Fire Up' Original." The differences of the three groups in terms of legal issues were then identified. This finding enables us to understand differences in priorities and importance between groups and countries.
