There had been substantial demand for record management system with which to efficiently control the information circulation processes, involving accumulation of recorded materials, classification of information resources, and users access to them. It converged to a collaboration of Australian federation, and Sydney Records Centre and finally induced Australian Standard Records Management, commonly known as AS 4390. AS 4390 served later as a model for International Standard of Record Management. This paper introduces the current undertaking of Recordkeeping system development in Australia, which stems from the line of AS 4390 by analysing exhibited research approaches. The analysis includes the definition, regime of Recordkeeping system, design and implementing of guidelines of Recordkeeping System and information on metadata projects. It also highlights the necessity for standardization, as is the prime factor in promoting inter-linking of Tabularium on New Southwales State, CRS(Commonwealth Record Series), database system of Canberra National Archives and Australian Government Locator Service. From year 2005, as dictates, any record management system, serving public agency will be required to adapt Professional Archives Management System, which, by far, will enhance the inter-compatibility. In its application, the government need Thesaurus to eliminate possible redundancy in use of terminology and to promote correct usage of words.

The study seeks to analyze the procedures and methods of preparing the records management reference table of the electronic human resource management system dataset, the roles of participating organizations, and the contents of each management reference table area from the records manager's perspective to help the person in charge of establishing the management reference table. Improvement plans were suggested based on the problems that appeared during the process of preparing the reference table. As a major improvement plan, a separate selecting policy at the level of the national archives should be designed for the national important dataset records in the government information system, which should be operated such that it preserves the entire dataset rather than a part. It is necessary to set the unit function-data table-unstructured data mapping data as mandatory items, and the selection and management criteria for unstructured data that significantly influence system operation should be additionally prepared. Regarding the setting of the disposition delay period, because there is an aspect of increasing complexity, it is deemed desirable to operate it by integrating related unit functions or setting the retention period longer.
This paper aims at examining the local records management under the influence of the Public Archives Act established in 2009 through a case study of prefectures and large cities with prefectural level dominions in Japan. The records management in local government has been carried out on the basis of 'the document management rule' in administrative agencies without the public archives management law. Modification of laws and ordinances in relation with records and archives management and reorganization of archives are proceeding to realize 'proper records management' in local government. Even if the content and levels are varied due to the situational conditions of local governments, the unitary records management system covering 'current and non-current' records is being adopted through the establishment of records management ordinances. In the process, local archives are pursuing strengthening and extension of their authorities and functions on records management. In addition, it is identified that observation of the provisions of records management ordinance is reinforced with public announcement of retention schedule and operation of public records management committees. These changes in local governments reflect the thought that administrative records are the intellectual property of the public and the intent of the law that accountability for the public should be achieved through the proper records management.
It is clearly stated in the current records law that presidential records should be collected and kept. Despite of the significance of this regulation it is also undeniable that there must be some preconditions for the enactment of this legal regulations. First, it needs the compatible device for promoting the production of presidential records. Second, it must be considered that presidential records should be selected and transferred from the Committee for taking over presidency. And last, we are confronted by the problem of establishing presidential archives. After all, from the starting point we should overcome a number of serious problems for the administration of the presidential records. In this article I tried to discuss these problems and to make some suggestions for the solution of these problems. In my opinion, revision of the records law is in some points necessary. Basic principle of management of presidential records must be discussed for the revision and enactment of 'presidential archives and presidential records law'. Just several problems concerning managing agency of presidential records are pointed out here. Presidential records have important historical values. The government must be responsible for the preservation and sound management of them. The citizenship also must support the reform of the records management. It means an open and public discussion on the reform of national records management system.

An exclusive monopoly on public sector information has been faced with dramatic changes. The movement of Government 2.0, which is described as meeting of Web 2.0 technologies and public services, provides a new paradigm for public information services, and spreads rapidly into many western countries. However, due to the absence of domestic Government 2.0 cases, our academic discussion on Government 2.0 ends up in the introduction of oversea cases and in a theoretical diagnosis. In the context, this study focuses on the first two cases of Government 2.0 in South Korea; Gwacheon Parliament's 'Local Parliament 2.0' and Seoul Metropolitan Office of Education's 'Seoul Education 2.0' along with theoretical debates on concepts of public sector information and Government 2.0. The case study reveals the role of Freedom of Information Center not only as a think tank, but also a policy coordinator for implementing Government 2.0 movements. As a conclusion, the study presents elements for public sector information services and proposes a planning model of Government 2.0.

Under the changes of administrative systems and office automation, 'the national record management system' had been reformed until 'Record Management Act' was enacted in 1999. Between 1984 and 1992, the national record management system was reformed in process of overcoming national crises and carrying out office automation. As a result, the system was absorbed into 'Governmental Document Regulations', 'Official Document Management Regulations' and 'Governmental Document Regulations'. In addition, 'government document classification scheme' and 'Record schedule' were unified into 'Official Document Classification and Record schedule'.

The final goal of the macro appraisal model of Canada is that the figure of society of the day is made by the record. The goal is that we evaluate the meaning documentary have in the social structure of the day to produce records. The organization to be affected much the society is recognized as the organism, 'Government' and the function analysis of the government is emphasized in order to be the documentation. Therefore, it is essential in the macro appraisal model that OPI, the department to carry out the very important function is identified. Also the research of governance about interaction of country and citizen is studied. Based on these studies, the macro appraisal theory is made and it can be macro appraisal methodology that these theory is verified through records. the government of Canada have operated macro appraisal model reflected the figure of the society since 1990's, on adapting the change of the record production of modern. This model of Canada is systemized concretely and the government of Australia introduced the model benchmarking the Canada's. The England and the Holland is bringing up the result of the project introduced the macro appraisal method. Therefore the macro appraisal is the method and the theory noticed globally in the field of appraisal of modern. Throughout the analysis of the macro appraisal system of Canada, how to select the record reflected the figure of the society is proposed, and concrete practice is also present, and concrete practice is also present. The ultimate goal of preserving and maintaining the records is to use them practically. The effective use of records should be supported by the reasonable recordskeeping systems and access standards. In this report, I examined the Korean laws and administrative systems related to the public records access issues. After I pointed out major problems of the access laws, the Government Information Opening Act (GOIA), and the problems in practices, I suggested some alternatives for the betterment of the access system. The GIOA established "eight standards of exemption to access" not to open some information to protect national interests and privacy. The Public Records Management Act (PRMA) applies to the archives transferred to "professional archives." The two laws show fundamental differences in the ways to open the public records to public. First, the GIOA deals with the whole information (the records) that public institutions keep and maintain, while the PRMA deals with the records that were transferred to the Government Archives. Second, the GIOA provides with a legal procedure to open public records and the standards to open or not to open them, while the PRMA allows the Government Archives to decide whether the transferred records should be opened or not. Third, the GIOA applies to record producing agencies, while the PRMA applies to public archival institutions. One of the most critical inadequacies of the PRMA is that there are no standards to judge to open the archives through reclassification procedure. The GIOA also suggests only the type of information that is not accessible. It does not specify how long the records can be closed. The GARS does not include the records less than 30 years old as its objects of the reclassification. To facilitate the opening of the archives, we need to revise the GIOA and the PRMA. It is necessary to clearly divide the realms between the GIOA and the PRMA on the access of the archives. The PRMA should clarify the principles of the reclassification as well as reclassifying method and exceptions. The exemption standards of the GIOA should be revised to restrict the abuse of the exemption clauses, and they should not be applied to the archives in the GARS indiscreetly and unconditionally.

Since 2008, the General Archives Authority of Mongolia introduced management standards on international records, such as ISO 15489. GAAM translated the international standards and have trained government records managers with such standards. These international records management standards are also incorporated into the Mongolian records legislations and records management guidance. Complying with the standards are also the requirements for designing records management software in Mongolia.
The purpose of this study is to identify the problems of electronic records management in the records management field and to develop a new electronic records management system that can cope with the rapidly changing records production and management environment, which is rapidly changing because of the introduction of new IT. It is time to design the next-generation records management system in all areas of process, system, and infrastructure to meet the new government record management innovation. In this point of view, the right value and direction of the next-generation records management system are determined, and the problems of the process, system, and infrastructure are identified and settled.
