THE KOREAN PRIVATE COLLEGE LIBRARIES UNDER THE PERIOD OF JAPANESE CONTROL (일제하(日帝下) 사립전문학교(私立專門學校) 도서관(図書館))

  • Korean private colleges under the period of Japanese control was the kernel for the educational resistance, one of the save-the-nation movements because of inculcating in Koreans the spirit of independence and self-respect under that period. Posung College Library building, erected in Commemoration of the 30th Anniversary of the Foundation, especially, was the result of Koreans systematizing ability and iron will of independence for the future generations. In this paper, an attempt to study the Korean private college libraries under the period of Japanese control is provided. The main institutions in this study are Posung College library, Chosen Christian College library (Yunhee College Library), and Ewha College Library. This study will focus to review the followings: 1. The historical background of above mentioned libraries. 2. The educational resistance under that period. 3. The comparative and analytical study of these private college libraries and Keijo Imperial University library. 4. The facilities and the basic collection development plan on the basis of presentation. 5. library services including readers services. 6. The impact of these libraries on the present private university libraries. 7. The organization and staffing pattern, and budget of these private college libraries. The followings are the outlines conclusions: 1. Korean private college libraries had been established in order to perform the educational resistance. They are one of the supporting agencies for the research activities, among the most important means of social education, and provide, no doubt, the full nutriment for hungry soul under that period. 2. These libraries have not outstripped Keijo Imperial University in collection of books as well as man power, but their collection of books coincided, in general, with their curricula, and had feature to perform the save-the-nation-movement by education. 3. The library services were appeared in the forms such as the Circulation Library, Lectures on the Use of Books and Libraries, Library Week, and Training Course for the Librarians, etc. It is thought that these activities contributed to the social and cultural development of Korea indirectly. 4. The library administration of the private colleges depended upon the director of library because of the frequent changes of staffs and the simple functional system without its middle class. 5. The Japanese Government-General in Korea gave no financial assistance to the private colleges though they were in financial difficulties more than Keijo Imperial University. 6. The ambitious ideal for foundation of universities in reality as well as in name was not achieved during that period because of the monstrous obstacle so-called the Japanese Government-General in Korea, but its ideal had a desirable effect upon these college libraries development, in particular, before and after 1935.

  • This study aims to present a direction for local libraries on how to collect folk culture content and provide services in cooperation with public libraries across the country, with a focus on public libraries, in implementing the government policy to collect, classify, store, research, and utilize folk culture content. Results of the study drawn from literature review, surveys, case-studies are as follows: First, based on the advantage of higher accessibility than other institutions in charge of folk culture content provision, libraries should take a role to collect, store, and utilize folk culture content for public purpose of improving knowledge and interests of residents and storing local history. Second, folk culture content collection, enhanced content-creating, and user-oriented services reflecting various demands should be expanded, seeking ways to improve management conditions of folk culture content based on collaboration network between libraries, along with drawing interests and support from the local government and the central government. Thirdly, libraries should provide expanded services of collection, creation, use of folk culture content with a focus on local culture through regular and systematic study and building of folk culture content.

  • In 2010 there are 759 public libraries in Korea, and they have been increased constantly for the recent four to five years. In order to make them as cultural spaces in local communities, Korean government is now planning to increase the number of public libraries up to 900 and to build small to medium-sized multiple purpose libraries rather than large and single purpose ones. Especially in the case of public libraries in metropolitan cities, which are main libraries in those areas, they should be designed to play major functions of cultural experience, exhibition, and life-long education as well as to meet the basic needs of providing books for public reading and of building and developing branch libraries based on local characteristics. Above all, in order to make a public library as a center of local culture, a space planning focused on increasing utilization and satisfaction of the residents is required. It is essential to conduct a survey to understand the needs of the residential users and reflect their opinions. In this regard, our research process was constructed as follows. First, precedent studies on a certain densely populated area were reviewed. Second, a survey was conducted in Ulsan city to figure out the needs and the satisfaction level of the actual users. The purpose of this study is to propose a better space planning approach for public libraries in metropolitan cities based on the analysis.

  • This study attempts to suggest effective strategies for small library services in Busan metro area. There has been a steady increase of small libraries that provide user friendly services for local residents. Local governments that is interested in such roles as community spaces based on the familiarity and flexibility of small libraries keep building and operating small libraries in Korea. This study, in this regard, surveyed the small libraries established and operated by a specific local government and analyzed the significance and problems in managing small libraries. In this study, we obtained data from observations, dialogues with managers and users through actual visit surveys to find out the limitations and difficulties of local small libraries.

  • Public library legislation is the essential means of providing for all the citizen in modern society with a standard public library service. We can trace the origin of that back to the Public Libraries Act 1850 in England. This paper is reviewing all the measures concerning public libraries of England since then in order to find out some guidelines for revision of the Korean Library Law enacted in 1963. Although Public Libraries Act 1850 was an output of a series of social reform movement in the 19th century, it established first the provision of public library service su n.0, pported by public funds. However the Act had several restrictions hindering public library service from making progress. These are: 1. Adoptive legislation in nature 2. Limitation of the size of population and rate income 3. Small library authorities 4. Procedure for adoption by public meeting 5. Restrictions on the ways in which rate income might be spent 6. No governmental organization to direct or control for a standardized public library service 7. No cooperative schemes among libraries. Subsequent development was directed largely to removal of those limitations. The present Public Libraries Act 1964 as a model of public library legislation was enacted on the basis of such reports as Kenyon, McColvin, Roberts, and Bourdillon. All but the problem of small library authorities were removed with this new Act. The final object could be achieved by the Local Government Act 1974 which reorganized existing 383 small authorities into new 115 ones the average population of which was 280, 000. Now, McColvin's dream of 30 years could be fulfilled in the late 70's. He argued that the minimum size of population of a viable authority should be 300, 000. Although the effect of the 1964 Act on the development of public library services in England was great, there must be some considerations as to the provisions of public library objective, government funding for library services, free use of library materials to all regardless of residence, and placement of library committee within the authority.

  • As society has more interest in reading activities, it has become possible to secure social value of libraries through the promotion of reading. In this regard, the study aimed to analyze social tasks that the libraries face and suggest concrete methods through bibliographical examination. Currently, various regions of the nation have an increasing interest in libraries, particularly, children's libraries. The public libraries can expand their social roles by meeting these social requests. As a variety of activities by the public libraries to promote reading have helped people recognize the importance of libraries, more aggressive reading promotion activities are considered to help expand the roles of the public libraries and secure social base. Accordingly, the libraries need to take the initiative in implementing various measures by establishing a committee to adjust various reading promotion activities in the government and the public and private sectors, coming up with legal base, pursuing development of voluntary reading promotion programs, establishing an information network for reading and books, publishing book reviews, leading campaign for reading and reading promotion activities, supporting reading at home and expanding award system with regard to the promotion of reading.

A Study of Local Government Supports for Small Libraries: Analysis on the Ordinance (지방자치단체의 작은도서관 지원에 대한 연구 - 조례 분석을 중심으로 -)

  • The purpose of this study is to propose supporting small libraries through investigating the ordinances of local governments. Based upon identifying of ordinances, there are direct and indirect supports for small libraries from local governments. Direct support is provide budget to small libraries and indirect supports are a cooperation between public library and small library, instruction for library staff, and supporting volunteers. Supporting methods for public small library are direct and indirect supports, but method for private library is indirect support.

  • The purpose of this study is to explore strategies for development which could help academic libraries expand and strengthen their significances in the midst of structural innovations for universities in Korea. In this study, the trend in changes in academic libraries affected by financial difficulties and structural reforms in universities is analyzed, and major issues and challenges that academic libraries have currently faced are investigated. Also, reviewed are strategies that major academic libraries in advanced countries have built, and it is suggested how to establish strategies for development and medium-and long-term plan for improving academic libraries. which should be carried out on the government level.

시설중심 사회교육에 대한 일고찰-경상북도내 독서시설을 중심으로

  • The public library and micro-library as institutions of social education have been greatly developed under the influence of the library law enacted 011 Octob~r 28,1963 and the micro-library movement begun in 1961. However, they have still yet many problems to solve in order to accomplish their purpose effectively. As compared with the staff and library materials, buildings are 1norc. than a match for the others. Although many facilities are not complete enough to serve the public, people do not make the best of the facilities in both the public libraries and micro-libraries. The cause of such a result ~vould be taken from a reason that the founders of the libraries could not concentrate their intcrest on the staff and materials, for they were bent on the establishment of external facilities of the libraries. The poorer materials and facilities are, the more effort a2d better quality of the staff are required for their best utilization. As it is the information center of the community, the management of a library should be scientific and reasmable. In addition, librarians have to do their best to serve the public with the spirit of Christianity under the more active suppxt of the government. Finally, institutions of social education in this comn~unityin cluding public libraries and micro-libraries might establish a mutual cooperative organization for more effective library service.

  • Joint collection and sharing of specialized academic resources among academic libraries will not only promote academic research at universities in general but also further diversification and concentration process of academic libraries. For that both the government and universities should make concerted policy efforts to fortify individual characteristics of each academic library. This study proposes two concrete plans to build a national information management system comprising the specialized resources of academic libraries. One is to utilize the existing cooperative network of Korea Education & Research Information Service(KERIS) as a national hub for information exchange, and the other is to activate various regional or subject-based committees to encourage subject-oriented specialization of university libraries.
