한국 내 인터넷 거버넌스 형성과 인터넷주소에 관한 법률 (Suggestion on Korean Internet governance system by multi stakeholder approach and Introduction of Korean Internet address law)

  • This article consists of 3 parts. Part I is multi stakeholder approach on Internet governance system. Part II is analysis of the Korean Internet governance system. In this part, I explain relevant laws in Korea, including Korean Internet Address Resources Act. Part III is my suggestion on Korean Internet governance system using a multi stakeholder approach. First of all, the keyword of the Internet governance system is decision making process: that is, consensus based versus top-down approach. Then who are major players in Internet governance in national level? Government, or Private sectors such as business and civil society. Korean legal system for Internet governance shows a top-down decision making process. Major players are the government (that is, Ministry of Science, ICT and Future Planning) and KISA affiliated with the government. Other players include Internet Address Policy Committee, Korea Internet Governance Alliance, and NGOs. The key statute for Internet governance in Korea is Internet Address Resources Act of 2004. Articles 3 and 5 require the Ministry of Science, ICT and Future Planning to take a proactive role in Internet governance. The government shall consult with the Internet Address Policy Deliberation Committee for Internet governance. Yet this Committee is established under the control of the Ministry of Science, ICT and Future Planning. All members of this Committee are also commissioned or nominated by the Chairman of the Ministry. Meanwhile, there are also non-official organizations, including Sub-committee on Address & Infrastructure of Korea Internet Governance Alliance. I suggest to reform decision making process of Korean Internet governance system based on BOTTOM-UP process for CONSENSUS BASED DECISION. My suggested system includes the following: (1) The government hands over a major role in Internet governance to INDEPENDENT Internet policy organization. And the government participates in such organization as ONE of the players. (2) Nomination of this committee member must be bottom-up process for a genuine multi-stakeholder model including civil society, commercial organization, end-users and experts. (3) The government should establish plan for supporting the private sector's international activity on the long-term basis.

  • By investigating various information promotion plans by Taegu Metropolitan City Government, Kyungbuk Provincial Government or by the ministry of Agricultural, Forestry, and Fishery Affairs, this paper intends to analyze current trends of information approached from wider perspective, and to propose multi-layered alternatives which improve informatization promulgation in rural areas of Taegu, Kyungbuk areas. This research proposes following 6 alternatives, as informatization strategies to develop rural economics ; (1) construction of Agricultural Techno Park to advance and develop informatization in rural areas, (2) construction of communication super highway to strengthen information infrastructure, (3) construction of region-specific information system to provide agricultural information unique to its region or areas, (4) provision of agriculture-related information by establishing regional information centers separated by regions like North, South, Eastern regions etc., (5) establishment information, (6) establishment of information gallery of village to provide information needed. And this research also investigates specific contents progresses of various plans by various actors.

  • 우리나라 전자정부는 UN 전자정부 참여지수 2위, 미국 브루킹스연구소(전 브라운대학) 평가에서 3년 연속 1위를 차지할 정도로 잘 구축되어 있으나, 반면에 세계경제포럼(WEF)에서 2007년 조사한 정보보호 순위는 51위로서 인터넷 이용자수와 서비스 환경에 비해서 상대적으로 열악한 수준이다. 2008년 한 해 동안에만 옥션 정보유출, GS 칼텍스 정보 유출 등 크고 작은 보안 사고들이 끊임없이 발생하여 국민들이 사이버위협에 노출되고 주요 정보들이 유출되자 점차 정보보안, 개인정보보호의 필요성과 중요성에 눈을 뜨게 되어 정보보호에 대한 요구가 점차 늘어나고 있는 추세이다. 본고에서는 주요 국가들의 전자정부 서비스 수준과 정보보호를 위한 투자 제도 정책 등을 벤치마킹하여, 우리나라에서 이를 효율적으로 활용할 수 있는 방안을 찾아보고, 중앙행정기관 및 지방자치단체에서 제공하고 있는 전자정부 서비스의 안전성과 보안성을 향상시킬 수 있도록 국제적으로 표준화된 정보보호 관리체계인 ISO 27001 ISMS를 적용할 수 있는 정책을 발굴하여 국가 정보보호 수준을 더욱 높이고자 한다.

A Study on Transforming ICT Research Information Service into Semantic Web Environment

  • The Research on the ICT(Information & Communication Technology) is proposed the category to IT839 strategy by Government. Government is driving to researching on technology about IT839 Strategy. By transforming this category and research information into Semantic Web environment, it is possible to search function utilizing knowledge base and information object by use of TBox and ABox. In this regard, this study proposes technology for generation of Semantic Web Document about ICT Research Information. The ontology is constructed by using category to IT839 Strategy. The features of framework proposed in this study is to have used a skill to directly map Ontology instance and in case of inability of direct mapping, proposed a skill to establish reliable Semantic Web Document by suggesting indirect mapping skill using mechanical study. In addition, it is possible to establish low cost/high quality Semantic Web Document about ICT research information.

중소기업의 특성을 고려한 정보보호 관리체계 평가 모델 개선 (Improvement of Information Security Management System Evaluation Model Considering the Characteristics of Small and Medium-Sized Enterprises)

  • Although more than 99% of all Korean companies are small and medium-sized enterprises (SMEs), which accounts for a large part of the national economy, they are having difficulties in securing information protection capabilities due to problems such as budget and manpower. On the other hand, as 97% of cyber incidents are concentrated in SMEs, it is urgent to strengthen the information protection management and response capabilities of SMEs. Although the government is promoting company-wide information security consulting for SMEs, the need for supplementing it's procedures and consulting items is being raised. Based on the results of information security consulting supported by the government in 2020, this study attempted to derive improvement plans by interviewing SME workers, information security consultants, and system operators. Through the research results, it is expected to create a basis for SMEs to autonomously check the information security management system and contribute to the reference of related policies.

국회도서관의 공공기관 및 정부정보 서비스에 대한 입법관련 종사자와 일반이용자의 이용행태와 만족도 분석 (A Study on the User Behaviors and Satisfaction of Legislative Employees and Other Library Users for the Government Information Service of National Assembly Library of Korea)

  • 이 연구에서는 국회도서관 이용자인 입법관련 종사자와 일반 이용자를 대상으로 국회도서관의 공공기관 및 정부정보 서비스에 대한 설문조사를 바탕으로, 이용행태 및 만족도에 대해 분석하였다. 분석결과 공공기관 및 정부정보의 이용 및 필요성은 입법관련 종사자가 일반 이용자에 비해 더 많은 것으로 나타났다. 응답자들은 전체적으로 국회도서관의 공공기관 및 정부정보 서비스를 개선할 필요가 있으며, 공공기관 및 정부정보를 통합하여 검색 제공할 포털사이트에 대한 필요성 역시 비교적 높게 인식하고 있는 것으로 조사되었다.

Improvement Plans of the Parliamentary Inspection System in the Information Society

  • Today, in the information society, since the government administration of all countries places importance on clarity and efficiency, the authority concentration of the administration is inevitable. Therefore, the Parliament, which is a legislative body, is at a time when the policy control function to check and monitor it is becoming more important. In particular, due to the emergence of parliamentary democracy, in the reality that the people must elect representatives and represent their own opinions, the parliamentary inspection system is very valuable in that it satisfies the right of the people to know and ultimately enables the people to democratically control the administration. The role of the Parliament moves from the inherent legislative function to the information collection and disclosure of government administration, discussion and resolution of political issues, and observation and supervision of the administration. And it can be seen as the global trend. As a result of this trend, status and role of the National Assembly is being strengthened from the legislative body to the control agency of government administration. Thus, the most substantive authority of Article 61 of the Constitution can be deemed the parliamentary inspection system. The parliamentary inspection system is a system that let exercise the legislation, budget, and authority to control of state administration by identify the challenges and policy implementation of each country's institutions through the audit of the executive administration's overall government administration performance outside the National Assembly. However, due to the amendment of Constitution in 1988, the parliamentary inspection right and investigation of state administration right had reinstated and the parliamentary inspection system, which is being implemented annually, is the 31st year of the year in 2019. However, the general evaluation of the public is negative and insufficient time for inspections, lack of sanctions on nonattendance witnesses, excessive data submission, and refusal to submit materials by the administration were pointed out as the problem. Therefore, in this paper, the researcher tries to point out the overall problems of the parliamentary inspection system and to summarize the effective improvement plans.

  • Recently, to use the evaluated firewall is recognized as a solution to achieve the security and reliability for government and organizarions in Korea. Results of firewall evaluation using ITSEC(Information Technology Security Evaluation Criteria) and CCPP(Common Criteria Protection Peofile)have been announced. Because there are problems to apply ITSECor CCPP for the firewall evaluation in korea environment, korea government and korea Information security Agency (KISA) decided to develop our own security dvaluation critrtia fir firewalls.As a result of the efforts, Korea firewall security evaluation criteria has been published on Feb. 1998. In this paper, we introduce Korea security evaluation criteria for firewalls. The ceiteria consists of functional and assurance requirements that are compatible with CC Evaluation Assurance Levels(EALs)

공무원 사이버 교육효과에 미치는 영향요인 탐색연구 - 지방공무원을 중심으로 - (An Empirical Study of Factors Influencing the Cyber Education of Government Officials - Focusing on Local officials -)

  • Along with the advance of Information technology and the introduction of the information era, cyber education through the internet has been activated in universities and private educational organization. However, most cyber education is not being practically applied in government employ. This study looks at the influential factors of cyber education in order to create a cyberspace where the public official can obtain information at a place and time convenient to them. This will provide a chance to activate cyber education effectively. The hypothesis was approved through multiple regression analysis was executed in order to explain and predict the relationship between influential factors and cyber education effects. The results of the study show the influential factors of education effect as follows: - the instruction design and contents factors such as interesting educational contents, interaction between leamers and teacher, and positive instruction, all had an important influence. - the learner factors, such as a desire to leam, motivation, and interest in the lesson, also had a significant influence. - the environmental factors such as systematical basis and support, atmosphere, and consideration of others had a large effect on the education effect.

미국과 영국의 도서관$\cdot$정보정책위원회 조직과 활동에 대한 분석 (Analysis on the Organizational Structure and Activities of Library and Information Advisory Committee in USA and UK)

  • 미국의 '국가문헌정보학위원회'(NCLIS)와 영국의 '도서관ㆍ정보위원회'(LIC) 그리고 이 기구가 통합ㆍ개편된 '박물관ㆍ기록보존소·도서관위원회'(Resource)의 기능ㆍ조직구성 ·활동 등을 분석하였다. 분석 결과, 별도 법률에 의거한 대통령 직속의 독립기관인 미국의 NCLIS는 관련 정부기관과 의회에 대한 강력한 자문기능을 수행함으로써, 정부정책의 집행기능을 담당하는 IMLS와 함께 미국 도서관ㆍ정보서비스 향상의 견인 역할을 하고 있다. 또한 영국의 LIC와 Resource는 문화ㆍ매체ㆍ체육부 산하의 위원회임에도 불구하고, 정부 재정부담에 의거한 활발한 정책연구와 자문활동을 통해 영국 도서관 발전에 크게 기여하고 있음을 밝힘으로써, 우리나라 자문기구의 법제화에 시사점을 제시하고자 하였다.
