Exploring the Relationships between Adolescents' Perceived Achievement Goals, ICT Use in Education, Academic Achievement, and Attitudes toward Learning

  • Perceived control and use of Information and Communication Technology (ICT) has long been known as important aspects of students' achievement. The purpose of this study was to explore the relationship between adolescents' perceived achievement goals, their Individual ICT use, ICT use for government-sponsored educational programs on television or the Internet, academic achievement and the attitude toward learning. Most previous research has employed cross-sectional data analysis using relatively small samples. For this purpose, this study used the datasets of the Seoul Education Longitudinal Study (SELS 2011) from Seoul Educational Research & Information Institute. We analyzed structural equation modeling (SEM) a nationally represented sample (4,346 eighth-grade students). The results of this study showed that students' perceived achievement goals had a positive relationship with their individual ICT use, and their use of ICT programs for government-sponsored educational programs on television or the Internet. Also, students' individual ICT use had a positive relationship with their achievement, but ICT use for government-sponsored educational programs on television or the Internet did not have a significant relationship with their achievement. That is, students' individual ICT use mediated the relationship between their perceived goals and academic achievement. In addition, results indicated that students' individual ICT use and ICT use for government-sponsored educational programs on television or the Internet had a positive relationship with their attitude toward learning. That is, both students' individual ICT use and ICT use for government-sponsored educational programs on television or the Internet mediated the relationship between their perceived goals and their attitude toward learning.

A Comparison of Government Accounting Reform in Advanced Countries and South Korea and Policy Implications (선진국과 한국의 정부회계개혁 비교와 정책적 함의)

  • This study aims to compare the government accounting reform of advanced countries and South Korea and suggest policy implications for South Korea. The reform steps are structured down to institutional introduction, institutional formation and institutional stability. I researched the literatures on the government accounting system and compiled research materials from the Finance Ministries, Audit Offices, and Government Accounting Standards Boards websites of New Zealand, US, UK and South Korea. Analysis showed that advanced countries and South Korea have adopted accrual accounting systems which have provided more comprehensive and objective financial information. But the government accounting system of South Korea compared with those of advanced countries needs reform. The suggestions of this study include: expanding range of whole of government financial statements; giving coherence to the public accounting standards; adopting government audit system; and introducing accrual budgeting. However, there are differences between business accounting and government accounting and the differences are considered for government accounting reform.

  • As a form of online co-production, government crowdsourcing platforms have received growing attention from scholars and practitioners as a means of enhancing government-citizen co-production. This research aims (1) to introduce government leaders and managers to recent empirical research examining real-world cases of government crowdsourcing from different countries, (2) to systematically organize, analyze, and discuss the findings and implications of recent government crowdsourcing empirical studies, and (3) to provide government practitioners with evidence-based insights that could encourage informed decisions about how they design, implement, and evaluate government crowdsourcing platforms effectively and inclusively. Literature review is limited primarily to empirical works that rigorously examined real-world cases of government crowdsourcing. By focusing on a review of empirical research on crowdsourcing co-design and crowdsourcing design/government delivery platforms, this study discusses the key findings systematically and offers some insights and implications for leaders and managers seeking effective and inclusive design and implementation of government crowdsourcing platforms.

  • 사이버테러는 전세계적으로 시공간을 초월하여 동시다발적 공격이 가능하고 발생시각, 발원지, 침입자 추적 등이 어려우며, 한 곳의 피해가 다른 곳으로 대규모 확산이 우려되고 효율적인 차단 및 복구에도 어려움이 가중되고 있다. 이에 본 논문에서는 행정정보인프라의 불법침입에 대한 즉각적인 대응체계와 사이버테러의 사전 예방을 위한 정부고속망의 연결기관에 대한 보안정보제공 및 침해사고 공동대응 체제를 갖춘 정부차원의 정부정보공유분석센터의 효율적인 구축 방안을 제안한다.

  • The Sido.Saeol system, a local government information system cost too much for having been designed and developed during last four years but the effectiveness of this system is still open to doubt. Also maintenance cost is still too high and become increasing year by year. To find out the reasons and to suggest how to solve these problems, a service quality of an Sido Saeol system and the public servant's job satisfaction were investigated based on the Delone and McLean's updated IS success Model(2003). To investigate of the effectiveness of the Sido Saeol system, 8 variables are analyzed to test 3 main hypothesis. After all the analysis, we found that Sido.Saeol systems have many aspects to be improved for system use and job satisfaction and have to be revise in the aspects of system qualities.

  • This paper surveys consumer policies for the internet transaction in the developed countries. Recently the internet transaction has been witnessing a remarkable change represented by the rapid spread of "revolution of distribution". It cannot be, however, stated that internet transaction will dominates all the market places without enhancing consumer's reliability in the internet transaction. Many countries made an efforts to the consumer protection in order to develop infra-structure of information industry. We will soon discover a new paradigm that consumer protection is not a tool for development of cyber market but the goal itself. We survey the process of consumer policies discussed in the developed countries and study the point of prevailing arguments of the consumer protection in the internet transaction. The arguments discussed in OECD meetings are debatable, especially, to the degree of government intervention in the field of consumer protection between EU and US. In contrast of US insisted on the minimum intervention of the government, EU suggest the opinion of more aggressive role of government in consumer policy in the cyber market. This paper attempts to provide several guide lines of Korean consumer policy in the cyber market.

디지털시장의 시장구조와 제품판매방식

  • Expansion and enhancement of information and communication infrastructure can create a market closer to an ideal type for a perfect competition, utilizing a cyber space in the network (with the expanded usage of Internet and e-commerce) and it could be a market of a monopolistic form. The government can take one of the two approaches responding to this monopolization of the digital market. First, the government maintains laissez-faire policy since the monopoly cannot be maintained over a long period of time due to an increasing in the production, decrease in the price, profit resulting from this and rapid technology evolution. Second, the government can actively interrupt the monopolization of the digital market. Monopolization in a digital market can lead to a market failure. Unstable market structure and too much frequent merger and acquisition contribute to making the digital market very dynamic. Information goods exchanged in the digital market have the features of very low marginal cost required to copy the original product whereas its initial fixed cost is very high. This explains why the information products are not priced based on the existing marginal price determination principles and why companies producing them have various product sales strategies (price/product differentiation strategy, and other sales strategies).

  • Information technologies have been wide spread in the public sector, especially government administrative of office. Most of the Korean internal government, IT influence focused on the hardware and input system, not so fast realized, and don't have fundamental development less of business dimension. And now, the electronic document implementation efficiently satisfies the government's process and management through the reduction of manned working steps. This study suggested the elimination of old ragged custom based on paper document. inner basis environment composing for the using of electronic document and the introduce of digitized network tele-working system etc, for the highly execution of future digital management system.

The current status of research and development in electrical engineering of Korea

  • Korean government has created the organizations for the private research development, has increased the support in taxes and funds, and has promoted the simplification of administrative structure and the removal of unnecessary restriction for the settlement of the private enterprise-centered technical reformation system. The investment of the research and development of Korea was 2.17% of GNP and the number of researchers was 89,000 in 1992. Korean government will expand the investment of research and development by 3-4% of GNP until 1998 and reinforce the number of researchers by 140,000. For the timely supply of the technical information, which is expected to be a major industry base in the year 2000, Korean government has already started to invest and continuously increased key projects which are focused on the database architectures, information distribution systems, and organizations for the information dissemination.

The Impact of Development and Government Expenditure for Information and Communication Technology on Indonesian Economic Growth

  • Purpose - This research is aimed to investigate the impact of the Information and Communication Technology (hereinafter ICT) development index and ICT investment on Indonesian economic growth. Research design, data and methodology - The data used consist of ICT development index, government expenditure on ICT sector, and economic growth from 33 provinces in Indonesia from 2012 to 2015. Based on the Networked Readiness Index published by the World Economic Forum (WEF), Indonesia was ranked 80th among 142 countries in 2012 and had climbed 64th in 2014. This indicates that the businesses in Indonesia have adopted ICTs to increase productivity and expand their activities. Panel data regression analysis is performed to reveal the change of the impact over time in each of the provinces. Result - The ICT development index and government expenditure for ICT have a positive effect on the economic growth of all provinces, although the impact is different in each of the provinces. There is a digital gap between the provinces, especially the large digital gap occurring with DKI Jakarta. The provinces of Eastern Indonesia such as NTT and Papua are still relatively slow in development of ICT. Conclusions - ICT development index and allocation of local government expenditure for ICT have significant effect on economic growth. ICT development index has a bigger role in increasing economic growth.
