The e-Government and the E-Government Act established for its support provides a tool for online access of government information. This brought on many changes in the recordkeeping environment of public institutions, and also guarantees access of government information by the general public. The active disclosure of government information was re-confirmed through the Freedom of Information act that was amended in 2004, and through its contents that offer guidelines for administrative information disclosure and announcements (Prime Minister Orders No.422) As a result of this effort, Ministry of Culture and Tourism Cultural Heritage Administration provide real time update of their homepages with focus on key organizational policies and records. Such changes are expected to other various public organizations. In order for public organizations to accurately and efficiently provide information sources, and in order to provide the public with easy access to such information, development of public infrastructure along with e-Government metadata are necessary. Korea does not yet have e-government metadata that has been standardized, although "GILF Core Element" has analogous functions. However, GILS Core element has been developed without recordkeeping intent, and it has not been successful in establishing a connection with recordkeeping metadata. Therefore, in this study, criteria for e-government metadata are proposed.

  • Information technology(IT) has become the fourth major resource available to executives to shape and operate government and public organizations. Government and public organizations have managed the other three major resources for years : people, money, and machine. But today IT accounts for more than 10 % of the budget spent in the Korean government and public organizations. From an information resource management point of view, therefore, data and information, hardware and software, telecommunications networks, information systems personnel and other factors are valuable resources that should be managed for the benefit of the entire organization. This paper studied on the model of information resource management(IRM) architecture for government and public organizations and suggested a new generic model for IRM. The model is consisted of four basic architectures and each architecture includes several factors that should be managed for the benefit of the entire government and public organizations.

The study was conducted in Enrekang Regency, Indonesia, which, based on the results of the examination, the Supreme Audit Board reported the status of Disclaimer, Fair with Exceptions, and Fair without Exceptions for three years each. This study used a sample of 35 respondents, finance department employees who worked on local government financial reports. Descriptive quantitative data were collected using a questionnaire instrument, then with the assistance of the Program Solution and Product Statistics (SPSS) Program, data were processed to test hypotheses. The results showed that the use of management information systems based on information and communication technology (ICT) had a significant influence on the quality of local government financial reports. The findings of this study indicate that the application of ICT-based management information systems affects the accountability and transparency of local government financial reports. This finding is reinforced by the use of the principles of government agility in the form of government apparatuses that apply responsive dexterity, flexibility agility, and competency agility.

  • Information sharing is one of the key factors enhancing government efficiency and public convenience. However, critics argue that Korean government is now facing various kinds of barriers such as insufficient collaboration among agencies, inappropriate statutes, and technical problems. Thus, this study aims to develop policy alternatives that help resolve the existing problems suggested above. In order to achieve research objectives, this study employs both quantitative and qualitative methods as ways to investigate different dimensions of information sharing in government. Both survey and interview include six dimensions such as organization, technology, culture, management, policy and law. The results show that Korean government needs to implement following alternatives; developing its own database that helps support government decision making, changing organizational culture, continuous extension in terms of the number of object information and affiliated agency, and developing a statute dealing with government information sharing.

  • Government Publications are published to keep records of governmental activities and performances. In a rapidly changing information-oriented society, it is badly required for the operation system of government publications and a library to be effectively managed with government publications for satisfying 'right to know' of people and improving the obligation of government to 'let people know.' Accordingly, the purpose of this paper is to analyze such five research items as the situation of the publication and distribution of, government publications, the operation system of the publications in library, the number of publications regarding secondary information sources for the publications, and the legal deposit of the publications in the National Library, in order to proceed with a subject as to how much the government publication is satisfying 'right to know' of people. The research findings were suggested as follow : 1) Despite the fact that the publication of government publications has been gradually increased every year in numbers and kinds, it is unfortunately pointed out that the publications, distributions and sellings of them were not well organized and systematic. That is, the government publications had not been published more than 1.47% of all publications in number. Moreover, more than the half of the publications were non-periodically or annually published. To make the matter worse, it was not easy to get an access to the publications because of the publications not to be sold. 2) It a n.0, ppears that people could not use the publications efficiently because the library and administrative document office did not pay sufficient attention to public relations for all sorts of government publications. Not only that, there were not enough numbers of publications regarding such secondary information sources as bibliography, index and catalog. A speedy searching capacity for the information gave rise to another serious problem which the government publications could not be effectively used. 3) It is legally stated that all sorts of government publication should be deposited to the National Libraries. However, the law was not properly put into force because of lack of understanding of government agencies about the law.

  • E-Government refers to government to use ICT (information and communications technology) to work more effectively, share information and deliver better services to the public. With ICT, e-Government has increased transparency of governments. However even there has been much trial for transparency, corruption has been growing with the form of e-corruption. While external threats such as hackers and viruses can have serious consequences, currently most crime involving emerging technology is carried out by insiders i.e. employees in the e-government. Among the many tools being developed to fight e-corruption, there has been much focus lately on internal control system. So, South Korea developed and test-operated "Barum e-system" for internal control last year. This research establishes legal basis, information system link and privacy policy for settlement of this information system through legal review.

  • When people contact the government they can use a variety of channels. That is, they go in person to an office, use a telephone service, access information via the Internet, send a letter, or use a third party. Since the Australian Government first recognised the potential of online technology to improve service delivery in its 1997 Investing for Growth statement, it has articulated its policies and strategies for e-government in a number of papers. E-government involves government agencies delivering better programs and services online through the use of new information and communication technologies. The policy papers included Government Online-The Commonwealth's Strategy, launched in April 2000, and a new framework for e-government, Better Services. Better Government, launched in November 2002. Most recently, the Government released Australia's Strategic Framework for the Information Economy in July 2004. These papers outlined the broad directions and priorities for the future of e-government in Australia, and sought to maintain the momentum of agencies' actions under Government Online. One of its key objectives was for agencies to achieve greater efficiency in providing services and a return on their investments in ICT (Information and Communication Technology)-based service delivery. They also stated that investing in e-government should deliver tangible returns, whether they take the form of cost reductions, increased efficiency and productivity, or improved services to business and the broader community Implementation of the Government policy has led to considerable agency investment in ICT-based service delivery. However government policy also requires managers to ensure that program and service delivery is efficient and effective. Efficient and effective use of ICT has the potential to improve service delivery and to make financial savings. This paper outlines how people are using the channels to contact the government in Australia. It also examines the level of satisfaction they have with those services and their preferences and expectations. In addition, this paper aims at identifying the methods used by Australian Government to measure the efficiency and effectiveness of their delivery of services, and at assessing the adequacy of these methods.
