우리나라 정부간행물의 배포체계에 관한 분석 (Weaknesses in the Distribution System for Korean Government Publications)

  • 정부의 범위와 역할이 확대되고 그 활동내용이 다양해지면서 정부차원에서 생산되는 정보량도 지속적으로 증가하게 되었을 뿐만 아니라 정부가 생산한 정보는 국민이 국가정책을 이해하는데 중요한 정보원이 되고 있다. 이에 본 연구에서는 우리나라 정부간행물의 발간정책과 최근 발간경향을 살펴보았으며 정부가 생산한 정도의 합리적 배포체계를 위해 법적 제도적 기술적 측면에서 분석하였다.

국가보유정보의 효율적인 서비스 구축 방안에 관한 연구 (A study on the constructing strategies for the effective service of government information)

  • The purpose of this study is to provide some constructing strategies for the effective service of government informations aiming at enhancing the quality of public services and the competitiveness of government in case of Korea. The major suggestions of this study are as follows: First, the constructing strategies for the effective service of government informations should be implemented in the level of national government reforms. Second, the constructing strategies for the effective service of government informations are to drive at linking the related policies and the use of information communication technologies. Third, the constructing strategies for the effective service of government informations are should be based on the information superhighway project initiated in 1994. Fourth, the constructing strategies for the effective service of government informations are to drive at introducing the concepts of IRM(Information Resources Management) and emphasizing the concepts of information transfer. Fifth, the constructing strategies for the effective service of government informations are to drive at adapting the related new information technologies including Internet by a means to full joint utilization of information. Sixth, the constructing strategies for the effective service of government informations are to drive at the policy of full joint utilization of information linking through the private and public sector. Finally, the constructing strategies for the effective service of government informations are to drive at considering the linkage of other countries and international organizations.

정부포털 사이트 이용의도에 미치는 요인 - 모호성과 정부지원의 조절효과 - (An Empirical Study on User's Intention to Use Government Portal Sites: Moderating Effects of Ambiguity & Government Supports)

  • Government uses the Internet technology to create electronic Government(e-Government). E-Government is an on-going project, and it represents a strong intention of Korean government to make effective and smooth communication between Korean government and its people. To achieve this purpose, government portal sites is one of projects of e-government, being a common gateway for users to find information and to communicate with the government concerning many matters/any matter. However, user's attitudes and behaviors explaining why they intend to use government portal sites is a scant. Therefore, the main purpose of this study is to investigate empirically the determinants influencing users' intention to use government portal-sites. Starting with DeLone & McLean's Updated Information Success Model(2003), this study suggests three qualities(Information Quality, Systems Quality, and Service Quality) and two moderating effects(Ambiguity and Government Supports), which affect the perceived usefulness of government portal sites. Results show that the hypotheses were supported. The findings of the study suggest not only a new theoretical model for IS research, but also the important indicators of a successful usage of e-Government portal sites.

  • 정부정보는 한 국가의 국민으로 살아가기 위해서는 누구에게나 필요하다. 인터넷 보급으로 필요한 정부 정보에 보다 쉽게 접근하여 이를 이용할 수 있으며, 특히 전자정부 웹사이트를 통해 필요한 정부정보를 얻을 수 있는 길이 열리고 있다. 본 연구에서는 전자정부 프로젝트를 가장 잘 추진하고 있는 미국, 캐나다, 오스트레일리아의 전자정부에 대하여 조사해 보고, 한국의 전자정부에 대하여 조사하여 전자정부 웹사이트를 통해 보다 유용한 정부 정보를 찾을 수 있는 방법을 모색하여 보았다.

Critical Review of Government3.0 in KOREA

  • E-Government is an administrative innovation that utilizes information technology and is the most powerful means to strengthen government competitiveness. At this moment, countries around the world are continuously improving government competitiveness by continuously implementing government innovation through the implementation of e-Government. Many scholars argue that e-Government should be changed in response to the Fourth Industrial Revolution. Therefore, Korea adopted the government 3.0 instead of the e-Government and promoted the information policy. But the result was a failure. Korea was once a leading country in e-Government, but now it is falling due to government 3.0. The reason can be analyzed in various ways. First of all, over the past decade, Korea's e-Government has been neglected without obtaining the permanence of policy. And the Korea government pursued a new strategy under the name of disconnecting from the past and lost policy permanence. Therefore, future information policy, especially e-Government policies, should be pursued from a politically neutral point of view. The lesson of government 3.0 failure in Korea is clear. Regardless of the government's replacement & regime change, the information policy should be pursued with consistency.

국제조달시장의 전자무역 구현에 관한 연구 (A Study on the Implementation of E-trade in International Procurement Market)

  • It is very necessary to find how to develop international government procurement by analyzing functions and roles of information providing circumstance and existing total international government procurement information system. In addition, it would require to draw up a way of improving current international government procurement information system based on the problems of existing system. In this study, we analyze the current status of Korean international government procurement information system and give an idea of mutual cooperating with DGMARKET, a good example of international government procurement information system. As a practical method, cooperating with DGMARKET by building each countries' gateway will be very helpful in cost saving and providing information. It will also complement the limitation of Korean system's one way service. But supplying only international government procurement information is insufficient in realization of e-trade in international goverment procurement market. To settle these problems, treating international government procurement as a same field of trade and giving political support and incentive to company which hopes to participate international goverment procurement are absolutely needed.

한국 유비쿼터스 정부 서비스에서의 사생활 침해와 심리적 거리와의 관계 (The Relationship of Privacy Violation and Psychological Distance in Korean Ubiquitous Government Service)

  • Today the u-government services are becoming more personalized and intelligent. For the successful implementation of personalization, individual user's privacy concerns must be respected and taken care of. Based on the empirical survey results, this research summarizes the reluctance to the government's use of private information using six categories. We measure user's psychological distance toward e-government using the four levels, adopting the suggestions by the Proxemics. Since a positive correlation is Identified between people's psychological Intimacy toward e-government and their tolerance to the use of private Information, the amount and/or types of private information should be sequentially used in personalization systems. Initially allowing the least intolerable private information such as occupation information, the personalization system should additionally use the next tolerable Information such as health information or service request/interest information, as user's psychological distance toward government services becomes shorter.

전자정부 대국민 정보서비스 효율성 분석을 통한 벤치마킹 설계 (Design of the Benchmark through the Efficiency Analysis of Public Information Services of E-government)

  • The purpose of this paper is to develop an evaluation model for e-government system in Korea which is one of world best practices of e-government systems. We have presented a method to perform an efficiency analysis of each e-government service which in a component of e-government system in Korea and to establish a benchmark target for each e-government service. To do this, the output-oriented DEA(Data Envelopment Analysis) CCR model was performed for the selected 12 e-government public services of Korean e-government system in this paper. As a result of DEA analysis, first the internet civil appeal support service, the employment comprehensive information service, and the company support information service were evaluated as the efficient solutions among the 12 e-government public services. Second the remaining 9 e-government public services were evaluated as the inefficient information services which should be improved in terms of their service levels. Finally the benchmark targets for the inefficient e-government services were suggested to improve those inefficient systems through DEA analysis.

  • e-Government is an innovative phenomenon around the globe for refurbishing public administration. Research to date, however, has been deficient in empirical studies of the factors that emerge out of the interplay of structure and human interactions responsible for successful implementation of e-Government projects. From the perspective of structuration theory, this study examines and explains the impact of this interplay in the implementation of an e-Government system, eSeva for local administration at one of the Indian state, The results suggest that the success of implementation of e-Government projects can be conceptualized as the outcome of persisting constructive interrelationships among the human, programmatic and institutional elements of e-Government and the critical learning and adaptation as a result of efforts at the structuration level.

Public Perception on Transparency and Trust in Government Information Released During the COVID-19 Pandemic

  • A low level of transparency and trust in the release of government information during the COVID-19 pandemic could decrease the chance of success in handling the coronavirus outbreak. This worldwide pandemic has damaged not only human health but also created an economic and social crisis. Indonesia is no exception. Unfortunately, an analysis of a mixed-method survey of 500 participants found that public perception of transparency in the government's release of COVID-19 information is still at a low level. This perceived low level of transparency generates minimum trust in the information. Only 8% of participants trust the government's information regarding the virus. Even though the Indonesian government launched an official website, www.covid19.go.id, which is intended as a primary source of valid information about COVID-19 in Indonesia, most survey participants had never used the website. However, contrary to the low levels of perceived transparency and trust, most participants said that the messages from the government are clear and easy to understand. This contradiction resulted from skepticism toward the government. Therefore, this research presents a better understanding of how the level of transparency and trust is also related to the level of skepticism of the government.
