  • Integrated Social Welfare Management System is an information system that comprehensively manages information and services regarding diverse welfare benefits provided by the government. It is designed to improve efficiency of social welfare administration and the service delivery system. The system is found to have significantly contributed to efficiency of the welfare delivery system by reducing the workload of public officials who are responsible for welfare administration in local governments and changing the way they work for the better. This study analyzes the costs and benefits of the Integrated Social Welfare Management System and describes what it has achieved for the provider and recipients. The system has enhanced efficiency of the welfare delivery system and enabled case management, the function social welfare public officials are supposed to do. Ultimately, the system will play a key role in building a consumer-centered welfare administration environment in the future.

  • Korea's main manufacturing industries, which have led its economy for the past three decades, are faced with a serious downturn and loss of competitive advantages due to the current economic depression, China's rise, and the drop of oil prices. Korean business firms must adopt the paradigm shift in their value strategies, along with a government-led industrial restructuring in order to gain sustainable competitive advantages. Business firms allocate their limited resources between value creation and value appropriation, however, what effect does strategic emphasis on value creation versus value appropriation have on a business firm's financial performance? This paper empirically addresses this issue by examining the effect of shifts in strategic emphasis on stock return. Furthermore, this study examines appropriate choices of strategic emphasis to gain differential financial performance. The data set used in this regression analysis comes from the KISLINE database of NICE Information Service. The variables that form the basis of this analysis are stock return, ROA, and Strategic Emphasis [(advertising expenditures-R&D expenditures)/assets]. The interactive effect with situational factors regarding the firm and the type of technological environment in which the firm is operating was also analyzed. Our results show that investors acknowledge a shift of strategic emphasis as a sign of stock valuation. In comparison to US, Korean business firms have weak value creation capabilities in high-technology industries, and weak value appropriation capabilities in low-technology industries. This proves Korean firms are fast followers in the global market. Our findings suggest that Korean firms have to adopt a balanced value strategy, nurturing value creation and developing value appropriation for overcoming the current economic downturn and becoming a first mover in the dawn of "Industry 4.0."

  • Strengthening the competitive edge of SMEs has become one of the most important economic issues in Korea as the bipolarization between large firms and SMEs has deepened. Accordingly, small innovative firms (referred as 'venture firms' in Korea) attract keen attention both from policy makers and academia. Also, we can sufficiently observe how the growth environment for venture firms has evolved, since it has been almost ten years after the Korean government started its support policy for venture firms. Considering this, now is the appropriate time to carry out an analysis of venture firms. From this point of view, this study looks at growth factors for venture firms to draw out policy implications. The empirical analysis shows interesting results. Firms with the following features all showed higher growth rates: firms with high R&D intensity, younger firms, bigger firms, firms using more policy loans, and firms located within and around the Seoul region. However, the empirical analysis has some limitations. The data used in the study is limited in terms of firm information and so there are some insufficiencies. Thus it is of great importance to compile the required data on firms to enable further in-depth studies.

  • Park Tae-Joon, a pioneer in the Korean steel industry, has greatly influenced the advancement of science and technology as well as the development of the nation's economy. He believed that POSCO, which was a government-owned company, should not only focus on making profits, but also operate for higher state-level purposes. This belief became the basis for founding a general laboratory and a research university, as well as building big science and technology R&D facilities. Park Tae-Joon's efforts to establish a research university and his dedication to the advancement of science education stemmed from his devotion to public welfare. Just like he believed that the steel industry, which is the basis for all other industries, should be promoted at the state-level, he believed that university and basic science should also be promoted at the state-level. Thanks to his philosophy, the Pohang University of Science and Technology has risen beyond just a polytechnic school to become a research university that makes revolutionary science and technology advancements for the nation. The fact that Park Tae-Joon used profits from business to build the university and national research facilities such as the Pohang Light Source also shows that he nurtured pure science with the welfare of the whole nation in mind.

  • Plant factory was started in Europe in the 1960. Thanks to the development of seeds science, nutrient study, environment control technology and automated systems, it has developed into the form of full artificial light system. In recent years, productivity of plant factory has increased with the convergence of ICT. An interest in plant factory has increased with several outstanding achievements. • In the Korean electricity supply structure, the role of nuclear power generation is essential. But, the delaying of radioactive waste management program induces negative impact to the stable electricity supply. Despite the continuing endeavors of Korean Government and nuclear power industry, radioactive waste management program of Korea is experiencing a continuing setback. In this background, the study examined the past and current policy and recommends that; Long term safety assurance should be the prime objective of radioactive waste management; Siting process should be transparent and opened to the public with the involvement of safety regulatory authority; A new neutral organization which has no conflicts of interest with any other existing organizations should be established to coordinate and manage the R&D programs.

  • In this study, we established the process for collecting and utilizing video scripts of disaster site based on public-private partnerships. It is for the purpose of actively utilizing private capabilities in disaster management, and quickly sharing video scripts to identify field conditions. Based on the experience of actual operation of public-private partnerships system in the event of typhoon in 2019, we also derived implications for continuous operation of the process. Results are meaningful in that the government established the process for collecting and utilizing video scripts through public-private partnerships during the initial disaster response phase. And we also confirmed the possibility of spreading positive perception of disaster management organizations. However, there is a limit to the actualization and practical use of performance as an experimental pilot operation in the R&D stage. In addition, for continuous operation of the system, it is necessary to prepare institutional support measures such as organization, infrastructure for operating, programs of education and training, and policy making.

  • The recent trend in technology development is characterized as technology convergence, mainly between IT, BT and NT and also more and more industries are starting to use several technologies simultaneously or in a combined way theses days. As a result, the needs on technology interaction analysis is increasing for strategic technology management and policy-making. Responding to the needs, this research deals with technology innovation process in terms of technology competition, particularly focusing on the 17 new growth drivers in 3 areas, which has been announced by the Korean government as a new growth vision for Korean economy, and analyzing their co-evolutionary process. For the analysis, patent data, a representative data on technology innovation, is adopted. Then, Lotka-Volterra Competition model, a model frequently used to describe the dynamism of competitive innovation is applied to the data. The research results are expected to support strategic decision-makings such as effect policy-making or R&D priority-setting, by analyzing the relationship between the 3 areas, the 17 new growth drivers, or the particular technologies in the drivers.

  • All countries of the world have been spurring foreign direct investment consistently for securing of economic growth and growth engines, and Korea is no exception. Korea has been stimulating investment of high quality through various political support and the government has been publicizing it as an achievement. Based on the most of previous studies analyzed the results of foreign direct investment only on the view of domestic economy, this study supposes that foreign direct investment influences positively on management and innovation performance on companies, and evaluated effects of foreign direct investment by using Propensity score matching method. Analysis shows that foreign direct investment has positive influence on management and innovation performance before matching them. However, after matching them, the most statistical significance disappears. Consequently, foreign direct investment has limited effect on company's performance comparison on initial assumption. 'This study indicates that incentive policy of foreign direct investment would need to be amended, because effect of incentive policy was limited for firm's performance.
