ICT converged smart factory started from German Industry 4.0 has been the driving force for the $4^{th}$ Industrial Revolution and the center of manufacturing innovation for major industrial countries. It will be developed according to industry characteristics of each country. Korea is relatively later than other competing countries in the smart factory area. So, the government is establishing related policy and tendering all sorts of supports for smart factory mainly to the small and medium-sized enterprises to spread over the manufacturing industry. It is necessary for government to categorize among similar manufacturing industry and make them share digitalized production information mutually. It will be more effective method for securing global competitiveness than the uniform support. Also, large companies need to establish cloud based production forecasting system over similar industry and share it with other companies rather than expansion of individual smart factory. Mutual development in the manufacturing industry will be realized when the small and medium-sized enterprises and large companies take part in the cooperating ground of smart factory.
Objective: The objective of this study is to investigate the tendency of research in relation to childcare curriculum for 0 to 2 year-olds, and then to analyze and understand the results of precedent research about the status of the operation of Childcare Curriculum. Methods: The analytic data utilized in this research contains a total of 45 research results about childcare curriculum for 0 to 2 year-olds. Results: First, the research methods were focused on quantitative research. Regarding research topics, the status of the operation of Childcare Curriculum, and contents and programs of Childcare Curriculum received high attention. Second, while, childcare teachers showed an awareness of the Childcare Curriculum, they made few efforts to investigate and understand it in depth. It was reported that a lack of multiple support systems would serve as an obstacle to the operation of Childcare Curriculum. Conclusion/Implications: There is a need for childcare centers, academic circles and the government to pay an even greater deal of attention to the childcare curriculum for 0 to 2 year-olds. In addition, structural and policy support is required, such as revitalizing case-based teacher training, lowering the ratio of teachers to children, and improving working conditions for infant teachers.

The purpose of this study is to guide in providing quality services to meet the needs of married immigrants and their families. The researched agencies in this study were 14 public agencies and local government agencies, 21 married-immigrant family support centers, and 11 community social welfare centers located in the Seoul and Kyung-Gi areas. The program was categorized by the participating researchers, SPSS WIN 12.0 was used to calculate frequency, percentage and average then cross-tabulation was initiated. The results of the study are as follows: 1) The married-immigrant family support centers provide dominant services compared to public agencies and local government agencies, and community social welfare centers are located in the region of Seoul and Kyoung-Gi in the service areas of education, counseling, culture, child care and protect, support group and network. 2) All agencies provide service targeted to married immigrant women and their children 3) Three different types of agencies are mainly focused on providing Korean education programs. Married-immigrant family support centers and community social welfare centers are focused on providing computer skills programs. Public agencies and local government agencies are focused on providing vocation-oriented education. 4) Married-immigrant family support centers were investigated to service to the needs of married-immigrant families through networking with their neighboring communities.

The objectives of this study were to (a) examine the users' characteristics of both government-dominant and non-governmental food bank programs, (b) understand the supporting quality of the food bank program, and (c) analyse the effectiveness of the programs from the users' perspectives. The random samples of 120 food bank operators were selected by proportionate stratified random sampling method and from each food bank, 3 users were selected for the survey. A total of 205 users were participated in this survey. The main results of this study were as follows; Average profile of food bank users were 58 year old, female, livelihood protectee ($56.6\%$). Food assistance frequency were mostly once a week ($34.1\%$), and everyday ($22.4\%$). The survey also showed that non-governmental food banks delivered the food directly to the $42.7\%$ of users, otherwise the users of government-dominant ones went to the food bank to receive the foods. Most of the donated foods were cooked food ($50.0\%$), and the users also wanted to receive that kinds of food. Saving food expenses ($55.6\%$) and overcoming hunger ($16.6\%$) were found as the effectiveness to the users.
Carbofuran was incubated for four weeks in three differenf types of paddy soil samples at 25$\circ$C. The soil samples prepared in the present study were as follows: control soil, 3% cellulose added soil and 10% cellulose added soil. The degradation rate of carbofuran significantly decreased by the addition of cellulose to soil(p<0.05). The initial pH of soils was 5.0. After incubation for four weeks, the pH of 10% cellulose added soil sample was lower than those of control soil and 3% cellulose added soil. According to increased organic carbon content of the soil, redox potentials of soils decreased. The decreased degradation rate of carbofuran in 10% cellulose added soil was related to the highly negative redox potentials in contrast with the oxidised conditions of control soil and 3% cellulose added soil.
In this research, food waste source reduction model for apartment was investigated. In spite of prohibition of direct landfill of food waste and continuous efforts made by government and local government, food waste production increases steadily. Recycling ratio of the food waste increases every year, but its products have many problems like low quality, stability, salt, odor etc. Household occupies 63.3% of whole food waste production and this is subject to be a key factor to control food waste. We surveyed S apartment in Kwangju city as a model case, in which administrative office and women's association adopted clean plate eating, separation of raw food waste and earth worm composting as a series of method for source reduction and recycling inside the apartment. With the help of residents' participation and practice, food waste production decreased 15.6% from 0.31 g/capita/day in 2007 to 0.26 g/capita/day in 2009 (domestic average 0.30 g/capita/day). Separation of raw food waste and its composting using earth worm were very effective, and were subject to resolve the problems of present food waste treatment technologies. And earth worm composting was very useful in environmental, economical, societal and educational aspects. Instead of economical incentive, educational programs about food value, environmental problem and critical method for food waste separation were more effective for promotion of source reduction. From the analyses on the process and success factors in this model, we could conclude that leader's role was one of the key factors for the settlement of source reduction, and that was to understand the seriousness of the food waste and to seek solution, to test techniques, and to practice by oneself. Furthermore, networking and collaboration among residents, local government, NGO and local press promoted residents' participation, and it was through various education and investigation. Finally, source reduction and self recycling model of food waste in the apartment, that applies separating raw food waste and earth worm composting based on the collaboration among residents, local government, NGO, and local press, should be disseminated, and environmental policy also should be changed to make it possible.

The research results reported herein had the objectives to understand and analyze the present problems of saemaeul woodland joint cattle grazing system in Kang Won Do and to take steps of improvement. The study results on actual management conditions, problems analyzed and improvement plan of total 208 joint cattle grazing area which was established 105 area in 1981 and 103 area in 1982 were summarized as follows: 1. the effectiveness of joint cattle grazing projects 1) Average daily weight gain of cattle during joint cattle grazing period was 0.4kg, showing higher daily than the conventional feeding of 0.33kg. 2) Increase of total farm income over the conventional feeding system were \1,031,357,320 during the grazing period from May to October in 1982 by adapting the 208 joint cattle grazing system, of which effectiveness of weight gain was \293,075,300 and labor saving was \543,838,750. 3) According to the results of questionaire investigation from 208 joint cattle grazing area, effectiveness of joint cattle grazing system over the conventional system were (1) labor saving, (2) feed cost saving, (3) reduced diseases, (4) increase of number of feeding, (5) inspiration of joint endeavor, (6) effect of more gain, (7) easiness of feeding and feed cost savings. 2. Problems of joint cattle grazing system. 1) Shortages of grass were a problem at second year of joint cattle grazing period due to the low regrowth rate of wild grass. 2) Proper land for woodland joint cattle grazing is belonging to land of Government ownership and it is very hard to get the permission from office of forestry for cattle grazing purpose. 3) It is also difficult to find a proper time of breeding in grazing area by the difficulty of estrus detection. 4) There are a difficulty to give a proper vaccination and medical examination for the grazing cattle. 3. Improvement plans for woodland joint cattle grazing projects. 1) Obtain sufficient roughages by hoof cultivation and oversowing pasture from the second year of joint cattle grazing period. 2) In order to increase the beef production and to use for a calf production area, Government should arrange that all proper grazing land of Government owned in Kang Won Do convert into woodland joint cattle grazing area. 3) Make a good reproductive record by mixed grazing with a excellent breeding cow in a remote area. And carry out the collective artificial insemination with synchronous puberty induced by injection of puberty stimulation hormone. 4) Make a preventive injection for blackleg, twice medication of fasciola hepatica in a year, and spray and medication of tick insecticide. 4. A policy towards upbringing of woodland joint cattle grazing area. 1) Government should thoroughly investigate about a proper land for woodland joint cattle grazing from all forests. 2) When the area is suitable for the woodland joint cattle grazing, though it is national forest or restricted area, government should make it possible to establish a grazing area. 3) On the proper land foe joint cattle grazing in the remote place, Government should support for the road construction and electric fence equipments by using of national funds. 4) There should be an administrative consideration for well promotion of the project that make woodland joint cattle grazing suitable to the characteristics of Kang Won Do. 5) In order to improve the reproduction record, Government should reform the insufficiency of artificial insemination in the joint cattle grazing area. 6) In order to maintain a proper price of cow, Government should carry out the price plan. 7) When there is any request for grassland formation in the woodland joint cattle grazing area, Government should permit it with preference.
With the request for the advent of new engine toward economic growth, the issue regarding public-owned data disclosure has been increasing. The Korean governments are forced to open public-owned data and to utilize them in solving the various social problems and in promoting the welfare for the people. In contrast, due to the distrust of the effectiveness for the policy, many public owned organizations hesitate to open the public-owned data. However, in spite of communication gap between the government and public organizations, Ministry of Government Administration and National Information Society Agency recently planned to accelerate the information disclosure. The study aims to analyze the perception of the public organization for public data utilization and to provide proper recommendations. This research identified mutual weights that the organization recognize in opening and sharing the public data, based on benefit, opportunity, cost, and risk. ANP decision making tool and BOCR model were applied to the analyses. The results show that there are significant differences in perceiving risk and opportunity elements between the government and public organizations. Finally, the study proposed the ideal alternatives based on four elements. The study will hopefully provide the guideline to the public organizations, and assist the related authorities with the information disclosure policy in coming up with the relevant regulations.

In order to investigate the pathogenicity and development of differential identification technique in the Yersinia species and other entericbacteria, we isolated 5 strains of Y.pseudotuberculosis from spring water sites in Seoul. The biochemical characteristics of isolated strains revealed that indole, VP($25^{\circ}C$, $37^{\circ}C$), $H_2S$, phenylalanine, lysine, arginine, ornithine, gas from glucose, lactose, sucrose, sorbitol, oxidase and motility($37^{\circ}C$) were all negative and urease, glucose, mannitol, salicin, catalase and motility($25^{\circ}C$) were all positive. To detect the causative agent of pseudotuberculosis(Y.pseudotuberculosis), we carried out a study using a PCR with inv primers complementary to the pathogenic region and found that all strains were positive, this revealed that strains from spring waters were pathogenic. Also 16S rDNA for total 5 strains of Y. pseudotuberculosis were amplified and a stretch of approximately 1,450 nucleotides were sequenced and analyzed. The 16S rDNA nucleotide sequence homologies among Yersinia species ranged 97.5% to 100% and between Y.pseudotuberculosis and other entericbacteria they ranged 93.0% to 95.1%. The Phylogenetic tree generated from the sequence analysis of the 16S rDNA gene showed 3 coherent clusters that could be separated into Y.pseudotuberculsis strains, some Yersinia species strains and other entericbacteria strains.
In the present study, we collected the information of the 18 major food safety incidents and conducted a delphi survey with 10 experts to analyze the effect of difference between terms used in reporting of the major food safety incidents on risk communication. In the result of the analysis of information from the major food safety incidents, discord of terms used from government, local government, media and consumer groups had a tremendous effect on the socioeconomic losses and caused the expansion of the incidents. The survey with 10 experts showed that there was a high correlation between the difference in ripple effect of reporting terms and the difference in reporting terms. A correlation coefficient was 0.865. Therefore, ripple effect of incidents was significantly affected by reporting terms and we concluded that standardization of term is necessary in reporting of the food safety incidents. These results can be used as a basic material for successful risk communication among the government, enterprises and consumers.
