Global Purchasing and Ordering Environment using Agent Technology (에이전트를 이용한 글로벌 구매 외주환경의 구축)

  • The objective of this research is to construct and build a software platform to enable collaboration among enterprise headquarters, product designers, software engineers, manufacturing plants, and suppliers which are locate at different remote locations via internet. In specific, agent technology is adopted as a software vehicle to automate demand and supply process in the internet environment. Agents are programs that act on behalf of their human users to perform laborious tasks such as information locating, accessing, filtering, integrating, adapting and resolving inconsistencies. Global competion is forcing the present day industry to produce high quality product more fast and inexpensively. In Korea, most labor-intensive industries have moved to China and other Asian countries for cost reduction. The need for fast information exchange has increased among the remote locations for the cooperation and coordination. In this research, a virtual global purchasing and ordering system will be constructured that distributes production schedule among remote places, acts as a bridge between the headquarters and manufacturing plants, distributes tasks and collates different solutions between demand and supply using agent. The external communication protocol takes HTML format, internal message handling requires SGML for document exchange, and KQML for agent implementation. The expected benefits will be : reduced cost of real-time information exchange, realization of global manufacturing environment, the maximum utilization of internet for the enterprise data exchange.

A Study on the Characteristics of Combustion and Performance by Changing Temperature in Diesel Fuel (디젤연료 온도변화가 기관성능 및 연소특성에 관한 연구)

  • Recently the global warming caused by greenhouse gas has emerged as a global environmental problem. For this reason the continued efforts to reduce greenhouse gas emission by international cooperation and each country are in progress. Climate changing has been recognized as the world economy development from fossil fuel use is the culprit. The international maritime organization marine environment protection committee of the global warming reduction emerged restrictions on air pollution have been strengthened. Therefore, the author has investigated the effects of fuel temperature on the characteristics of combustion and performance, using an four-cycle, six cylinders and direct injection diesel engine. The results of cylinder pressure, rate of pressure rise, rate of heat release and specific fuel consumption were increased by changing of fuel temperature.

  • Although the research on electronic commerce is plentiful, there is little empirical research related to Web-Based Shopping Systems (WBSS). This is especially so in global electronic commerce circumstances. WBSS are the fastest growing segment of digital economies and are perceived as driving forces of electronic commerce in terms of global markets and digital business. Using WBSS, organizations have a new chance of their business evolving successfully as global marketers. This paper develops a unified model to assess the diffusion of WBSS. Factors that impact WBSS diffusion are identified and analyzed as the basis for empirical testing. A set of propositions is developed that allows operationalization of the model. The ultimate goal is to provide the new research insights for the academic circles and the practical guidelines for organizations wishing to undertake WBSS.

New Obligations of Health Insurance Review and Assessment Service: Taking Full-fledged Action Against the COVID-19 Pandemic

  • In 2020, the coronavirus disease 2019 (COVID-19) pandemic has caused unprecedented disruptions to global health systems. The Korea has taken full-fledged actions against this novel infectious disease, swiftly implementing a testing-tracing-treatment strategy. New obligations have therefore been given to the Health Insurance Review and Assessment Service (HIRA) to devote the utmost effort towards tackling this global health crisis. Thanks to the universal national health insurance and state-of-the-art information communications technology (ICT) of the Korea, HIRA has conducted far-reaching countermeasures to detect and treat cases early, prevent the spread of COVID-19, respond quickly to surging demand for the healthcare services, and translate evidence into policy. Three main factors have enabled HIRA to undertake pandemic control preemptively and systematically: nationwide data aggregated from all healthcare providers and patients, pre-existing ICT network systems, and real-time data exchanges. HIRA has maximized the use of data and pre-existing network systems to conduct rapid and responsive measures in a centralized way, both of which have been the most critical tactics and strategies used by the Korean healthcare system. In the face of new obligations, our promise is to strive for a more responsive and resilient health system during this prolonged crisis.

  • Games such as sports, RTS, RPG, which teams of players play, require advanced artificial intelligence technology for team management. The existing artificial intelligence enables an intelligent agent to have the autonomy solving problem by itself, but to lack interaction and cooperation between agents. This paper presents "Level Unified Approach Method" with effective role allocation and autonomy in multiagent system. This method allots sub-goals to agents using role information to accomplish a global goal. Each agent makes a decision and takes actions by itself in dynamic environments. Global goal of Team coordinates to allocated role in tactics approach. Each agent leads interactive cooperation by sharing state information with another using Databoard, As each agent has planning capacity, an agent takes appropriate actions for playing allocated roles in dynamic environments. This cooperation and interactive operation between agents causes a collision problem, so it approaches at tactics side for controlling this problem. Our experimental result shows that "Level Unified Approach Method" has better performance than existing rental approach method or de-centralized approach method.

Implementation of Precise Drone Positioning System using Differential Global Positioning System (차등 위성항법 보정을 이용한 정밀 드론 위치추적 시스템 구현)

  • This paper proposes a precise drone-positioning technique using a differential global positioning system (DGPS). The proposed system consists of a reference station for error correction data production, and a mobile station (a drone), which is the target for real-time positioning. The precise coordinates of the reference station were acquired by post-processing of received satellite data together with the reference station location data provided by government infrastructure. For the system's implementation, low-cost commercial GPS receivers were used. Furthermore, a Zigbee transmitter/receiver pair was used to wirelessly send control signals and error correction data, making the whole system affordable for personal use. To validate the system, a drone-tracking experiment was conducted. The results show that the average real-time position error is less than 0.8 m.

  • This paper aim to find activities related to science and technology in the field of Official Development Assistance in Korea and to research its meaning. In order for Korea to achieve greater results through international cooperation in science and technology and ODA, it seems to be the primary task to establish a foundation for collecting social opinions. In other words, when civil society and the private sector are not willing to participate, international cooperation has many limitations in achieving substantial benefits because it embodies the problem of domestic politics. And the science and technology ODA will be a factor considered to be more important variable in the international political order in which multiple actors such as supranational organizations and social organizations play a role in the multi-layer.

  • The Korean government has been implementing diverse policies with programs to generate better outcomes and results of university-industry collaboration since 1990s. In this paper, we analyze the effect of universities' competency factors on the performance of technology commercialization and start-ups respectively. We employ multiple regression models using 154 data sets from university information posting system of the Korean Council for University Education. Through conducting statistical analyses with diverse data manipulations, we obtained a high degree of significance on hypotheses, and also could compare mutual differences between the effects of university competence on technology commercialization and start-ups. The technology transfer and commercialization specifically depends on professors' patent applications and technology holding company, while start-ups does professionals in industry-university cooperation. We suggest government to spur on the ongoing customization of university-industry collaboration policy, and university to properly cope with global atmosphere changing from ivory tower to academic capitalism and start-ups promotion.

A Case Study of SW Expert Training Platform Based on International Cooperation: HRD Center in Cambodia

  • In recent years, international cooperation has become important not only at the humanitarian level but also at the socio-economic level. As a result, major foreign countries are increasing capital-intensive international cooperation. In this environment, Korea needs to look for differentiated international cooperation plans centered on sustainable talent cultivation and move away from capital-based international cooperation. In this study, we analyzed the case of HRD (Human Resource Development) center in Cambodia as an international cooperation model between industry-academia-college for training software (SW) workforce. The HRD Center in Cambodia is an educational institution that fosters SW talent and can be viewed as an international cooperation model that can influence the ICT industry in Cambodia as an educational platform. In fact, 190 people who have been hired so far have entered various fields. 97% of graduates have been satisfied with HRD center and 90% of them are willing to recommend the center. In particular, as highlighted in the case study, the HRD Center has had a positive effect on not only cultivating self-initiated learning-based SW talent, but also formulating positive image of Korea and Korean companies thereby facilitating entry into the global market. The HRD Center in Cambodia has developed a virtuous cycle of fostering human resources, providing education, advancing industry and building a cooperative network. Korea has transformed into a platform for international cooperation and human resource development and education by providing active support and aid. This case study will be utilized as a new model of international cooperation with SW expert training platform for Korea.

  • ETRI has been developing the Ka-band Antenna subsystem for COMS(Communications, Ocean, and Meteorological Satellite) which will be launched at the end of 2008. The antenna subsystem employs the two parts: East Panel and West panel of spacecraft. ETRI in cooperation with domestic companies are under design phase for the antenna subsystem development. This paper focuses in the Ka-band reflector pointing error analysis to verify the antenna subsystem performance specification, especially EOC gain variation etc. The analysis performed is that induced by reflector surface deformation as a result of thermo elastic distortion. Beam pattern variations are verified by the use TICRA
