  • This study develops an approach to assign numbers of facilities (rectangular shape) in a given plant and compares the test results by proposed approach with those by approaches in the literature. An improvement approach is proposed to minimize material handling cost given initial layout. Like popular heuristic approaches, the developed heuristic approach employs interchange routine to improve material handling cost in current layout. Horizontal interchange and vertical interchange procedures are applied to obtain better solution. Also, it is possible to rotate facility layout when the sizes of both facilities are same. However, the proposed approach generates good solutions without shape distortion. That means the shape of facilities remains rectangle in the final solution. In addition, the improve approach can find global optimal solution from local optimal solution by applying Tabu search technique. Based on 25 test problems in the literature, we obtained better solutions than other facility layout approaches in the literature when there are many facilities.

  • Recently, ASEAN is not only a new production base but also a consumer market for Korea, and interest in the utilization of production networks in each region is increasing. In particular, urbanization in ASEAN countries is progressing at a relatively fast pace. Each country is promoting smart city projects combined with ICT to improve outdated basic infrastructure facilities such as housing, transportation, logistics, crime prevention, and disaster prevention. The purpose of this study is to develop a web-based smart city export HUB platform so that companies with excellent domestic smart city solutions can participate in smart city construction through networks with ASEAN countries. These platforms can secure the demand for smart city construction in ASEAN countries, and through the establishment of the Korea-ASEAN public-private network, smart cities planned in ASEAN countries can be promoted more innovative. In addition, it is expected to be positioned as a Global smart city platform model by applying to real cities through collaboration with excellent domestic companies.

  • To achieve the national goal of "2050 Carbon Neutrality" in the era of the climate crisis, it is important to support the decarbonization of ports, which are the vital node of the global supply chain. Following the establishment of the concept of port's decarbonzation, this study reviewed the obstacles and solutions to port decarbonization through literature research. Furthermore, the goals and strategies for decarbonization implementation of world major ports were examined through case analysis, and the level of decarbonization implementation of the five Korean major ports was quantitatively evaluated using a performance-based score measurement method. As a result of the analysis, the level of decarbonization of Korean ports is generally far behind that of advanced countries. In particular, measures for environment-friendly inland transportation, future alternative fuel bunkering facilities, and various market-based incentive policies are needed. As a policy task for the decarbonization of Korean ports, first, the necessity of establishing a emission inventory, monitoring, and reporting system and the disclosure of related information, second, the mixing strategy of various greenhouse gas reduction measures, and third, the increase in the proportion of renewable energy at ports were suggested.

  • NSS (Navigation satellite system) provides the information for determining the position, velocity and time of users in real time using satellite-networking, and is classified into GNSS (Global NSS) and RNSS (Regional NSS). Although GNSS services for global users, the exactitude of provided information is dissatisfied with the degree required in modern systems such as unmanned system, autonomous navigation system for aircraft, ship and others, air-traffic control system. Especially, due to concern about the monopoly status of the countries operating it, some other countries have already considered establishing RNSS. The RNSS services for users within a specific area, however, it not only gives more precise information than those from GNSS, but also can be operated independently from the NSS of other countries. Thus, for Korean RNSS, this paper suggests the methodology to design the satellite constellation considering the regional features of Korean Peninsula. It intends to determine the orbits and the arrangement of navigation satellites for minimizing PDOP (Position dilution of precision). PGA (Parallel Genetic Algorithm) geared to solve this nonlinear optimization problem is proposed and STK (System tool kit) software is used for simulating their space flight. The PGA is composed of several GAs and iterates the process that they search the solution for a problem during the pre-specified generations, and then mutually exchange the superior solutions investigated by each GA. Numerical experiments were performed with increasing from four to seven satellites for Korean RNSS. When the RNSS was established by seven satellites, the time ratio that PDOP was measured to less than 5 (i.e. better than 'Good' level on the meaning of the PDOP value) was found to 94.3% and PDOP was always kept at 10 or less (i.e. better than 'Moderate' level).

  • This paper presents the development of dynamically combined Typhoon generated surge-tide-wave numerical model which is applicable to shallow water. The newly developed model is based on both POM (Princeton Ocean Model) for the surge and tide and WAM (WAve Model) for wind-generated waves, but is modified to be applicable to shallow water. In this paper which is the first paper of the two in a sequence, we verified the accuracy and numerical stability of the hydrodynamic part of the model which is responsible for the simulation of Typhoon generated surge and tide. In order to improve the accuracy and numerical stability of the combined model, we modified algorithms responsible for turbulent modeling as well as vertical velocity computation routine of POM. Verification of the model performance had been conducted by comparing numerical simulation results with analytic solutions as well as data obtained from field measurement. The modified POM is shown to be more accurate and numerically stable compare to the existing POM.

  • DNA computing has been applied to the problem of getting an optimal soluting since Adleman's experiment. DNA computing uses strings with various length and four-type bases that makes more useful for finding a global optimal solutions of the complex multi-modal problems This paper presents DNA coding method finding optimal solution of the multi-modal function and compares the efficiency of this method with the genetic algorithms(GA). GA searches efffectively an optimal solution via the artificial evolution of individual group of binary string and DNA coding method uses DNA molecules and four-type bases denoted by the A(Ademine) C(Gytosine);G(Guanine)and T(Thymine). The selection, crossover, mutation operators are applied to both DNA coding algorithm and genetic algorithms and the comparison has been performed. The results show that the DNA based algorithm performs better than GA.

  • Recently human beings face serious water crisis, namely water management at the critical moment because of rapid increasing in population, subordinate part of a national budget, water pollution by domestic use and industrial use or waste, agricultural water use by intensive market farming, excessive development and extraction of water sources, and etc. We become to recognize that water and sanitation is the one of most important part which is threatening us with a drain on the water resources and death around the world and then are making opportunities of discussion for water policies and solutions of water problems through international network such as Global Water Partnership(GWP), World Water council(WWC). World Water Forum(WWF), as one of main water-related activities, aims at sharing knowledge and experience among various stakeholders for accomplishing a holistic water resources management by making common thoughts regarding the necessity of integration among different organizations related with water management, problems and issues. Also the unity of each local area for the holistic approach focuses on showing present local actions and actively supporting them, and suggesting new ideas. With Korea's participation in the 4th WWF this year, Korean government should have consistency in its establishment and implementation of sustainable water resources policies as a more active and future-oriented member of international water network. Finally it will be necessary that we will set up an organization and system which does publicity activities about results of various local actions of Korea around the world through next WWF in the future and contribute to solving global water problems.

  • This paper presents a simplified numerical method that can be used to incorporate the partial reflection and transmission of water waves in the hyperbolic mild-slope equation. For given reflection and transmission coefficients, wave fields around a porous breakwater including reflection, transmission, and diffraction can be simulated accurately. For the verification of the proposed method, numerical experiments have been carried out and compared with analytic solutions given by Yu(1995) and McIver(1999). The proposed method is easy to implement and is computationally efficient. It is demonstrated that the method performs well with a sloping bottom bathymetry and varying incident wave angles.

  • The problem ( Ρ ) of optimizing a linear function d$\^$T/x over the set of efficient set for a multiple objective linear program ( Μ ) is difficult because the efficient set is nonconvex. There some interesting properties between the objective linear vector d and the matrix of multiple objectives C and those properties lead us to establish criteria to solve ( Ρ ) with a linear program. In this paper we investigate a system of the linear equations C$\^$T/${\alpha}$=d and construct two linearly independent positive vectors ${\mu}$, ν such that ${\alpha}$=${\mu}$-ν. From those vectors ${\mu}$, ν, solving an weighted sum linear program for finding an efficient extreme point for the ( Μ ) is a way to get an optimal solution ( Ρ ). Therefore our theory gives an easy way of solving nonconvex program ( Ρ ) with a weighted sum linear program.

  • F-gases, gases containing fluorine such as perfluorocarbons (PFCs), sulfurhexafluoride ($SF_6$), nitrogen trifluoride ($NF_3$) are known to have green house effects. Although the net emission rates of gases containing fluorine are much lower than those of $CO_2$, their contribution to global warming cannot be ignored because of their extremely high global warming potential (GWP). F-gases mainly have been used for a variaty of applications in the semiconductor/LCD processes and in the electric power distribution industry of the national key industry. One of practical solutions of controlling the emission rates of F-gases is to reuse by separation and recovery of F-gases of low concentration from the gases mixtures with nitrogen or air. This work investigates some methods for F-gases recovery and separation around the membrane-based process.
