  • To control the sphere, it required a strategic understanding to sphere and a power for overcome to it. In the early 20th century, the Pacific-War is a confrontation between the U.S. and the Japan for holding supremacy a pacific ocean sphere, building on maritime geopolitical perception. The Pacific ocean is a large of sphere, so if a country pursues a Pacific region supremacy, it needs a strategic perception and capability to control the sphere. After the U.S. has unified the continental, it has formed geopolitical perception in the Pacific ocean and by the way to control the Pacific ocean selected a naval power. The U.S. must have overcome a Pacific sphere for getting through to the Pacific region, this concept has developed the War Plan Orange(war plan relations with the Japan). Meanwhile, at this point of time, the Japan has recognized to a geopolitical point of view about security environment in the Pacific ocean. like as the U.S. has the War Plan Orange in mind for building on geopolitical perception of the Pacific ocean, the Japan also has learned geopolitical perception from the U.S. Because of this, the Japan has established the Interception-Attrition strategy(war plan relations with the U.S.). If we don't have overcome a sphere of the Pacific ocean, we don't hold hegemony of the Asia-Pacific region. So the analysis of perspective maritime geopolitics about the Pacific war is a meaningful study.

How Chinese Online Media Users Respond to Carbon Neutrality: A Quantitative Textual Analysis of Comments on Bilibili, a Chinese Video Sharing Platform

  • This research investigates how users of Bilibili, a video sharing website based in China have responded to carbon neutrality. By conducting quantitative textual analyses on 3,311 comments on Bilibili using LDA topic extraction and content statistics, this research discovers that: (1) Bilibili users have assigned more weight to geopolitical topics (56.3%) than energy (22.0%) and environmental topics (21.7%). (2) When assessing carbon neutrality, Bilibili users considered geopolitical (53.8%) and energy factors (15.8%) more heavily than factors related to the class (9.2%), economy (8.9%), environment (8.7%), and definition (3.6%). (3) More Bilibili users had negative (64.6%) attitudes towards carbon neutrality, with only a small portion of them expressing positive (26.8%) and neutral (8.6%) attitudes. (4) Negative attitudes towards carbon neutrality were mainly driven by geopolitical concerns about the West's approach to China, other countries' free-riding on China's efforts and the West's manipulation of rules, doubts about the feasibility of energy transition and suspicion of capitalists exploiting consumers through this concept. This research highlights the geopolitical concerns behind the environmental attitudes of Chinese people, deepening our understanding to psychological constructs and crisis sensitivity of Chinese people towards environmental issues.

  • The diversity of Southeast Asian culture and society has been made by two factors: geopolitical environment and colonialism. The geopolitical position of the region between China Seas and Indian Ocean has made it possible that diverse cultures from Northeast Asia especially China and India, Middle East and Europe have flowed into the region. The fact that Southeast Asia was colonized by various European nations has provided additional diversity. The diversity manifests itself most clearly in the culture of Southeast Asia which has various layers: On the bottom lay the indigenous one, and above it Chinese and Indian and Islamic cultures and finally European one.

  • Global warming due to climate change is one of the biggest challenges in the 21st century. Global warming is not only a disaster that threatens the global ecosystem but also an opportunity to reduce logistics costs and develop mineral resources by commercializing Arctic routes. The Arctic paradox, in which ecological and environmental threats and new economic opportunities coexist, is expected to have a profound impact on the global environment. As the glaciers disappear, routes through the Arctic Ocean without passing through the Suez and Panama Canals emerged as the 'third route.' This can reduce the distance of existing routes by 30%. Global warming has also brought about changes in the geopolitical paradigm. As Arctic ice begins to melt, the Arctic is no longer a 'constant' but is emerging as the largest geopolitical 'variable' in the 21st century. Accordingly, the Arctic, which was recognized as a 'space of peace and cooperation' in the post-Cold War era, is now facing a new strategic environment in which military and security aspects are emphasized. After the Cold War, the Arctic used to be a place for cooperation centered on environmental protection, but it is once again changing into a stage of competition and confrontation between superpowers, heralding 'Cold War 2.0.' The purpose of this study is to evaluate the strategic value of the Arctic Ocean from geopolitical and geoeconomic perspectives and derive strategic implications by analyzing the dynamics of the New Cold War taking place in the Arctic region.

A Development Strategy for Hub-Port in Korea (우리나라 주요 항만의 중심항 발전전략)

  • The port environment is rapidly changing in North-East Asia. Containerships are getting larger and faster and major shipping companies are converting to Hub & Spoke port networks on the transport systems. Therefore, the main ports in North-East Asia are intensively competing with each other for hub port. In terms of geopolitical position, locational conditions and external reputation of ports, Busan and Kwangyang ports have a comparative advantage in comparison with main ports in other countries. But in terms of weight of transshipment cargos in total container cargos, the quality of infrastructure in ports, the environment of logistics service and the cost of, using ports, Busan and Kwangyang ports have a comparative disadvantage. For the growth into hub port in North-East Asia, it is necessary that Busan and Kwangyang ports improve their weakness. Besides It is necessary to develope ports and hinterland quickly, offer uniformity of foreign investment laws and incentive systems.

  • The Arrow system, an Israeli missile defense system, was developed through a strategic partnership between the United States and Israel. Israel's cooperation with the Strategic Defense Initiative(SDI) research of the Reagan administration in the United States began in 1986 with the development of a tactical ballistic missile defense system and two increasingly improvements to Arrow 3. It could be a moral lessen to developing Korean Ballistic Missile Defense System because Israel's Geopolitical environment is similar to Korean peninsula.

  • The problem of the environment is urgently coming to the world as a problem that humanity must solve. In particular, Korea is directly affected by air pollution and marine pollution due to its geopolitical position with China, and is also exposed to a great deal of pollution due to air, water, soil, and weather. In this situation, due to the disconnection between the management domain / service (system) related to the environment, the ability to quickly identify causes and cope with situations in the event of environmental pollution or disasters is weak, and duplication and investment are being faced. The development of a service platform for smart environment disaster management is designed to detect environmental disasters in an early stage through the management of smart environment disaster management at the national level, It will be a way to predict complex environmental disasters.

  • Modern logistics significantly influences the globalization and internationalization processes. Logistics systems are becoming increasingly important in today's rapidly changing environment. On the other hand, the development of global economic integration, business globalization contributes to the creation and development of international logistics systems and global supply chains towards the international market. The aim of the article was to investigate the national logistics systems of developing countries in the context of their integration capabilities. The main methods used in this study are statistical analysis, index, graphical and analytical methods, methods for estimating structural dynamic shifts, comparisons. Commonly used methods of economic research, as well as statistical analysis and interstate comparisons, economic modelling (trend analysis to determine the forecast level of LPI for Ukraine), etc. were also involved. It is noted that the problem of development of logistics systems in developing countries was insufficiently covered in scientific research. The study suggests that the integration capabilities of national logistics systems are determined by the logistics performance of each country and the favourable logistics environment for integration transformations. This allowed analysing the state of the logistics systems of Poland, Bulgaria, India and Ukraine, and identifying the factors that determine it. The logistics environment of Poland, Bulgaria, India and Ukraine, as well as the factors of its formation are evaluated. The components of the logistic portrait of the country in the context of integration capabilities of the logistic system are offered. Trend analysis of LPI was carried out on the example of Ukraine, which showed positive trends in the logistics system and allowed drawing conclusions about increasing integration into international logistics channels based on its geopolitical location, improving the characteristics of the logistics environment, including customs regulation, and improving the efficiency of the national logistics system. Prospects for further research involve studies of the impact of pandemics, globalization, digitalization on logistics systems, including that of developing countries.

  • Why has India become a key actor in the maritime-configured Indo-Pacific region? There are some external factors, but for India, its geo-strategic frontier encompassing its geopolitical and maritime interests is expanding rapidly beyond its territorial space across both the Indian and Pacific oceans amidst an increasingly arduous geopolitical and security environment. India must, therefore, acquire the ability to influence events within this strategic arena using all facets of national power, including maritime-military power. Lately, therefore, New Delhi has invested much intellectual capital to review its maritime-security strategy. India's new strategy is premised on the concept of holistic security involving the 'softer' aspects of maritime-security, and a rekindling of maritime consciousness in India, a nation that has traditionally been beset by 'sea-blindness'. The strategy adopts a region-wide, inclusive, and a more proactive approach than hitherto, as is evident in its title 'Ensuring Secure Seas: Indian Maritime Security Strategy'. While it deals with the growing concern of new non-traditional threats in the Indian littoral and the need for military deterrence and preparedness, it also addresses the imperatives for India to seek a favorable and rules-based benign environment in its immediate and extended maritime periphery, including through multi-vectored strategic partnerships dictated by its enduring principle of strategic autonomy. For a more profound and comprehensive understanding of India's maritime-security strategy, this paper examines the key unstated and implicit factors that underpin the strategy. These include India's historical and cultural evolution as a nation; its strategic geography; its geopolitical and security perceptions; and the political directions to its security forces. The paper deals specifically with India's response to maritime threats ranging from natural disasters, crime and state-sponsored terrorism to those posed by Pakistan and China, as well as the Indian Navy's envisaged security role East of the Malacca Straits. It also analyzes the aspects of organizational restructuring and force planning of India's maritime-security forces.

A Response to a Shift toward "Assertive" Global Trade Environment: Focusing on EU's Proposed Anti-Coercion Instrument ('공세적' 국제통상환경으로의 변화와 그 대응 : EU의 경제적 위협 대응조치 규칙안을 중심으로)

  • The increase in assertive and unilateral measures represents a key feature of the recent global trade environment. Against this backdrop, the EU is pushing to introduce the so-called "anti-coercion instrument(the instrument)," which aims to allow unilateral countermeasures in the event of economic coercion or threats from third countries. This paper examines the recent assertive trade environment and the legislative background of the instrument. It evaluated the necessity of and concerns arising from the instrument by comparing the existing EU trade policy, i.e., Trade Barrier Regulation (TBR). In addition, the paper aims to analyze the permissibility of the instrument under the WTO system, especially in the context of the principle of "strengthening of the multilateral system." Finally, the paper draws implications of the instrument in terms of our domestic policies that can effectively address economic threats or trade friction in the growing geopolitical crisis.
