PURPOSES: According to accident statistics for road built in 2004, the ratio of accidents on frozen roads to normal roads is 0.9%, whereas the fatality ratio is 2.7%. The risk of accidents on frozen roads is very high. Measures taken every year to prevent traffic accidents of frozen roads in the winter season are still insufficient. Additionally, measures have been established mainly on rural roads. Therefore, for urban roads, analyses and measures to prevent accidents are lacking. In this study, data on accidents on frozen roads was used to search for the causes behind these accidents and measures to reduce accidents have been recommended. METHODS: In this study, collected data from the TAMS (Traffic Accident Management System), which were collected by the Seoul National Police Agency was used. The data were divided into vehicle, people, and condition of road. The analytical model used here was the Logistic Regression Model, which is frequently used for traffic safety and accident analysis. This study uses the odds ratio analysis to search for variables related to frozen road traffic accidents in each category. A total of 18 out of 47 variables were found to be the causes of accidents. RESULTS: From the results of the comparative analysis of 18 variables, the category of the condition of the road was found to be the most critical. Contrary to expectations, more accidents occurred in clear weather than in other conditions. Accidents on bridges occurred frequently, and its odds ratio was the highest compared with other road types. When BPT is operated, the probability of accidents on frozen roads is lower than in general conditions, and accidents occurred frequently on roads with less than four lanes. CONCLUSIONS : Based on the results of this study, suggestions for reducing the risk of future domestic road accidents in freezing conditions are indicated as follows. First, it is necessary to perform a technical review of the urban road traffic accidents caused by frozen roads. Second, it is necessary to establish criteria for the study of the road environment based on the major causes of road accidents on frozen roads. Third, improvements in urban road environmental factors should be made.

In recent years, cargo lashing has received much importance, to help prevent the sinking of passenger ships due to the failure of vehicle and cargo lashing during the transshipment of cargo. Consequently, the standards for lashing equipment and the structure of car ferries have been revised. According to the current standards, all vehicles loaded on a car ferry sailing in smooth sea areas must be secured if the wind speed and wave height exceed 7 m/s and 1.5 m, respectively. In this study, we measured the roll and pitch of a passenger ship sailing in smooth sea areas, and compared the measurements with the results of the New Strip Method (NSM). The vessel had a maximum pitch of 1.41° and a maximum roll of 1.37° at a wind speed of 6-8 m/s and a wave height of 0.5-1.0 m, and a maximum pitch of 1.49° and a maximum roll of 2.43° at a wind speed of 10-12 m/s and a wave height of 1.0-1.5 m. A comparison of the external forces due to the motion of the hull and the bearing capacity without lashing indicated that the bearing capacity was stronger. This suggests that vehicles without lashing will not slip or fall due to weather conditions. In future, the existing vehicle lashing standards can be revised after measuring the hull motions of various ships, and comparing the external force and bearing capacity, to establish more reasonable requirements.

In recent years, the damage scales of water disasters such as typhoons, tsunamis, and heavy snow have been increasing globally as a result of global warming and climate changes. In particular, the economic loss caused by typhoons has been increasing for overpopulated areas that have undergone economic development and urbanization since the 1960s. In this study, we investigated and analyzed satellite images captured before and after typhoons on the Korean peninsula, including Typhoon Chaba (2016), Typhoon Rusa ('02), and Typhoon Maemi ('03). There was a limitation in utilizing existing satellites. Domestic satellites have mostly been developed and operated for the observation of the weather, ocean, and topography, as well as for use in communication. There are therefore insufficient temporal and spatial observations for water management and disaster response. In this work, we expanded the scope to overseas satellites and collected data from GMS, TRMM, COMS, and GPM. In the future, it will be necessary to develop and launch water resources satellites that can provide sufficient temporal and spatial data analysis units to obtain rapid and accurate water hazard information for the Korean peninsula.

The purpose of this study is to establish more rational and practical planning theory for amusement park. It analyze and consider the fluctuation of people who come and use the Tong-Ch'on amusement park. The results drawn from this reserch work are as follows; 1. The main visitors of the Tong-Ch'on amusement park are students in their twenties and thirties, and people whose incomes are below 300,000 Won a month. The purpose of visit is for a rest rather than for amusement and user prefer summer, while the user is so rare in wintertime. Those phenomena observed are somewhat different from the real purpose of a amusement park which is on purpose to make profits by offering entertainments to the users. So planner should pay attention to the three points. They are varieties, seasonable diversification and fantastic character of facilties, in the amusement park. 2. The access time of the Tong-Ch'on amusement park was 41 minutes, the use frequency was 4 times a year and resident time was 164 minutes. But, I am not sure about the regression models because I did not apply the regression models to the other amusement park, city Park or outdoor recreation area. Therefore, I think that this problem needs to be studied on in the future.
Automatic observing is the most efficient system for sky surveys that image many targets over large areas of the sky. Such a system requires the integrating control software that systematically manages astronomical instruments that are not connected to each other. In February of 2017, we installed a wide-field 10 inch telescope for Supernovae survey on the McDonald 30 inch telescope as a piggyback system. However, during the observations, information such as target coordinates could not be exchanged with the telescope mount. The reason is the program that controls the telescope control system (TCS) and the program that controls the imager operate on independent PCs. KAOS30 is an integrated observing software developed to improve this environment. The software is composed of four packages that are the Telescope Control Package (TCP), the Data Acquisition Package (DAP), the Auto Focus Package (AFP), and the Script Mode Package (SMP). The TCP communicates to the TCS and also communicates weather information. SMP supports automatic observing in a script mode, which improves the efficiency of the survey. KAOS30 was developed based on Visual C ++ and runs on the Windows operating system. It also supports the ASCOM driver platform for various manufacturers. The instruments that support ASCOM can be installed without modification of the program code. KAOS30 can be applied as software for many different telescopes in future projects.
Northeast Asian regions have recently become the main source of anthropogenic and natural aerosols. Measurement of aerosols on the sea in these regions have been rarely conducted since the experimental campaigns such as ACE-ASIA (Asian Pacific Regional Aerosol Characterization Experiment) in 2001. Research vessel observations of aerosol mass and chemical composition were performed on the Yellow and south sea around the Korean peninsula. The ship measurements showed six representative cases such as aerosol event and non-event cases during the study periods. On non-event cases, the anthropogenic chemical and natural soil composition on the Yellow sea were greater than those on the south sea. On aerosol event cases such as haze, haze with dust, and dust, the measured mass concentrations of anthropogenic chemical and element compositions were clearly changed by the events. In particular, methanesulfonate ($MSA^-$, $CH_3SO_3^-$), a main component of natural oceanic aerosol important for sulfur circulation on Earth, was first observed by the vessel in Korea, and its concentration on the Yellow sea was three times that on the south sea during the study period. Sea salt concentration important to chemical composition on the sea is related to wind speed. Coefficients of determination ($R^2$) between wind speed and sea salt concentration were 0.68 in $PM_{10}$ and 0.82 in $PM_{2.5}$. Maximum wave height was not found to be correlated to the sea salt concentration. When sea-salt comes into contact with pollutants, the total sea-salt mass is reduced, i.e., a loss of $Cl^-$ concentration from NaCl, the main chemical composing sea salt, is estimated by reaction with $HNO_3$(gas) and $H_2SO_4$(gas). The $Cl^-$ concentration loss by $SO_4^{2-}$ and $NO_3^-$ more easily increased for $PM_{10}$ compared to $PM_{2.5}$. The results of this study will be applied to verifying a dust-haze forecasting model. In addition, continued vessel measurements of aerosol data will become important to research for climate change studies in the future.
This study examines relationships between climatic factors and spatial-temporal patterns and recent changes of tropical night phenomenon(TN) occurring through nighttime stages in South Korea. Frequencies of daily TN at different times of night are extracted from long term(1973-2004) 6 hourly nighttime(9PM and 3AM) temperature and daily minimum temperature data at 61 weather stations. Temporally, the occurrences of TN are more pronounced in the evening(9PM) and during the Changma Break period(late July - early August). Spatially, the TNs in the evening frequently occur in the urbanized inland cities at low latitudes due to urban heat islands, whereas the TNs in the middle of night(3AM) or at dawn frequently appeared along the coastal areas within 30km from ocean due to the thermal inertia of ocean. By contrast, the evening(dawn) TN is not seen in the highlands whose elevation is greater than 800m(300m) along the Taebaek and Sobaek mountain ridges due to temperature lapse rates with height Correlation and multivariate regression analyses reveal that the impacts of human or physical climatic factors, such as latitude, elevation, proximity to ocean, and population density, are diverse on the frequencies of TN according to nighttime stages. Recent temporal changes of the late Changma period and intensified urbanization during the 1990s have increased the occurances of TN in urban areas. Therefore, strategies to mitigate the increasing urban TN should be prepared in the near future.

The increase in the area of impervious water due to the recent abnormal weather conditions and rapid urbanization led to a decrease in the amount of low current, resulting in an increase in the amount of surface runoff. Increased surface runoff is causing erosion, destruction of underwater ecosystems, human and property damage in urban areas due to flooding of urban river. The damage has been increasing in Korea recently due to localized heavy rains, typhoons and floods. As a countermeasure, the Busan Metropolitan Government will proceed with the creation of the Eco-Delta City waterfront zone in Busan with the aim of creating a future-oriented waterfront city from 2012 to 2023. Therefore, the current urban river conditions and precipitation data were collected by utilizing SWMM developed by the Environment Protection Agency, and the target basin was selected to simulate flood damage. Measures to reduce flood damage in various cases were proposed using simulated data. It is a method to establish a disaster prevention plan for each case by establishing scenario for measures to reduce flood damage. Considering structural and non-structural measures by performing an analysis of the drainage door with a 30-year frequency of 80 minutes duration, the expansion effect of the drainage pump station is considered to be greater than that of the expansion of the drainage door, and 8 scenarios and corresponding alternatives were planned in combination with the pre-excluding method, which is a non-structural disaster prevention measure. As a result of the evaluation of each alternative, it was determined that 100㎥/s of the pump station expansion and the pre-excluding EL.(-)1.5m were the best alternatives.
In this study, we analyzed the paper about NIR (Near-Infrared) remote sensing data and systematically summarized the research and application fields of NIR. To do this, we conducted a case study on the use of NIR in domestic journals, and SCI journals in the field of technology development for the last 5 years. After selection, a total of 281 journals were analyzed. For the statistical analysis, the classification was divided into subclasses and the dominant research trends were examined. As a result, the researchers who wrote the papers made the highest score of about 60% or more at university. In the field of application, 50% of land, 30% of environment, and 11% of disaster were distributed on SCI journals. In Korea, on the other hand, 55% of land, 24% of environment and 10% of disasters were distributed. In addition, 17% of the national land management and 8% of the geological / natural resources. Disaster observation using NIR was used for landslide, drought, weather disaster and flood. In particular, meteorological disasters are a result of study on Asian dust. However, there were no results of forest fire detection in Korea. Considering the domestic situation, it seems necessary to carry out additional and active research on this. It is expected that this statistical analysis data will be used as basic data to help expand the NIR technology development and utilization field in Korea in the future.

Objectives: The present study is aimed at performing real-time measurement of fibrous materials using an F-1 fiber monitor, investigating the correlations between the measurements and environmental conditions, and assessing the feasibility of the use of the monitor in actual exposure assessments based on the accuracy and reliability of the device. Methods: Asbestos specimens with a fixed asbestos content were dispersed in a chamber and collected with a particle measuring test device. Measurements obtained by the existing PCM method, and with the F-1 fiber monitor were compared. In addition, concentrations of asbestos fibers obtained by the PCM method, the TEM method, and the F-1 fiber monitor were compared with that of specific ABS scenarios in NOA regions. Correlations of asbestos contents in soil and weather conditions with each method of measurement were analyzed. Results: Laboratory results showed that levels of asbestos fibers measured with each method increased as fiber contents in soil increased. In the accuracy and reproducibility assessment, no significant differences were found between the different methods of measurement. On-site assessment results showed positive correlations among the methods, and these correlations were less significant compared with what was shown by the laboratory results. Levels of asbestos fibers increased as asbestos contents in soil increased, and as temperature increased. Levels of asbestos fibers decreased as humidity increased, and wind speed did not significantly affect the extent to which asbestos fibers were scattered. Conclusions: While it would be premature to replace existing methods with the use of F-1 fiber monitors in real sites based on the results of this study, the monitor may be useful in the screening of the sites, which assesses hazard levels in different regions. Replacement of existing methods with the use of F-1 fiber monitors may be possible after the limitations identified in this study are overcome, and additional assessment data are obtained and reviewed under different conditions to confirm the reliability of the monitor in future research. Obtained assessment results may be used as basic data for the assessment of asbestos hazard in NOA regions.
