Analysis on Korean Fund of Funds (국내 모태펀드의 성과에 대한 연구)

  • Since 2005, Korea Venture Investment Corp. (KVIC) has been managing Korean Fund of Funds (KFoF) which helped greatly the domestic venture capitals create their private funds. Its contribution, however, is not limited fetching the pump. When KFoF decides to invest in VC funds, it demands very strict rules the VC funds need to follow before and after their investments in private equities. Whether this tight control of investments does hinder GPs' creativity or rather enhance GPs' transparency and professionalism is an open question subject to empirical tests. If KFoF is only fetching the pump, and neither fund size or time horizon improves VC funds' return rates, then KFoF's involvement in VC funds should not be positively related to VC funds' return rates. If, on the other hand, KFoF harms GPs' creativity, KFoF's involvement should be negatively related to VC funds' performances. Still, if KFoF promotes GPs' transparency and professionalism, its presence in VC funds should positively affect the returns earned by VC funds. Even when KFoF only got to get quality VC funds because those GPs good enough to stand up to the tight conditions set forth by KFoF, the empirical implication will yield the same results. In this article, empirical tests are carried out using the data provided by Korea Venture Capital Association. The VC funds formed and liquidated from 2000 to 2018 are selected for the tests. The results show that VC funds with the presence of KFoF exceed VC funds without KFoF in returns, which supports the hypothesis that KFoF enhances transparency and professionalism of VC funds.

  • Since the 1960s, though there were brisk supply in apartment housing, there were no preparation in standard for to extend the life(durability) of apartment housing by maintaining the $social{\cdot}physical$ aspect of apartment housing, and in standard maintenance system. So problem such as facilities safety and residence environment has occurred. Like the condition written above, efficient usage of housing resource by the maintenance of apartment housings in a state of great urgency. In service aspect of apartment housing, establishment of accurate long term repair plan and estimate of repair appropriation fund can prevent housing's fast-deterioration. But to the performers of the maintenance, like house managers and the tenants at the subject building has little awareness of necessity in establishment of accurate long term repair plan and accumulation of repair appropriation fund. Unestablishment of long term repair plan arises problem such as approval of repair appropriation fund's unreasonable accumulation. Hence, for the utmost performance of apartment housing and to extend the economic life of a building, the method of establishment of long term repair plan and estimate of repair appropriation fund on reliable basis is to be proposed.

  • Since the late 1990s, the Korean Venture Capital Industry has been remarkably grown in the aspect of quality and quantity. Korean government expects that the Venture company and Venture Capital Industry would contribute to the recovery of depressed Korean economy and restructuring of the high cost and low efficiency economic structure. Korean government reinforces supporting policies for the Venture Capital and Venture Business. Venture Capital is defined as the form of high risk and high profit investment capital growing the small & medium enterprises to competitive ones through capital and management support and collecting the capital. According to the Gompers and Lerners the venture capital cycle consists of raising investment capital, screening the investment opportunity and invest the money. And later, sold the retained stock to the other investor or to the company. This stage called EXIT Consequently, the function of the venture capital, which supply the fund and the business consultation to venture business, have been emphasized and how to effectively run this capital have been recognized as the way to develop the venture business. In this regard, the problem in Korean Venture Capital Market is as follows. First, most of the sources of fund depends on the government support and this conflict with the nature of risk capital because the government capital emphasis the stability than profitability. And secondly, the efficiency of the venture capital system in Korea do not reach that of the advanced countries due to many kinds of restriction and the rack of support. Consequently, the Activation Schemes for Korean Venture Capital Firms are as follows. First, the sources of venture capital need to diversify from angels to institutional investors such as banks, pensions, fund of fund. And Lastly, the internal management and operational system of venture capital companies should be strengthened by quality to that of global Venture Capital Firms.

A Public Choice Study on the Use of the Central Bank's Reserved Profits: An Experimental Approach Through 61 Countries' Data (중앙은행 적립금의 운용에 관한 공공선택이론적 연구 - 61개국 자료를 이용한 실험적 접근 -)

  • Although various publicly reserved funds have recently come to the fore of academic and policy-making attention in Korea, researchers rarely take up the issue of the reserve fund retained from annual profits by the central bank (i.e., the Bank of Korea). Starting with the general public choice premise that bureaucrats seek to maximize their discretionary budget, this paper first provides a theoretical reasoning why central bank's bureaucrats would prefer retaining annual profits to turning them to the Treasury. The major tenet to be emphasized is that retained profits as a reserve fund can give the central bankers discretionary power in their disposition. In particular, we focus on the close relationship between the reserve fund and the discount windows. The latter, as a monetary instrument, has traditionally been demonstrated to cause secrecy, arbitrariness, and other bureaucratic amenities in the previous literature. Subsequently, this paper, based on 61 countries data, empirically verifies that the central bank's reserve fund is at least partially used to additionally increase the discount windows. Since an excessive use of discount windows results in inflationary bias, we conclude the paper with some policy suggestions to have such bureaucratic power of discretion in check. This paper, if in its experimental nature yet, is expected to shed a critical implication for establishing the meaningful independence of the central bank to a host of countries.

  • This study analyzed the influence of supporting policy fund on financial performance of small & medium sized venture firms. The outcomes are as follows. First, it was found that 11 dependent variables in profitability, stability, activity, and growth represent have significantly positive influence on financial performances 4 years after policy fund rather than prior to the fund. In short, supporting policy fund is found to bring improvement on financial performance. Second, it was found that growth rate in asset as a growth indicator and interest coverage ratio as a stability indicator have significantly positive influence on operating income to sales and ROA, respectively. Third, it was found that operating income to sales as a profitability indicator and asset turnover ratio as an activity indicator have positive influence on current ratio. Finally operating income to sales as a profitability indicator and growth rate in sales as a growth indicator have positive influence on interest coverage ratio.

In this study, can do on the basis of Vietnam advance connection domestic?outside literature investigation and virtue study through theoretical investigation according to these purpose and behaved theoretical investigation and lift construction materials allied industry, labor-intensive manufacturing industry, fisheries farm produce cultivation, processing household mascot etc. as energy industry, refined oil and petrochemical industry, electric-power industry, other field by our country medium and small enterprise.

Economic Damage of Sea-level Rise and The Optimal Rate of Coastal Protection in the Korean Eastern Southern Areas (기후변화에 따른 해수면 상승의 경제적 피해비용 및 최적 해안 방어비율 추정 -동·남해안 지역을 대상으로-)

  • In this study, we are estimating the economic effects of the rising sea level due to the climate change in the Korean Eastern and Southern coastal areas. Using disaggregated regional data, we also estimate the optimal rate of coastal protection. We use FUND (The Climate Framework for Uncertainty, Negotiation and Distribution) in order to obtain estimates of the expected inundation ratios by geographical district. Our estimates suggest that in Busan the ratio of inundated land to total territory will likely constitute 3.19% by 2100, while the number in Gangwon-do province is estimated to be lower at only 0.1%. We estimate the associated economic damage to differ by geographical district with the economically active regions such as e.g. Busan and Ulsan cities, or the Gyeongsang-nam-do province, likely to sustain relatively more damage. In Busan and Ulsan where the coastal line is relatively short and the size of expected economic damage is rather high, we estimate the optimal rate of coastal protection to be at the level of 98% and 92%, respectively. In the Kyeongsang-nam-do area that is also likely to suffer a substantial economic damage due to the inundation, we suggest the optimal ratio of coastal protection to be set at the level of 78%~79%. In contrast, in the Kangwon-do province where the expected economic damage is estimated to be low, the optimal rate of coastal protection is estimated to be around 43%, depending on the scenario.

  • The most likely influenced by the oil pollution at the sea is the fisheries industry, because if the destruction if the marine ecological system The rate if compensation for damage from IOPC Fund due to the incident if oil pollution is more or less $20\%$, which is remarkably lower than those cf our adjacent nations or European nations. The reason such a low rate cf compensation is that it is not easy to take evidences if changed caused by oil pollution requested by IOPC Fund due to the environments if our fisheries. Therefore unless the environments if our fisheries is changed completely, it is very difficult to get actual compensation for damages under the existing system, considering the results if the oil pollution damage compensation claim cases up to now. In this study tried to identify the actual benefits of 03FC convention that raises the upper limit if the compensation while keeping the criterion for compensation And proposed to supplement the compensation system of damage caused by oil pollution with analyzing the actual status if compensation from. IOPC Fund for the our oil pollution incidents and the judgment if Supreme Court on the case if oil. pollution acident in Keumdong No.5.

  • In this study, the authors analyzed the limit of IOPC Fund system, such as limit of compensation, amount of FC, long period of assessment by IOPC Fund, issue of non verification by poor claimant or small business, issue of poor claimant subsistence in early stage of accidents, and comparatively analyzed how the three countries resolved these limits by enacting special laws and government policy. Until recently most governments have carried out prevention policy for maritime safety, oil spill response, investigation of maritime accidents, and restoration of marine environment when oil spill accidents happened. However, governments have not actively participated in the oil spill compensation process because it is a matter of private sectors between the polluter and claimant. The governments have only limited their role in ratifying Civil Liability Convention and Fund Convention and enacted relevant domestic laws. However, the governments of France, Spain, and Korea have actively participated in the compensation process of oil pollution incidents of M/T Erika, M/T Prestige, and M/T Hebei Spirit. This is because they had experiences of unsuccessful compensation in M/T Amoco Cadiz, M/T Agean Sea, and M/T Sea Prince.

Empirical Study on Survival Factors of Youth Start-Ups (청년창업기업의 생존요인에 관한 실증연구)

  • This study analyzes the factors affecting the survival of young start-up companies. A youth start-up company was defined as a company with a founder's age under 39. The study was based on evaluation data from 3,540 companies evaluated by the Technology Guarantee Fund to support youth start-up guarantees during the period from 2012 to 2015. In this study, independent variables were defined as founder characteristics, start-up environment, and start-up strategy, and entrepreneurship, knowledge level, and development capabilities were set as variables for start-up characteristics, competition conditions and comparative advantage with alternatives in the start-up environment, and item novelty, commercialization plan and financing plan were set as variables. For variable measurement, the evaluation index of the youth start-up evaluation model of the Technology Guarantee Fund was used. Management performance was defined as the survival of a company, and the survival of 12, 36, 60, and 84 months was measured based on the occurrence of insolvency registered by the Korea Technology Guarantee Fund. The Cox proportional risk model was used for hypothesis testing. As a result of the analysis, knowledge level and development capability were statistically significant in the characteristics of the founder, and the financing plan in the start-up strategy was statistically significant regardless of the survival period. Among the start-up strategies, the novelty of the item had a positive effect on survival after 36 months. Entrepreneurship was significant only in 12-month survival. The most important order for survival was identified in the order of financing plan, knowledge level, item novelty and development capability, of which the founder's knowledge level in the beginning and the funding plan in the second half had the greatest impact.
