Legislative stability of the production and management of electronic records and the enhancement of infrastructure have reached significant levels through relentless efforts of academic and public institutions in the field. In addition, appraisal and disposal of records also have to be done by retention periods, business functions, administrational and historical values, and certain procedures. The law specifies that public institutions must assign record managers. The underlying reason is for record managers to arbitrate the review process when records are to be evaluated and discarded and to prevent unauthorized disuses. It is also for just evaluations with the professionalism. Evaluation and discard of records have significant meanings in record management. Thus, these processes need to be handled properly in the standard record management system. Evaluation should be proceeded by the law enacted under the task functional and social agreement. Since, the record discard is decided through the technical and logical process, the support for evaluation and discard works are important above all things. In this paper, I deducted functional requirements of standard record management system by analyzing methods including the analysis of legislation and standard related to electronic records and the examination of the user's manual of record management system. I researched through the interviews of the record managers in public institutions. Based on this research, I deducted the implications for the evaluation of standard record management system and the estimation of functional requirements for discard. I also discussed future directions of improvements and follow-up studies.

This study is a record of the process of jointly designing the records classification scheme and the retention schedule for archival appraisal, which are vital in records management. A total of 8 institutes participated voluntarily and redesigned the retention schedule, which consists of 16 common functions, 66 tasks, and 381 files for about 4 months. The process consists of reviewing the regulations related to the records management of the participating organizations, determining the hierarchy and scope of the retention schedule, deriving 16 common functions as well as the unit task for each function, and constructing the file of each task. In situations wherein it is difficult to expect the government-led policy and strategy specific to the research institute and the research records management, the retention schedule designed jointly by the records managers of the scientific and technological field serves as a useful records management tool. This collaborative effort between records managers of similar agency records will also be significant in jointly coping with the new policy and innovation plans in the future.

This study suggests a macroscopic method of evaluating forest recreation function based on physical characteristics of forests. The method was verified by a correlation between forest recreation function in popular top 45 mountains and popularity among them, with using data-mountain area, height, distance between mountain and cities, population around mountain, and size of public service. According to analysis of the forest recreation function, it is shown that top 8 mountains, including Jirisan and Seoraksan, provide over 64% of total recreation function, while they serve the function relatively lower than mountains near mega cities-Bukhansan in Seoul-do, in terms of the function per unit area ($km^2$). It is because, in a case of national and provincial mountains, the size of mountain is likely a critical factor for determining recreation function and the distance influences on it relatively lower. These findings implicate that a large size of forests bring the recreation function to visitors on nationwide level, whileas forests in suburban provide intensively it to near population to near population.
This study is aimed at identifying the value of marginal products(VMP) of agricultural labor, capital and land. The resources are the major portion of input costs of agricultural projects. To appraise economic feasibility of agricultural projects, the real value of the resources would be estimated by VMP of the inputs rather than by distorted actual market prices such as rural wages, rent and interest. To convert the market wage rate into shadow wage rate, covertion factor of 0.90 would be appicable based on the study results. To evaluate the right of way and compensation, VMP of land is recommendable to apply in land pricing rather than actural land rent prevailing in rural area which has been underrated on account of labor shortage and difficulty of farming. Discount rate as a opportunity cost of capital should be applied 7-8% considering the VMP of capital and interest rate of foreign loan from IBRD and ADB. For the successful appraisal of the agricultural projects, the recommendation of this study would be applied in the future.

This study started from recognizing the problem that neither the identity nor the role of records managers is clarified enough. Therefore, this study identifies the function of the records managers and how it should be carried. The method of functional analysis was used to collect information, and then the AHP method to analyze te core functions of the records managers. As a result, core functions were identified as follows: records management policy making, education, production control, records schedule management, collecting, transferring, description, appraisal, de-accessioning, records center management, disclosure, perusal service, and records management system. Therefore, this study presents that identity and role of the records managers as well as the priorities of the job.
Wind fragility analysis provides a quantitative instrument for delineating the safety performance of civil structures under hazardous wind loading conditions such as cyclones and tornados. It has attracted and would be expected to continue to attract intensive research spotlight particularly in the nowadays worldwide context of adapting to the changing climate. One of the challenges encumbering efficacious assessment of the safety performance of existing civil structures is the possible incompleteness of the structural appraisal data. Addressing the issue of the data missingness, the study presented in this paper forms a first attempt to investigate the feasibility of using the expectation-maximization (EM) algorithm and Bayesian techniques to predict the wind fragilities of existing civil structures. Numerical examples of typical linear or hysteretic shear frames are introduced with the wind loads derived from a widely used power spectral density function. Specifically, the application of the maximum a posteriori estimates of the distribution parameters for the story stiffness is examined, and a surrogate model is developed and applied to facilitate the nonlinear response computation when studying the fragilities of the hysteretic shear frame involved.

The purpose of this survey study is to guide the direction of the RN-BSN program in Korea by analyzing (1) the philosophy and objectives (2) curriculum (3) and appraisal method, achievement test and self-directed learning. In this study, subjects consisted of 20 department of nursing in University and 20 RN-BSN programs in Korea. The Survey was conducted from September 1999 through May 2000 by mail and FAX. 1) Educational philosophy and objectives of 5 RN-BSN programs have curricular based philosophy. Most popular philosophies were revealed that nursing is oriented role function, human relation, and integrated application. 9 RN-BSN programs have curricular based objectives. There are including of knowledge, applying the new technology, under-standing of human being family community, application of nursing process, leadership, nursing ethics, and participation in research. 2) In RN-BSN programs, total mean credits through general college courses for earning the degree of BSN is 21.5 and total mean credits through the nursing area for earning the degree of BSN is 71.4. In RN-BSN programs, total mean credits through clinical practice for earning the degree of BSN is 5.94. 25.00 of mean credits was earned through achievement test(6.00~37.00). Therefore, this research suggests some recommendation for the development of curriculum of RN-BSN program that was required to do some alterations. And the various and other methods of earning credit should be developed. That is, the students will earn credits, accredited examination of University, advanced placement examination, case study, self-report, self-directed learning and achievement tests, portfolio review session and so on. And the RN-BSN courses are delivered to many areas by teleconferencing system, computer network(EdNet or Internet etc), CD-ROM Title, VOD (video on demand) and other methods.
We need to use aesthetic landscape assessment(ALA) as the means of riparian buffer zone(RBZ) management. This study verified the political validity of designation policy of RBZ and land purchase policy. The purpose of this study was to propose RBZ landscape management strategies through ALA of RBZ in Gyeongan Stream for the better attractive and healthy riparian landscapes. The natural type landscape units(LUs) covered 40.9% of the entire area and the cultivated land type LUs covered 20.58%. Landscape assessment consisted of landscape quality and landscape integration assessment. The criteria for assessing landscape quality(LQ) were naturalness, interest, uniqueness, and landscape function. LQ was ranked into five grades using a matrix. The landscape integration assessment consisted of an inner integration assessment in each LU and outer integration assessment among LUs. To review the propriety of designating the riparian area and the riparian ecological belt, differences in ecological appraisal and aesthetic valuation were reviewed through a t-test, Oneway ANOVA, and logistic analysis. The results of ALA, 29.15% of the entire area scored at grade 1 in LQ, while 31.95% scored at grade 5, indicating that grade 5 areas occupied a high share. Surveyed areas were divided into designated RBZ and undesignated RBZ. Results indicated that designated RBZ scored grade 1 in LQ took up 33.2% of the total, significantly higher than the 23.3% taken up by undesignated RBZ. When examined according to buffer distance, grade 1 areas within 50m took up 50.2% of the total area, lower than the 32.7% at buffer distances of 500m-1km. Results indicated a 1% statistically significant difference. Accordingly, analysis was undertaken for the expansion of designation of the riparian area and the selection of appropriate land for formation of a riparian ecological belt, and was designated at priority 1 and 2 for land purchase. This study can also contribute to the formation of a riverine eco-belt through discovery of design factors for upgrading the ecology, aesthetics, and landscape of the riparian area and application in determining land purchase priorities.
With the enactment and enforcement of the 「Public Records and Archives Act」, the Tottori Prefectural Archives newly enacted the "Records Management Ordinance" through a comprehensive review of the previous archive function. In accordance with this ordinance, which came into effect in April 2012, Tottori Prefecture expanded the records management institutions (Public Security Committee and Police Headquarters, etc.) A series of archive systems were improved, such as the expansion and reinforcement of the authority to appraisal and select. In addition, the Tottori Prefectural Archives went further and implemented the "Ordinance on the Preservation of Historical Documents, etc." from April 2017. Through this, the municipalities unit basic local government's record management support work was set as a unique function of the local archive, and a linkage and cooperation system was established for the preservation of private records of the prefecture area as well as the basic local area together with cultural heritage institutions such as museums and libraries. As a reference case that continuously guarantees the performance of various activities based on the mission and vision of the local archives in Korea that aim for 'autonomy of records' on the poor archival culture soil, it is worth paying attention to the case of continuous record management reform of the Tottori Prefectural Archives through the enactment of the original role and function of the archive.
In this article, the task of evaluating the official documents that were created and issued by the Joseon Governor General office during the Japanese occupation period, with new perspectives based upon the Macro-Appraisal approaches developed by the Canadian scholars and personnel, will be attempted. Recently, the Canadian people and the authorities have been showing a tendency of evaluating the meaning and importance of a particular document with perspectives considering the historical situation and background conditions that gave birth to that document to be a more important factor, even than considering the quality and condition of that very document. Such approach requires the archivists to determine whether they should preserve a certain document or not based upon the meaning, functions and status of the entity that produced the document or the meaning of the documentation practice itself, rather than the actual document. With regard to the task of evaluating the official documents created and issued by the Joseon Governor General office and involved the city plans devised by the office back then, this author established total of 4 primary tasks that would prove crucial in the process of determining whether or not a particular theme, or event, or an ideology should be selected and documents involving those themes, events and ideologies should be preserved as important sources of information regarding the Korean history of the Japanese occupation period. Those four tasks are as follow: First, the archivists should study the current and past trends of historical researches. The archivists, who are usually not in the position of having comprehensive access to historical details, must consult the historians' studies and also the trends mirrored in such studies, in their efforts of selecting important historical events and themes. Second, the archivists should determine the level of importance of the officials who worked inside the Joseon Governor General office as they were the entities that produced the very documents. It is only natural to assume that the level of importance of a particular document must have been determined by the level of importance(in terms of official functions) of the official who authorized the document and ordered it to be released. Third, the archivists should be made well aware of the inner structure and official functions of the Joseon Governor General office, so that they can have more appropriate analyses. Fourth, in order to collect historically important documents that involved the Koreans(the Joseon people), the archivists should analyze not only the functions of the Joseon Governor General office in general but also certain areas of the Office's business in which the Japanese officials and the Koreans would have interacted with each other. The act of analyzing the documents only based upon their respective levels of apparent importance might lead the archivists to miss certain documents that reflected the Koreans' situation or were related to the general interest of the Korean people. This kind of evaluation should provide data that are required in appraising how well the Joseon Governor General office's function of devising city plans were documented back then, and how well they are preserved today, utilizing a comparative study involving the Joseon Governor General office's own evaluations of its documentations and the current status of documents that are in custody of the National Archive. The task would also end up proposing a specialized strategy of collecting data and documents that is direly needed in establishing a well-designed comprehensive archives. We should establish a plan regarding certain documents that were documented by the Joseon Governor General office but do not remain today, and devise a task model for the job of primary collecting that would take place in the future.
