A Study on the Evaluation of Agricultural Drought Index (농업한발지수 설정에 관한 연구)

  • This study, based on the monthly rainfall data, was carried out to determine the agricultural drought index which enables to describe the regional and seasonal drought characteristics of rice cropping system in Korea. The results obtained were summarized as follows ; 1.A new agricultural drought index (ADI) was evaluated seasonally according to the product of drought intensity and duration. This ADI is proposed as standard design criterion for irrigation planning. 2.The relationship between agricultural drought index and return periods was figured out. These diagrams could be used to estimate the seasonal drought severity of a certain year and to select design year corresponding to the specific drought frequency. 3.The regional drought characteristics were classified and those are useful to determine proper rice varieties and planting time and make drought counterplans. 4.Spring drought occurred once in 3 or 4 years and in a regional respect, rather frequently occurred in Seoul and Daegu areas than in Busan, Daejeon, Kwangju and Chuncheon areas. Summer drought occurred once in 5 years in Daegu and Busan areas and once in 7 or 8 years in other areas. 5.Sequential drought which gave severe drought damage of rice production occurred once in 20 years in Daegu area and in 10 years in Kwangju area.

Theoretical analysis of quantification of drought frequency inflow series via K-water cumulative difference method (누가차분법을 통한 가뭄 빈도유입량 산정에 관한 이론적 고찰)

  • Reliable drought inflow scenarios are required to plan reservoirs in response to the present severe drought-like conditions. However, the previously developed method for generating drought inflows, the K-water cumulative difference method (KCM), is considered inadequate owing to its potential for negative inflow, reversal phenomena, and overestimation. Nevertheless, the occurrence of these aspects has not been theoretically analyzed. Hence, this study employed the quantile function and frequency factor for log-normal and Gumbel distributions to quantify the contributing factors of these limitations. Consequently, it was found that the negative inflows are generated when the difference in the location parameters, during the accumulation process, exceeds that of the scale parameters. In addition, as the standard deviation decrease during the accumulation process, the reversal phenomena, and inflated values prevailed.

Bivariate Drought Frequency Analysis to Evaluate Water Supply Capacity of Multi-Purpose Dams (이변량 가뭄빈도해석을 통한 다목적댐의 용수공급능력 평가)

  • Water supply safety index plays an important role on assessing the water supply capacity of hydrologic system. Due to the absence of consistent guidance, however, practical problems have been brought up on data period used for dam design and performance evaluation. Therefore, this study employed bivariate drought frequency analysis which is able to consider drought severity and duration simultaneously, in order to evaluate water supply capacity of multi-purpose dams. Drought characteristics were analyzed based on the probabilistic approach, and water supply capacity of five multi-purpose dams in Korea (Soyang River, Chungju, Andong, Daecheong, Seomjin River) were evaluated under the specific drought conditions. As a result, it would be possible to have stable water supply with their own inflow during summer and fall, whereas water shortage would occur even under the 1-year return period drought event during spring and winter due to low rainfall.

Drought analysis of Cheongmicheon watershed using meteorological, agricultural and hydrological drought indices (기상학적, 농업학적, 수문학적 가뭄지수를 이용한 청미천 유역의 가뭄 분석)

  • This study assessed drought of Cheongmicheon watershed from 1985 to 2015 according to duration. In order to quantify drought, we used meteorological and hydrological drought index. Standardized Precipitation Index(SPI) based on precipitation and Standardized Precipitation Evapotranspiration Index(SPEI) based on precipitation and evapotranspiration were applied as meteorological drought index. Palmer Drought Severity Index(PDSI) and Stream Drought Index(SDI) based on simulation of Soil and Water Assessment Tool(SWAT) model were applied as agricultural and hydrological drought index. As a result, in case average of extreme and averaged drought, 2014 and 2015 have the most vulnerable in all drought indices. Variation of drought showed different trend with regard to analysis of frequency. Also, the extreme and averaged drought have high correlation between drought indices excluding between PDSIs. However, each drought index showed different occurrence year and severity of drought Therefore, drought indices with various characteristics were used to analysis drought.

Improvement of Drought Operation Criteria in Agricultural Reservoirs (농업용 저수지 이수관리를 위한 저수율 가뭄단계기준 개선)

  • Currently, the operation rule of agricultural reservoirs in case of drought events follows the drought forecast warning standard of agricultural water supply. However, it is difficult to preemptively manage drought in individual reservoirs because drought forecasting standards are set according to average reservoir storage ratio such as 70%, 60%, 50%, and 40%. The equal standards based on average water level across the country could not reflect the actual drought situation in the region. In this study, we proposed the improvement of drought operation rule for agricultural reservoirs based on the percentile approach using past water level of each reservoir. The percentile approach is applied to monitor drought conditions and determine drought criteria in the U.S. Drought Monitoring (USDM). We applied the drought operation rule to reservoir storage rate in extreme 2017 spring drought year, the one of the most climatologically driest spring seasons over the 1961-2021 period of record. We counted frequency of each drought criteria which are existing and developed operation rules to compare drought operation rule determining the actual drought conditions during 2016-2017. As a result of comparing the current standard and the percentile standard with SPI6, the percentile standard showed severe-level when SPI6 showed severe drought condition, but the current standard fell short of the results. Results can be used to improve the drought operation criteria of drought events that better reflects the actual drought conditions in agricultural reservoirs.

A development of Bayesian Copula model for a bivariate drought frequency analysis (이변량 가뭄빈도해석을 위한 Bayesian Copula 모델 개발)

  • The copula-based models have been successfully applied to hydrological modeling including drought frequency analysis and time series modeling. However, uncertainty estimation associated with the parameters of these model is not often properly addressed. In these context, the main purposes of this study are to develop the Bayesian inference scheme for bivariate copula functions. The main applications considered are two-fold: First, this study developed and tested an approach to copula model parameter estimation within a Bayesian framework for drought frequency analysis. The proposed modeling scheme was shown to correctly estimate model parameters and detect the underlying dependence structure of the assumed copula functions in the synthetic dataset. The model was then used to estimate the joint return period of the recent 2013~2015 drought events in the Han River watershed. The joint return period of the drought duration and drought severity was above 100 years for many of stations. The results obtained in the validation process showed that the proposed model could effectively reproduce the underlying distribution of observed extreme rainfalls as well as explicitly account for parameter uncertainty in the bivariate drought frequency analysis.

Watershed Scale Drought Assessment using Soil Moisture Index (토양수분지수를 이용한 유역단위 가뭄 평가)

  • Although the drought impacts are comparably not catastrophic, the results from the drought are fatal in various social and economical aspects. Different from other natural hazards including floods, drought advances slowly and spreads widely, so that the preparedness is quite important and effective to mitigate the impacts from drought. Soil moisture depletion directly resulted from rainfall shortage is highly related with drought, especially for crops and vegetations, therefore a drought can be evaluated using soil moisture conditions. In this study, SMI (Soil Moisture Index) was developed to measure a drought condition using soil moisture model and frequency analysis for return periods. Runs theory was applied to quantify the soil moisture depletions for the drought condition in terms of severity, magnitude and duration. In 1994, 1995, 2000, and 2001, Korea had experienced several severe droughts, so the SMI developed was applied to evaluate applicability in the mid-range hydrologic unit watershed scale. From the results, SMI demonstrated the drought conditions with a quite sensitive manner and can be used as an indicator to measure a drought condition.

Evaluation of Future Hydrologic Risk of Drought in Nakdong River Basin Using Bayesian Classification-Based Composite Drought Index (베이지안 분류 기반 통합가뭄지수를 활용한 낙동강 유역의 미래 가뭄에 대한 수문학적 위험도 분석)

  • Recently, the frequency and intensity of meteorological disasters have increased due to climate change. In South Korea, there are regional differences in vulnerability and response capability to cope with climate change because of regional climate characteristics. In particular, drought results from various factors and is linked to extensive meteorological, hydrological, and agricultural impacts. Therefore, in order to effectively cope with drought, it is necessary to use a composite drought index that can take into account various factors, and to evaluate future droughts comprehensively considering climate change. This study evaluated hydrologic risk(${\bar{R}}$) of future drought in the Nakdong River basin based on the Dynamic Naive Bayesian Classification (DNBC)-based composite drought index, which was calculated by applying Standardized Precipitation Index (SPI), Streamflow Drought Index (SDI), Evaporate Stress Index (ESI) and Water Supply Capacity Index (WSCI) to the DNBC. The indices used in the DNBC were calculated using observation data and climate scenario data. A bivariate frequency analysis was performed for the severity and duration of the composite drought. Then using the estimated bivariate return periods, hydrologic risks of drought were calculated for observation and future periods. The overall results indicated that there were the highest risks during the future period (2021-2040) (${\bar{R}}$=0.572), and Miryang River (#2021) had the highest risk (${\bar{R}}$=0.940) on average. The hydrologic risk of the Nakdong River basin will increase highly in the near future (2021-2040). During the far future (2041-2099), the hydrologic risk decreased in the northern basins, and increased in the southern basins.

Drought Analyses of 1994 Using Standardized Precipitation Index (SPI를 이용한 1994년 가뭄분석)

  • Among several indices that have been proposed and adopted in different disciplines of sciences, standardized precipitation index, SPI by McKee et al. (1993) was applied to evaluate drought severity for historical rainfall records. Monthly SPI in Seoul station was reviewed in this study, in an effort to characterize the drought intensities during 1994. The SPI drought frequency decreases inversely with monthly time scales of different spans, while the drought duration increases. March, 1994 was found to be the most severe for the three month period, and was recognized as the beginning month of the historical drought spans. Drought intensities became less severe during May and June. SPI becomes greater from July to September particularly in eastern parts of the country.

  • North Korea has frequently suffered from extreme agricultural crop droughts, which have led to food shortages, according to the Food and Agriculture Organization (FAO). The increasing frequency of extreme droughts, due to global warming and climate change, has increased the importance of enhancing the national capacity for drought management. Historically, a meteorological drought index based on data collected from weather stations has been widely used. But it has limitations in terms of the distribution of weather stations and the spatial pattern of drought impacts. Satellite-based data can be obtained with the same accuracy and at regular intervals, and is useful for long-term change analysis and environmental monitoring and wide area access in time and space. The Evaporative Stress Index (ESI), a satellite-based drought index using the ratio of potential and actual evaporation, is being used to detect drought response as a index of the droughts occurring rapidly over short periods of time. It is more accurate and provides faster analysis of drought conditions compared to the Standardized Precipitation Index (SPI), and the Palmer Drought Severity Index (PDSI). In this study, we analyze drought events during 2015-2017 in North Korea using the ESI satellite-based drought index to determine drought response by comparing with it with the SPI and SPEI drought indices.
