Total forest land in Bangladesh is about 2.5 million hectare which is 17% of total land area. Bangladeshi forest is mainly classified into three categories- 1) Hill forest 2) Sal forest and 3) Mangroves. This forest land area is decreasing day by day. But in past decayed due to some policies, the total forest land area is increasing slowly. By this planning both government and the local people in the community are being benefited. This paper mainly discussed about the past, present and future trend of forest condition, forest land uses, sustainable forest planning and forest management.

지역삼림계획에 있어서 목재생산을 예측하는 모델을 작성하고 그 계산예를 제시하였다. 목재생산예측의 방법으로서 감은율법(減殷率法)이 이용되고 있다. 령목(鈴木)는 감마분포에 의해서 삼림의 수명을 결정하지만 본 예측 모델에서는 현재 삼림의 수명분포로서 적당하다고 생각되는 와이블분포나 감마분포 중 어느쪽을 사용해서라도 목재생산을 예측할 수 있도록 시스템화 하였다. 본 시스템을 분기별 수확량, 축적량, 노동량 등의 경영정보를 제공하게 되며 지역삼림계획 책정에 있어 유효한 수단으로 이용될 수 있을 것이다.

This study purposes to present strategic forest planning that can support the identification of forest resources and the maximum uses of forest functions through FMIS combining GIS, RS and LP. Forest information such as compartment structure and forest road was entered into GIS to construct FMIS. Remotely sensed data were used to land cover classification, and then geographical attributes were identified. New grouping unit, so called 'arvest unit' was introduced as the forest management unit. Strategic forest planning based on the 'arvest unit' was proposed that considered together the economic, environmental aspect of forest.

일본에서 2004년도에 발행된 산림토목 목제구조물 시공 매뉴얼에 실려 있는 산림토목 목제구조물 설계지침은 총설, 목재의 이용과 특성, 조사, 계획 및 설계 등으로 구성되어 있으며, 이 논문에서는 총설, 목재의 이용과 특성, 조사 및 계획에 대하여 분석하였다. 분석 결과, 목재의 특성은 목재의 물리 화학적 특성, 환경에의 영향, 심리 생리적인 효과 및 목재의 부후성에 대해 정리되어 있으며, 조사항목은 유수에 의한 영향의 정도, 일사의 정도, 흰개미의 생식 유무, 지표수 및 지하수의 유하 상황, 계류 등에 서식하는 동식물의 상황, 물이용 상황 등이 제시되었다. 또한 계획에서는 목제구조물의 구조와 설치장소, 취급방법, 해당 지역의 목재 간벌재의 이용, 방부처리 등에 대하여 설명되어 있다.

본 연구는 국립산림과학원에서 개발된 GIS 기반 산림기능평가 프로그램을 활용하여 국유림 산림경영계획을 위한 임 소반단위 산림기능구분도 작성을 목적으로 연구를 수행하였다. 산림기능구분방법은 프로그램을 이용하여 Grid 단위 기능별 잠재력을 평가한 후 소반단위 기능 잠재력의 최대값을 찾아 기능평가도를 작성하고 기능우선순위에 따라 산림기능구분도를 작성하였다. 산림경영계획 수립에 필요한 최종 산림기능구분도는 우선적으로 지속가능한 산림자원관리지침의 법정림을 구분하고 다음으로 지방 산림청 자체기준에 따라 구분하였으며, 나머지 산림은 산림경영계획 담당자가 우선순위 산림기능구분도를 참고하여 구분한 결과들을 중첩하여 작성하였다. 연구결과 산림기능평가 프로그램을 이용한 Grid 단위의 기능별 잠재력평가를 통해 임 소반단위로 산림기능을 평가함으로서 국유림 산림경영계획 수립시 필요한 자료를 제공하여 합리적인 산림경영계획 수립을 가능하게 하였으며, 지속가능한 산림자원관리지침과 지방산림청 자체기준에 따라 기능을 구분할 수 있는 방법을 개발하였기 때문에 국유림 산림경영계획작성에 필요한 산림기능구분도를 보다 손쉽게 작성할 수 있었다.

이 연구에서는 산림계획에 관계되는 자료관리는 물론 국유림에 적용되는 영림계획의 운영을 관계형 데이터베이스체계로 개발하였다. 이 데이터베이스체계에서는 영림계획 업무에서 요구되는 여러 가지 기능들을 메뉴체계에 반영하였으며, 산림조사, 영림계획, 연차계획 및 임반연혁 자료들을 유기적으로 관리할 수 있도록 하였다. 이 모델은 한글 윈도우 95 환경에서 구동하도록 설계되어 있으며 프로그램은 Visual Basic 5.0을 사용하여 작성하였고 데이터베이스 기본 엔진으로 Microsoft사의 ACCESS를 이용하였다. 이 논문에서는 영림계획업무 내용을 분석하고, 이를 토대로 작성된 관계형 데이터베이스 설계내역, 모델구조 및 응용체계를 설명하였다. 그리고 이상에서 설명한 데이터베이스의 응용체계를 실제 화면모드 출력창을 이용하여 제시하였다.

This study aims to develop a set of criteria for evaluating the sustainability of forest landuse, which could facilitate the environmentally friendly development of forest lands in Korea. The concept of sustainable development in forest landuse was reviewed from literature and by interviews with experts in forest-related fields. Delphi technique was employed for gathering experts' opinions. According to the results of Delphi test, the concept of sustainable development in forest landuse was confirmed as "Use of forest lands in a lasting manner within the carrying capacity of the ecosystem involved". There are 16 factors which should be considered with care when the development of forest lands is planned. They include the ratio of forest cover left undeveloped, ecological stability, and landscape naturalness. Among them are the ecological factors rated most important. The experts emphasized the importance of local characteristics in setting up the criteria for sustainable forestland development. The study did not attempted to apply the criteria to real settings. Therefore, before applications in real situations, further case studies should be made for the criteria to be safely used in landuse planning.

임도망 계획시 GIS의 활용은 시공전에 노선을 평가할 수 있어 노선선정의 잦은 변경에 따른 불필요한 노력과 경비를 절감할 수 있다. 본 연구는 임도망의 종합적인 계획을 위하여 지형정보시스템을 이용하여 경남 남해군에 위치한 금산주변의 국유림을 대상으로 노선선정기준에 따른 합리적이고 환경친화적인 임도망의 계획방법을 제시하고 그 적용성을 검토하였다. 효율적인 노선선정을 위하여 분석항목별 노선통과의 적합성 여부를 평가하는 기준으로 각 격자에 가중치(점수)를 주었으며, 구조적인 측면의 종단물매와 생산적인 측면에서 투자효과의 최대화에 의한 2가지 노선선정기준에 따라 임도망을 계획하고 그 결과를 분석하였다. 종단물매를 고려하여 임도망을 계획한 결과, 총연장 및 임도밀도는 20.41km, 6.92m/ha로 나타났으며, 구조적인 측면의 종단물매와 투자효과의 최대화에 의한 방법을 조합하여 노선을 계획한 결과 총연장 및 임도밀도는 21.15km, 7.17m/ha로서 구조적인 측면의 임도망 계획결과에 비하여 높게 나타났다. GIS 기법에 의한 임도망의 계획은 각 대안별 평가를 통하여 최종 의사결정자가 최적의 임도망을 선택할 수 있는 의사결정지원체계로서 중요한 정보를 제공할 수 있는 것으로 평가된다.

This study is tried to investigate and analyze the changing history of Korean forest management policy and revitalization alternatives of the private forest management. Korean forest management policy could be divided by two group periods, one is the forestry policy age through afforestation and reforestation, the other is the forestry policy age through forest management. Recently, the revitalization policy for the private forest management was evaluated through the result analysis of the 4th forest basic planning age for 10 years that is gone from 1998 to 2007, but it is not sufficient for the private forest management revitalization, and has still some fundamental problems. Therefore, this study is aimed to present various kinds of plans for the private forest management revitalization during the 5th forest basic planning age that has begun since the beginning of 2008.
