Good Governance Assessment in Community Forest of Nepal

  • The basic for the achievement of the community forestry rests within the Community Forest User Groups (CFUGs). They are responsible to establish good governance, sustainable forest management and improve people's livelihoods. The study aimed to assess the governance score prevailing in CFUGs using stratified random sampling. Our study shows the governance score of 64.17% in community forests with highest 73.94% in Bhotechaur community forest and lowest 56.60% in Tinkanya community forest. Among the eight elements of good governance, consensus-oriented was found highest while responsiveness was lowest in the study area. Further, the independent variables such as well-being ranking (χ2=21.695, df=6, p<0.01), source of income (χ2=20.474, df=6, p<0.01) and education status (χ2=17.450, df=6, p<0.01) has significant impact on governance. Based upon the findings, it is very clear that good governance in CFs are more than average but still not up to the mark. Finally, it calls for rethinking that involving all the stakeholders during planning phases delineating the responsibility and power for correspondents can make possible in achieving sustainability in community forest.

인도네시아 산림 모라토리엄 분석: 산림 거버넌스를 중심으로 (An Analysis of Indonesia Forest Moratorium: With particular reference to Forest Governance)

  • In May 2010, Indonesia and Norway signed a Letter of Intent on "Cooperation on Reducing Greenhouse Gas Emissions from Deforestation and Forest Degradation(REDD)." In the LoI, Norway agreed to offer Indonesia a sum of USD 1 billion with a view to encourage Indonesia to significantly contribute to the successful implementation of REDD+. On 20 May 2011, correspondingly, Indonesia announced the 2011 'Forest Moratorium' (the Presidential Instruction No. 10/2011) which was valid for the following consecutive two years. By means of the 2011 'Forest Moratorium', Indonesia aimed at significant reductions in greenhouse gas emissions from deforestation, forest degradation and peatland conversion. In so doing, it also sought to improve forest governance. Meanwhile, concerned stakeholders also raised various questions about the effectiveness of the 'Forest Moratorium'. As an extension of the 2011 'Forest Moratorium', Indonesia announced the 2013 'Forest Moratorium'(the Presidential Instruction No. 6/2013) for another two-year period on 13 May 2013. Indonesia's 'Forest Moratorium' is concerned with stakeholders at various levels, who may play a role of significant 'agent' in the process of implementing the 'Forest Moratorium'. This mechanism of the 'Forest Moratorium' should be understood in the light of forest governance. Employing stakeholder approach, therefore, this article attempts to analyze Indonesia's 'Forest Moratorium' in the light of forest governance. In this regard, it analyzes the detailed contents of the 'Forest Moratorium', the process of making the 'Forest Moratorium', current development of the Indicative Moratorium Map for suspension of new concessions on forest land, and contesting views of various stakeholders. At the same time, it also talks about how 'weak' forest governance had influence upon Indonesia's 'Forest Moratorium'. In so doing, this article consequently attempts to evaluate Indonesia's 'Forest Moratorium' and also put it into perspective in terms of improving forest governance. The 2013 'Forest Moratorium' fundamentally represents a radical policy that is designed to suspend new concessions on forest conversion for another two-year period and its detailed contents attempt to reflect on various stakeholders from related industries and environmental NGOs. However, there are challenging factors in the process of implementing the 'Forest Moratorium', that is, 'weak' forest governance and also a discrepancy between forest planning maps designated by central and regional governments. The announcement of the 2013 'Forest Moratorium', as an extension of the 2011 'Forest Moratorium', may functionally strengthen and improve Indonesia's forest governance. However, at the same time, there is a practical limit due to the fact that it is merely a Presidential Instruction that lacks legal binding.

  • 산림자원을 기존의 육성 및 관리적인 측면에서 대외적으로는 대국민을 대상으로 이용과 대내적으로는 지속적인 산림자원의 효율적이고 체계적인 육성과 관리를 위하여 국가산림정보화를 추진하게 되었다. 특히 산림정보화는 산림이라는 특수성이라는 한계를 가지고 있는 상황에서 그간 많은 시도에도 불구하고 효과적인 측면에 있어서는 매우 미비한 상황이다. 일례로 산림청의 많은 내부 업무 시스템들이 현업보다는 본청에서 하향식 자료 취합을 목적으로 구축되었으며, 또한 대국민 이용측면에 있어서도 다양한 콘텐츠들이 이해당사자별로 제공됨으로써 유익한 정보들이 체계적으로 전달되지 않고 있는 실정이다. 이에 산림청은 전사차원의 문제 해결 방안으로써 IT Governance 개념과 EA기반의 정보화를 추진하고 더불어 기존 시스템 측면에서 업무와 서비스 측면을 강화하여 국가 산림정보화 기반조성 사업을 추진하였으며, 이에 따른 주요 추진 내용과 시사점 등에 대하여 제언하였다.

도시숲의 환경거버넌스 현황과 방향성에 관한 연구 : 지자체 담당자의 인식 분석을 중심으로 (Study on the Current status and Direction of Environmental Governance around Urban forest in Korea : With a Focus on the Recognition of Local Government Officials)

  • 우리나라는 사회 경제적 성장과 함께 삶의 질을 추구하는 국민들의 수요가 점차 증가하고 있다. 도시숲은 시민들의 생활환경의 질을 높여주는 대표적인 요소로서 이에 대한 적극적인 조성 관리가 요구되고 있다. 또한 도시숲 조성 관리에 있어 정부, 주민, 기업, 시민사회 등 다양한 이해관계자의 참여가 기대되어지고 있다. 본 연구에서는 도시숲을 둘러싼 환경거버넌스의 핵심 주체라고 할 수 있는 행정을 중심으로 앞으로 요구되는 거버넌스의 방향성에 대해 살펴보았다. 그 결과 행정의 담당자들은 다양한 파트너십을 통한 도시숲의 조성 관리의 필요성에 대해 인식하고 있으며, 이것이 원활하게 운영될 수 있도록 다양한 이해관계자가 참여하는 협의체의 구성과 지원시스템이 필요한 것으로 나타났다. 특히 기업이 도시숲 조성 관리에 참여하는 것에 대해서 호감을 가지고 있는 것으로 나타났다.

  • 현재 국제사회에서 가장 비용효과적인 온실가스 감축방안으로 제시되고 있는 REDD를 UNFCCC 체제 내에 도입하기 위한 논의가 두 가지 측면에서 진행되고 있다. 첫째, 산림전용과 산림황폐화의 방지를 통한 탄소배출감축량의 산정방법과 그에 대한 측정방법개발, 둘째, REDD 사업 수혜대상국인 개발도상국에 대한 인센티브 체제 결정이 그것이다. 우리나라의 REDD 사업이 추진된다면 적절한 수준의 상쇄배출권 확보를 통해 포스트 교토체제에서 한국에게 온실가스 감축을 위한 폭넓은 기회를 제공해 줄 수 있을 것이다. 그를 위해 REDD를 국내에 도입하기 위해서는 무엇보다 법제도적 확실성 보장과 더불어 적절한 투자대상국들과의 거버넌스 구축이 필요하다.

  • The purpose of this research was to investigate and analyse the internal structural organisation of UK's urban fringe management initiatives and its roles. Caerphilly Mountain Countryside Service and Thames Chase Community Forest Initiatives were investigated. The Caerphilly Mountain Countryside Service Initiative operates through a tiered structure consisting of the Caerphilly Mountain Joint Committee, the Officers' Working Party, and the management team. The Thames Chase Community Forest Initiative is operated through a tiered structure comprising the Thames Chase Joint Committee and the management team. Although the role of each management initiative is invested differently in certain internal organisational bodies, such as the governance body and the management body, what is common to all the urban fringe management initiatives is that the governance body within each management initiative tries to speak with one voice to bring about an effective operation process, and the management team employs a variety of devices to secure the enrolment of a variety of interest groups in its operational processes.

기업의 산림 관련 사회공헌 활동 참여 유형 (Governance Types of Corporate Philanthropic Forestry Activities)

  • 기업의 사회공헌 활동은 사회에서 요구하는 것 이상으로 사회복지 향상을 위해 수행하는 활동과 관련이 있다. 여러 분야 중에서도 산림 분야는 기업들의 환경적 성과와 사회적 성과를 동시에 향상시켜주기 때문에 잠재적으로 기업의 선호도가 높은 분야이다. 기업은 재정, 인력 등의 자원을 보유하고 있어 효과적인 산림 관리 및 보존 활동에 중요한 기여를 할 수 있는 주체이다. 그러나 우리나라는 아직 기업들의 산림 활동 참여율이 낮기 때문에 향후 더 많은 기업들의 참여를 효과적으로 돕기 위한 논의가 필요하다. 그 일환으로 본 연구에서는 기업이 산림 관련 사회공헌 활동에 참여하는 다양한 방식의 특징과 차이를 분석하고자 하였다. 기업이 산림 관련 사회공헌 활동에 참여하는 방식은 실행 주체에 따라 자선기부, 직접사업, 협력사업의 세 가지 유형으로 구분할 수 있다. 세 가지 유형을 모두 활용하여 숲 가꾸기 캠페인을 펼쳐온 유한킴벌리의 사례를 통해, 각 유형에 따라 기업의 역할, 활동 내용, 활동 방식 등이 어떻게 달라지는지를 탐색적으로 분석하였다. 기업의 산림 관련 사회공헌 활동의 활성화를 위한 실무적인 시사점도 제시하였다.

Perspective on Forest Conservation: A Case Study of Community at Gana Resettlement and Integrated Development Project (GRID), Sabah, Malaysia

  • This study was carried out in Gana Resettlement and Integrated Development (GRID) Project as a pioneer model for Community-Based Forest Management (CBFM) in Sabah, Malaysia. The GRID project is developed to improve community livelihood as well as to promote community involvement in CBFM and at the same time to lessen community encroachment and traditional farming practices inside the forest conservation area. The objectives of this study are: (i) to identify the dependency of local community on forest resources; (ii) to examine local community's roles in conserving forest resources and, (iii) to analyze their views on GRID project in conserving forest. Interviews were conducted with randomly selected 130 households at the GRID project using semi structured questionnaires comprising closed and open-ended questions. The study reveals that community dependency on forest resources have lessened after the resettlement of the GRID project. The community shows positive perspective on their contribution for conserving the forest resources. However, the community's willingness to contribute as well as their real contribution can be further improved. The study recommends the government to create more effective training and relevant activities to improve the livelihood of community as well as to increase their positive perception on forest conservation efforts. Further research to strengthen the relationship between local community and forest governance through forest conservation is also recommended.

Interest based-participation requiring accountability in greening

  • The Republic of Korea (ROK) has had a successful experience in greening its land because of strong state policy and public participation. This paper aims to analyze the interest positions, participation, and accountability of multiple actors in the process of greening movements in the ROK. These movements were divided into two phases: forest rehabilitation (1973-1997) and urban greening (1998-2017). During the first phase, farmers caused deforestation by slash-and-burn farming and illegal logging, and governmental agencies acted as helpers controlled the farmers' deforestation activities. During the second phase, government agencies and enterprises caused deforestation with urban development projects, including construction of housings and roads. Multiple actors including citizens, NGOs, and enterprises helped urban greening through campaigns, donations, and monitoring. As a result, managing interest positions is significant to motivate multiple actors to participate in the greening movement. Participation with clear accountability is meaningful for successful greening. Therefore interest-based participation requiring accountability contributes to greening. This phenomenon indicates interconnection for interest positions, participation and accountability should be considered in designing greening policies.

산림유전자원보호구역의 관리효과성 평가 적용 (Management Effectiveness Evaluation(MEE) in Protected Areas for Forest Genetic Resources)

  • This study aims to assess MEE(management effectiveness evaluations) on PAs(protected areas) for forest genetic resources which play an important role in biodiversity conservation, and then to suggest better ways to manage PAs for forest genetic resources. This study applies same indicators of the MEE on PAs as the ones described in the prior study(Ryu et al. 2011). The indicators applied are composed of five elements, thirty-two indicators which all would be grouped into one element by each traits. Overall indicators belonging to the element of output and outcome are comparatively low. Especially the ones related to the change of biodiversity, degree of ecosystem health, variation of civil complaint and visitor satisfaction are ranked mostly low. The element of input shows the low rank on the number of staff and budget. The score of indicators related to the identification of the threats of PAs and local communities' supports turn out to be low in the element of Context. The element of process, however, has scored low on Staff management, Education/Awareness programs and Governance, while the law enforcement, management regulation and capacity to prevent forest disasters have made relatively high score. Meanwhile, all indicators in the element of planning have scored relatively high as compared to the indicators belonged to other elements. This study suggests to strengthen a few constructive proposals, such as facilitating efficient management framework for PAs, developing local community cooperation program, establishing survey, research and monitoring system, and registering PAs to the WDPA(World Database on Protected Areas) according to the IUCN categories.
