  • Purpose - Since 1990, the sudden stop in capital flows has caused the economic crisis. The purpose of this research is to suggest the policy measures to mitigate the risk of the sudden stop in capital flows. To this end, we examine the theoretical framework and analyze the case study for countries which are faced with the sudden stop. Also we examine the structural problems of the foreign exchange market in Korea and derive the policy implications to prevent the sudden stop. Research design, data, and methodology - The criteria of whether the sudden stop in capital flows occurs are based upon Calvo et al. (2008). In case the proxy variable for the balance of capital account decreases from the average by over twice standard deviation, we determine that the sudden stop occurs for that country. The sample period is from January 1990 to December 2008, as in Calvo (2014). The sample countries are 17 developed countries and 19 emerging market countries, which are different from those of the previous papers as Agosin and Huaita (2012), and Calvo (2014). When the exchange market pressure index(EMPI) is deviated from the average by over three times standard deviation, we determine that the foreign exchange market is unstable for that country. Results - We find that the characteristics of the sudden stop in capital flows are the bunching or contagion among countries, the rapid drop in real effective exchange rate, and the huge decrease in foreign exchange reserves. Many countries tried to increase foreign exchange reserves and regulate capital flows. Also the foreign exchange market in Korea are found to be the volatile exchange rate, the vulnerable external debt and careless management of the foreign exchange derivatives transaction risk. Conclusions - To lessen the risk in the sudden stop of capital flows, this research suggests the some useful policy measures. To enhance the foreign exchange and distribution market stability, we should improve the price mechanism of exchange rate, hold the appropriate level of foreign exchange reserves, prevent excessive inflows of foreign exchange and promote sound transactions of foreign exchange derivatives.

  • This research is to investigate the effect of the improvement of investment environments with investment incentive on Korean national economy by looking into the foreign investment support system in Korea. To this end, first research model was set up based on our literary study and case study was conducted on 150 foreign companies that were located in industrial complex for foreign companies, received the tax benefit and government subsidization. And it was found that even though the foreign companies were contributing to the national economy in general such as in the area of production, export, employment, development of technology, there was no significant contributory difference between the investment incentive beneficiary and non-beneficiary foreign companies. Therefore it deemed reasonable to reconsider the way Korean government supports foreign companies in Korea and to reinforce foreign companies' relevance to national policy agenda with additional incentives to foreign companies located in comparatively less developed areas. As a way to promote foreign investment, promotion of investment infra such as improvement of follow-up services, openness to foreign investment, industrial deregulations in capital area, revitalization of free economic zone, efficient system to promote foreign investment and the reinforcement of public relations were considered necessary, especially the upgrading of economic structure and the integrated management of domestic and foreign investors deemed necessary for the optimal distribution of the industries.

  • A foreign body in the airway can be a potentially life-threatening event. The diagnosis and treatment of foreign bodies in the airway are a challenge for otolaryngologists. Despite the improvements in medical care and public awareness, approximately 3,000 deaths occur each year from foreign body aspiration. A high degree of vigilance is required to ensure prompt treatment and avoid the complications of foreign body aspiration. The author encountered a case of a 77-year-old female patient who had aspirated an unknown foreign body that was fixed in her main bronchus. An initial attempt was made to remove it with a flexible bronchoscope but failed due to the patient's hypoxemic state during the procedure. Under general anesthesia, a rigid bronchoscopic examination was performed, but it was difficult to approach the object due to the bronchus curvature. Instead, a cryotherapy instrument of bronchoscopy was applied. The foreign body was frozen and removed to the carina, where a laryngoscope and laryngeal forceps were used to remove it.

  • The purpose of this study is to analyze which factors affect safety awareness of foreign workers and international students. In the correlation analysis, individual characteristics related to the safety awareness of foreign workers were nationality, status of stay(visa types), place of work, educational background, and Korean proficiency while international students were relevant with only the types of residence. There were significant differences in the safety awareness of foreign workers in nationality, status of stay(visa types), region of residence, educational background, place of work, and Korean proficiency. However, there was a significant difference only in the types of residence for the international students. In the regression analysis of factors affecting safety awareness, there were significant differences in nationality, status of stay(visa types), place of work, and Korean proficiency in the case of foreign workers. It was analyzed that nationality and status of stay had a negative (-) effect, and the place of work and Korean proficiency had a positive (+) effect. In the case of international students, it was analyzed that only the types of residence had a negative (-) effect on safety awareness.

  • The purpose of this study is to examine the development model of foreign relations of local government in response to the change of the new governance paradigm called MLG(multi-level governance) triggered by neoliberal globalization through a case comparison of various types of MLG cases. In order to achieve this research purpose, this study first establishes an analytical model that can classify and explain the degree of activation of MLG by country by finding factors showing the degree of activation of MLG which affects the active foreign relations of local government. Second, based on such an analysis about a model of MLG, it also analyzes the characteristics of MLG operating mechanisms in active countries in theoretical and empirical terms. Third, it examines how the theoretical framework of MLG is applied specifically to the MLG structure centered on local governments in each country through case analysis and presents policy directions for revitalizing foreign relations of local government in Korea based on the implications derived from case analysis. As a result of the study, it is confirmed that the foreign relations of local government are more active in the countries belonging to the MLG type of open decentralization system with high level of decentralization and external openness.

  • A difficulty in spatial data analysis is to choose a suitable theoretical variogram. Generally mean squares error(MSE) is used as a criterion of selection. However researchers encounter the case that the values of MSE are almost the same whereas the estimates of parameters are different. In this case, the selection criterion based on MSE should take into account the parameter estimates. In this paper we study on the method of selecting a variogram using spatial correlation.
