  • The purpose of this study is to assess the ability of balance control in moving surround using head mount device and force platform and to examine the clinical usefulness of COP parameters. Fifteen patients with stroke and healthy persons were participated. COP parameters were obtained as total path distance, frequency of anterior-posterior and medial-lateral component by FFT analysis, weight-spectrum analysis in the two different conditions; (1) in comfortable standing with opened or closed eyes, (2) in virtual moving surround delivered using HMD to four different moving pattern. In virtual moving surround setting, moving pattern was composed of close-far, superior-inferior tilting(pitch), right-left tilting(roll) and horizontal rotation(yaw) movement. In all parameters, the reliebility of COP analysis system was significantly high.   • The Sixteenth Meeting of the Conferences of Parties of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), which was held in March 2013 in Bangkok, Thailand, listed five shark species and one genus, and uplisted one sawfish species. All new species listings will be come into force of the eighteen months delay, on the fourteenth of September, 2014. The purpose of the delay is to support the preparation of the domestic measures on shark trade by the parties, as there has been no previous experience in trading the commercially exploited aquatic species in the CITES. The CITES Secretary-General has visited several potential shark trade countries to encourage and facilitate the implementation of the new CITES listings. The newly listed sharks have been caught as a target or non-target species by Korean distant water fisheries and introduced into Korea. So the establishment or change of the domestic laws, regulations, and measures for the implementation of the new CITES species must be prepared before the effective entry date. This paper is prepared to assess the effects of the trade of the CITES listed shark species, and to suggest effective government service measures for the management of Korean distant water fisheries. The Ministry of Environment (MOE) is the general Management Authority of the CITES, and the Ministry of Food and Drug Safety (MFDS) is in charge of the medical trade of CITES listed species in Korea. By law, all imported medicines and medical materials must be inspected by the MFDS during the customs examination; this kind of authority sharing is reasonable and effective way of providing government service. Similarly, the designation of new CITES Management Authority for the trade of commercially exploited aquatic CITES species is critical and the Ministry of Oceans and Fisheries (MOF), which is now in charge of the trade of fisheries products, is the most appropriate governing body for this purpose in Korea. The revision of the National Plan of Action for Conservation and Management of Sharks, initially submitted to the Food and Agriculture Organization (FAO) of the United Nations in 2011 as a practical guideline for shark conservation in all Korean fisheries, could be a effective measure to achieve unification of conservation of endangered species and sustainable use of fisheries stocks. The proper CITES measures for the trade of listed species, such as the establishment of the documenting system for Non-detriment Findings, domestic measures suitable for the "Introduction from the Sea" clause, species specific Harmonized System Codes for the customs service, and an effective shark catch data reporting system should be in place prior to the fourteenth of September 2014.

  • Related incidents and accidents are frequent after 2000 years, such as the outbreak of the Taian peninsula crude oil spillage and Gumi hydrofluoric acid leakage accident. In the wake of such environmental pollution accidents, Consensus has been formed to enact legislation on liability for the compensation of environmental pollution in 2014 and the rescue, and has been in force since January 2016. Therefore, in the domestic insurance industry, the introduced environmental liability insurance system needs to be managed through the standardization formula of a new insurance model for managing the environmental risk. This study has been carried out by the emergence of a safe insurance model with a risky nature of the risk type, which is one of the services of the knowledge base. The verification of the six assurance media on the occurrence of environmental pollution such as chemical, waste, marine, soil, etc. is expressed through semantic interoperability through this possible ontology. The insurance model was designed and presented by deducing the relationship between the amount of money and the amount of money that was written in the area of existing expertise, In order to exclude the possible consequences, the concept of abstract is conceptualized in the form of a customer, and a plan for the future development of an ontology-based decision support system is proposed to reduce the cost and resources consumed every year. It is expected that standardization of the verification standard of the mass of mass will minimize errors and reduce the time and resources required for verification.

Characteristics of the Buttock Interface Pressure According to Wheelchair Propulsion Speed and Various Back Reclined Seating Position (휠체어 추진속도 및 등받이 경사각도에 따른 둔부 압력 변화 특성)

  • Pressure ulcers are serious complications of tissue damage that can develop in patients with diminished pain sensation and diminished mobility. Pressure ulcers can result in irreversible tissue damage caused by ischemia resulting from external loading. There are many intrinsic and extrinsic contributors to the problem, including interface tissue pressure, shear, temperature, moisture, hygiene, nutrition, tissue tolerance, sensory and motor dysfunction, disease and infection, posture, and body support systems. The purposes of this study were to investigate the relationship between buttock interface pressure and seating position, wheelchair propulsion speed. Seated-interface pressure was measured using the Force Sensing Array pressure mapping system. Twenty subjects propelled wheelchair handrim on a motor-driven treadmill at different velocities (40, 60, 80 m/min) and seating position used recline ($100^{\circ}$, $110^{\circ}$, $120^{\circ}$) with a wheelchair simulator. Interface pressure consists of average (mean of the pressure sensor values) and maximum pressure (highest individual sensor value). The results of this study were as follows; No significant correlation in maximum/average pressure was found between a static position and a 40 m/min wheelchair propulsion (p>.05). However, a significant increase in maximum/average pressure were identified between conditions of a static position and 60 m/min, and 80 m/min wheelchair propulsion (p<.05). No significant correlation in maximum pressure were found between a $90^{\circ}$ recline (neutral position) and a $100^{\circ}$, $110^{\circ}$, or $120^{\circ}$ recline of the wheelchair back (p>.05). No significant difference in average pressure was found between conditions of a $90^{\circ}$ recline and both a $100^{\circ}$ and $110^{\circ}$ recline of wheelchair back. However, a significant reduction in average pressure was identified between conditions of a $90^{\circ}$ and $120^{\circ}$ recline of wheelchair back (p<.05). This study has shown some interesting results that reclining the seat by $120^{\circ}$ reduced average interface pressure, including the reduction or prevention in edema. And interface pressure was greater during dynamic wheelchair propulsion compared with static seating. Therefore, the optimal seating position and seating system ought to provide postural control and pressure relief. We need an education on optimal seating position and a suitable propulsion speeds for wheelchair users.

  • We have to prepare for the existing threats from North Korea and potential threats in the future. It is important to utilize our resources as effectively as possible to build military power that brings victory in a war. Based on a sustainable required operational capability, weapons systems at the acquisition stage need to maintain a combat-readiness posture and ensure operational sustainability. To achieve this, establishment of procedures that develop elements of depot maintenance at the beginning, which enables economical and effective depot maintenance during that stage, is essential. First, the requirement paper needs to develop the concept of the depot maintenance requirement through the pre-study outlined by this paper. Second, at the system development stage, a Development Plan of Depot Maintenance draft should be proposed. This is the initial paper that can develop the elements of depot maintenance, and it should be verified by a field test. Third, each force's logistics command should write a Depot Maintenance Direction draft and a Mid-term Requirement of Elements of Depot Maintenance draft with the proven Development Plan of Depot Maintenance draft. Also, the verified paper needs to be realized and renewed by the time the Requirement of Elements of Depot Maintenance draft is completed. In conclusion, the procedures explained above will contribute to build an economical and effective military power in a reality faced with a resource shortage and threats from the enemy.

Controller Design and Validation of Radial Active Magnetic Bearing Systems Considering Dynamical Changes Due To Rotational Speeds (회전속도에 따른 동역학적 변화를 고려한 반경방향 능동 자기베어링 시스템의 제어기 설계 및 검증)

  • If a rotor possesses a high gyroscopic coupling or the running speed is high, the dynamical changes in the rotor become prominent. When active magnetic bearings are used to support such rotors, it is necessary for the bearing controller to take these dynamical changes into consideration. Independent-axis controllers, which are the most commonly used, modulate the bearing force solely based on the sensor output of the same axis. However, this type of controller has difficulties in overcoming the dynamical changes. On the other hand, mixed-axis controllers transform the sensor output into components corresponding to the vibrational modes. A separate controller can then be designed for each vibrational mode. In this way, the controller can be designed based on the dynamics of the rotor. In this paper, we describe a design process for a mixed-axis controller that uses a detailed mathematical model of the system. The performance of the controller is evaluated based on the ISO sensitivity requirements and unbalance response, while considering the change in the system dynamics due to the running speed.

Middle-Old Age's Retirement Transition, Old Age Income Security and the Support of Gradual Retirement (중고령자의 퇴직전환 및 노후소득보장과 점진적 퇴직지원)

  • This study reviewed pension reform's overall characteristic and(anticipated) positive negative effect in OECD countries's and then analysed middle-old age's retirement transition and determinants of full/gradual retirement through the $3{\sim}7th$ Korea Labor and Income Panel considering that Korea has been aging society quickly and it is necessary to suggest not only solution of early retirement and working age reduction but also pension reform. As a result of this study, about 1/4 of 50 years and older have been continuing to work through various pathways after retirement and 98% among fully retired older who passed by re-employment step of occupational status including retirement are still searching for jobs. This showed that it is also inappropriate to typical retirement concept itself on the lines of labour market participation in Korea and part-time/temporary work or self-employment have been used by means of alternatives of maintaining works for middle-old ages. However, the duration of changed occupational status of gradual retirees is mostly only $1{\sim}2$ years. Therefore it is necessary to support the gradual retirement to minimize a term of income insecurity and promote the work of the old ages who have will and capacity of work. Most of all, partial pension system which is main program of gradual retirement, should make the rules that beneficiaries are those who age less than pensionable age and benefit levels should be actuarial fairness together with pension system and provide substantial help. But, the introduction of partial pension system is not the only way to solve and needs overall social economic approach. Especially guarantee the increase of quantitative qualitative employment for middle-old ages linking labor market policy and supporting gradual retirement not ought to be abused to force the part time works and early retirement route against their own will.

The Promotion State and Measures to Improve the Record Information Disclosure System (기록정보공개 제도 개선 추진 현황과 방안)

  • The right to know is not satisfied merely by making or improving laws or systems. The right to know is a matter of culture rather than system. Nevertheless, consistent system improvement measures are required. There are many laws relating to the right to know. In particular, at the core are the Official Information Disclosure Act, the Record and Archives Management Act, and the Presidential Record Management Act. The fact that systems relating to official record management and presidential record management are related to the right to know is understood by the promotion of records and archives management reform after the year 2004, as a result of which the national archives management innovation road map was established. Reflecting the many opinions of the "Information Disclosure System Improvement Task Force" composed with participation of the government and the press after the participatory government's announcement of "Measures to Advance the Support System for News Coverage," amendments to the Information Disclosure Act have come forward with system improvement measures in connection with issues that had arisen until then. Such improvement measures have not resulted in actual improvements. This thesis proposes several system improvement measures, focusing on those that have arisen until now but have not been reflected in discussion, such as converting the concept of information non-disclosure into disclosure postponement, preparing and disclosing particular information disclosure standards, specifying personal information for non-disclosure, specifying and strictly applying any information that has not been disclosed for purposes of internal review, deleting non-disclosure items in stenographic records that do not have a reason to exist, and establishing limits and terms of non-disclosure. Of the most remarkable system improvement measures that have been made until now is our recognition that the right to know is not limited to the information disclosure system but that the "cause" of archive management should be systematic and scientific. In other words, the right to know is understood to establish not just accidential factors, such as with a whistle-blower, but the inevitable factors of systemization of production, distribution, preservation, and use of archives. Much more study should be pursued regarding disclosure of archives information. In particular, difficult issues to be resolved regarding reading records at permanent archives management institutions, such as the National Archives of Korea, or copyrights that arise in the process, require constant study from academia and relevant institutions.

Management of plant genetic resources at RDA in line with Nagoya Protocol

  • "Plant genetic resources for food and agriculture" means any genetic material of plant origin of actual or potential value for food and agriculture. "Genetic material" means any material of plant origin, including reproductive and vegetative propagating material, containing functional units of heredity. (Internal Treaty on Plant Genetic Resources for Food and Agriculture, ITPGRFA). The "Nagoya Protocol on Access to Genetic Resources and the Fair and Equitable Sharing of Benefits Arising from their Utilization (ABS) to the Convention on Biological Diversity (shortly Nagoya Protocol)" is a supplementary agreement to the Convention on Biological Diversity. It provides a transparent legal framework for the effective implementation of one of the three objectives of the CBD: the fair and equitable sharing of benefits arising out of the utilization of genetic resources. The Nagoya Protocol on ABS was adopted on 29 October 2010 in Nagoya, Japan and entered into force on 12 October 2014, 90 days after the deposit of the fiftieth instrument of ratification. Its objective is the fair and equitable sharing of benefits arising from the utilization of genetic resources, thereby contributing to the conservation and sustainable use of biodiversity. The Nagoya Protocol will create greater legal certainty and transparency for both providers and users of genetic resources by; (a) Establishing more predictable conditions for access to genetic resources and (b) Helping to ensure benefit-sharing when genetic resources leave the country providing the genetic resources. By helping to ensure benefit-sharing, the Nagoya Protocol creates incentives to conserve and sustainably use genetic resources, and therefore enhances the contribution of biodiversity to development and human well-being. The Nagoya Protocol's success will require effective implementation at the domestic level. A range of tools and mechanisms provided by the Nagoya Protocol will assist contracting Parties including; (a) Establishing national focal points (NFPs) and competent national authorities (CNAs) to serve as contact points for information, grant access or cooperate on issues of compliance, (b) An Access and Benefit-sharing Clearing-House to share information, such as domestic regulatory ABS requirements or information on NFPs and CNAs, (c) Capacity-building to support key aspects of implementation. Based on a country's self-assessment of national needs and priorities, this can include capacity to develop domestic ABS legislation to implement the Nagoya Protocol, to negotiate MAT and to develop in-country research capability and institutions, (d) Awareness-raising, (e) Technology Transfer, (f) Targeted financial support for capacity-building and development initiatives through the Nagoya Protocol's financial mechanism, the Global Environment Facility (GEF) (Nagoya Protocol). The Rural Development Administration (RDA) leading to conduct management agricultural genetic resources following the 'ACT ON THE PRESERVATION, MANAGEMENT AND USE OF AGRO-FISHERY BIO-RESOURCES' established on 2007. According to $2^{nd}$ clause of Article 14 (Designation, Operation, etc. of Agencies Responsible for Agro-Fishery Bioresources) of the act, the duties endowed are, (a) Matters concerning securing, preservation, management, and use of agro-fishery bioresources; (b) Establishment of an integrated information system for agro-fishery bioresources; (c) Matters concerning medium and long-term preservation of, and research on, agro-fishery bioresources; (d) Matters concerning international cooperation for agro-fishery bioresources and other relevant matters. As the result the RDA manage about 246,000 accessions of plant genetic resources under the national management system at the end of 2016.

UPO: A Chair That Lifts Hips While Standing Up Using the Four-Link Mechanism

  • Objective: The objective of the study is to develop a portable assistance device to help elderly users reduce strain on the knee and leg muscle while the elderly are standing up. Background: The pose of standing up from a chair is a basic movement, but the elderly often have difficulty standing up due to their weak muscles. We focus on designing a solution that helps the elderly reduce physical problems and support them standing up. Method: This study consists of three parts. Part I explores the way to reduce the refrain of leg muscle while standing up from a chair. In the process of structural development, we found that the moment is minimized when user pushes down the armrests due to a decrease in the force acting on the center of mass. In part II, a user test of 20 participants was carried out to rank the order of comfort of two stimuli: the chair with fixed armrests and the chair with the four-link mechanism that we created-in three different ways; (1) to stand up without touching armrests, (2) to stand up by pushing down on fixed armrests, and (3) to stand up by pushing down on armrests and being supported by the mechanism. To examine the statistically significant differences among the rank means, a Friedman test was conducted. In part III, we analyze the results of the user test and interview feedbacks, focusing on establishing a design strategy from UPO and visualizing it in 1:1 scale. Results: In part I, we decided to develop the four-link mechanism. The bottom is lifted up as the link rises. In part II, based on the rank data, we empirically found that UPO was assessed as the most comfortable during the stimuli. The thigh angle is smaller and the bottom of UPO is separated from a seat. In part III, after assessing the results and feedbacks, we created a visualization strategy for UPO: light, friendly, and novel. Conclusion: The portable and non-mechanical UPO comprises a four-link system that lifts the user's hips while standing. It can help users avoid knee and leg muscle strain. Its universal design considers the elderly's difficulties. Application: In a future study, combining light and durable material in UPO is expected to increase its usability. And this study is an opportunity to design various types of standing assistance devices.
