Flood control and river improvement works are carried out every year for the defense of the flood disaster, it is impossible to avoid the damage when there is a flood exceeding the capacity of hydraulic structures. Therefore, nonstructural counter plans such as the establishment of flood hazard maps, the flood warning systems are essential with structural counter plans. In this study, analysis of the internal inundation effect using rainfall runoff model such as PC-SWMM was applied to Woo Ee experimental stream basin. Also, the design frequency analysis for effects of the external inundation was accomplished by main parameter estimation for conclusive hydraulic routing using HEC-RAS model. Finally, inundated areas for flood hazard map were estimated at Woo Ee downstream basin according to flood frequency using HEC-GeoRAS model linked by Arc View GIS.

Kon - Ha Thanh River basin is the largest and the most important river basin in Binh Dinh, a province in the South Central Coast of Vietnam. In the lower rivers, frequent flooding and inundation caused by heavy rains, upstream flood and or uncontrolled flood released from upstream reservoirs, are very serious, causing damage to agriculture, socio-economic activity, human livelihood, property and lives. The damage is expected to increase in the future as a result of climate change. An advanced flood warning system could provide achievable non-structural measures for reducing such damages. In this study, we applied a modelling system which intergrates a 1-D river flow model and a 2-D surface flow model for simulating hydrodynamic flows in the river system and floodplain inundation. In the model, exchange of flows between the river and surface floodplain is calculated through established links, which determine the overflow from river nodes to surface grids or vice versa. These occur due to overtopping or failure of the levee when water height surpasses levee height. A GIS based comprehensive raster database of different spatial data layers was prepared and used in the model that incorporated detailed information about urban terrain features like embankments, roads, bridges, culverts, etc. in the simulation. The model calibration and validation were made using observed data in some gauging stations and flood extents in the floodplain. This research serves as an example how advanced modelling combined with GIS data can be used to support the development of efficient strategies for flood emergency and evacuation but also for designing flood mitigation measures.
We suggest a simple and practical flood forecasting and warning system, which can predict change in the water level of a river in a small to medium-size watershed where flash flooding occurs in a short time. We first choose the flood defense target points, through evaluation of the flood risk of dike overflow and lowland inundation. Using data on rainfall, and on the water levels at the observed and prediction points, we investigate the interrelations and derive a regression formula from which we can predict the flood level at the target points. We calculate flood water levels through a calibrated flood simulation model for various rainfall scenarios, to overcome the shortage of real water stage data, and these results as basic population data are used to derive a regression formula. The values calculated from the regression formula are modified by the weather condition factor, and the system can finally predict the flood stages at the target points for every leading time. We also investigate the applicability of the prediction procedure for real flood events of the Jungnang Stream basin, and find the forecasting values to have close agreement with the surveyed data. We therefore expect that this suggested warning scheme could contribute usefully to the setting up of a flood forecasting and warning system for a small to medium-size river basin.

To protect the flooding damages in Medium and Small watershed, it needs to set up flood warning system and develope Flood forecasting Model in real-time basis for medium and small watershed. In this study, it was able to minimize the error range between forecasted flood inflow and actual flood inflow, and forecast accurately the flood discharge some hours in advance by using simplex method recursively for the determination of the best parameters of RETFLO model. The result of RETFLO performance applied to several storm of Yugu river during 3 past years was very good with relative errors of 10% for comparison of total runoff volume and with one hour delayed peak time.
Flash floods is defined as the flooding of intense rainfall over a relatively small area that flows through river and valley rapidly in short time with no advance warning. So that it can cause damage property and casuality. This study is to establish the flash-flood warning system using 38 accident data, reported from the National Disaster Information Center and Land Surface Model(TOPLATS) between 2009 and 2012. Three variables were used in the Land Surface Model: precipitation, soil moisture, and surface runoff. The three variables of 6 hours preceding flash flood were reduced to 3 factors through factor analysis. Decision tree, random forest, Naive Bayes, Support Vector Machine, and logistic regression model are considered as big data methods. The prediction performance was evaluated by comparison of Accuracy, Kappa, TP Rate, FP Rate and F-Measure. The best method was suggested based on reproducibility evaluation at the each points of flash flood occurrence and predicted count versus actual count using 4 years data.
Since the damage from the torrential rain increases recently due to climate change and global warming, the significance of flood forecasting and warning becomes important in medium and small streams as well as large river. Through the preprocess and main processes for estimating runoff, diverse errors occur and are accumulated, so that the outcome contains the errors in the existing flood forecasting and warning method. And estimating the parameters needed for runoff models requires a lot of data and the processes contain various uncertainty. In order to overcome the difficulties of the existing flood forecasting and warning system and the uncertainty problem, ANFIS(Adaptive Neuro-Fuzzy Inference System) technique has been presented in this study. ANFIS, a data driven model using the fuzzy inference theory with neural network, can forecast stream level only by using the precipitation and stream level data in catchment without using a lot of physical data that are necessary in existing physical model. Time series data for precipitation and stream level are used as input, and stream levels for t+1, t+2, and t+3 are forecasted with this model. The applicability and the appropriateness of the model is examined by actual rainfall and stream level data from 2003 to 2005 in the Tancheon catchment area. The results of applying ANFIS to the Tancheon catchment area for the actual data show that the stream level can be simulated without large error.

One of the most difficult problem to estimate the flood inflow is how to understand the effective rainfall. The effective rainfall is absolutely influenced by the condition of soil moisture in the watershed just before the storm event. DAWAST model developed to simulate the daily streamflow considering the meteologic and geographic characteristics in the Korean watersheds was applied to understand the soil moisture and estimate the effective rainfall rather accurately through the daily water balance in the watershed. From this soil moisture and effective rainfall, concentration time, dimensionless hydrograph, and addition of baseflow, the rainfall-runoff model for flood flow was developed by converting the concept of long-term runoff into short-term runoff. And, real-time flood forecasting model was also developed to forecast the flood-inflow hydrograph to the river and reservoir, and called RETFLO model. According to the model verification, RETFLO model can be practically applied to the medium and small river and reservoir to forecast the flood hydrograph with peak discharge, peak time, and volume. Consequently, flood forecasting and warning system in the river and the reservoir can be greatly improved by using personal computer.

As one of the most vulnerable countries to floods, there should be an increased necessity for accurate and reliable flood forecasting in Indonesia. Therefore, a new prediction model using a machine learning algorithm is proposed to provide daily flood prediction in Indonesia. Data crawling was conducted to obtain daily rainfall, streamflow, land cover, and flood data from 2008 to 2021. The model was built using a Random Forest (RF) algorithm for classification to predict future floods by inputting three days of rainfall rate, forest ratio, and stream flow. The accuracy, specificity, precision, recall, and F1-score on the test dataset using the RF algorithm are approximately 94.93%, 68.24%, 94.34%, 99.97%, and 97.08%, respectively. Moreover, the AUC (Area Under the Curve) of the ROC (Receiver Operating Characteristics) curve results in 71%. The objective of this research is providing a model that predicts flood events accurately in Indonesian regions 3 months prior the day of flood. As a trial, we used the month of June 2022 and the model predicted the flood events accurately. The result of prediction is then published to the website as a warning system as a form of flood mitigation.
