A study on fluctuation of the fishing grounds of target fishes by the Korean large purse seine fishery (대형선망어업의 주요 목표종의 어장 변동)

  • Korean large purse seine fishery catches chub mackerel, sardine, jack mackerel, Spanish mackerel, etc. which are mainly pelagic fish species. The proportion of chub mackerel was 60% over in Korean large purse seine fishery. Sea surface temperature (SST) increased $0.0253^{\circ}C$ per year and total rising rate was $0.759^{\circ}C$ from 1980 to 2009 in the southern sea of Korea, where is mainly fishing grounds of Korean large purse seine. It was that p<0.01 level was statistically significant. It is northward movement that the center of fishing grounds of chub mackerel by Korean large purse seine fishery moved 4.57km/yr. It was rapidly northward movement about 7.1km/yr, 8.13km/yr to move Spanish mackerel and bluefin tuna fishing grounds. However, the fishing grounds of jack mackerel were moved further south in the 2000s than the 1980s. Catch of tunas and bluefin tuna consistently increased in Korean waters. There was a significantly positive correlation between SST and catch of bluefin tuna in the fishing grounds of Korean waters.

  • Korea-Japan Fisheries Agreement concluded in 1965 made a contribution to the stable development of fisheries relationship for both countries until the year of 1980. From the time on thereafter a series of respectable fishery disputes occurred throughout the period of fisheries self-regulation in accordance with alteration of home and abroad conditions. And both countries marched into a cooperation era by enforcement of the new fisheries agreement from the 23 January 1999, because the Fisheries Agreement system of 1965 had many limitations to settle the fundamental fisheries problems. In this paper, the author carried out the legal interpretation, arrangement of historical facts and evaluation of actual results of the Korea-Japan Fisheries Agreement of 1965. The key contents of the Fisheries Agreement were the establishment of 12-nautical mile exclusive fishery zone and the joint-control fishery zone under the principles of maintenance of MSY for fishery resources, freedom of high seas and mutual cooperation. The legal foundation of the conclusion of the Fisheries Agreement were the San Francisco Peace Treaty of 1952 and the four International Conventions on the Law of the Sea of 1958. During the 33 years, the fisheries power of Korea made a rapid stride, on the other hand that of Japan was almost stagnated. And in the meantime, there were very important development on the international law of the sea, for instant, the settlement of 12-nautical mile territorial sea regime and the establishment of 200-nautical mile exclusive economic zone regime. Annual meetings of the Joint Fisheries Committee were not successful to fill the role for conservation of fishery resources. The Fisheries Self-Regulation Agreement concluded in 1980 was also insufficient to accept the new international regime on the law of the sea, for that reason it was terminated on 23 January 1999. But it is true that the Fisheries Agreement of 1965 made a contribution to normalization of fisheries relationship between both countries and fisheries development of Korea.

Comparison of catch rate by operation time of Korean tuna purse seine fishery in the Western and Central Pacific Ocean (중서부태평양 수역 우리나라 다랑어 선망어업의 시간대별 어획률 비교)

  • Korean tuna purse seine fishery in the Western and Central Pacific Ocean (WCPO) began to operate in earnest in the early 1980s. Since then, the total catch has shown an increasing trend and the target species are skipjack tuna (Katsuwonus pelamis), yellowfin tuna (Thunnus albacare) and bigeye tuna (Thunnus obesus). Based on the operational data of Korean tuna purse seine fishery from 2016 to 2020, the catch rates of target species (skipjack and yellowfin tunas) were analyzed by operation time for set types (free school and FAD sets). In the case of the free school sets, they were usually made from sunrise to sunset, and the catch rate was high before and after sunrise for skipjack tuna and before sunset for yellowfin tuna. On the other hand, for the FAD sets, more than 90% of them were made just before sunrise, and there were few operations during the daytime. The purpose of this study is to examine whether there are differences in the catch rate of skipjack and yellowfin tunas by operation time and by school type for Korean tuna purse seine fishery in the WCPO, which could be helpful in understanding its fishing characteristics and providing useful information for developing the stock indices of the target species.

A study on the hydrodynamic forces acting on a GT 4,000 tonnage fishery training vessel in the proximity of semi-circle bank wall (반원 형상의 측벽 부근을 항행하는 4,000톤급 어업실습선에 미치는 유체력에 관한 연구)

  • The aging fishery training vessels from the past have mostly been decommissioned, and many universities are introducing state-of-the-art large fishery training vessels. The purpose of these training vessels is to train marine professionals and above all, safety to prevent marine accidents should be of utmost priority as many students embark on the vessel. This study estimated the impact of the hydrodynamic interaction forces acting on the model vessel (fishery training vessel) from the bank when the vessel pass near the semi-circle bank wall in various conditions through the numerical calculation, especially concerning maneuvering motions of the vessel. For estimation, variables were mainly set as the size of the semi-circle shape, the lateral distance between the bank and the model vessel, and the depth near the bank. As a result, it was estimated that, in order for the model vessel to safely pass the semi-circle bank wall at a speed of 4 knots, the water depth to the vessel draft ratio should be 1.5 or more (approximately 8 m of water depth), and the lateral distance from the semi-circle bank wall should be 0.4 times the model vessel's length (Lpp) or more (a distance of 34 m or more). Under these conditions, it was expected that the model vessel would pass without significantly being affected by the bank wall.

  • In this paper, access protocol is proposed that can optimally control the radio buoy system used for inshore and deep sea fishery. Proposed protocol can minimize the power consumption of radio buoy and can ensure high security from burglary and loss, and it enable a mother ship to control remotely more than 150 radio buoys simultaneously. GPS technology and remote control techniques are used to monitor the exact location and status of the radio buoy system in real time.

  • Goal of this study is to implement 3-dimensional underwater appearance graphical display, fishery measured information display, sonar data representation and display, and 3-dimensional underwater appearance animation based on coefficient data of chaos behavior and fishing modeling of fishing gears from PC cluster system. In order to accomplish the goals of this study, it is essential to compose user interfacing and realistic description of image scenes in the towing-net fishery simulator, and techniques to describe sand cloud effects under water using particle systems are necessary. In this study, we implemented graphical representations and animations of the simulator by using OpenGL together with C routines.

A Study on Landscape Evaluation Indicators for Agricultural and Fishery Heritage (농어업유산의 경관 평가 지표 연구)

  • The purpose of this study was to deduce the landscape evaluation indices that can be applied from the preparation for the registration of major national farm/fishery heritages to post-management. For this purpose, the Delphi survey was performed on experts. From August to November in 2014, the primary open survey, secondary open survey, and tertiary closed survey were performed to gather opinions from 28 experts, 25 experts, and 29 experts, respectively. As a result, the landscape evaluation indices for farm/fishery heritage consisted of five areas of evaluation, ten items of evaluation, and 40 indices of evaluation. The areas of evaluation were rurality, authenticity, aesthetics, tourism potentials, and locality. Rurality was classified into rurality of farm/fishery towns and nostalgia. Authenticity was classified into objective authenticity and existential authenticity. Aesthetics was classified into attractiveness and harmony. Tourism potentials were classified into value of resources and value of usability. Locality was divided into physical originality and cultural identity. The study made the following findings: first, the general grounds of farm/fishery landscape evaluation cannot be applied when evaluating the quality of landscapes of farm/fishery heritage, as their value as a cultural heritage should be considered. Second, the new indices valued emotional factors in addition to the physical factors considered by the existing farm/fishery landscapes. The new indices involved a more expanded concept of landscapes as it also considers everyday or temporary activities, including the farm/fishery activities of local people or participation in festivals and experience programs. Third, farm/fishery heritage focuses on the lives of local people, as it involves both the synchronic and the diachronic perspectives to see what is currently visible and what is no longer visible. This brings into consideration not only the farms and the natural environments but also their relationships with the villages, especially the residential areas. Finally, the indices reflected both the farm/fishery heritage's value as cultural heritage and its value for tourism. They derived temporary and dynamic landscapes, including the trading activities of local specialty markets in relation to the production landscapes. However, further studies should be conducted as this study could not rate the relative importance of indices or compare the total scores of landscapes without the weight of each item.

Analysis of Pesticide Residues in Frozen Fruits and Vegetables (냉동 과·채류의 잔류농약 분석)

  • The purpose of this study is to monitor the pesticide residues in frozen fruits and vegetables distributed and sold in online and offline markets in Korea. For the study, 107 samples of 34 types of frozen fruits and vegetables were examined, and a total of 341 pesticide residues were analyzed by using multiclass pesticide multi-residue methods of the Korean Food Code. As a result, pesticide residues were detected from 16 of 64 frozen fruits samples and 15 of 43 frozen vegetables samples. Conclusively, residues were detected from 31 samples in total, showing a detection rate of 29.0%. Specifically, pyridaben exceeded the Maximum Residue Limits (MRLs) based on the Positive list system (PLS) in one of the frozen radish leaves, and the violation rate was 0.9%. Detection on frozen fruits and vegetables was made 23 times for 11 types and 36 times for 21 types. In total, 28 types of pesticide residues were detected 59 times. Fungicides were detected the most in frozen fruits, while insecticides were detected the most in frozen vegetables. The most detected pesticides were the insecticide, acaricide chlorfenapyr (5) and the fungicide boscalid (5). Chlorfenapyr was detected only in frozen vegetables, and boscalid was detected in frozen fruits except one.

Study on the Possibility of Implementation of TAC Management System in China (중국의 어획량관리제도 도입가능성에 관한 소고)

  • The existing Law of fisheries Management of China was firstly established on October 30th, 1986 and revised in October, 2000. The new Law of Fisheries Management provided a basis for introduction of the TAC (total allowable catch) system into China. Introduction of the TAC system is a natural result of the practise of EEZ (exclusive economic zone). In addition, the inability of the traditional fishery management system and the promising results obtained by conductions of TAC system in some countries with advanced fishery also make the introduction of TAC system a necessity, However, the contradictions between the unrealistic introduction of the fisheries management systems, the small-scale operation, higher expense of the conduction and supervision of the systems, and the insufficiencies of human power, financial fund, and scientific technique of the underdeveloped country resulted in the ineffectiveness of the new systems. So this study is to discuss the background and the possibility of TAC system implementation in china. The results of this study showed that many factors restrict the implementation of TAC system into China at present. It will take a long time to practise the new system. meanwhile, reforming and improving the functions of the existing systems to provide a better environment will play an important role in the introduction of the TAC system into china.

A Study on Establishing the Performance Evaluation System of the Fish Stock Rebuilding Plans (수산자원회복계획의 성과평가 개선방향에 관한 연구)

  • The Fish Stock Rebuilding Plan (FSRP) is evaluated as one of the most effective fisheries policies domestically and internationally. FSRP is a comprehensive fisheries policy, including target stock size, rebuilding period, application of management measures, and participation of fishermen. The performance outcomes of FSRPs have been partially evaluated for recommendation for stock rebuilding in Korea, while they are fully evaluated in other countries that have implemented FSRPs. The performance evaluation system for FSRP is very needed to enhance its effectiveness as one of fisheries policies. That is, the system where problems can be reconsidered, achieving targets can be evaluated, and the plan can be modified should be implemented. This study classified the performance evaluation of FSRP into the economic evaluation as a quantitative analysis and the policy evaluation as a qualitative analysis. In the economic evaluation, the sustainability of fishery resources, the stability of fishing business, the efficiency of fishery production, and efficient utilization of fishery resources can be considered. As analytical methods for the economic evaluation, the bioeconomic model, efficiency estimation model, the dynamic MEY model can be utilized. The qualitative evaluation is to assess the qualitative performances of FSRPs, including interviews and surveys with fishermen and fisheries experts. In the survey, many different items can be included by evaluation factors which are related to policies such as timeliness, transparency, effectiveness, etc. In addition, the study suggested the performance evaluation system and procedures for objective and efficient evaluation of FSRPs. In order to practically apply the developed performance evaluation model, the pilot project is needed. That is, from the application of pilot project, detailed research methods, effective procedures, and evaluation factors can be investigated.
