The fishing vessel buyback program, that is, the project of fishing vessel reduction is a complex challenge that needs to take into consideration for both fishing resource protection and industrial restructuring. By the way, the fishing vessel buyback program in Korea is still poorly fruitful and there are few applications for the project in the country. For example, the buyback program of this nation has some problems like uncertainly set goals, conflicts among targets, no flexibility in the program implementation, low participation in the project and lack in follow-up actions. To solve these problems, this study offers the following alternatives. First, it is setting up detailed targets for fishing vessel buyback. Those targets should be what can be actually driven under policy support, such as reduction in illegal fishing, decrease in an exact number of fishing vessels and decline in fishing capacity rather than what seem to be comprehensive such as protection of coastal or offshore fishery and industrial restructuring. Second, it is taking measures for the livelihood of those who would face disadvantages due to fishing vessel reduction. Those measures providing or supporting the re-education and re-employment of fishery workers and building up systems that help the workers transfer fishing to another job. Third, it is adopting the governance system that overcomes lacks in communications between the fishing vessel buyback program and improves the performance effectiveness of that program. Here, governance means that businesses and authorities concerned in the program interact and cooperate with one another in making and implementing policies related to the project of fishing vessel reduction and assessing the results of that project. Fourth, it is taking actions for fishery reorganization after the fishing vessel buyback program. Factors that can be considered as those actions include supporting fishery workers' cost of fishing vessel reduction, decreasing and modernizing fishing fleets and improving the quality of fishing equipment. In conclusion, the fishing vessel buyback program should be prepared with comprehensive actions or measures that can cope well with a variety of problems that may be arisen from it while keeping itself on the track of its original goals.
This paper focuses on the frozen storage warehouse located in Busan area, and it is because Busan is the most dense area in Korea. Busan is a port city, and almost all of the frozen refrigerated cargo imported from abroad is concentrated. By taking advantage of its strength as a fishery industry as well as importing, Busan is building the largest international fishery logistics base in Northeast Asia and plays an important role in the export of refrigerated cargo is. Therefore, although the freezing and chilling facilities seem to be developed with the latest technology, the reality is not so. Most of them are functioning as a warehouse, that is, a storage function, and a considerable number of refrigerated warehouses are in a state of aging. Therefore, in this paper, the facility and function restructuring of the freezing storage warehouse have been set as a solution task, and the introduction of the cold chain system containing the latest smart technology has been proposed as a solution.
Competitive power of pelagic fishery in Korea has been weakened by the domestic and international problems such as wage increase and exclusive economic zone. To make it worse, fishing fleet spends more than 80% of fishing time on searching fishing grounds. Real-time information on oceanographic data, temperature in particular, are likely to contribute to raise efficiency of fishing. However, available data obtained by satellite remote sensing, fixed buoy and drifting buoy, limited to sea surface or fixed positions. ARGO (Array for Real-time Geostrophic Oceanography), an international program, has delivered vertical profiles of temperature and salinity in the upper 2000m of the world ocean every 10 days using freely moving floats. We have developed real-time oceanographic information system for pelagic fishery based on the Argo data which has the contents of vertical profile, horizontal distribution and vertical section of temperature around fishing grounds and searched data can be download unrestrictedly. Comparison of skipjack catch with sea surface temperature and depth of $20^{\circ}C$ derived from Argo data in the West Equatorial Pacific revealed that Argo data are able to help fishing fleet to find fishing grounds and to increase catch.
To install a radar reflector on small ships, such as a small fishing vessel, a fishery buoy, and a barge ship for fishery, it is very important to develop the optimal system which may determine a proper installation location. For this, the response characteristics how waves have an effect on the small ships should be accurately analyzed. In this paper, we analyze the dynamic behaviors of small ships, which may be caused by irregular waves. To do this, we investigate how a barge ship responses to wavelength, water depth, and directions of incoming waves. The analyzed results shall be utilized to evaluate an effect on a radar cross section when we install an radar reflector on a barge ship for fishery and a small ship.

Seafood is attracting attention as a future food industry. In recent years, the demand for fishery equipment of mechanization, automation, and unmanned was increased due to the environment affected by seafood processing, stricter regulations on safety, decline and aging of fishery worker. Ark shell (Scapharca subcrenata) was being produced in many steps in the production process. The process has been made such as collection-landing-washing-first sort (goods/non-goods)-transports-second sort (size). It was undergone first and second steps by delivering to the consumer. Here, the first step is to sort goods to collection and the second step is to sort by size. The fishery workers need ten people in first step and six people in second step. The workload of one hour per kg is 4,247 kg/h in first step and 2,213 kg/h in second step. In addition, the goods ratio by work process was 79% in first step and 98% in the second step. In this process, a lot of fishery worker and working time is needed. Therefore, this study developed elemental techniques for an automated size sorting system considering the working process problem, time and situation for washing and sorting of ark shell.
Since the declaration made by UN Convention on the Law of the Sea on EEZs, The open seas of Northeast Asia, considerd as a convention area, needed new agreements in conformity with the changes brought by the introduction of the Exclusive Economic Zone(EEZ) system. The Contracting Parties of these agreements set up their own EEZs, which extend certain ranges from their baselines, Fishing in the other party's EEZ is done based on mutual agreements, which take into account traditional fishing activity in the zones. Seperate fishries management systems, in accordance with the relevant legal status of the waters, are applied to individual overlapping areas: Middle Zone in the Bast Sea and the waters south of jeju Island, Interim Measure Zone in the Yellow Sea and East China Sea, and the Transitional Zone in the Yellow Sea. They decided to conclude fisheries agreements as the provisional agreement under Article 74(3) of the UN Convention before the delimitations of the EEZs to avoid the territorial disputes. China and Japan concluded the Fishries Agreement in the November 1997, allowing each coastal State 52 mile EEZ. it was followed by Korea and Japan in September 1998, reaching a final compromise. And also Korea and China came to a satisfactary settlement in November 1998. Fisheries agreements have been established between the three North-east Asian States, the agreement are all bilateral. That implies inefficient resource management on the overlapping waters of the three states, especially on the East China Sea. The Korea-Japan Fisheries Agreement and the China-Japan Fishery Agreement worked as governing rules in the North-east Asian seas before the establishment of EEZs (Exclusive Economic Zones). However the conclusion of the bilateral fishery agreements, Korea China and Japan have developed EEZs, and these three countries have competed for the exploitation of fisheries resources. Therefore, the issue of fisheries resource management was no longer a single countries' problem and emerged as a common issue facing these three countries. In recognition of the above-mentioned problem, it is needed for the construction of cooperative System fishery management in the North-east Asian seas. Therefore, cooperative measures should be establishied. The final goal of the construction of fisheries management cooperative system is to establish sustainable fisheries in the North-east Asian seas. However, there is a big difference in fisheries management tools, fishing gear, exploitation rate of species, etc. This implies that a careful approach should be taken in order to achieve the cooperative fisheries management among Korea, China and Japan. conclusionly, the Governments of Korea, China and Japan should complement three bilateral agreemens, and which they prepares to 'Fisheries Resource Restore Program' Between Korea, China and Japan in the adjacent waters south of Jeju Island.

This paper presents the new developmental direction for fisheries policy in Korea. Fish bacterial diseases have spread and caused serious problem for cultured marine fish in Korea. The important bacterial disease affecting mariculture such as olive flounder (Paralichthys olivaceus) are caused by Edwardsiella tarda, Vibrio scophthalmi and Streptococcus parauberis. For the bacterial disease protection in aquaculture industry, the water treatment is needed in aquaculture system. During the last decades atmospheric pressure non-thermal plasma in contact with liquids have received a lot of attention of environmental and medical application. In this study, we determined the disinfectant effect in seawater and three major fish bacterial disease pathogens by using low frequency plasma treatment. Three fish bacteria (E. tarda, V. schophthalmi, S. parauberis) were not detected within 16 min, 150 min and 270 min of 20 L, 500 L and 1 ton seawater post low frequency plasma treatment, respectively. Three major fish bacterial disease pathogens were not detected within 2 min after the low frequency plasma treatment, suggesting that the low frequency plasma possess disinfectant effectiveness.

Thousands of demersal fishes inhabit in the waters around Korea and most of them are overexploited. One of reasons is technological development, which increases the efficiency of the vessels continuously. The analysis was conducted to identify the change of fishing power index to develop the vessel and gear technology that may have improved the fishing efficiency of the Danish seine fishery from 1960s to 2010s. Gross tonnage was decreased stably, but the horse power was increased annually. The length of ground rope, warp and hand rope was somewhat longer, but changed a little. Color fish finder was utilized from the mid-1960s and positioning system was used five years later. A hydraulic line hauler were introduced in the mid-1980s, and supply rate was gradually increased. Surveys on the supply and upgrading of fishing equipment utilized visiting researchers. Therefore, the relative fishing power index in the Danish seine fishery increased stably from 1.0 in 1970 to 1.0 in 1980, to 1.2 in 1990, to 1.3 in 2000 and to 1.3 in 2010. The results are expected to contribute to reasonable fisheries stock management.
Since the onset of its economic reform and the open door policy in the late 1970s, China's overall economic growth rate has been continuing about 10% per year. The marine sector is not allowed exception, aquatic products increased sharply from 4.66 million MT in 1978 to 36.02 million MT in 1997, and then China is remained the largest producing country in the world aquatic market and her role would be expanded. Korea having a common boundaries to China is subjected unescapably both in domestic and export markets by the influence of the remarkable growth of China's aquatic products. If China were admitted entrance of WTO(World Trade Organization)in the near future, her influence is getting more serious. Well, we are necessary to understand the characteristics of China's aquatic products and to review fishery policies implemented by the China government. This paper is organized into two major parts, the one includes the structural changes of aquatic products, fishing and cultivating in the coast, latent and estimated production in China, and the other includes the main contents of fishery policies and measures of government administration. A characteristic of China's aquatic products is that cultivated production, especially, shellfish outputs continues to rapid increase. The major means of administration are an execution of fishing license system and setting up no-fishing zone and closed season for fishery. China is no longer a marginal player in international economic and world aquatic market. So, we will not only understand China's aquatic conditions and problems, but will also see the usefulness in continuing the cooperative relationship for a long time to come.
