This paper attempts to quantitatively assess the conservation value of Ellobium chinense (EC), which belongs to the endangered marine species designated by Ministry of Oceans and Fisheries. To this end, we apply the contingent valuation (CV) method, an economic technique of valuing a non-market goods such as EC. A national survey of randomly selected 1,000 households was administered in order to derive the public's willingness to pay (WTP) for conserving EC. One-and-one-half-bound model was adopted to elicit the WTP responses and a spike model was employed to deal with the zero WTP responses. The results show that the conservation value of EC is estimated to be 2,346 won per household per year that is statistically significant at the 1% level. Expanding the value to the national population gives us an annual value of 43.8 billion won. We can judge that the Korean people are willing to pay a significant amount to conserve EC.

Cabotage means transportation of cargoes or passengers between two points within same country by vessel or aircraft which registered to foreign country. Cabotage regulation has justified by the protectionism in economic aspect and by national security in the defence of a country, thus most world's major countries including United States of America, Japan and European Union(outside EU) are executing cabotage. Even though Korean's controlled fleet ranked to 5th in the world, shortage and ageing of Korean domestic seafarers came to the restricted factor in the Korean domestic shipping. Resultingly Korean government permitted 530 Myanmarese and Indonesian seafarers to come on board in domestic vessel. In regarding to the Korean law, there are no direct relationship between boarding foreign crew in domestic vessel. However the baxic concept of cabotage will be spoiled by boarding foreign crew under the regulation of cabotage, so special treatment should be needed to cover the problems in coastal shipping arose form them. To minimize the problems derived from foreign crew, following actions are recommended; first, management skills of foreign crew are needed to overcome differences of communication and culture; second foreign crew supporting center should be established to counsel their difficulties; third, high level of manning companies should be promoted; forth, stabilized crew supply should be guaranteed by improving employment condition; finally, memorandum of understanding should be concluded between two countries to prevent seceders.
The purpose of study was to broaden our knowledge on the productivity and cost of thinning operations which has become increasingly practiced in Korea. The thinning operations were conducted in a 40-year old larch (Larix leptolepis) stand, including chainsaw felling and processing at the stump, followed by yarding tree-length logs using a Koller K301-4 tower yarder. The logs were further processed and sorted into 1.8 m and 3.6 m log piles at the landing. We used a standard time study method to evaluate key variables that affect the productivity of thinning operations. The total stump-to-pile operational cost was $41,707won/m^3$. The highest cost activity was the yarding phase which cost $20,083won/m^3$ (48.2% of the total cost), followed by the costs of processing treelength materials into marketable log lengths ($12,143won/m^3$; 29.1%), and then by the costs of sorting/piling the processed logs ($5,039won/m^3$; 12.1%). It was interesting to see that felling and processing trees at the stump had low costs at $1,315won/m^3$ (3.2%) and $3,127won/m^3$ (7.5%), respectively. We used the detailed time study data to develop regression equations which were to predict yarding productivity. Our analysis showed that harvesting system cost was highly sensitive to the number of logs, yarding distance and lateral distance per turn, respectively.
Working in the forest would require a wide range of skills and experience for specific tasks which involve with a high level of risks to worker's safety. However, there has been a concern on the current standard wage system for forest workers because it does not effectively reflect the characteristics of typical working conditions in the forest. In addition, the current standard wages for forestry workers was estimated based on the construction industry's wage system. Therefore, the purpose of this study is to assess a current wage system through the mail survey method and to develop a new wage system for forest worker which effectively reflects skill sets and experience required for successful completion of the work in the forest. We mailed the survey questionnaire consisting of 19 questions to 659 forest workers and received 188 responses resulting in a 28.5% response rate. The results showed that the current average optimal wages of forest worker, special worker and feller were 97,680won/day, 127,559won/day and 152,403won/day, respectively though there were variations depending on the regions. In developing the new standard wage system, this study suggest the current work types(worker, special worker and feller) could be divided into 5 work types (forest-environment workers, forest operations in beginner, forest operations in intermediate, forest operations in advanced and forest equipment operator) reflecting specialty of forest operation thereby stabilizing the new wage system for forest workers.

This study aimed at finding directions for Korean agriculture to establish a new paradigm of sustainable development. Various problematic issues and concerns in the environment necessitate the transformation of Korea's development paradigm from unconditional growth to "Green Growth" through new policies on green value and review of various advanced researches. In this research, the environment-friendly agriculture's problems, particularly in agribusiness were analyzed. Drawing from Michael Porter's Value Chain Analysis, this research developed a value chain model in agriculture that reflects the environment and the present situations. Future directions in the agriculture sector were also discussed. Korea realized food self-sufficiency through the green revolution in the early 1970s. However, a lot of problems have also occurred, including ground and water pollution and the destruction of ecosystems as a result of the overuse of pesticides and chemical fertilizers. In the late 1970s, the growing interest on environment-friendly agriculture led to the introduction of sustainable methods and techniques. Unfortunately however, these were not innovative enough to foster environment-friendly agriculture. Thereafter, the consumers' distrust on agricultural products has worsened and concerns about health have increased. In view of this, the Ministry of Food, Agriculture, Forestry and Fisheries introduced in December 1993 a system of Quality-Certified Products for organic and pesticide-free agri-foods. Although a fundamental step toward the sustainability of the global environment, this system was not enough to promote environment-friendly agriculture. In 2008, Korea's vision is for "Low Carbon Green Growth" to move forward while also coping with climate change. But primary sectors in a typical value chain do not consider the green value of their operations nor look at production from an environmental perspective. In order to attain sustainable development, there is a need to use less resources and energy than what is presently used in Korean agricultural and value production. The typical value chain should be transformed into a "closed-loop" such that the beginning and the end of the chain are linked together. Such structure allows the flow of materials, products and even wastes among participants in the chain in a sustained cycle. This may result in a zero-waste sustainable production without destroying the ecosystem.

An eco-friendly integrated multi-trophic aquaculture (IMTA) farming technique was developed with the goal of resolving eutrophication by excess feed and feces as fish-farming by-products. A variety of seaweed species were tried to remove inorganic nutrients produced by fish farming. However, there have been few trials to use Sargassum fulvellum in an IMTA system, a species with a relatively wide distribution across regions with various habitat conditions, great nutrient removal efficiency and importance for human food source and industrial purposes. In this regard, our study tried to examine feasibility of using S. fulvellum in an IMTA system by analyzing growth characteristics of the species in an IMTA system comprising of rockfish (Sebastes shlegeli), sea cucumber (Stichopus japonocus) and the tried S. fulvellum (October 2011 - November 2012). We also monitored environment conditions around the system including current speed, water temperature and inorganic nutrient level as they may affect growth of S. fulvellum. S. fulvellum in the IMTA system, which were $15.72{\pm}5.67mm$ long at the start of the experiment in October 2011, grew to a maximum of $1093{\pm}271.13mm$ by May 2012. In September, seaweed growth was reduced to a minimum of $280{\pm}70.43mm$ in length. Then, S. fulvellum began to grow again reaching $325{\pm}196.19mm$ by November 2012. Wet weight of the seaweed was $4.01{\pm}1.89g$ at the start of the experiment and reached a maximum of $109.26{\pm}34.23g$ in May. The weight gradually declined to a low of $15.12{\pm}8.40g$ in September 2012. Weight began to increase once more, rising to $39.27{\pm}21.69g$ by November. During the experiment, the average velocity at the surface and the bottom was 6.5 cm/s and 3.4 cm/s, respectively. The water temperature ranged $5.0-23.5^{\circ}C$, which was considered suitable for growing S. fulvellum. Results of the study indicated no significant differences in inorganic nutrients between pre- and post-IMTA installation. It was thus concluded that S. fulvellum can be a suitable seaweed species to be used in an IMTA system.
This study analyzes the priority according to the importance of the government's oyster industry support policy using AHP (analytic hierarchy process), and it compares and confirms the satisfaction level of direct and indirect workers using this policy in contribution to the development of the oyster industry. The results of the importance analysis by AHP analysis are as follows: As a result of the evaluation of the importance of the entire sample, it is found that the most important factor is the production facilities of the production supply of the competitiveness enhancement, the purchase of raw materials of the production supply of the competitiveness enhancement, and the aging of the structural risks of risk reduction. Also, significant differences among the workers in the ranking of importance are identified. According to the comprehensive evaluation results of indirect workers, which consist of public officials, the National Federation of Fisheries Cooperatives, and related professors, raw materials, production facilities, and high-quality products are produced in order to increase competitiveness. There are differences among workers in order of marine pollution of environmental risks, structural fish population reduction, and structural aging of risk factors.

As a preliminary study of enter or leaving traffic patterns of the Korea main port, port Management Information System (Port-MIS) data was used to check the volume of vessels entering and leaving the port of Busan, and three consecutive days from each seasons were selected for study. Selected 12-day General Information Center on Maritime Safety & Security (GICOMS) data was also used to analyze the traffic pattern in the main traffic lane of Busan port for dangerous goods carrier. Also, the distance between dangerous goods carriers and Oryukdo breakwater of east breakwater in the main traffic lane was analyzed. Collision probability was estimated using the cumulative probability distribution function of the normal distribution for the maritime traffic safety audit scheme based on the assumption that a ship's trajectory has a normal distribution for a section of the route. However, in case of entry or leaving thorough the Oryukdo breakwater and entry thorough the east breakwater, ship's sailing trajectories were revealed not to follow a normal distribution via regularity testing using a KS-test and SW-test. Especially in the north port, the tendency of the right side of the ship to pass was remarkable. It is desirable to develop a traffic model suitable for the characteristics of the port rather than to apply general traffic theories, and to apply this model to a maritime traffic safety diagnosis, so further research is needed.
This paper develops a simple model to explain the reasons why foreign acquirers pay significantly higher premiums for U.S. target firms than do U.S. buyers. We also provide empirical work on the valuation effect of foreign takeovers and the determinants of the wealth gains of U.S. target shareholders involved in foreign takeovers. The results indicate that target wealth gains are significantly higher in foreign takeovers than in domestic takeovers, after controlling for the wealth effects of payment method, acquisition type, tax status, size and time period of bids. This confirms the valuation effect of foreign takeovers. Furthermore, the results of cross-sectional regression analysis show that the variation in U.S. target wealth gains is explained by extra tax benefits stemming from double tax deductions for acquisition-related interest expenses incurred by foreign acquirers. These findings imply that differential taxation across tax jurisdictions is the main source of the valuation effect of foreign takeovers. In addition, we find that there exists a valuation effect of the nationality of the foreign acquirers. Japanese companies pay significantly higher premiums than do non-Japanese acquirers. The finding also indicates that competition among bidders increases the abnormal returns to U.S. target shareholders in foreign takeovers.

This survey was conducted from May 2017 to August 2018 as part of the National Marine Ecosystem Surveys sponsored by MOF (Ministry of Oceans and Fisheries) and KOEM (Korea Marine Environment Management Corporation). The survey was conducted at 157 stations including intertidal zones, coastal sand dunes and beaches. A total of 72 species of halophytes were identified and the total vegetated area was $1,813,546m^2$ in coastal waters of Korea. In the west coast region, Suaeda japonica was the dominant species, Phragmites communis in the southern coast, and Carex kobomugi in the east coast. Phragmites communis was the most dominant with $1,136,643m^2$ (62.7%) in the whole surveyed area. The top 11 dominant plants are Phragmites communis, Suaeda japonica, Suaeda maritima, Zoysia sinica, Carex kobomugi, Elymus mollis, Suaeda malacosperma, Phacelurus latifolius, Triglochin maritimum, Carex pumila and Carex scabrifolia, and Phragmites communis and Suaeda japonica accounted for 75.9% of the total vegetated area. The distribution of halophyte on the coast of Korea was determined by the habitat types rather than the climate ranges, and there was a difference in the species diversity and habitat range of the halophyte depending on the habitat diversities within the same area.
