A Study on Improving Role of Firefighting Service Toward an Aging Society (고령화 사회에서의 소방인력 활용 및 서비스 개선방안)

  • This study is aimed to increase the fire-fighting manpower utilization and the increasing of its services in aging society. Due to continuous improvement of living standards and development of medical technology, the elderly population rate is being increased and it brings rapid progresses of aging society. Therefore, as a fire-fighting organization which is responsible for safety from various disasters, they should grasp comprehensively and systematically exact status of weak person from disaster in perspective of it with conjunction of all concerned department and at the same time proceed to speedy move as well as determine the appropriate emergency measures. In order to do this, safe life education for elderly people and the comprehensive measures of home security should be taken by transforming the policy from particular object-oriented policy to demand-driven policy. And through the expansion of one one nine services such as using grandeur of powerful IT nation out of old-fashioned promotion way, they should provide fire-fighting service for convenient and comfortable life of elderly people after retirement. A consideration of the elderly people is the best way to penetrate a advancement fire-fighting in aging society.

The Influence of the Motivational Incentive Program on the Learning Achievement of New Firefighters (동기유발 프로그램이 신입 소방공무원의 학습성취도에 미치는 영향)

  • The purpose of this study is to examine the impact of synchronous induction programs on new fire-training students' grits and learning outcomes. The research target selected 108 new firefighters from Fire & Marine School. 108 is composed of 54 experimental and control groups and isexecuted once a week, 60 minutes per session, and 10 sessions of synchronous inducement program.The research tools used grids to conduct pre- and post-test, and the mid-term and final-term tests were compared and analyzed. The data analysis was conducted using the SPS 22.0 program.The results showed that the motivational program showed statistically significant differences in the grids and had a significant impacton the final exam results of new firefighters. So, you have a passion for long-term goals and a passion for long-term goals. Research will need to be conducted continuously to raise the level of effort and provide fire-fighting school programs that can help with academic achievement.

A Study on the Rehabilitation Room of Firefighters at Disaster Spot (재난현장 소방공무원의 회복실에 관한 연구)

  • This study intends to provide a model for the establishment of a rehabilitation room for the safety and rehabilitation of firefighters by proposing a basis for the establishment of a firefighter rehabilitation room at disaster sites. To achieve the research objectives, a questionnaire, frequency analysis, and variance analysis were conducted to assess the effectiveness of rehabilitation rooms for firefighters. Based on the results of the research, the policy suggestions for operating an effective rehabilitation room are as follows. An organization of the operation of the rehabilitation room should be established at each firefighting headquarters, and human resources must be secured for the operation of the rehabilitation room. In addition, detailed operating standards such as the operation contents of the rehabilitation room's operation manager and its operator, as well as its operation procedures should be prepared. Additionally, training to improve the rehabilitation room and its understanding is needed.

  • The purpose of this study is to study the need for psychological first aid for stress of fire officials. a 1:1 in-depth interview with 10 paramedics to solve the research problem. Through interviews, the policy on the need for psychological first aid to improve the mental health of firefighters was proposed as follows by analyzing the working environment of paramedics, post-traumatic stress experience, and psychological first aid experience. First, fire officials need to be assigned to the site to educate in advance about post-traumatic stress and the resulting physical symptoms before being exposed to traumatic events. Second, fire officials should provide psychological first aid at an appropriate time after exposure to trauma cases. Third, it is necessary to supplement the manpower and institutional devices that will specialize in mental health work. Fourth, for customized professional medical services and psychological support suitable for fire officials, it is necessary to link fire-fighting complex healing centers and national firefighting hospitals.

Study on Recognition Attitudes of Residents on Safety Management against Disasters of Local Governments: Focused on Chungcheongbuk-do (지방자치단체의 재난안전 관리에 대한 주민 인식태도 연구 - 충청북도 지역을 중심으로 -)

  • This study analyzed safety management system against disasters perceived by local residents of Chungcheongbuk-do and then examined the policy directions to be considered in order for local governments to improve the safety level of residents and build an effective safety management system against disasters. The findings were as follows. First, in their recognition of risks of safety against disasters, recognition on the possibility of the occurrence of natural disasters was higher than that of social disasters or safety accidents. Secondly, also in the aspect of the importance of category of safety management against disasters, they recognized that of natural disasters far higher than others. Third, they showed satisfaction higher than average with basic job performance of local governments related with safety management, whereas they showed relatively less satisfaction with the aspects of check and publicity of risk factors, and short-term restoration system out of phased job performance. Fourth, in the aspect of capability of local governments for safety management against disasters, they rated positively capability of the responsible departments and the professionality, whereas they relatively underestimated the scale or budget of safety-related organizations. Fifth, the policy directions to be taken for safety against disasters by local governments included strengthening of regular education like experience-based training, expansion of education among local residents, more support for relevant facilities and resources, activation of residents-participating campaigns, improvement of apparatus and personnel treatment related with firefighting and security, frequent patrol and oversight, more exercises against disasters. So, to strengthen safety management system against disasters in local governments and build a effective responding system may need to extend programs assisting vulnerable class to safety against disasters, build a community-friendly safety management system, extend the cooperation system by participation of residents, enhance collaboration and support system with safety-related bodies like police, firefighters.

Analysis of Building Characteristics and Temporal Changes of Fire Alarms (건물 특성과 시간적 변화가 소방시설관리시스템의 화재알람에 미치는 영향 분석 연구)

  • The purpose of this study to find the factors influencing the fire alarms using IoT firefighting facility management system data of Seoul Fire & Disaster Headquarters, and to present academic implications for establishing an effective prevention system of fire situation. As the number of high and complex buildings increases and former bulidings are advanced, the fire detection facilities that can quickly respond to emergency situations are also increasing. However, if the accuracy of the fire situation is incorrectly detected and the accuracy is lowered, the inconvenience of the residents increases and the reliability decreases. Therefore, it is necessary to improve accuracy of the system through efficient inspection and the internal environment investigation of buildings. The purpose of this study is to find out that false detection may occur due to building characteristics such as usage or time, and to aim of emphasizing the need for efficient system inspection and controlling the internal environment. As a result, it is found that the size(total area) of the building had the greatest effect on the fire alarms, and the fire alarms increased as private buildings, R-type receivers, and a large number of failure or shutoff days. In addition, factors that influencing fire alarms were different depending on the main usage of the building. In terms of time, it was found to follow people's daily patterns during weekdays(9 am to 6 pm), and each peaked around 10 am and 2 pm. This study was claimed that it is necessary to investigate the building environment that caused the fire alarms, along with the system internal inspection. Also, it propose additional recording of building environment data in real-time for follow-up research and system enhancement.
