  • This study is to search cooperation plan about fire investigation based on the public-private partnership. Especially focused on the partnership with 4 sector; the academic world, insurance sector, industrial world, professionalist of private fire investigation. In conclusion, Firstly a partnership with the academic world should have courses or school subject extensions related to fire investigation. Secondly, a partnership with insurance sector should secure trust through unifying estimate standard about the origin of damage. Thirdly, A partnership with industrial company is presented making collaboration team to investigate the fire investigation. Lastly, the partnership with the private professionalist related to fire investigation should strengthen credibility and expertise.

  • One of the notable changes in Korean Industry in 1990's was globalization. Many of Korea plants have been built In the foreign countries and many of foreign plants have been build in Korea. And it is believed that many foreign insurance companies will begin their business in Korea soon, as Korea will open their insurance market to them. While sprinkler system plays very important role in total fire protection system, Korean sprinkler system design has not been studied in depth. Thus, it is not easy to convince the performance of Korean sprinkler system and compare it to NFPA 13, Standard for the Installation of Sprinkler System. Design guideline from both system will be listed and compared in detail. Fire water demand from both system will be reviewed to evaluate its adequacy. Water spray density and actuation time will be estimated, too.

  • The Swedish Fire Research Board was established in 1979 to initiate and fund relevant fire research efforts. The Board is responsible for a long term research programme revised every third year, and the Board is one of two major Swedish sponsors of all fire research. Beside the Board we also have the Swedish National Rescue Services, funded by the government. BRANDFORSK gives very high priority for the industry and the insurance company and the need they express for fire research. Research that the Rescue Services Board are funding is mainly focusing the need for the fire department. The Swedish Fire Research Board, BRANDFORSK, is the joint agency of the Swedish government, the insurance industry and the business sector, for the initiation, funding and supervision of different kinds of fire research. Work is directed by a Programme Board and is performed in the form of projects at universities, research institutes, state authorities and private firms. The Secretariat of BRANDFORSK shares the premises of the Swedish Fire Protection Association, SFPA, and the SFPA is the principal and the party which enters into agreement with the State. The programme for the period 1997-1999 has been drawn up on the basis of both damage development and the trends in society which can be noted, and the evident fire problems of the interested parties and their need for fire research. The inputs in the programme have been broken down seven problem areas. In every problem area different project areas are set out, and these primarily specify the aim of the work. Our seven problem-areas are; Costs and benefits of fire protection measure. The role and behaviour of people and organizations Fire In buildings Fire in underground facilities Rescue operations fire in industries Fire and the environment.   • 컴퓨터 화재 모델링은 1960년대부터 연구 개발되어 왔지만, 화재조사 및 감식 분야에서는 미국의 NIST : National Institute of Standards and TechnologyNIST와 영국의 BRE : Building Research EstablishmentBRE를 중심으로 약 10여년 전부터 적용되기 시작했다. 처음 화재 모델링이 개발되었을 때에는 화재 자체의 물리적인 특성을 설명하는 데에만 사용되어 그 활용분야가 제한적이었으나, 방화공학적인 분석기법과 컴퓨터 기술의 발달로 요즈음에는 화재현장을 재현하고 예측하는데 많이 사용되고 있으며 앞으로 더 많은 활용이 예상된다. 따라서 본 글에서는 화재모델링을 이용한 시뮬레이션이 무엇인지를 배우고, 화재 조사에 적용된 구체적인 사례를 살펴봄으로써 컴퓨터 화재 시뮬레이션을 이용한 화재 조사에 대한 이해를 높이고자 한다.

A Study on Damage Assessment for Fuel Cell Facilities in Gas Stations (주유소 내 연료전지설비에 대한 사고피해예측 연구)

  • Fuel cells are low-carbon power sources that can expand distributed energy system and electric vehicle charging infrastructure when installing fuel cells in gas stations. In order to ensure safety for fuel cells in gas stations, quantitative risk assessments were conducted after deriving accident scenarios based on accident data of domestic and foreign gas stations and fuel cells. It calculates the expected extent of damage from fire and explosion that can occur in reality, not the worst accident scenario, and analyzes the damage impact. The separation distance of more than 9.0 m from a dispenser, 15.5 m from a car under refueling, 4.1 m from the ventilation pipe, 1.1 m from the gas adjustment device prevent the severe damage caused by the expected accident. This study result can be used to deploy fuel cells in gas stations and establish safety measures.

A Study on Rice Growth and Yield Monitoring Using Medium Resolution Landsat Imagery (LANDSAT 위성영상을 이용한 벼 생육 및 수량 모니터링)

  • Earth observation satellite imagery having medium-resolution can provide the useful information very rapidly and cheaply. The objective of this study was to assess the feasibility for monitoring rice growth and yield using medium resolution satellite imagery at Seosan AB reclaimed area, Chung-nam province. Using the LANDSAT imagery at booting stage ($29^{th}$ July 2004), $NDVI_R$ had the most significant linear relationships with rice yield of Seosan AB reclaimed area with the correlation coefficient (r) as 0.68. Therefore, this relationship was established as rice yield equation as function of $NDVI_R$, where excluding the 10 small area having low number of pixel, the determination coefficient ($R^2$) of the linear regression between NDVIred and milled rice yield was improved to 0.66. In addition, raster masking method, which was easier and faster even if a little unaccurate than preexisting method, was established for extracting information paddy field zone. Adaptability of rice yield equation function of $NDVI_R$ on year and region was investigated using rice yield and $NDVI_R$ values, which were extracted with raster masking method, from 7 counties or cities, Kyeong-ki province in 2005. Relationship between observed and calculated rice yield showed 1:1 line indicating that the adaptability was admitted.
