  • 공판중심주의 강화와 법률시장 개방 등 사법제도의 변화로 인해 화재현장의 해석은 과학적인 증거를 통해 철저한 실체적 진실의 구현을 지향하고 있다. 화재에 대한 실체적 진실 규명의 근거가 되는 물적 증거물에 대한 적정한 수집이 선행되지 않으면 법정에서 증거능력 부정 또는 증명력이 배척되어 조사결과에 대한 신뢰도는 추락하게 된다. 엄정하게 관리된 현장에서 물리적, 화학적으로 변형 우려가 높은 화재 증거물의 특성상 최대한 원형을 보존하도록 채취되어야 하고 채취부터 분석 감정에 이르는 모든 과정이 사진 및 기록으로 유지되어야 하며 이런 과정들에 대한 세부적인 매뉴얼 또는 지침이 규정화 될 필요가 있다. 이런 절차들이 정립되고 조사 기관간 협업 관계가 구축된다면 신뢰도 높은 화재감식 체계가 될 것이다.

  • Fire scene is mostly destroyed by the flames but fire fighter's fire suppression and rescue activities also destroys a substantail portion. Structures and furnitures which has already become weaken can be easily damaged. Or when structures built up by moving to another location, it's very hard to restore the original state. Also if it is restored, the object has no evidence that it has existed. In all scenes, the scene can't be preserved when quick extinguishment, rescue activities and preventation of fire spread is needed. On this paper, it reviewed the notes about the possibility of field damage by fire suppression and rescue squad's activities. Also it has reviewed the notes how to minimize the field damage by putting out fires and rescue activities by observing the precautions. The reviewed information will help to make guidelines for preserving the scene. By this, it is expected to make a field study exactly by collecting more valid evidence.

기체 크로마토그래피를 이용한 몇 가지 석유류(시너, 휘발유, 등유 및 경유)의 정성분석 (Qualitative analysis of some kinds of petroleum (thinner, gasoline, kerosene, and diesel oil) by gas chromatography)

  • 화재원인물질을 규명하기 위해 화재현장에서 수거된 물을 포함한 증거물로부터 석유류를 용매추출하여 기체크로마토그래피법으로 분석하였다. 다량의 수분을 포함한 증거물에서 석유류를 추출하기 위해, HPLC 용 n-hexane을 10.0 mL를 가하여 30분간 흔들어준 다음 일정시간 방치한 후 n-hexane 층을 분리하고 기체크로마토그래피에 주입하여 크로마토그램을 얻었다. 얻어진 시료의 크로마토그램과 시너, 휘발유, 난방용 등유, 보일러 등유 및 경유를 n-hexane에 첨가하여 만든 인공시료의 크로마토그램과 비교하였다. 시료의 크로마토그램은 비교적 끓는점이 낮은 시너와 휘발유의 크로마토그램과 확연히 차이가 났으며, 난방용 등유와 보일러용 등유는 머무름 시간에 따라 다른 피크 패턴을 보였다. 이에 비해 경유의 크로마토그램과는 유사한 피크패턴을 보였고, 시료에 일정량의 경유를 첨가한 후 측정한 시료의 크로마토그램에서는 특징적인 피크의 면적이 증가하는 현상을 관찰할 수 있어 시료에 포함된 석유류가 경유라고 예측할 수 있었다.

유류화재증거물 보관용기의 신뢰성에 관한 연구 (Preserving Reliability of Evidence Containers for Fire Debris Containing Ignitable Liquids)

  • 화재 현장에서 수집된 화재증거물은 신뢰성 있는 용기에 수집, 보관 되어 감정기관으로 제공되어야 한다. 본 연구에서는 인화성 물질 5종(톨루엔, 노말옥탄, o-자일렌, 노말데칸, 노말헥사데칸)의 장판화재 증거물과 10 ${\mu}L$의 인화성 물질 5종을 적신 킴와이프스 종이를 4가지 용기(금속캔, 유리병, 나일론 지퍼백, 나일론 실링 백)에 두고, 온도 및 보관 기간에 따라 보관한 후 시료 속의 인화성 물질 잔존 유무를 가스크로마토그래프/질량분석기를 이용하여 확인하였는데, 그 결과 테프론이 코팅된 마개를 가진 유리병의 경우가 $60^{\circ}C$에서 22일 동안 보관하여도 5종의 화학물질이 검출이 가능하여, 유리병이 보관 성능이 가장 우수함을 확인하였다.

  • The objective of this study is to analyze the relationship between organizational capacity and the use of firefighter volunteers by volunteer fire departments within local/county governments. The study is based on a nonrandom sample of 213 U.S. volunteer fire departments within local governments. The fire chief of these fire departments responded to an annual survey conducted by Firehouse Magazine in 2010 and 2011. This study uses OLS regression analysis to assess the impact of organizational capacity (measured as annual budget) on the number of firefighter volunteers used by the volunteer fire department. There is evidence to suggest that organizational capacity has a positive and statistically significant effect on the number of volunteers used among U.S. volunteer fire departments. This study extends current literature on public volunteerism by analyzing factors that explain variation in the use of volunteers by local governments, specifically fire departments. Findings suggest that fire departments with greater resources in terms of revenue are more likely to use volunteers.

EMTP 시뮬레이션을 통한 배전선로의 1선 지락 사고시 화재 조사 기법에 관한 연구 (A Study on Fire Investigation Technique For Single Line to Ground Faults in Distribution Line Using EMTP Simulation)

  • Approximately 20% of the total fire is electrical fire, and electrical energy is a potential source of heat. Large-scale fault currents that occur during a line ground fault flow into electric utility poles, electric power equipment, or electric appliances of the customer, and cause simultaneous electrical fire. In this paper, we investigated the possibility of fire through the change of fault current flowing in faulty and sound feeder in case of 1 line ground fault in 22.9 kV distribution line. We propose a fire investigation analysis method for simultaneous multiple electrical fire such as evidence analysis method, and fault current occurrence confirmation method in case of fire accident by analyzing the fault current occurring in the ground fault in the distribution line using EMTP, electric power system analysis program.

비닐절연전선의 산화물 성장 특성과 화재조사에의 적용 (Copper Oxide Growing Characteristics of PVC Insulated Wire and Application to the Fire Investigation)

  • This paper describes characteristics for copper oxide growth of polyvinyl chloride(PVC) insulated wires by series arc. In this experiment, 600V IV wires were used, and characteristics of oxide growth and ignition process were analyzed in case load was 300W, 460W and 600W, respectively. In the result of experiment, covering materials were molten, carbonized and ignited, whereas, oxidized materials were grown in conducting material. During copper oxide was growing, contact voltages and power dissipations increased. When there is copper oxide growth, the waveform of current showed sinusoidal waveform, and the waveform of voltage showed modified waveform. Oxidized materials were heated at about $905^{\circ}C$, surface structure showed irregular shapes, and cross-section showed multiple cracks. And, the results of this experiment were applied to the fire cause analysis of fire evidence collected at the fire scene.

후관절 증후군의 침 치료에 대한 문헌 연구 보고 (Acupuncture for Facet Joint Syndrome: A Review of Clinical Study)

  • Objectives To evaluate the evidence supporting the effectiveness of acupuncture for facet joint syndrome. Methods We conducted search across 9 electronic databases (PubMed, EMBASE, Cochrane CENTRAL (CENTRAL), KoreaMed, Kmbase, Koreanstudies Information Service System (KISS), ScienceOn, China National Knowledge Infrastructure (CNKI), and Wanfang) to find clinical trials that used acupuncture as treatment for facet joint syndrome. The methodological quality of randomized controlled clinical trials (RCTs) were assessed using the Cochrane Risk of Bias (RoB) tool, while non-randomized controlled clinical trials (nRCTs) were assessed using the Cochrane Risk of Bias Assessment tool for Non-randomized Study (RoBANS) tool. Results Nine RCTs and one nRCT met our inclusion criteria. Fire needle was more effective than medial branch block in terms of visual analogue scale (VAS) after 1 month (p=0.02). Also, Fire needle was more effective than Ibuprofen in terms of VAS and oswestry disability index (ODI) (p<0.05). However, in the rest of the study results, the intervention group did not show a statistically significant difference than the control group. Conclusions Although our review found encouraging but limited evidence of acupuncture for facet joint syndrome, most of the studies included in the analysis were evaluated as methodologically high risk of bias. From now on further well-designed RCTs should be encouraged.

119 구급대원의 법의학 지식에 대한 연구 (Assessing the forensic knowledge of 119 emergency medical technicians)

  • Purpose: It is crucial that 119 emergency medical technician (EMT) have adequate knowledge regarding forensic science. This study aimed to assess the forensic knowledge of EMTs in the Republic of Korea. Methods: This study was conducted on EMTs of five fire stations in D metropolitan city between August 6 and August 13, 2018. A questionnaire consisting of items on crime-related incident recognition (i.e., mechanical asphyxiation, trauma, sex crimes, and child abuse), forensic evidence management (i.e., evidence collection, preservation, and recording) was administered to the participants. Finally, 119 questionnaires were analyzed. Results: The ratio of correct answers for crime-related incidents recognition was 55.82%, which was lower than that for forensic evidence management(84.5%). In particular, the scores for the type of neck compression(16.5%) and wound assessment(44.0%) were low. The percentage of correct answers for forensic evidence management was 78.4% for evidence collection, 84.4% for evidence preservation, and 90.6% for evidence recording. Previous forensic education experience was not a significant variable. Conclusion: Specific and practical forensic science education on perception of crime-related incident, including asphyxia and wound identification, and forensic evidence collection is needed.
