The frequency and intensity of abnormal climate caused by climate change is increasing in Korea. Also, the amount of damage from disaster is increasing rapidly. The research on vulnerability assessment analyzes environmentally, socially and economically vulnerable indicators and is ongoing to reduce the intensity of damage and establish adaptation policies for climate change. Therefore, in this study, we assessed vulnerability using weighting value derived by the regression equation. There are 3 evaluation items : vulnerability assessment for farmland erosion to flood, vulnerability assessment for health to heat wave, vulnerability assessment for forest fire to drought. For this study, indicators for each sectors were selected and spatial data for each sectors were established using GIS program. Results showed that vulnerability to heat wave was more affected by climate factors. On the other hand, vulnerability to flood and drought was more affected by social-economic factors. Then, to analysis efficiency of the regression analysis, vulnerability result was compared between the existing vulnerability research with no weighting applied and the vulnerability research with the influence of weighting value derived by the regression. This study showed that the regression analysis is efficient to provide practical and feasible alternatives in terms of planning climate change adaptation policies and it is expected to be utilized for vulnerability assessment in the future.
Graphene nanoplatelet (GnP)/reused phenolic foam (re-PF)/wood composite boards were fabricated with different GnP content as 5, 10 and 20 w/w% to investigate the effect of GnP on thermal- and flame retardant properties of wood-based composite boards. The thermal- and flame retardant properties of fabricated composite boards were investigated by thermogravimetric analysis (TGA) and limiting oxygen index (LOI), respectively. The thermal stability of the composite boards increased proportionally with respect to the amount of GnP, and the char yield of these boards increased up to 22% compared to that of the pure wood board. The LOI values of composite boards were about 4.8~7.8% higher than those of using pure wood boards. It was also confirmed that the flame retardant properties of composite boards were remarkably improved by the addition of re-PF and GnP. These results were because of the fact that the re-PF and GnP with a high thermal stability delayed the initial thermal degradation temperature of composite boards and made their char layers denser and thicker which led the overall combustion delay effect of the composite board. Especially, GnP as a carbon-based material, facilitated the char layer formation and increased remarkedly the char yield, which showed higher effect on flame retardant properties than those of the re-PF.
In this study, authors analyzed the vapor cloud explosion induced by propane leak at the PEMIX Terminal, which is the propane storage facility outside of Mexico City. TNT equivalence mass for the leaked 4750 kg propane was estimated to be 9398 kg. Blast parameters such as peak overpressure, positive phase duration, and impact at 40-400 (m) away from the center of the explosion were calculated by applying TNT Equivalency Method and Multi-Energy Method. The probability of damage due to lung damage, eardrum rupture, head impact, and whole-body displacement impact by applying the probit function obtained using blast parameters was evaluated. The peak overpressure obtained using Multi-Energy Method was found to be greater than the peak overpressure obtained by applying the TNT Equivalency Method at all distances considered, but it was evaluated that there was no significant difference from the points above 200 m. The peak overpressure obtained by Multi-Energy Method was computed to assess the extent of damage to the structure, and it was shown that structures within 100 m of the explosion center would collapse completely, and that the glasses of the structures 400 m away would be almost broken. The probability of death due to lung damage was shown to vary depending on a human body's position located in the propagating direction of shock wave, and if there is a reflecting surface in the immediate surroundings of a human body, the probability of death was estimated to be the greatest. In this study, lap spliced ultra-high strength reinforced concrete beams were tested and the code criteria for calculating the lap splice length which was affected by the transverse reinforcement and concrete covering performance were reviewed. The main variables for test were set as fiber volume fraction and transverse reinforcing bar arrangement to improve the confining performance of the concrete cover. The change of the confining performance of concrete cover according to the increase in the fiber mixing amount at 1% and 2% volume ratio was examined, and D10 stirrups with a spacing of 100 mm were placed in the lap spliced region. As a result of the test, the specimens confined by the stirrups showed a sudden drop of load bearing capacity with horizontal cracking at the position of tensile longitudinal reinforcement. However, horizontal cracks were not appeared at the location of longitudinal reinforcement for the specimens with steel fiber. And these specimens showed gradual decrease of load bearing capacity after experiencing peak load. In particular, it was found that the strain at the position of the tensile longitudinal reinforcements of the specimens to which the mixing ratio of 2% was applied exceeds the yield strain. As a result of measuring the strain on the concrete surface, it was found that the fiber was more effective in preventing damage to the concrete surface than the stirrups for short lap spliced region.
Forest fires increase the risk of subsequent soil erosion and mass movement in burned areas, even under rainfall conditions below landslide alert thresholds, by destroying plants and vegetation and causing changes to soil properties. These effects of forest fires can alter runoff in burned areas by altering soil composition, component minerals, soil water repellency, soil mass stability, and soil fabric. Heat from forest fires not only burns shallow organic matter and plants but also spreads below the surface, affecting soil constituents including minerals. This study analyzed X-ray diffraction and physical properties of topsoil and subsoil obtained from both burned and non-burned areas to identify the composition and distribution of clay minerals in the soil. Small amounts of mullite, analcite, and hematite were identified in burned soils. Vermiculite and mixed-layer illite/vermiculite (I/V) were found in topsoil samples from burned areas but not in those from non-burned areas. These findings show changes in soil mineral composition caused by forest fires. Expansive clay minerals increase the volume of soil during rainfall, degrading the structural stability of slopes. Clay minerals generated in soil in burned areas are therefore likely to affect the long-term stability of slopes in mountainous areas.

This study conducted interviews with former and current managers of Cheongwadae landscape architecture to provide basic information necessary to preserve, manage, and utilize Gyeongbokgung Palace's back garden, and the main conclusions summarized are as follows. First, the topography changed a lot with the construction of the main building and the official residence under President Roh Tae-woo. The water system was connected to Gyeongbokgung Palace in the past, but is now disconnected. Second, in the case of planting, the most important principles were the president's security and protocol, and accordingly, trees were placed or managed. Trees were planted by introducing excellent trees in various regions, and wildflowers and ground cover plants were frequently replaced according to the season. Third, facilities and roads were arranged for the president's protocol, hobbies, and workers' rest, and fire-fighting facilities were installed to prevent disaster in the forest area of Baegaksan Mountain. Fourth, the biggest inflection point of Gyeongbokgung Palace's back garden during Cheongwadae period was the change in topography due to the new construction of the main building and official residence during President Roh Tae-woo, the removal of A and B barbed wire fences that separated space during President Roh Moo-hyun, and the extensive landscaping carried out for the G20 Summit under President Lee Myung-bak. The area of Gyeongbokgung Palace's back garden is expected to face another inflection point due to the opening of Cheongwadae on May 10, 2022, and the work of evaluating the historical, academic, and landscape values of Gyeongbokgung Palace's back garden should be carried out while preserving the status.

It is important to secure the golden time of emergency vehicles for quick responses in disaster situations, such as fire, rescue, and first aid. This study proposes plans Emergency Vehicle Preemption (EVP) based on the analysis of emergency vehicle operation to secure the golden time of emergency vehicles and increase driving safety. The emergency vehicle dispatch statistics, emergency vehicle traffic accident statistics, and survey were used for the analysis. As a result of the analysis, the frequency of dispatch of emergency vehicles and traffic accidents are increasing gradually, but the rate of securing the golden time of emergency vehicles is approximately half, indicating that improvement measures are urgent. In the questionnaire survey, most citizens consent to the necessity of introducing EVP. In addition, the criteria for the range of emergency vehicles that could provide EVP and the allowable time for waiting were derived. These results could be used to prepare EVP operation strategies, and it is expected to contribute to improving emergency vehicle operation safety and increasing the golden time securing rate through a rapid expansion of EVP.

The objective of this study is to predict and reduce potential damage caused by chlorine gas leaks, a hazardous material, when vehicles transporting it overturn due to accidents or other incidents. The goal is to forecast the anticipated damages caused by chlorine toxicity levels (ppm) and to design effective response strategies for mitigating them. To predict potential damages, we conducted quantitative assessments using the ALOHA program to calculate the toxic effects (ppm) and damage distances resulting from chlorine leaks, taking into account potential negligence of drivers during transportation. The extent of damage from toxic gas leaks is influenced by various factors, including the amount of the leaked hazardous material and the meteorological conditions at the time of the leak. Therefore, a comprehensive analysis of damage distances was conducted by examining various scenarios that involved variations in the amount of leakage and weather conditions. Under intermediate conditions (leakage quantity: 5 tons, wind speed: 3 m/s, atmospheric stability: D), the estimated distance for exceeding the AEGL-2 level of 2 ppm was calculated to be 9 km. This concentration poses a high risk of respiratory disturbance and potential human casualties, comparable to the toxicity of hydrogen chloride. In particular, leaks in urban areas can lead to significant loss of life. In the event of a leakage incident, we proposed a plan to minimize damage by implementing appropriate response strategies based on the location and amount of the leak when an accident occurs.
In order to improve the effectiveness of carbon neutrality in Jeju Special Self-Governing Province, this study identifies the current state of social environmental education through literature research, excluding school environmental education being implemented in elementary, middle, and high schools in the province, and identifies shortcomings or problems. The purpose is to establish a plan to systematically and integratedly operate social environmental education, and the derived plan can be used as a guide to change environmental awareness and induce eco-friendly behavior to improve the effectiveness of carbon neutrality. As a result of the study, Jeju Special Self-Governing Province established a consultative body with environmental education institutions, organizations and expert groups operating dispersed throughout the province through the substantial operation and support of the environmental education center currently being entrusted, to identify the current status and develop content necessary for establishing environmental education policies, establishing a platform to enable information sharing, role division, regular communication, empathy, and policy feedback, and on-site environmental education centered on the field to stimulate emotions and personalize environmental problems so that environmental problems can be properly recognized. Recently, the incidence of disasters and safety incidents is increasing rapidly, and the interest and demands of the people are increasing. In particular, traffic accidents in Korea are decreasing due to the continuous efforts of the government and the local governments, but still higher than the OECD average. In response to such demands of the times, the 'Regional Safety Index', a numerical value that quantifies the level of safety of each local government, is being publicized every year to awaken public awareness. The Regional Safety Index covers seven categories of accidents (traffic accidents, crimes, suicide, infectious diseases, fire, safety accidents, and natural disasters) in local governments. But, this study focuses on the traffic accident area and analyzed. The target local government is Ulju county of Ulsan Metropolitan City. Based on the traffic accident statistical data of Ulju county, the analysis of the traffic accidents and vulnerable points were analyzed. Among them, 3 key improvement districts were selected and 15 vulnerable branches were selected for each key improvement district. Next, we prepared measures for improvement of each accident vulnerable site through analysis of geographic information through traffic data related to traffic accidents and interview with related organizations. In addition, the improvement measures are divided into the structural infrastructure improvement, the institutional improvement, and the traffic safety culture movement from the viewpoint of traffic accident prevention. Finally, the implications of this study are to clarify the duties and roles of the relevant departments in the municipality, based on the implementation schedule of the improvement projects for the prevention of traffic accidents and the budget plan. In addition, it is very important that the participating agencies involved in traffic accidents and the private sector participate in the project.
