Limits and Directions of Fire Prevention Legislations Caused by Polyurethane for the Construction Sites (폴리우레탄에 기인한 건설현장 화재예방 대책의 한계와 개선 방안)

  • The purpose of this study is to analyze the limits of current measures to prevent fire accidents especially in the existence of polyurethane. Suffering numerous fire accidents, preventive measures are strengthened accordingly. However, in the existence of polyurethane, current measures are insufficient since it is still impossible to completely separate inflammables form ignition sources in case of polyurethane used as insulation. In order to identify blind spots of current fire prevention measures, this study conducted analysis on the previous fire accidents and the coverage of current legislative preventive measures. In conclusion, in order to perfectly prevent polyurethane fire accidents, not only controling of working condition but also substitution of noncombustible material for polyurethane is indispensible.

A Study on the Safety and Health Consciousness for the Working Environment of Fire Fighter (소방공무원 근무환경에 대한 안전보건 의식 연구)

  • Fire fighter are exposed to the situations which are hard to predict due to continuous and accidental changes which hinder their fire fighting activity. As these threats of safety accident act as fear factors, they are doing insecure fire fighting activities. Therefore, as unclear and abnormal risks of working environment such as the riskiness of expansion of disaster, instability, obstacles of activities, abnormality, urgency, etc. increase, safety accidents are caused. This study analyzes the actual condition of safety and health and awareness of fire fighter who are exposed safety accidents during their fire fighting activities and utilize such result as the basis data to secure safety of fire fighter, keep efficient safety control and prevent accidents. The results of analysis are as follows. As rescue works among all fire-fighting works shows the highest emotional stabilization and the highest post-traumatic stress disorder is shown in fire sergeant level positions, and fire fighters whose working period is 10-15 years, reinforcing safety training to long-term workers is necessary. As the result of survey regarding safety awareness, the highest awareness level was shown in fire sergeant level positions, and fire fighters whose working period is over 20 years, and when it comes to operation of fire fighting equipments, fire-fighting workers and workers having 1-4 years of working period showed high safety awareness. The more serious injury in a fire fighter experienced as the first injury after working as a fire-fighter, the more cause-and-effect relationship was shown between personal physical condition and work, and it is shown as obstacles of fire fighting activities and affects to post-traumatic stress disorder. Moreover, as after-work off duty activities also affect to official disaster, systematic improvement of working environment is required. Occupational medical work compatibility evaluation considering the distinct characteristics of works to secure fire-fighter' health care together with fire-fighting capability is shown to be necessary.

  • Recently, fire and explosion accidents caused by sparks scattered during welding and melting work in the work place where flammables are present. The causes of such fire accidents are mostly non-compliance with basic safety rules such as the removal of hazardous goods and the prevention of sparks scattering. It is strongly recommended to revise Industrial Safety and Health Act. This study analyzes the fire and explosion accidents in the work of firearms, such as welding and melting work, and analyzes the causes from a system perspective, and proposes an improvement plan for the system such as expanding the number of fire monitors, pre-approval of fire risk work, and intensifying fire prevention safety education.

A Study on the Efficient Countermeasure of the Serious Accidents Punishment Act in the Small Businesses: On the Basis of the Serious Industrial Accidents (소규모 사업장의 중대재해처벌법 효율적 대응방안 연구 - 중대산업재해 중심)

  • Purpose: This study propose efficient and practical measures to comply with the duty to secure safety and health of the Serious Accidents Punishment Act at small businesses. Method: Based on literature review and previous studies, a plan to comply with the Serious Accidents Punishment Act was reviewed by the link with the safety and health management system and using the process approach method, etc. Result: It was confirmed that if the safety and health management system is faithfully implemented, it is possible to comply with the duty to secure safety and health under the Serious Accidents Punishment Act. In addition, a methodology for fulfilling and inspecting the duty to secure safety and health was presented. Conclusion: If the safety and health management system is operated actively by utilizing the process approach and implementation inspection checklist, it is judged that it will be possible to comply with the Serious Accidents Punishment Act as well as to continuously improve the safety and health management system.

Efficient Disaster Response Plan for Tunnel Fire Safety (터널 화재안전에 대한 효율적 재난대응 방안)

  • As the distribution of vehicles and logistics increases due to the development of human civilization and the increase in population, various roads play an important role in domestic traffic and transportation. However, the recent emergence of large cities and new cities is causing traffic problems, and the increase in roads is inevitable for the smooth distribution of vehicles and logistics. In Korea, mountainous regions occupy 70% of the country, so tunnels are used to open roads. Without this, it is difficult to open the road. Currently, there are 3,720tunnels (as of December 31, 2023) installed on high-speed national highways, general national highways, and local roads nationwide, with a length of 2.499 and increasing every year. Accordingly, fire accidents in tunnels will also increase, and due to the nature of tunnel fire accidents, there is a high probability that they will escalate into large-scale disasters, resulting in casualties and property damage, as well as significant social losses due to the disruption of logistics transportation, etc. As the possibility of potential hazards is increasing, the purpose of this study is to build a safe and efficient tunnel system by optimizing maintenance and management for fire and disaster accidents in tunnels.

  • According to NSSC Notice No. 2021-10, safety analysis needs to be introduced in the decommissioning plan. Public and occupational dose analyses should be conducted, specifically for unexpected radiological accidents. Herein, based on the risk matrix and analytic hierarchy process, the method of selecting accident scenarios during the decommissioning of nuclear power plants has been proposed. During decommissioning, the generated spent resin exhibits relatively higher activity than other generated wastes. When accidents occur, the release fraction varies depending on the conditioning method of radioactive waste and type of radioactive nuclides or accidents. Occupational dose analyses for 2 (fire and drop) among 11 accident scenarios have been performed. The radiation doses of the additional exposures caused by the fire and drop accidents are 1.67 and 4.77 mSv, respectively.

The Study on the Countermeasure Plans about Leakage, Explosion and Fire Accidents of Atmospheric Storage Tank (옥외저장탱크 누출, 폭발 및 화재사고 대응방안에 관한 고찰)

  • A crude oil leakage from a large atmospheric storage tank occurred on 4 April 2014 at 14:50 in Ulsan City, while storing the crude oil in the tank. Emergency Rescue Control Group was deployed in the scene. The company, Fire Service Headquarters and associated agencies got together in Command Post (CP) for discussing an effective corresponding strategy. Many solution plans were drafted in the debate such as power down, stopping the facilities, checking the density of inflammable gas, suppressing oil evaporation, moving the leaked crude oil to a nearby tank and a processing plant and avoiding marine pollution. All the solutions were carried out in cooperation with several agencies and partners. The oil leakage accident was successfully settled up within the process of responding, The Fire Service Headquarters and the company thought that the most important thing was the suppression of oil evaporation and the elimination of ignition source. With Fire Service Headquarters and several agencies' every effort, an explosion and a fire didn't occurred in the scene. This study suggest the improvement of the operating system in Emergency Rescue Control Group in case of petroleum leakage, explosion and fire accidents of atmospheric storage tank, different from a ordinary disaster. Assuming that petroleum leakage in atmospheric storage tank develop the explosion and fire accidents, the spreading speed of the flame and the burning time was experimented and compared with each other. Furthermore, this study concentrates on the effective field response plan prepared for the afterward explosion and fire accidents from petroleum leak in a storage tank, with the database experimented and analyzed in accordance with the angle of radiation in the foam nozzle and the pressure of pumping in a fire engine.

The Consequence Analysis for Fire Accidents by the Continuous Release of Butane Vapor in the Debutanizing Process of Naphtha Cracking Plant (나프타분해플랜트의 부탄추출공정에서 부탄증기의 연속누출에 의한 화재사고의 영향평가)

  • The consequence analysis for jet and flash fire accidents by the continuous release of butane vapor was performed and effects of process variables on consequences were analyzed in standard conditions. For the continuous release (87.8 kg/s) of butane vapor at 8m elevated height in the debutanizing process of the naphtha cracking plant operating at 877 kPa, 346.75 K, we found that for the jet fire accident, shape and size of the flame could be predicted and thermal radiation estimated by API model at 200m distance from release point was 1.5kW/$m^2$, and that for the flash fire accident, effect range was 11.2~120.2m. Also, simulation results showed that effects of operating pressures on consequences were larger than those of operating temperatures and results of accidents were increased with increasing operating pressures. At this time, effects of operating pressures on XUFL were smaller(about 1/10) than those on XLFL for the flash fire accident.

  • In January, 2005, the "Railroad Safety Act" was presented, preparing the systematic equipment that allows several railroad operators to consider the railroad safety issue, and each of the railroad operative institutions accepted such situation that the construction of the emergent system of coping, resulting in the construction of the emergent system of coping with the railroad fire accident through the relevant study to improve the railroad security efficiency against fire. This study tried to present the on developing the emergent educational program for coping with the KTX fire accident, which is distributed to the spot, to the railroad emergency staff for improving the railroad security efficiency against fire through the education of systematic and efficient emergent countermeasure procedures against fire accidents the fire accident in KTX.
