Performance Evaluation of Smart Street Lighting Systems Applying the PFI Model

  • Private Finance Initiative (PFI) involves long-term contracts where private entities invest in the construction and maintenance of street lighting facilities. The current implementation of PFI Smart Street Lighting Systems faces challenges in the fulfillment process, including discrepancies in quantities, coordination of power variations, delays in the deployment of smart systems, and issues with performance indicator scoring. These challenges disrupt the smooth execution of contractual obligations. Nevertheless, the adoption of intelligent systems in street lighting presents significant advantages in reducing energy consumption, extending the lifespan of fixtures, and enhancing maintenance efficiency. This study aims to analyze an ongoing project, applying the Fuzzy Analytic Hierarchy Process (FAHP) to identify crucial PFI indicators and their weights. The study explores areas of improvement in the project compared to traditional street lighting, aiming to provide solutions to the mentioned challenges. The results indicate that indicators such as PS3 (Lighting Service Continuity) with a weight of 0.384% and PS4 (Smooth Operation of the Smart Street Lightings Management System) with a weight of 0.274% have the highest impact on service performance. Additionally, the project involves replacing 162,000 streetlights, resulting in a yearly energy consumption reduction of approximately 70%, a decrease in monthly maintenance time from an average of 48 hours to 15 hours, and an expected reduction of 900,000 tons in carbon emissions during the project period. Value for Money (VfM) analysis suggests an annual reduction in government expenditures of NTD 66 million. This reveals that implementing PFI model is more advantageous than traditional street lighting procurement, as it allows the government to leverage contractor financing and alleviate the initial high costs of streetlight replacement, thereby reducing the overall costs of streetlight establishment and maintenance.

  • Sport industry creates value-added by production and distribution of product or service related with sports or sports. Because this industry shows promise in becoming a major industry area, the government is making an effort to bring up or develop it. The financing to firms of sport industry area(sporting goods industry, sport facility industry, sport service industry) with low interest rate and long-term repayment period on the basis of sports promotion fund is excellent scheme to promote sport industry. Nevertheless, Because many people indicate operational inefficiency of it, it is necessary to check operational efficiency through investigation for loan system of sports promotion fund. The purposes of this paper are to present some directions for the improvement of efficiency by the analysis to public loan system using funds of other government organization and to the current status of loan system of sports promotion fund. The result of this study are as follows. First, we propose enlargement of loan size and range. Second, it is necessary to use mortgages loan to technology in case of sporting goods industry and sport service industry. Third, we suggest the mitigation of loan disproportion and flexible application among loam amount of sport industry areas. Fourth, we suggest the construction of loan practical committee. Finally we propose the establishment of selection criteria to firms and ex-post evaluation system related with loan system of sports promotion fund.

A Study on the Unmanned convenience Store Operation System from the Viewpoint of Visual Merchandising (비주얼 머천다이징 관점에서의 무인 편의점 운영시스템에 관한 연구)

  • Purpose - The purpose of the study was to investigate operation system of current convenience store and competing retail store and to find out development of unattended convenience store. Operators can save labor cost and solve labor seeking when opening shop under suitable environment and commerce area, and assure of employee's safety. Customers are allowed to select commodity comfortably without disclosure of face and to shorten standby time at simple store opening, buying and paying and to produce convenient living environment by financing, delivery and goods control. This study examined effect and problems of operation of existing and unattended convenience store from point of view of visual merchandising to find out model of unattended convenience store and to strengthen competitiveness of convenience store business. Research design, data, and methodology - Research procedure of accomplishment of goal of the study was: The study investigated state of distribution business, and role and definition of VMD. First, VMD played an important role of promotion and competitiveness of unattended convenience stores. Second, the author investigated research and cases of unattended convenience stores 14 months, that is to say, from August 15, 2017 to October 15, 2018. Third, the author investigated on-the-spot three of common convenience stores, three of unattended convenience stores and three of retailers one month, that is to say, June 1, 2018 to July 1, 2018. The subject was convenience stores and retailers selling similar type of products at Seoul and metropolitan area. Results - Layout, selling place, brand identity, goods assortment, authentication system, product information cognition and control, buying and payment system, security system, salesmen, promotion and other services should be improved from point of view of merchandising. Structure, furniture, lighting, voice, façade, VP, PP, IP and POP should be developed. Conclusions - Unattended convenience stores saved operating cost and lessened labor and gave visitors convenience and comfortable shopping and made use of resources effectively. Further studies with quantitative analysis shall find out strategic conditions for promotion of unattended convenience stores.

Comparative Study of the Effects of the Intermodal Freight Transport Policies (인터모달 추진 정책과 효과에 관한 비교연구)

  • Purpose - The Korean government has devised intermodal transportation policies and granted subsidies to shippers and logistics companies that made a conversion of transportation means through the policies. This provides support by expanding the complex uniform railroad transportation and overhauling the deteriorated railroad facilities. As for 2013, however, the freight transportation percentage of railroad was 4.5% in tons and 8.5% in ton kilometers. Meanwhile, since the 1990s, developed countries such as the U.S. and Europe have been trying to expand intermodal freight transport with a legal and institutional support to build a logistics system corresponding with social and economic environmental changes. In this study, I set out to examine the effects of the intermodal freight transport policies in the EU and the U.S., and to explore the direction of setting up a rail intermodal transport system in South Korea. Research design, data, and methodology - The paper used a qualitative research methodology through the literature review. First, was an overview of Intermodal transportation in the EU, U.S. and UN. Second, it describes the development of transport in Europe and the U.S. with particular emphasis on intermodal freight transport. Third, it explores the direction of setting up a intermodal freight transport in South Korea. The last section contains concluding remarks. Results - As for the EU, it has been promoting integration between transport and intermodal logistics network designs while utilizing ITS or ICT and supports for rail freight intermodal by giving reduction to a facilities fee or subsidizing for rail freight in order to minimize the cost of external due to freight transport. On the other hand, as for the U.S., it has been made up of an industrial-led operating project and has been promoting it to improve accessibility between intermodal hubs and cargo terminals through intermodal corridor program, and an intermodal cargo hub access corridor projects, etc. Moreover, it has tried to construct intermodal transport system using ITS or ICT and to remove Barrier. As a result, in these countries, the proportion of intermodal freight transport is going to be the second significant transport compared with rail and maritime transport. An Effective rail intermodal transport system is needed in South Korea, as seen in the case of these countries. In order to achieve this object, the following points are required to establish radical infrastructure policy; diversify investment financing measures taken under public-private partnerships, legal responsibilities, improvement of utilization of existing facilities to connect the railway terminal and truck terminal, and enhancement service competitiveness through providing cargo tracking and security information that combines the ITS and ICT. Conclusions - This study will be used as a basis for policy and support for intermodal freight transport in South Korea. In the future, it is also necessary to examine from the perspective of the shipper companies using the rail intermodal transport, ie, recognition of shipper, needed institutional supports, and transportation demand forecasting and cost-effective analysis of the railway infrastructure systems improvement.

A Study on the Improvement Plan of the Urban Area Using the Three-Dimensional Road System -Focus on Shinbashi·Toranomon area in Japan- (입체도로제도를 활용한 도심 정비방안에 관한 연구 -일본 신바시, 토라노몬 재개발사업을 중심으로-)

  • This study assessed the maintenance plan of the Shimbashi-Toranomon Development Area in Japan, which has recently been completed using the three-dimensional road system. In the main relevant law system, a three-dimensional road system, which enables the construction of buildings above and below the road, was applied. The specific construction regulations applying the financing power and knowledge of private business operators were applied. In the development district, city maintenance guidelines were established, and housing and shopping malls were regulated. This purpose was to promote change, unity of distance, effective use of land, and continuous urban revitalization with charm and vitality. The main features of the maintenance plan were accessibility and greenery, comfort and a sophisticated design, and a maintenance concept utilizing historical buildings and road space through the participation of local residents and the opinions of related committees. In addition, in the case of the construction of the upper and lower roads, the construction restrictions were relaxed, and the separation of the roads and the undergrounding of electric poles were promoted. The main aim was to improve the convenience of the residents and produce a pleasant road landscape.

The political-economical meaning and implication of 'Generation Equity' debate in the Welfare States (복지국가의 세대간 형평성 담론의 정치경제학적 의미와 함의: 미국을 중심으로)

  • Public pension system of western welfare states has been maintained by transfers of public resources between working-age population and old-age population. But population aging cause the problem of fiscal burden on pension financing, so cutback on public spending for the elderly has been on the issue at public agenda. The argument on public spending for the elderly is more aggressively proceeded in the United States than any other welfare states. The argument is concerned with the problems of generation and is going under the rhetoric name of 'Generational Equity' which contends unequal distribution of social resources such as federal budget within generations. This article analyzes the background of 'Generational Equity' perspective and the reason why that argument is actively going forward in the U. S. and political-economy context of that argument. Generational Equity perspective contends that the elderly are getting more benefits and high spending on the elderly has contributing to the rising poverty rate of children. But there are lots of objection to this perspective on the ground that the perspective has weak positive evidences. The reason that 'Generational Equity' perspective has the power only in the U. S. but other welfare states is mainly due to that pluralistic political regime and selective welfare system. This research presents that political-economy meaning of 'Generational Equity' perspective is related to the political regime and welfare system of the society itself. And this research has the implication that our society having a selective welfare system would take a risk of encountering 'Generational Equity' social debate in the near future.

An Overview for the Court of Arbitration for Sport (CAS) as the Authority to Settle the Sports-related Disputes (스포츠분쟁해결기구로서의 스포츠중재재판소(CAS)에 관한 고찰)

  • The Court of Arbitration for Sport (CAS) was created to focus on the procedural complexity in the resolution of sports-related disputes, confidentiality, the matter of expenses, and the necessity of prompt settlement in the field of international sports. The CAS had originally launched as one of bodies of International Olympic Committee (IOC), but later it became properly operational as an independent organization to facilitate sports-related disputes when the International Council of Arbitration for Sport (ICAS), which came into force in accordance with the Paris Agreement in 1984 and has acted in place of IOC, took responsibility for the administration and financing of the CAS. The CAS is composed of four divisions, the Ordinary Arbitration Division and the Appeals Arbitration Division, the Ad hoc Division created later in 1996 and the CAS Anti-Doping Division (CAS ADD) established as from 2016 only to conduct proceedings and to issue decisions on an alleged anti-doping rule violation, and two (Sydney and New York) permanent decentralized offices. The head office of the CAS is Lausanne, Switzerland. Since CAS ADD was established, CAS Ad hoc Division has had jurisdiction over the appeal case against a decision pronounced by the IOC, an NOC, an international Federation or an Organizing Committee for the Olympic Games. Although there are so many virtues of CAS as a resolution authority for sports-related disputes in terms of its organization, arbitration rules and procedures, it is also true that the CAS has not been showing the consistency. The CAS should overcome these issues through much more advanced system and its instant and fair decisions.

Case Study of Opinion Coordination between Residents and Coordinators on the Planning Process of Community Housing in Sungmisan Village (성미산마을 공동체주거 계획과정의 거주자와 코디네이터의 의견조정 사례연구)

  • The purpose of this study was to make clear considerations in the planning of community housing and the roles of coordinators. Seongmisan village, a representative urban community village in Seoul, was selected for this study on problem solving between residents and opinion coordination between residents and coordinators. For this qualitative research, 2 residents and 2 coordinators answered 'open questionnaires' on prior basic planning, land purchase, financing, architectural planning, construction and inspection, and actual living conditions thereafter. They were each interviewed for 2 hours at a time that was 14-16 months after the residents started living in the new houses, and the records were transcribed. The following was the result. 1) The residents, who ruled the steps of prior basic planning and land purchase, did not have sufficient information or knowledge of the construction of community housing, so that they faced difficulties especially in the legal and financial aspects. 2) The coordinators participated in the project at the steps of architectural planning and construction. The residents accepted the coordinators' opinions on the choice of floor and position, and the coordinators listened to the residents' opinions on individual plans and finishing materials. In the construction step, however, there was conflict between them, and dissatisfaction occurred on the completion time and construction cost. For the successful construction of community housing, a professional coordination company needs to join the project to establish a system of opinion coordinating from the step of prior basic planning to the step of afterconstruction management.

The Actuality and Legal Subject of foreign investment to Chinese Medical Market (중국(中國) 의료시장(醫療市場)에 대한 외국인투자현황(外國人投資現況)과 법적(法的) 과제(課題))

  • As issues of education, employment and so on, the medical issue is one of the hot spots of society in China today. The health system reform which was pushed ahead after China's Revolution and open to the outside world hasn't received great progress. Many actual problems haven't been solved, for example it is difficult and expensive to see a doctor. With the development of the economy and society, the citizen's legal consciousness has gradually risen. They make a claim for better medical service. At the same time, the number of the disputes of medical care arises annually. China has sped up the opening of service trade for fulfilling promises of entry the WTO since 2001. China has already opened many service trade fields, including medical field. From the domestic perspective, there are many problems in domestic medical department. From the international perspective, China's present medical level falls behind the world advanced medical level. Under this background, it is a bold act for China to open the medical service field to foreign investors. Today, a huge medical service market is developed in China. However, the government's investment to medical devices and the financing channels is limited. Therefore, it is inevitable that individuals, social organizations and foreign investors invest to the medical market. In view of the situation, Chinese government issued a series of relevant laws and rules. In recent years, many multinational companies, consortiums, charitable institutions, enterprises and individuals establish various medical institutions in China. But there are rare research in the actuality and legal subject of foreign investment to Chinese medical market. Hence, it is necessary to realize the actuality of foreign investment to Chinese medical market, to familiar with the elements and procedure of establishing foreign joint and cooperative medical institution. Meanwhile, analyzing the existing problems and posing the legal subject have important theoretic and practical value.

  • Information system (IS) security continues to present a challenge for firms. Especially, IT security accident is recently taking place successively in the financial sector. Thus, a comprehensive measure on this is demanded. A large part of a research on security relies upon technical design in nature and is restrictive in a consideration of person and organizational issue. To achieve a goal of firm security, it is possible with an effort of organizational management and supervision for maintaining the technical and procedural status. Based on a theory of accountability, we propose that the security countermeasures of organization lead to an increase in accountability and reduction in risk of IT security in a financial firm and further to firm performance like promotion in firm reliability. In addition, we investigate which difference a theoretical model shows by comparison between South Korean and American financial firms. As a result of analysis, it found that South Korea and America have significant difference, but that a measure on the financing IT security is important for both countries. We aim to enhance interpretability of a research on security by comparatively analysis between countries and conducting a study focus on specific firm called financial business. Our study suggest new theoretical framework to a research of security and provide guideline on design of security to financial firm.
